International Message to foreign Ministries and Departments of Foreign Affairs

Hail and well met, friends and neighbors. I am Head Minister Ruzzio Alaippias of The People's Republic of Roma V's Ministry of Foreign Affairs and Relations. Currently, I have been asked by the Senate of Rome to have send out this letter to all nations who currently do not have an embassy housed in our own borders.

Currently, there are a number of rules that the Senate has asked I remind applicants of before they begin to fill the fields on the form included with this message.

All medication and or prescribed vitamins must be taken to a local physician to be tested and approved. If there are found to be any drugs or medicines that are typically served over-the-counter unregistered and on the embassy's property the embassy may face immediate termination of use by the nation.

Anything beyond a standard assault rifle or carbine such as a light machine gun or rocket propelled grenade will not be allowed on embassy grounds. If one is found it will be confiscated and if to be found in abuse of diplomatic immunity the Ambassador may face charges and a heavy fine, and termination of ownership of the embassy may occur.

Armored vehicles such as SUVs and sedans are allowed to act as transportation for the Ambassador and his/her staff however vehicles such as humvees and APCs and other vehicles usually used for military purposes will not be tolerated on embassy grounds. Helicopters as well must be variants used for civilian purposes or can be military grade however cannot be armed. If an embassy does not request a helipad any requests for a helicopter of their choice then they will be asked to purchase a vacant hangar at a nearby airfield where they can rent the hangar and maintenance for the helicopter for a combined fee of $35,000 USD. Any vehicles that break these rules will be impounded and the embassy may face termination of ownership by its respective nation. Every embassy is limited to five vehicles (counting helicopters) per embassy.

Security forces are not allowed to carry arms such as daggers, swords, knives, or other melee weapons which incorporate a blade. They may also not use personal firearms or weapons and may not take embassy armaments and use them as personal defense weapons. Any security officers found breaking these rules will face charges if found to be in abuse of diplomatic immunity and the embassy may face termination of ownership from the nation. There may also only be 20 security guards at max present at a time on embassy grounds.

And any requests made to make special adjustments to the design or embassy must not break standard building and embassy codes set by Roman laws. The Ministry of Foreign Affairs and Relations or alternatively the Senate must be made aware of the nature of these adjustments, how they will affect the embassy, and when and how they will be applied. Any changes found to be made without authorization will result in immediate termination of the embassy's ownership by the nation.

Now, with that aside I’d like to move on to embassy locations. Currently, we have land reserved in a number of Roman cities and townships to appeal to different flavors of interest.

Rome - Roma V's most populated and popular city. The city is a living memorial to the accomplishments of the Romans and their great legacy. The city is filled with ancient ruins, museums of art and artifacts, and historical sites such as the Coliseum and the Roman Forum. Numerous parks fill the city with plenty of space for leisurely walks and rest and relaxation. If you’re of Roman Catholic faith you can pay a visit to the seat of the Pope himself in St. Peter's Square. The opportunities are endless.

Venice - The "City of Water" as it's known. Venice was home to the Renaissance and a headquarters for the Catholic Crusades. Care for a relaxing ride through the Grand Canal? Hire a gondola and sit back and relax. Cultured? Stop by La Fenice opera house and enjoy opera at its finest. Interested in the luxurious life in Venice? Visit its numerous palaces and find out how the various merchants spent their money. One thing is for sure though; Venice is never short on culture.

Florence - Birthplace to the Renaissance. Florence allows visitors to look back at the art and architecture that swept through the hearts and minds of Europeans during the Renaissance. Once a city of great economic importance it is now a prime tourist hotspot for those seeking to refine their Catholic faith at its many ancient cathedrals and churches. It is also well known for its cuisine mostly consisting of meats. The city is also well known for its collection of Michelangelo and Leonardo da Vinci arts and architecture.

Milan – One of Roma V’s largest cities, it is a design and fashion center in the world. However, it is also one of Roma’s main sport, financial, art, and education centers. In Milan these is no shortage of things to do. Whether it be enroll in a local state college, become a successful stock broker at the Borsa Italiana, Roma’s main stock exchange, watch a Football game at the San Siro stadium, one of Europe’s largest, or attempt to further your company’s success by hosting a booth at the local FieraMilano during one of the expo’s being held there.

Naples – A city noted for its art, culture, and gastronomy, Naples has a deeply rooted history in Roma. Not far from the infamous Mount Vesuvius, the city is noted for its large number of churches and cathedrals by being recognized as one of the most Catholic cities in the world. Castles of the medieval lords and palaces of Dukes of the Renaissance are popular tourist attractions. Naples is perhaps best known for its cuisines and being the home of original Italian pizza. Many vineyards also produce some of the finest wines in Roma. Music and theatre are also deeply rooted in the culture of Naples. The beaches and vast Tyrrhenian Sea provide endless relaxation in the warm climates.

Second, we'd like to congratulate you as we have passed your application with out approval and construction of your nation's embassy will begin immediately.

In your application you requested your embassy to be located near the Holy See. The Holy See is a separate sovereign nation however Roma V acts as its protectorate. As far as we know the Holy See is not operating an embassy program however we can assure you that diplomatic relations with Roma V is diplomatic relations with the Holy See as we represent them in the world stage due to their small size. If your ambassador would like to arrange a meeting with his holiness, the Pope, we will endeavor to do so.

We will endeavor to locate your embassy as close to the Holy See as possible and will, as you have not designated any arms, provide standard riot control and protection gear to your security forces as we would like to ensure the protection of your staff even if most riot weapons are non-lethal to certain extents.

Terms of Agreement
By signing this document you, the signer, hereby agree as a representative to your national government in the interest of pursuing foreign relations that all employees and accompanies of your diplomatic mission will adhere to Roman laws and authority upon exiting embassy property boundaries without prejudice to their privileges and immunities. You agree negotiation of charges filed under Roman law if any person or persons are to be found abusing diplomatic immunities. You are in acquiesce to the terms that members of your diplomatic staff that are of a certain diplomatic rank may face charges under violation of Roman law that higher or different ranking members may be immune to under diplomatic immunity.
