OOC: Please forgive the somewhat crappy post, I'm really tired.
Preamble
Twenty years to this date, the nation of Orbath signed a formal treaty, along with several other nations in the world denouncing the use of nuclear weapons. Furthermore, under their own initiative, the people of Orbath sought to eliminate the use of nuclear, biological and chemical weapons. These weapons cause unnecessary harm to civilians during and for many years after a conflict. Rather than go on a global crusade and attempt to eliminate NBC weapons, an endeavor which would never be possible, the government of Orbath used the money which had once been used to build NBC weapons to create a nationwide defensive shield. Within several years, the ground aspect of this took place with many radar stations, surface to air batteries and even AA guns being constructed across Orbath. Specialized caches of gas masks and other supplies were also created to be distributed to the public. Several more years later, an undisclosed number of satellites were launched into orbit, their purpose to protect Orbath from NBC weapons from the sky. With relations strengthening between the nations of NU, the government of Orbath sought to assist and receive assistance from their region mates in an effort to protect the region from attack.

In an effort to prevent the harmful effects of nuclear, biological and chemical weapons that may be used on your neighbors or on you, the nation of Orbath proposes a joint missile defense shield, capable of protecting all of those willing to provide land, funding, materials and/or research. Typically I would invite you all for a conference, however due to recent events in the region as of late, I feel it would be safer from you instead to submit your proposals, rather than traveling to Orbath.
