The Imperial City of Èideann

Unfortunately, because of the protected nature of the Republic's capital and Holy lands, Fortriu, all embassies are required to be situated in the Imperial City of Èideann. Èideann is New Pictavia's greatest city, and a bastion of civilisation as the hub of Pictish culture, science and technology. The ambassadorial complex itself is fully guarded by the Imperial Guard, thus drastically armed embassies are neither required nor welcome. Each embassy has local access to a communal skyport, with allies and members of the Empire gaining their own personal helipad. The complex itself is custom built with premium transportation in the form of the city's monorail linking embassies with the city centre amongst hundreds of other locations, as well as direct communications with the capital; Fortriu. The Imperial Republic of New Pictavia wishes to clarify that the territory shall remain under sovereign Pictish rule for the duration of the lease.

Rules & Restrictions of Establishment

✓ Total Staffing (Guards included) is limited to under One Hundred personnel per embassy.
✓ Weaponry is limited to side-arms and sub-carbines (including Personal Defence Weapons, Sub Machine Guns and Pistols) only. Extensive armouries are determined illegal in the complex. Explosives beyond that of standard propellant are banned.
✓ Vehicle restrictions include a maximum of one Helicopter and Ten civilian vehicles, all required to be unarmed.

Background: Regular communication between The Autocratic Federated Empire and The Sovereign Havenic Republic did not commence until the admittance of ally The Far Echo Islands into the Akimonadi Empire. Although relations were questionable at best to begin with, hostilities broke out during the Echoese rebellion although Pictish forces were not committed to the conflict. When a reasonable agreement between the Echoese and Akimonadi governments was met, favourable relations developed between The Autocratic Federated Empire and New Pictavia, and military alliances were forged over the likes of British Londinium, Yanitaria and the MU.

Background: Diplomatic contact between The Sovereign Havenic Republic and the Binairian Empire just sort of, well, happened. What was certain was that both states shared a similar distaste for communism, and believed that lesser races should be ground under their boot, so they got on like a house on fire. When the prospect of a pact of mutual protection and free trade was proposed by the Binairian government, the transmission was accidentally intercepted by the Pictish Ministry of Surfing, Babes and Awesome who then proceeded to accept without consulting Councillor Eógan Sol. Nevertheless, Sol and the Consul were overjoyed and proceeded to partake in many Margaritas.

We are, of course, completely open to any suggestions over what size of force would be acceptable. Annual maintenance costs for a force of 30,000 are projected at roughly 1.7 billion USD [OOC: Guesstimate after attempting to remove the extremely high costs of Naval/Air forces that wouldn't be applicable]. The structure of the force will remain similar regardless of size and the figure is relative to the volume of personnel, and so can be easily reapplied. Should this figure be too high, we will graciously accept whatever is standard per soldier in the Zinairian army and subsidize any difference ourselves.

This is more than reasonable, and I wish to formally accept your offer. We would also like to propose that the Imperial Zinairian Legion maintains close relations with the Zinairian Army, and that exchange programmes and combined training exercises are established to benefit both forces, and provide Zinairian soldiers with a varied background of warfare schooling and thus a more flexible working future.
