MEMORANDUM FOR: All Potential Offerors

FROM: Defence Directorate, Unitary Technocracy of Etoile Arcture

SUBJECT: Draft Request for Proposal (RFP) issued for In-Theatre Area Air Defence System (ITAADS)

International aerospace manufacturers are invited to submit a proposal that meets the requirements and objectives of the attached Request for Proposal (RFP) for a In-Theatre Area Air Defence System (ITAADS), to fulfil an urgent operational requirement by the Etoile Arcture Defence Forces (EADF). Proposals will be evaluated to identify the offer best demonstrating understanding of the complexity and depth of the following Operational Requirements.

The Defence Forces intend to seek a non-exclusive domestic production license (DPL) manufacturing agreement for each of the elements of the ITAADS system. This agreement shall cover the blueprints and designs for the product, technical performance data and any tooling. Sequoia Defence Systems Inc., and Aerodyne Inc., have been chosen as prime contractors for the system in Etoile Arcture.

OPERATIONAL REQUIREMENTS

DRAFT REQUEST FOR PROPOSAL: In-Theatre Area Air Defence System (ITAADS)

PROJECTED ORDER QUANTITY: unlimited

MISSION: ITAADS shall be a modular, air-transportable, multi-tiered, mobile, layered anti-air defence system for protection of ground forces and fixed installations, with an additional capacity for adaptation as a sea-based air defence system.

ITAADS will contain the following elements:

1) A 3D phased array multi-function radar that can be vehicle mounted (flatbed or trailer) or ship mounted (~14,000 ton frigate/cruiser/destroyer type).

The radar system will provide target acquisition and guidance over jam-resistant datalinks, and have the ability to detect low signature threats at a minimum stand off range of 100 km.

The radar system shall be networkable and able to share sensor and data feeds between radar installations and missiles before and during flight.

2) A Tier 1 system consisting a dual-role high altitude surface-to-air missile (SAM) and anti-ballistic missile (ABM).

It shall have the ability to defeat theatre ballistic missiles in boost phase and multiple independently targeted re-entry vehicles (MIRVs) during mid-course.

3) A Tier 2 system consisting a medium to high altitude area defence SAM and ABM able to defeat low-observable/low-signature tactical threats including surface-to-surface missiles, cruise missiles, uninhabited aerial vehicles and tactical aircraft below 70,000 feet altitude.

4) Tier 1 and 2 may be based on two separate weapons or a single common weapon system.

5) The Tier 1 and 2 weapon shall consist a multi-stage, solid fueled rocket, launchable from a ground-based transporter erector launcher (TEL) and a sea-based vertical launch system (VLS).

6) The Tier 1 and 2 kill mechanism shall be a hit-to-kill interceptor or a unitary fragmenting warhead.

PRIMARY CONSTRAINTS:

1) ITAADS target acquisition units and firing units shall be of compact size to allow rapid deployability worldwide by strategic airlift (A330 (KC-45A) or A380 (KC-99A/B) sized transport) and be transportable by sea, rail and road.

2) ITAADS mobile target acquisition units and firing units shall use a automotive platform propelled by a hybrid-electric drive system supplied by Sequoia Automotive Systems.

3) ITAADS shall be limited to technology that is fully compliant with existing “Western” electronics and components.
