Fujitsia lies in the middle of the pacific, a relatively large island nation. The explorers of old once dismissed it as uninhabitable, with its scorching heat and poisonous flora and fauna. Unknown to the rest of the world, a small tribe of humans existed. Due to the pacifistic nature of these tribesmen, they were able to quickly grow, undergoing an industrial revolution and achieving ‘civilization’ in the 1980s. It was a relatively unremarkable nation, devoid of police or armed forces, whose existence was only justified as it had nothing of value to take. That, however, was about to change. Miners working in the south of Fujitsia had found something… Something big.

My name is Miko Ecko. I am the leader of the People’s Republic of Fujitsia. Please forgive my poor standard of English. It is extremely hard for even me to procure a permanent English tutor. But, please, do not let me bore you. Three days ago, miners in an iron mine discovered, that under the bedrock, lies a deposit of Oil. Our best estimates indicate that upwards of ten Billion barrels of oil lie under my very feet. Unfortunately, we lack the tools and expertise to make use of such a large find, so the people have decided that I contact the outside world, and allow them to make use of it for the greater good. Our needs are less, but we require some money in order to modernize our country. Please do not hesitate to contact me for details.

Upon hearing this, we have decided to show interest, and would like to begin drilling. We would also assist in building the country by providing the means of cheap energy and medical facilities. For the oil our first offer is $100 per barrel.

Oh, goody! Oil! Forgive me, sir, I am just so pleased. Coincdentially, Norsikia has been searching for Oil recently, and your announcement could not have come at a greater time. I am pleased to be authorized to issue an offer of One Hundred NSD per barrel. Might I propose a plot system of auctioning off the oilfields? Morever, I would like to extend the offer of humanitarian aid, such as advanced infrastructure and medical facilities. Do think it over.

We aslo offer extra investment of $100 million for development of infrastructure, we are also willing to send skilled advisors to help oversee training of laborers and wish to aid in any way possible, so long that it is economically viable for our nation.

Royal Oceanian Petroleum has decades of experience in the exploration and drilling of petroleum and natural gas reserves. While our company can surely offer a competitive price for the commodity you have discovered, it perhaps would be more beneficial to offer instead to develop your nation's infrastructure. This would first include the development of transport infrastructure at the site and throughout Fujitsia to facilitate the transfer of your reserves to the open market. Secondly, ROP would look to make a major capital investment in the construction of a refinery in Fujitsia, an investment not just in machinery but in the education and provision of healthcare to the Fujitsian population, many of whom would comprise the refinery's labour force.
