It is always exciting news to hear of another nation entering into the peaceful field of nuclear power, as it will bring many people out of poverty through cheap energy sources and good paying jobs. My own government has recently begun engaging in a civilian nuclear power program, and we would be willing to offer an technological exchange to benefit the both of us. I hope you agree, and I await your reply with trepidation.

OOC: Assuming you're modern tech, generally you need to wait til around 100 million population before you are able to create your own nuclear power without help from another, older nation. So don't be suprised if alotta people do not accept/ignore your "nuclear technology" until after that period unless you can get someone to come out saying they're assisting your efforts...

OOC: Andornia has rich uranium deposits, and they've had a thriving market with that for a long time (ICly) so I figure they would have begun to develop it/been helped with it somewhere along the line by a country they traded with..

ICCD is willing build a number of nuclear facilities in your country, and train staff for a nomimanl price of 76 Billion Dollars. Which includes 10 Facilities (2 major power stations, 4 smaller reactors, and 4 research reactors) and 20 years of technological support.

An annual exchange program open to 10 of your students on full tuition also comes with the deal, 1 student will also get a price of 20,000$ / year ontop of the tutition costs for being the one selected from those who apply for the placement.
