OPEN DIPLOMATIC COMMUNIQUE

TO: The Nations of the World

On behalf of the people of Azemica and all of Andar, I would like to invite you all to open formal diplomatic relations with Azemica. Once you have done so, please note that to an extent your embassy is also with Andrail, the Imperium, and even with all of Andar. We are the state created specifically to conduct diplomacy on behalf of all Andar.

Firstly, we invite you all to, when Azemica is opened to the world utterly (after we get a map and basic Factbook) to come in with tourism agencies and consulates galore in many of our cities.

Secondly, we invite you to start with an embassy.

NOTES ON ANDAR AND AZEMICA: At this time, for once in its history, Andar's various countries are closed. Visas will be needed for travel. Note that Azemica is far more open, but not to mass immigration or emigration. Therefore, at this time no advertising or information-spreading by your embassy to make our citizens emigrate is permitted.

Laws Governing the Establishment of Embassies in Azemica

Diplomatic Immunity:
Diplomatic Immunity available upon request.
Diplomatic Agents in Azemica have the following immunities: May not be arrested or detained, residence may not be entered with ordinary procedures, may not be subpoenaed, may not be prosecuted
Support Staff brought from country: may not be prosecuted for official acts

Policy on Traffic Tickets
All traffic tickets of any diplomatic staff will be collected and billed yearly to the home country.

Murder
Diplomatic Officials suspected of murder are subject to normal procedures after two (2) days notice. After that time, diplomatic immunity is dispelled. Also note that any diplomatic staff may be asked to leave Azemica at any time, and must comply within one week.

Propaganda and Ideological Promotion
We ask that you refrain from promoting your nation's political, religious or economic policies or otherwise distributing propaganda while in Andar. For a special dispensation, please contact us directly. Although we cherish free speech for our citizens, we must prevent outside nations, however friendly they may be, from attempting to change our way of thinking or our way of life. NOTE: THIS ARTICLE IS VERY TEMPORARY AND WILL BE DISMISSED ALONG WITH OTHER RESTRICTIONS INVOLVING IMMIGRATION AND TRAVEL, ETC

Emergency Transportation and Security of Embassy Staff
In the event of a war between Azemica and your country, every effort will be made to ensure the safety and deportation of your staff. NOTE: IF YOUR EMBASSY STAFF COMMENCES ASSAULT UPON AZEMICAN OR ALLIED FORCES OR AIDS ENEMIES, ALL PRIVILEGES THEY MAY HAVE HELD ARE IMMEDIATELY FORFEITED. In the event of a civil war or domestic conflict, efforts may or may not be made to ensure your safety.

Weapons, Security, Drugs, Etc
Azemica is completely free in terms of the above items. However, we do require that you list what you will be bringing. Please note that your embassy application may be rejected at any time.

Flora and Fauna TO PROTECT OUR NATURAL HABITAT, ALL FLORA AND FAUNA BROUGHT MUST BE DECLARED AND MAY BE SUBJECT TO REJECTION, EXAMINATION, OR MEDICAL EXAMINATION

All embassies are provided FREE OF CHARGE to your country. Note that additional requests by you may or may not be complementary.

Locations are provided in the following places:

Azemican Diplomatic Plaza, Downtown Cyseria
Wakeholm, Suburb of Cyseria
Devontale, town built specifically for Embassies
Murkasa Hills, outside of the economic and trade centre city Murkasa

Locations Available for Establishing and Embassy

Azemican Diplomatic Plaza, Cyseria
Two classes, A and B, are available for embassy placement. Class B has underground parking space for 5 vehicles, and class A holds space for 15-20. Both classes hold office space for approximately 50 staffers. Both classes include a small suite for the ambassador, with Class A's suite being larger and including (separate from the suite) quarters for approximately 10 staffers wishing to live on-site. We suggest between 5-15 workers for the upkeep and maintenance of either of these embassies. In addition to the above, Class B includes a closed circuit security camera network and a small two-guard monitoring room. Class A has a larger monitoring room, additional security features available on request, and a small guardroom/armoury. Note that these embassies are extremely close to downtown governmental and diplomatic centres, and near to other amenities (being downtown). The International Airport is approximately a 10-20 minute drive from all embassies here, and storage is available for up one fixed-wing aircraft or helicopter. Closed wireless networks have unlimited bandwidth for Class A embassies: Class B may inquire as to what can be done for them.

Wakeholm, Cyseria
Several Class C Embassies are available here, in a quieter area that is still only 15-25 minutes from the city centre, and less by helicopter. One helipad is available in any Class C Embassy upon request, and may or may not be complementary. Remember that embassies located here are very near to residential areas. Please be respectful of your neighbours. These embassies consist of 2-3 houses retrofitted into one complex. Each Class C Embassy holds office space for approximately 30 staffers, and living space for approximately 15-20 living on-site, as well as a house for the ambassador (and his/her family, if applicable). We suggest 5-10 maintenance and upkeep workers. Two of these embassies have parking space in the complex for 3-4 cars, and all include a bit of parking space on the streets in front of the complexes. Extensive security measures are available on request, but closed-circuit surveillance cameras are networked throughout to a large monitoring room/guardroom.
Devontale
These facilities are not available yet, but will be extensive. If your ambassador wishes to reserve a chancery, contact us. We will also have support for moving your embassy here when these facilities are completed.
Murkasa Hills, Murkasa
A few large areas are available for Class D embassies. These embassies cater to your special needs. There is office space for up to 100 staffers and living space for up to 60 as well as a small manor for the ambassador (and family). For upkeep, we advise thirty to fifty domestic and maintenance employees. Additional facilities include extensive security measures, a cafeteria, a medical centre, and a small recreational centre including a swimming pool and other things on request. The main point of this embassy is customizability. A large area is available for customization. Feel free to ask for small or big things, i.e. helipads or special instructions. These embassies close to economic hub city Murkasa.

Note that embassies are sovereign Azemican territory unless otherwise specified.

Internal memo re privileges for Embassy staff.
As most of Azemica's services are privatised, no discounts can be guaranteed, i.e. no free public transport due to the absence of public transport. However, various companies affiliated with Government, Inc. may have exemptions or discounts for ambassadors and staff. Inquire for more information.

Appendix B: When applying for an embassy, please fill in the following form. The Foreign Authority believes that diplomatic relations should be established amongst nations of all types, republic or dictatorship, communist or capitalist. However, we would like to know about your country and its beliefs. Obviously, if you state that you're a dictatorship who doesn't keep treaties or return favours, your embassy application may be refused, but on the whole this serves just as information so we can better help you.

To Duke Devan Mi'Dieran,

We wish to apply for an embassy. We wish to purchase the land, and make it sovereign Kelnoriemian territory. We would like 1 acer of land in the Wakeholm, Cyseria area, to build our own embassy, to our own specs. Also, we would like to know if any rivers that lead to the ocean are in that area, as water access would be a plus. The river would need to be able to accommodate a 21' boat making a u-turn. Once we have info on the building site, we can get you preliminary building plans, and lists of equipment, and personnel who will be working the embassy.

Zwangzug has a population of more than three billion. In such a diverse, pluralistic democracy, with an endemic mistrust of the "national" idea, there is hardly any way to encapsulate the nation's stances on anything. In lieu of this, the responses below are those of the current administration. Asterisks in front of the term denote that this, in fact, is a fairly commonplace belief among most of the population.

There is no standard procedure for establishing embassies in Zwangzug: as a fairly isolationist state, such activity is usually initiated on our part. If you select an ambassador, we will be happy to set up a plot in our capital city.

Ah yes, I thought that I would need to explain, due to security reasons, we usually have all of our staff members and security guard to have living space in the embassy. The Hegemony can be found here (http://forums.jolt.co.uk/showthread.php?t=533242&highlight=Hegemony), and please excuse my spelling, staying up late at night has made me forget my medical conditions correct lettering. Unfortunately at this time, our embassies are undergoing renovation, and will be ready soon for reoccupants. The only other thing I may have forgot is the specific customizations....here are a few:
--->Modern European style architecture, no need for worrying about furniture, we will provide it.
--->A swimming pool would be nice if possible
--->WiFi access with a big meeting room with a webcam hook up for long distance meetings
--->Parking space for extra cars if we do need more (about 4 parking spaces total is perfect)

I am glad to see that things are going so well for you and for the both us. The artefact we are dispatching is the priceless Platinum Platypus a pre-Dominion, artefact that as far as we know predates any of the current peoples who inhabit Sarrowquand. The platypus is an animal which is native to some parts of Sarrowquand but with the exception of the Platinum Platypus there has been no trace of platinum found within Sarrowquand by the dominion ever.
