The hall was filled with excited voices, reverberating off the large stone walls and high ceiling, creating a deafening din in which Julius Faraday found it hard to concentrate. The news had been a shock for him that morning, as a rather plain looking note landed on his desk from an excited looking Malare, his secretary. She stood and watched him opening it, a wide grin spread across her well defined face and a glint in her deep blue eyes. Faraday let out a nervous laugh, looking up at Malare. "Ill take a coffee, and you can take one too. I think Ill be needing your help."
The coffee was nicer than usual, and flinging a window open, Faraday turned towards his secretary sitting with her laptop open, ready to take notes. "Its such a wonderful day, today. I think when this is over, you should go out and enjoy yourself. If I need you Ill call. Anyway," he said, sitting down at his desk, his hands supporting his chin. "Lets get on with this."
A few hours and half a mile later, the voices began to quieten, as he strode confidently up to the podium. "Ladies and gentlemen, Mugandanese people." He paused looking about the room. In fact, his advisor had told him to take this pause so that the news crews could take a last quick sound level. The need for this formality was amusing to him. "It is high time that our country moved forward, out of the obscurity of our complex and modern world.
We are stuck behind, and we need to catch up. It is with great joy that I announce these changes as your new First Representative. Our nation in the last year has invested huge amounts of your money into development of our computer systems, and such things have enabled our nation to accomplish our ID card plans; to help improve the road and travel networks; to help schools; and to help in our law enforcement. Now, we need to take this further.
I am looking to open our borders to.."

Georgio Hlepori sat taking notes in his pad. Flicking open the press pack, he pulled out the manifesto. "Interesting," he thought. A number of bullet points struck out at him, and he read each one carefully.
Open borders for immigration of skilled workers, particuarly those in computer industries
Foreign exchanges for students to study computing in foreign schools and universities
Reforms of outdated establishments, and other general modernisation
Improved relations with neighbours in terms of trade and other forms of aid
A slightly increased military presence for homeland defence
"Hmm," he nudged his counterpart, gesturing towards the list and leaning in to whisper to him. "Looks like it could be a controversial term in government with the old bench."
His comment was received with a chuckle, as the new First Representative took applause and left the stage. It was strange that he had received the post in this shock election result. The old bench, many thought, would put an early stop to Faraday's antics, and many had tried. Now though, it seemed Mugandan was on the way up.

OOC: Im looking for trade here, and general diplomacy. The new government would be up for joining international treaties and such like as long as the terms were right, and any help in building the military or the growing computing industry would be welcome also.
Basically, a catchall, [hopefully] war-free foreign relations thread. I dont think I made this clear.

Another day passed with the usual and repetitive reports and words of the Foreign Minister and his associates with only a few significant events such as the impending marriage plans of the Empress or the enrollment of a foreign leader's daughter in an all girls' school making the cut among them. Finally, Ivan Rucinsky (Foreign Minister) and his associates recieved news of the emergence of Mugandan; a new nation which had just declared itself open to the world. The associates vigorously discussed plans to approach this new nation with trade deals and a proposal to exchange students between the two nations before, after a while, Mr. Rucinsky's secretary swiftly sent a message from her boss to the esteemed leaders of Mugandan.

It has been an absolute pleasure to see another nation rise from obscurity onto the international stage under the wise and benevolent leadership of a leader such as yourself. After consideration, the Empire of Ixania has decided to propose the establishment of diplomatic relations which include free trade, embassy exchanges (OOC: see my signature) and the exchange of students between our nations so that we may learn from one another. We believe that it is in the best interest of your nation to make as many friends as possible; and we wish to be the first to extend the hand of sincere friendship to you.

Throwing his briefcase onto his desk, Faraday sat quietly thinking over the day he had just endured. It hadnt been two minutes before the more experienced members of the Representative, known as the 'Old Bench', had approached him en masse to ask of his plans for Mugandan.
"The press thinks your looking to control law enforcement entirely by these new 'systems' as you call them, Julius. Its a dangerous thing. Can someone really be guilty based on the verdict of a machine?" One man had said, slamming his cane to the floor with a crack as if to assert his authority.
Faraday sighed. I cant allow myself to be pushed around by these dinosaurs stuck in the past. Times had moved on, and Faraday wasnt the only Representative to realise such things. He was the only one who would stand up and say it openly. Taking a deep breath, he flicked his notebook open, and a flashing icon on his taskbar notified him of new mail. "Lets guess, more attacks on my manifesto?" he grunted.
The first thing he noticed was the sender. He didnt recognise the address. Intrigued, he opened the message, quickly glancing over it. As soon as he realised it was something he hadnt expected, he read it carefully, before hitting reply and tapping away at his keyboard.

I am attempting to push forward plans of an area of our capital city devoted to embassies and foreign affairs, and would be more than happy to offer you a new building upon completion. You should find them of a more than adequate size for your day-to-day business.

Sifting through his varying piles of paperwork, cursing the more boring aspects of his work, Faraday's pricked up at the three piercing beeps from his notebook. Opening the latest message he was suprised by the bluntness of it. Frowning, he hit reply and sat staring at the blank body field, thinking of what to write.
Finally, he decided to pursue this latest avenue.

Our education system, while limited, is expanding into the computing area as the manifesto states. Currently, our schools are strong in the fields of mathematics and engineering. The vast majority of our pupils leave education with qualifications in both areas.
As for trade, we can offer our surplus of natural minerals and crops (as well as manufactured commercial goods), in return for your help in our computing aspirations and military growth. We also offer employment for your nation's people in our growing industries as skilled workers that we currently do not have ourselves.

you never well know who you be talking for as thats how we like it no names, an our people do not need employment as they all work for the Military

I believe that the body armour that you describe would be beneficial. However, I also feel that due to the limited supply of manpower within our own armed forces, that this trade route will be short lived. We would also like to look at other products you can offer in the future in return for our hematite. Alternatively, we can trade you already refined iron, processed within Mugandan.

The nation of Orbath can provide you with used but still effective, naval ships, including aircraft carrier and of course, because they are used, they can be offered at a reduced price. If you are interested, please tell us what types of ships; ie, cruisers, destroyers, ect and we can provide you with more detailed information.
OOC: Basically I've purchased more naval ships and need to get rid of my current fleet which is pretty much all american ships.

Often people fear reforms and changes to the social structure and would, therefore, approach such things with skepticism and fear. Mankind fears what it cannot understand. It is no problem for us to accept your students in our schools as we have many students from all over the world being educated by properly trained Ixanian teachers. We shall prepare an ambassador to be sent to your nation when we have been notified of the creation of your embassy district. If you would like, I can send you an Ixanian diplomat who, with you or others of importance, can discuss the finer points of a trade agreement or even an alliance.

"After First Representative Faraday's reforms get under way, there are a number of critics of his plans for a 'newer, better Mugandan'."
The image flicked to a worker on a building site in the new embassy district just a few miles away, before the screen went black. "I was watching that!"
"Malare, I refuse to listen to a propagandist news channel broadcasting views about political affairs, with the opinion of someone who's only experience in politics is a bit of indecision at the elections." Faraday stood and walked towards his desk, throwing the remote control back on to the black leather sofa. "How is my diary looking for the next couple of months?"
"You've got space, why?"
"I received an e-mail this morning from Mr Rucinsky, the foreign minister over in Ixania. He wishes to send a diplomat over. So when could I do it?"
"Youve got a week free coming up, should I be thinking about arrangements for hospitality?"
"Prop him up in the Hailare Musavo uptown if my own residence here is not up to standard. Im sure their comfy beds and five star meals will suit nicely." Malare gave a small whistle. He was clearly taking a no expense spared stance in his drive for foreign relations.
