Geography and Demographics
Setulan
Setulan is the home planet of the Republic of Setulan. The planet is slightly larger than earth, with four continents split by large oceans with multiple island chains throughout. Each continent, due to serious planet-changing technology employed in Setulan’s hazy past, has a specific function to serve.
Agrimonus is the largest of the four continents, and, as the name suggests, is entirely given over to farming, with only two major population centers. The two cities on the continent (known as Agrimonus Alpha and Agrimonus Epsilon), also the site of the only two spaceports on Agrimonus, are roughly the same size as each other, with populations of about two million to each city. Due to the destruction of Agrimonus Delta during the Great War, however, there is a significant tent city outside of Agrimonus Epsilon containing about three hundred thousand refugees and survivors from said brutal conflict (details later). Outside of the cities, the continent has about forty million inhabitants who maintain the farm equipment that harvest the assorted grains on the continent.
Bartason is the second largest continent in size, but contains the most heavy industries. The entire continent is given over to heavy industry and maintaining the economy of Setulan. Rather than being split into cities per se, the entire continent is one massive industrial complex. The waste from the continent is deposited into an area known as the “Slag Dunes”, which is a virtual sea of waste that stretches for hundreds of square kilometers. The population is roughly five hundred million, made up entirely of the workers and guards at the complex, as well as those who support them. Due to the high amounts of pollution the continent emits, it has a huge pollution vacuum that sucks waste into space, thus protecting the rest of the continent from the harmful emissions. After the atrocity that started the Great War, it was decided the vacuum was too undefended, and an Orbital Fortress was moved next to it, as well as having its own defenses heavily fortified.
Findomus is the smallest continent and the seat of government and business for the entire Republic. The main city is Setulan Prime, and has only recently been rebuilt after the Great War. The city is home to five million citizens, all of whom either work for the government or support it in some fashion. The rest of the continent is home to another three hundred million citizens living in as free a fashion as is possible in the Republic and who are generally more educated than the rest of the citizens of the nation. On the other side of the continent, virtually chiseled into a mountain, is The Fist, Army headquarters of the Republic. Considered unassailable, every army that has ever tried to capture it has failed. Likewise, no orbital bombardment has so far reached through the mountain to damage it severely.
The final continent, Exoman, is the main population hub of the entire Republic of Setulan. The continent has three habitable hive cities, each with a population approaching six hundred million each. Two of the five hives that were destroyed or abandoned in the Great War are being resettled, and each has a population of about two hundred million each. The other three hives, the location of some of the worst fighting during the war, are home only to bandits and the dead. The population in the (mostly) untouched hives goes about life in an almost normal fashion, though there is still a tremendous amount of reconstruction and modernization being done to all of them.

Veto
Veto is the first moon of Setulan that was ever reached, but it was never colonized. A barren rock floating in the deep cold of space, it was considered completely useless when the other moons were colonized until true interstellar exploration became possible with FTL drives. Since that time, Veto has become a virtual Navy fiefdom. Home to the largest and most advanced shipyards in the Republic, it is Navy Headquarters and is home to the Setulan Naval Academy and Navy Department. Populated entirely by the Navy, it has some twenty million crewmen and dependants there at any given time, as well as the thirty million technicians/yard workers who are constantly building and repairing ships.



Limur
Prior to the Great War, Limur surpassed even Bartason as the heavy industrial sector of the Republic, and by a significant margin. Formerly home to some two billion serfs/slaves, the oppressed workers were some of the first to rise up during the Great War…and some of the first to die. When they overthrew the military presence on the planet, the Navy virus bombed Limur into submission, killing almost half of the population and forcing the rest out of the industrial zones and into the inhospitable waste zones. Since then, Limur has been an abandoned wasteland that only recently has restarted its heavy industries. There are about a half billion workers currently on Limur, and the entire moon is a massive industrial center that has just started to work once more.

Shez
Considered the gem of the republic, Shez was the one place not touched by the Great War to any significant degree, because the governor of Shez refused to aide one side or the other, and because the Navy refused to mar its beauty when ordered to bombard it. A beautiful moon full of life, it has been almost entirely untouched by human colonization. With the exception of one small city, Paradise, Shez is largely unpopulated and left to itself save a few resorts in select locations. With a booming tourist industry, the natural beauty of Shez gives many Setulanites a blessed reprieve from the strains of regular life. A garden world, the population is a mere seven hundred fifty thousand, with the vast majority living in Paradise.


Government of the Republic
The Republic of Setulan is a democratic nation with two branches of government-Executive and Legislative. The home planet and each moon elects a president and a lower house (fifty representatives for each). The five senior members from each moon/planet are placed in the upper house. For planetary government, each planet has its own lower house of one hundred one members with no upper house. All members of the government, both executive and legislative, maintain their office until the people in their domain call for an election.

Executive
The executive branch of the Republic of Setulan can be broken into two parts-the Planetary Presidents (actually given different names on each fiefdom) and the Council of Leaders.
The Planetary Presidents are the people elected as the chief executive of each fief. They are-

The Planetary Presidents have the power to veto any legislation made by the lower house, but not the upper. Each Planetary President controls his own planet’s armed forces except in time of emergency, when all military matters become the responsibility of the President of Setulan. A time of Emergency is declared when there is a two-thirds majority in both houses. All military action is subject to review by the Council of Leaders. All veto actions by the Presidents are subject to review by the Council of Leaders.

The Council of Leaders is the head governing body of Setulan. Consisting of the lawfully elected Planetary Presidents, the four act to decide legislature that will affect the entire Republic as compared to just one fiefdom. Likewise, if there is ever a controversial issue that might be against the constitution of Setulan, the four act as a supreme court. If they cannot make a decision, the entire population of the Republic votes on the matter.
During a time of war, the President of Setulan controls the military, with the other three planetary leaders acting as advisors (at the current time, all Planetary Presidents have had significant military experience).

Legislative
The legislative branch of the Republic, much like the executive, can be broken into two parts-Planetary and Republic.
The Planetary Legislature has one house-the People’s House. Each planet has one hundred one representatives who come up with legislation for their planet alone, and pass it to the Planetary Leader for review and either signature to pass the bill into law, or to veto the bill. If the bill is vetoed, the People’s House can petition to the Council of Leaders for review.
The Republican legislative branch has two houses-the People’s House and the Elders House. The People’s House has fifty representatives from each fiefdom to represent their particular domain’s interests. They make legislature and pass it to the Council of Leaders, where it can either be vetoed or passed into law. The Elders House is the five most senior or distinguished representatives from each fiefdom-members of the planetary legislature, not the republican legislature (this is done in an effort to cut down corruption). Members of the Elder House may make legislation that bypasses the Council of Leaders and is directly voted on by the people of the Republic.



History

The modern history of Setulan can be split into three distinct sections-Great War, Reconstruction, and First Expansion.

Great War

While a tremendous amount of Setulan’s early history was lost in the fires that destroyed Setulan Prime’s Great Archive, it is known that the first human settlers on Setulan were religious exiles looking for a safe place to have their own beliefs without interference. Though it was also destroyed in the fires, there had formerly been a statue of a victorious human soldier standing over an alien body in Setulan Prime, and from this it is assumed that the first settlers had to conquer Setulan. However, most of what is known of Setulan’s history starts with the Great War.
Prior to the War, Setulan was an Imperial settlement, with an Emperor and vassal colonies on its three moons. However, the Emperor at the time, Aflonso XI, was very unpopular with the masses, and when terrorists damaged the pollution vacuum over Bartason, it was like somebody tossed a match into a powder keg.
With the pollution spreading out, it killed crops on Agrimonus, creating a massive famine. Uprisings burst out all over the Empire, particularly on Limur. When the Emperor suppressed the uprising with virus bombing, the military fractured, horrified by the callous action. Four separate movements’ formed-one loyalist faction, one consisting largely of dissatisfied and horrified naval officers, one under General Mantebo, and a small faction under Soldier-Statesman Rustov Maxellian.
Maxellian, a native of Agrimonus Delta, made a move against loyalist forces in the hive cities of Exoman at the same time that Mantebo launched an attack on Setulan Prime itself from the Fist. In response, the Emperor sent forces against Agrimonus Delta to punish Maxellian and bombarded the hives from orbit, destroying several outright and killing untold billions. The naval faction of the conflict, in a sudden turn, joined with Maxellian’s faction in the second year of the war, and the battle in space would rage for six years before the fleets of the Emperor were either destroyed, captured, or scattered-long after the Emperor himself was deposed.
Mantebo’s drive into Setulan Prime started a battle that raged almost three years as his siege lines slowly pushed in to the city. At the same time, a three-way civil war raged on Bartason between the factions, and the industrial complex turned into a brutal slaughter. Finally, in the third year of war, the Emperor was executed by Mantebo, and he turned his attentions on Maxellian. The war would only get bitterer at this point, but thanks largely to naval superiority, Maxellian finally captured and executed Mantebo after eight years of bloody conflict. It has been estimated that a full third of the population died in the struggle.

Reconstruction

After the Great War, a constitution was drafted at the Council of Bakala, and Maxellian received the overwhelming vote to become president. He has maintained his presidency for almost fifty years by this point, and it does not look like the people will oust him any time soon-he received 98% of the popular vote during the last election, which was nine years prior.
Under his reign, Limur has been repopulated, and the factories are started to produce again. Likewise, the quality of life has improved greatly overall for the common man (and especially woman, who formerly had no rights) in the entire Republic. The scars of war finally started to heal, but despite this, the Great War would haunt the populace for decades, and possibly centuries. Numerous problems were created after the official end of the war, some of which are ongoing.
After the final surrender of organized resistance by the Traitor General's troops, numerous groups splintered and went into the wilds of each planet, especially on Limur, where there were thousands of square miles of dead space filled only with machinery. Skirmishes with Traitor forces continued for almost fifteen years after the official end of the war.
At the end of the Great War, a list of war criminals was created. Known simply as the Hundred, these criminals were hunted down and executed by the Republic for crimes ranging to executing prisoners to creating concentration camps to the gassing of Limur. The task forces created to find and kill the Hundred were hunting up until the modern day, when Jonathan Banes was finally executed for commiting the Day of Fire.
Another recurring problem is the refugee issue, caused by the millions displaced in the fighting, especially from the devestated hives. A solution to this problem was thought to be found in the rehabitation of the Hives, but the project has been less than succesful, and more solutions are constantly being searched for.

First Expansion

On the fiftieth aniversery of the Great War, the Council of Leaders decided it was time to finally expand past the borders of the Setulan System. Ships were sent out across the galaxy, but with little success; what few contacts were made generally did not end well, with one ship dissapearing under mysterious circumstances and another lost with all hands. Despite this, an effort was made, and after almost a year of lobbying and garnering public support, four habitable planets were colonized, being named Colonies 1-4. The populace is assured that the names are temporary.
Things were going fine until an unprecedented and unprovoked attack on Colony 1 by a race known as the Kewen. The aliens inflicted devestating losses on the Navy presence, who were completely taken by surprise, and the troops on the ground would surely have fallen as well if it had not been for the timely intervention of the Kitsune Empire of Xiscapia. Hearing the distress call, they arrived as soon as they could and battle ensued. Though Colony 1 was lost after a Kewen vessel kamikazied into the planet, the troops managed to inflict heavy losses on the Kewen and their ally, Kostometsia. Retreating from the devestated planet to lick their wounds, they had barely arrived in the Setulan system when word came that a massive incursion by the Danaversian people had attacked a Xiscapian system. Eager to help their allies, the Republic entered the war on the side of a coallition of forces.


Military
The Setulan Military is split into two branches-Army and Navy (which includes atmospheric craft). Needless to say, after the Great War, there are few senior officers who do not have significant combat experience (the average lifespan being about 130 years), and a great many field grade officers have some experience from the closing days, as well (particularly in the Navy). While the majority of enlisted personnel are green, they have exceptional leadership.

Army
The Army of the Republic of Setulan is broken up into two basic sub-categories for easier classification-Planetary Guard and Republican Guard. Moreover, Planetary Guard units are also the police force of Setulan.
The Planetary Guard are the troops trained on each planet specifically for the defense of that planet or, in time of emergency, for use by the federal government. Well equipped and well trained, they can serve as regular troops or as auxiliaries. Each fiefdom equips them with standard weaponry and armor and is responsible for their upkeep. Generally speaking, they are equipped with projectile rifle weapons and hand grenades, as well as full suit body armor. There are, of course, exceptions to the rule, and each planet regularly trains specialists such as drop pod troops and scouts. For obvious reasons, the vast majority of tank units come from Setulan itself; however, with the reindustrialization of Limur, tanks are starting to come from there as well. Planetary Presidents are the nominal military leaders of Planetary Guard Units.
The Republican Guard is the elite force of the government of the Republic. Fanatically loyal and dedicated, they take the deadly equipment of the Planetary Guard and add to it a dogged determination to complete the mission despite the odds that is a terrifying combination in combat. Trained on the inhospitable surface of Veto, they are usually thrown into the hottest part of the battle and are used as storm troops. While they have been known to specialize, they are generally used for their original purpose-brutally effective shock troops. When they do take specialty training, they universally excel at whatever their job may be.

Navy
The Navy of Setulan includes three separate branches-Orbital Defense Fortresses, Atmospheric Craft, and Space Fleets.
The Orbital Defense Fortresses are a not so much new as revitalized. Five orbital platforms have orbited Setulan for generations, and the means for making them was lost. During the Great War, only one was held by loyalists, and the assaults made against it failed until Maxellian’s forces simply bypassed it as it was not worth the trouble of attacking. It surrendered after the Emperor’s execution. The fortresses orbit the main planet in an impenetrable cordon that makes it virtually impossible to get through without being hit by the fortresses guns.
The Atmospheric Craft are the air force of Setulan, and are simply attached to the Navy. Years of experimentation finally allowed Setulan to have mixed atmospheric/space fighters and bombers. Generally built off of the “Bent Nose” chassis, they are either launched off of ships or the home planet.
The Space Fleets of Setulan are arguably the most powerful of all the branches. The Navy is broken into three flotillas, each with four task forces centered on the powerful capital ships of the Navy, and each task force can in turn be broken down into elements of various sizes.

All the Task Forces are centered on one of the twelve remaining battleships of the Republican Navy, and bears that battleship’s name. Each task force has either an A (for Annihilator), D (for Devastator), or an R (for Ravager) to describe the flagship. All of the commanders of the Task Forces are full Admirals. The Flotilla names are underlined; the Task Forces are italicized.

WMD
While Setulan does not generally employ nuclear arms (though it does use depleted uranium for some anti-tank weapons), the former Imperial navy had a favored tactic called “Poison Rain” which involved saturating an area with various biological and chemical weapons and finishing off the job with a devastating bombardment. It is assumed they still maintain the weapons to employ this tactic again.

Weapons-
K-14 Rifle-The K-14 is the standard rifle weapon of all the branches of the Setulanite army. A .38 caliber projectile weapon, it fires armor-piercing bullets, with a full metal jacket. Generally comes equipped with a 40 round banana clip.
K-1 Pistol-The standard side arm of the Republic, it is issued to all troopers. It fires a .357 magnum round.
K-666 “Devil”-The Devil is the SAW (squad automatic weapon) used by the army. .38 caliber, it has an 80 round drum magazine, which it can empty in 6.5 seconds.
K2-A heavy machine gun used in emplacements and fortified positions, the K2 fires .50 caliber bullets and is belt fed, with a two man crew. It is also used as a secondary weapon on tanks.
Banshee-The banshee is a 30mm rotating cannon with a four thousand round per minute rate of fire. The shells explode, causing area damage over about a three meter area.
Discs-While regular troops are equipped with standard grenades (HE, smoke, fragmentation), it is not uncommon for the Republic to field disc throwers. The disc grenades are like the discus, and can be thrown significantly farther than a conventional grenade. They can also be fused to a certain number of bounces on the ground before detonation.
Mauler-The rocket launcher used by Setulanite forces, the Mauler can fire either HEAT (High Explosive Anti Tank) or fragmentation rockets.

Armor
Fury (http://www.3drt.com/3dm/sf-tanks/tank-09_02.jpg)-One of the two Main Battle Tanks (MBTs) used in Setulan, the Fury is produced on Setulan itself. Packing a 150mm cannon, one banshee and two K2 machineguns, it is an all around death dealing machine, with thick armor to top it off. However, it is slow (only about thirty mph), and the crew’s chance of survival if they need to bail the tank is not high. (Five man crew).
Griffon (http://www.globalsecurity.org/military/world/rok/images/k1a1-101.jpg)-Considered the most powerful tank ever created in the history of the Republic, the Griffon has a 150mm main cannon, two banshees, and an 80mm mortar. Ideal for urban warfare, the design has only recently been reentered into the Planetary Guard, as it is only able to be produced on Limur, and almost all of the previous models were destroyed during the War. (6 man crew)
Maxellian (http://www.fallingpixel.com/products/1001/mains/Stryker_NBCRV_0000.jpg)-Named after the famous leader, the Maxellian is a versatile vehicle chassis that can be used in either a tank hunting (120mm) or infantry carrying (K2) form. With moderate armor and moderate speed, the Maxellian is able to rush around the battlefield to where it is needed, delivering men, supplies, or some supporting fire. (Two OR four man crew)
Emperor (http://www.cnc-i.net/files/media/tiberium_wars/concept_art/GDI_Predator.jpg)-The Emperor class tank is the oldest tank design still used by the Setulanite Military, from either the Republican era or the Imperial one preceding it. It is the light tank of the Republic, with a 120mm main gun, a K-2 anti-aircraft mount, and a coaxial K-666. It is distributed to Infantry units at a ratio of one company of Emperor Class tanks with every Planetary Guard Infantry Battalion.
Beachhead (http://www.roseburrough.com/home/Media/command-conquer-3-tiberium-wars-20060811054255610-000.jpg)-The Beachhead was one of the "Funny Tanks" designed towards the middle of the Great War. At the time, the Republican forces, who were short on armor, needed a heavy unit to smash apart enemy fortifications. The Beachhead was thus designed. As the name implies, it is usually one of the first units to strike an enemy position. It has two rapid-fire 120mm cannons, which can spit death at a devestating 26 rounds a minute per gun. It has a single pintle mounted K-666.

Artillery/Support Weapons
A218-180mm projectile artillery piece, range roughly 13-15 miles.
A175-150mm light artillery piece, often used by drop troops. Range roughly 10-12 miles.
M9-MLRS system, range 30-150 miles.
S-12-120mm gun platform for emplacement defense.
I-6-The only ion weapon system used by ground forces in Setulan, the I-6 is a massive, bulky weapon with limited utility on a battlefield. The only use so far has been for emplacement defense and anti-orbit fire.

Annihilator Class Battleship-The Annihilator class battleship is a gunship of the most powerful sort. Three kilometers long and half a kilometer from bottom to top; it has more than three hundred Macro-cannons on each side, though it has only five I-3 ion cannons on dorsal turret mounts. The knowledge of how to create them was lost, however, and only two are still in service.

Devastator Class Battleship-The Devastator class is the total opposite of the Annihilator. About half a kilometer shorter but still as tall, a full quarter of the ship is taken up by engines to provide power to the hundred fifty I-12 ion cannons on each side. There are no solid fire weapons on the ship, though there are torpedo bays in the prow.

Ravager Class Battleship-The newest type of battleship, the Ravager was an attempt to meld the Devastator and Annihilator class into one. Unsurprisingly, the result was a ship that was a jack of all trades, but an expert in none. The same size as a Devastator class, the Ravager has one hundred fifty guns per side, as well as sixty ion cannons; however, during combat trials captains quickly realized that if they drove their ship in between two enemy vessels and opened up with a full broadside on both flanks (a classic Setulanite naval tactic), then the massive discharge of energy from the ion cannons would shut down the ships’ engines for several minutes. The problem only occurs when all hundred (or close to that number) ion cannons are fired at once.

Harm Class Cruiser-The harm class cruiser is the only carrier ship in the Setulanite Navy, and as such one is attached to each flotilla. With only limited firepower, the ship has dozens of attack wings. The vast majority of the Atmospheric craft are attached to Harm-Class cruisers.

Fear Class Cruiser-The Fear class is a good combination of speed and firepower that makes them in high demand. With the exception of its dorsal mounts, it fires only solid shell projectiles, but its high speed allows it to get behind enemy vessels and fire into their engines.

Terror Class Cruiser-The Terror class is, at its core, a gunship; it has a tremendous amount of firepower, both energy and solid shot, and torpedoes mounted in the prow. However, it is also the only ship that carries the Nova Cannon. For this reason, it is almost always kept in the reserve, and provides long range fire support for the battle group.

Setulan Class Frigate-Ion cannon battle carriers, the Setulan-Class is meant to deliver the high-powered punch that can either weaken an enemy's shields or deliver the killing blow.

Storm Class Frigate-The staple ship of the Setulanite Navy, the Storm-Class is an all around reliable and versatile ship. With solid weapons and torpedoes, they have more than once changed the course of a battle.

Viper Class Destroyer-The only dedicated torpedo ship in the Navy, Vipers trade protection for speed and wild maneuvers as they close to within torpedo range. Though small and seemingly weak, more than one capitol ship has been brought to its knees by a well-timed torpedo volley from a squadron of Vipers.

Weapons
Macro Cannon-A massive projectile cannon that is the most commonly seen weapon in the Setulanite arsenal, one shot will almost never be enough to damage an enemies’ shields a significant amount. However, sheer volume of fire (the smallest frigate has fifty) is used to wear down defenses so more potent weaponry can finish the job.
I-3 Ion Cannon-An old, bulky, but tremendously powerful version of the ion cannon, used exclusively in the Devastator Class battleships. Despite its high power, it has a very slow recharge time (usually two and a half minutes, but during a prolonged battle that number can rise to eight minutes).
I-12 Ion Cannon-A newer and faster firing ion weapon than the I-3, it is nonetheless a lighter cannon and cannot do as much damage; despite this, it is the primary ion weapon of the Republican Navy.
Plasma Torpedoes-The standard torpedo weapon used by the Setulanite Navy.
Melta Torpedoes-A more advanced, more expensive and more powerful torpedo, used almost exclusively by the Devastator.
ACS Torpedoes-Rare and deadly, the Anti-Capitol Ship torpedoes are only ever used by the Devastator, and they were only used once in combat, when it completely annihilated a Loyalist Destroyer and also crippled several nearby vessels.
Nova Cannon-A tremendously fast moving projectile with stupendous range that, upon detonation, creates an explosion powerful enough to destroy several ships at once under the right conditions. It also takes a tremendous amount of energy to fire.

This contradicts itself in so many ways.

Hollow point rounds cannot be armor piercing. The point of AP rounds is to stay to together and punch through. Hollow points expand and tear tissue apart. If it hits anything the bullet mushroosms out, and becomes blunt. FUll metal jacketed hollow points are also impossible. Hollow points have well, hollow points, while a full metal jacket is a layer of metal that completely surrounds the projectile.

180mm solid round artillery piece

This is pointless. Solid rounds are useless as artillery. All they do is make a small, deep hole in the ground. Fill it with explosives.

"Because its FT" is not a valid excuse for anything other than FTL.

not what I meant. It was my intention that it was a hi-ex, cannister, whatever. By saying solid shot, I was trying to differentiate between regular artillery and some of the other crazy weapons in FT, like plasma cannons, blobs of aerodynamic face-eating acid, and stuff like that.

I'm looking at the pollution vacuum on Bartason as a major target if anyone were to ever attack your homeworld. That thing had better be very heavily guarded and protected, unless a lucky shot, secretly sent bomb or sabotage wipes out the whole continent and effectively cripples your economy in one fell swoop.

I'm looking at the pollution vacuum on Bartason as a major target if anyone were to ever attack your homeworld. That thing had better be very heavily guarded and protected, unless a lucky shot, secretly sent bomb or sabotage wipes out the whole continent and effectively crippling your economy in one fell swoop.

And I tried to get pictures, but I can't find individual pictures of the 40k ships that don't suck.

Flank mounted guns are pointless. In space you can move in any direction. All I would have to do is move above, below or directly infront or behind of your ships to avoid the majority of your firepower.

certainly...and when you do, my ships can pivot, roll, and match you move for move to keep you in my flanks. I know the weakness of flank firepower. It's not like my ships just go in a straight line and wait for you to pop up on top of them. Or below them. You get the idea.
Also, multiple ships=multiple facets covered. Since there is no horizontal plane, one ship can be 90 degrees to the horizontal next to its counterpart and for the crew, it would still be like they were standing straight up.

psh, my guys are butch. :p but really, I know that a .38 assault rifle would really be impractical for a normal human, but they aren't normal humans. Assuming they followed the trend in human evolution, they will be significanlty larger and have more muscle mass than we do.

And yes, that is reflected in my RP, as my troops are a minimum of 6'. And that is considered short, with most being 6'6" or higher.
