Allow me to introduce ourselves.

We are ten unique nations that have agreed to look both inward and outward with one mind. Nations where humans, homo sapiens sapiens, and their close kin are the minority, but are as welcome and cherished as any other species. Within the Unity the all species are have equal rights, privileges and responsibilities.

Inward ~ We seek to celebrate the individual as the highest glory and yet knowing we are all One, we are all an integral part of one another.

Outward ~ We act as One, united, in all matters involving the outside Universe.

We invite all to come meet us on Babel, where there is world enough and time.

A million miles wide, with side walls two thousand miles high - it's orbit about its solar primary is slightly larger than of Terra. This gives it a total circumference just under 600 million miles.

A 30-hour day/night cycle is provided for Babel by a series of 'Shadow Squares' which orbit much closer to the stellar primary. Twilight and dawn are created by the variable visual density of the Shadow Squares as they slide across the stellar Primary. ‘Sunrise’ and ‘Sunset’ each take about an hour. Some fifty nine minutes and fifty seven seconds for those who enjoy preciseness.

Babel’s inner surface is sculpted to resemble that of Terra. The side walls serve to keep the atmosphere, which is unpolluted ‘Terran normal’. The habitable surface area is roughly equal to three million Terran-sized planets. The gravity is also 'Terran normal'.

Just over half Babel’s surface is open water. Four sizeable salt water oceans are counter balanced across Babels surface. The Oceans stretch from wall to wall making them right at a million miles wide. They are peppered with countless islands of varying sizes, but are not very deep. The greatest depths never exceed a thousand feet. There are also many large freshwater lakes and small seas, as well as rivers and streams.

What makes Babel unique even among Ringworlds is that it has seasonality. Babel’s creators managed to give Babel a slightly non- circular orbit. This takes the place of axial tilt and other factors that grant planets their seasons. However seasons are mild and temperate

Because a Ringworld, by it's very size, has the space of hundreds of Earths, we are offering not just Embassies, but a chance for nations who are willing to be signatory to the Protection Regulations to have Earth sized sections of lands.

Lands that will be theirs to do what they wish to as long as it falls within those usage regulations. I don't have the list - One Star should be on tonight with it, but off of the tip of my fang it’s like this:

Don't: despoil/ pollute, dump populace & leave them to starve, introduce non native species w/o clearance, build & abandon, can't use as a 'penal colony'. There are some others that I can't think of but all of them struck me as eminently reasonable.

I believe that the plat sizes are going to be on the order of some 450,000 miles on a side (20,250,000 sq miles) The Ringworld is a million miles wide. This gives us the space to put a green zone between a nation’s space and the walls. The green zone is planned to be 50,000 miles deep. The mountains that ‘paper’ the walls will take up a part of that space. The land will be maintained in a managed ‘wilderness’ state under the control of the Unity. There is also going to be buffer zones between the various national holdings,, but at this time the size hasn’t been determined. (Or so I remember)

It is in the interest of the Empire of Tarlachia to request their appropriate share of these lands and embassy space offered by the Unity. Our empire has been growing exponentially and frankly, Old Terra is becoming...full.

Our civilizations also boast a variety of races, many of which are considered as "mythological" or even "fantasy". But we disgress, for all are accepted under Tarlachian law providing obedience of the law is maintained.

Tarlachian government operates as a imperial absolute monarchy, and has settlements in the Monceros galaxy and other smaller locations scattered throughout the universe.

Thoth is correct we are going with 450,000 miles on a side. This will allow a some what under 50,000 mile Green Zone between the wall 'mountains' and each nations lands. There will also be a 10,000 mile wide buffer zone between each nation.

I know that such a buffer zone, 10,000 miles, sounds like a large distance between nations but we have found numerous instantaneous transmission portals scattered both on the surface and in subsurface networks. Apparently Babel’s creators were just as concerned with transportation as we of the Unity are.

If a nation would prefer to be on a series of islands we have a number of them that are grouped close enough together to be easily linked and many already are. Though the overall land mass would not total that of a land based parcel. However in such instances the Ocean is shallow enough in those areas that ‘subsea’ habitats could be easily built.

Power is all solar power, completely ‘Green’ and we have found many virtually intact buildings that are structurally sound and ready for human habitation..

Usage regulations

1) No polluting industries / technologies

2) No mining / no drilling – being an artificial habitat there is no mineral or ore deposits to be tapped.

3) No clear cutting - without appropriate reforestation. There is enough open, fertile land that such should not be needed.

4) No using Babel as a dump / housing site for toxins / radioactives / pollutants / trash

5) No dumping of your societies or governments ‘unwanted’ populace - We will not allow Babel to be used as a penal colony either.

6) No aggressive military actions will be tolerated. You may certainly have defensive troops here, but we will not allow Babel to become a battle ground. There is room enough for all.

7) No WMD – nuclear, biological, or chemical can be brought aboard Babel.

8) We suggest a maximum population of ten per acre, but prefer it to be less, and it is suggested that at least 20% of your lands be kept for agricultural purposes and another 10% left for green belts and nature preserves.

9) We reserve the right to toss out any nation making too big a nuisance of themselves – internal conflicts, genocides and other such atrocities aren’t permitted – we’re supposed to be civilized after all. However whatever government each nation practices, and their cultural mores, are their own.

We just ask that everyone respects everyone else’s.

I know this is short but none of us have much time on line to hammer things out. If any one has other reasonable suggestions, please feel free to post them in this thread and we’ll discuss them and might very well include them. We aren’t trying to stifle any one but to include many view points and individualities while keeping Babel welcoming to all who whish to live here.

The eco systems here vary widely across Terran norms save for the extremes of cold and heat conditions. There is only a small zone of true dune desert – but there are sections of ‘badlands’ with marginal arability. We are preferring to keep all awarded plats within the 'temperate regions' which have roughly 20% surface water. There are four oceans and that gives 16 plats that have marine shorelines. We are reserving eight for Unity members, leaving eight such available.

The oceans:

1) Iana - is cold and the deepest of them with many raging currents

2) Eos - gentle and mild. This is the shallowest ocean and with the largest number of islands dotting her surface. Most are a minimum of ten to twenty square miles and the largest is barely a hundred square miles.

3) Theros - ‘steams like a young mans dreams' a hot turquoise sea of an ocean with many corals reefs, atolls and a notable number of ‘volcanically’ formed island.

4) Naharu - lastly named but certainly not least, which is not as deep as Iana nor as cold; but cool and with nearly as many verdant islands as Eos has. These are large islands, generally averaging five to eight hundred square miles and many are within but a dozen miles of one another.

All of the plats that do not have ocean frontage will have navigateable rivers connecting them though the buffer zones to the oceans. Many areas have rolling hills and small mountain ranges; others are almost completely flat grassy planes, perfect for large scale grain growing operations. If you are looking to operate mass production farms, let us know and we will provide you with an appropriate plat.

The ecosystem currently does not contain plants and animals non native to Terra, but we have recovered ecological studies done by those who constructed this in fitting in a wide variety of botanical and biological spec imines from other Class M planets. If you wish to import this non native species we ask that you contact us prior to doing so and we can provide you with what information we have available.

The out side of Babel has countless manufacturing and construction habitats – these, like Babel, were mothballed, and while some are damaged to the point of being unusable, the vast majority simply need to be reactivated. Each nations who wants one or more simply needs to ask and we will assign ones closest to their external docking facilities.

Would it be possible to negotiate for a plot that included both some shore - I guess that such would be considered as a continent - and some islands? Ideally on the ocean named Eos.

Unto the Celestial Imperia of Nova Nippon - yes it would be possible, as not all of the shore line of Eos has been claimed. I'll set it aside for you.

After much deliberation, I have decided to issue a request unto the Crown Prince Thoth Hau' Aum Horus. The empire of Tarlachia is interested in obtaining it's share of land and sea in Theros, which you have made claim that it is a moderately deep sea with a number of islands of varying shapes and sizes. We feel this is best suited for our expanding civilization as it would provide a number of benefits for their survival.

Tanaara - you mentioned in your tg's that you thought the two Arcologys would be of greatest interest. We have a ocean front plat that has one of the crystal spire concept arcologys (the upper one in the picture). It has ocean shores on five of its sides, and is capable of holding five million people in comfort. We've reserved that plat for Tanaara. It is along the shores of the Naharu Ocean.

Cats Keep, we do have a plat with hills and what could be considered fold type (Blue Ridge/ Green Mountain/ Great Smokey Mountains) mountains. We have discovered that we can program the Ring for somewhat stronger than merely mild seasonality. However no portion of the Ring will ever become anything resembling tundra biome (http://www.ucmp.berkeley.edu/exhibits/biomes/tundra.php) or desert (http://www.ucmp.berkeley.edu/exhibits/biomes/deserts.php) but will be primarily temperate through sub tropical grasslands and forests.

If this is acceptable please advise.

Please pardon, if at all possible, our late reply. We will gladly grant you an embassy, delineating it at five miles square. Would you prefer an island? We have on just off shore in the Eos Ocean, and is served by it’s own ‘in the Ring docking stations. This island is also part of the subterranean hyper-speed transport system and the instantaneous transmission portal system as well.

However if an island will not suit we can place your plat on one of the ‘main’ lands, either on an ocean front or inland which ever you prefer.

As far as military, security, and weapons are concerned, please note number seven of our Usage regulations listed below.

If there is no island there within our five-mile specifications, we will of course accept a larger one.
