As you may know, tensions are mounting with the region of Interimo. Zinaire and the New Caribbean as a whole, has been targeted by Fozcria and their allies because of our outspoken criticism of their policies both domestic and international.

Our intelligence indicates that full-scale war may be imminent and we, as Zinairians, citizens of the New Caribbean and members of the New Caribbean Treaty Organization, are requesting help in insuring that not a single ships enters our waters, not a single infantryman sets foot on our soil and not a single plane enters our airspace. In the past, although it was not easy, Fozcria has yielded to international pressure and we hope that this will work again. However, if Interimo does not back down, we must request military support to insure a victory for Zinaire and the New Caribbean.

As one of your protectorates, we hope that you will come to our aid in this time of need.

Unlike the powerful sunshine that the Highlands had been blessed with throughout spring, the weather had taken a decidedly odd turn. For today the skies were defiantly overcast, with colossal, grey clouds stretching as far as the eye could see. In the distance, the inner bulges of the clouds were illuminated briefly in flashes of light, followed several seconds later by the rumble of thunder. Lord Consul Gaius Kadesh was already seated in a sizable room that appeared to be comprised solely of marble, save for the furniture, and was vigilantly scanning a selection of documents in front of him. At the end of the large meeting table, open glass doors led on to a generous balcony, darkened by the shadows cast forth from the angry sky. One by one a selection of men and women filed into the room, took up various positions at the oak table and opened the files set in front of them. All in complete silence.

It took another fifteen minutes until all had gathered, offering the Consul a short bow as they entered. When his eight war and intelligence advisers had been made comfortable, an older figure stood to speak.

"Lord Consul, the Imperial Senate rules that all protectorates of Pictavia must be defended to our fullest capability."

That was rather obvious to all in the room, but Gaius had to let his father speak his part nonetheless. Marcellus Kadesh was an Imperial Senator, and the Senate was the basis for governance of all colonies, territories and dependencies of the greater Empire. The Senate also had complete authority over Parliament concerning the Sovereign Protectorates of New Pictavia, and always spoke first on such matters. The room remained silent for near a minute, until the heavens opened and a sudden downpour lashed the balcony nearby. A servant quickly moved in and closed the doors, the large drops of rainwater hitting the glass instead.

"Lord Praetor" spoke the Consul, "Our intelligence is clear. Interimo may attack the New Caribbean at any moment, and as my father has said, the defense of the realm is our only option."

The Lord Praetor leaned forward and rested the file he had been reading on the table before him, and closed it.

"I suggest we have the Imperial Zinairian Legion on high alert, but keep them within their base for the time being. Their ultimate objective should be to ensure their port remains secure and available to land reinforcements as soon as they arrive."

An aide approached the table and handed the Lord Praetor a piece of paper, which he looked at briefly then handed back.

"We have a handful of corvettes, a destroyer and an attack sub in the region, and that's all our naval assets within range for the moment. No substantial air units to speak of. I recommend we coordinate the few ships we have there already with the Zinairian Navy in repelling the invaders before they gain a foothold on Zinairian soil. The First and Second Fleet carrier battle groups are available for deployment immediately, however I would be reluctant to commit more than twenty per-cent of our naval forces with homeland defense in mind. We still have many enemies out there."

The thunder was slowly getting closer, rather fitting for the occasion. The Sovereign Havenic Republic had only just emerged from the Mediterranican war, and yet it seemed more barbarians were after thier pound of flesh from the Empire.

"Very well, make it happen"

It is grave news indeed to know that the sovereignty of the honourable is once again under threat by those who wish to see nothing other than death and gore. The Zinairian plight shall not be ignored, and I have issued the order for the deployment of the First and Second Fleets to the New Caribbean to ensure your defense. In the meantime I can assure you, the aggressors from 'Interimo' will be warned of the consequences of their actions. War is all too familiar to the Empire, and we always basque in the defeat of our foes.

Our Consul has just authorized the placement of our Navy on patrol in international waters. Also we ask if we can keep part of our Air force in Zinairian airspace patrolling the skies of Zinaire City, Tiamona, Belle Cote et. al. Thank you.

We welcome the mobilization of your navy, even if it now seems that the risk of an attack from the sea is relatively low. As for your air force, we certainly appreciate the offer and will allow it but we do not wish you to divert troops and equipment away from your own defense. Our air force is very capable of defending us and we feel it is best for your planes to patrol your own skies as you too are at substantial risk.

Do not hesitate to ask if you need any assistance.
