New Piccavian government forms after Federalist victory

Richard Adenauer was appointed the first consul of the Federal Piccavian Commonwealth (Piccische Staatenbund) after the conclusion of the country's year-long civil war.
HELVETIA, PB - For over a year, the clatter of machine guns and muted explosions of mortars have permeated the air of Piccavia, comprising the ambient white noise that millions of Piccavians have come to accept as natural. However, today, the sinister polyphony of war yielded to joyous celebrations in the capital's streets as the Federal Piccavian Commonwealth was declared.
Strife broke out in early 2007 after the death of Emperor-King Wilhelm III, who lacked a heir; hitherto suppressed pro-republican elements initiated a revolt, and fought royalist portions of the Reichswehr up until a week ago, when an assassination of the General Staff effectively decapitated royalist resistance.
Richard Adenauer's Federalist Party, which led the republican uprising, submitted a constitution to a plebiscite earlier this week, where it passed with 74% of the vote. The new constitution established a Westminster tricameral parliament, a newly organized supreme court, and an collegial executive branch, the Bundeshochschule, to act as the nominal national authority under which the Parliament's consul, the true head of government, can act.
Consul Adenauer, in his inaugural address to Piccavia, expressed his desire for stronger military, economic, and political links with the rest of the world, from which the nation has historically shied from, and later issued an invitation to world leaders who wished to hold diplomatic discussions in Helvetia.
