War for resources

I am part of an interesting offsite RP. It involves a world war fought over energy resources in the not too distant future. There are two large alliances duking it out in Africa, Europe, and Antarctica for control of the world's energy supplies. It is pretty cool. People should check it out

Who are you Avalic? France? Yes I am advertising. We basically have what we need to start assembling factbooks which means we need to start recruiting

Just a few questions, since the forum doesn't have any rules or anything up:
What time period are we in?
Are we required to use RL stats, or do we have creative license?

It is set in 2028 based upon the story that France wrote for it. I would say that you should be realistic. I don't think tech should be incredibly advanced. Many nations are in build ups of tech right now in real life and whenever everyone is doing that, they eventually take a break.
