The Zinairian Foreign Authority is proud to announce a more comprehensive approach to diplomacy. At our new diplomatic centre, we are accepting applications for embassies, consulates, trade agreements and treaties. We have modeled our new programme not only after the previous, and, we feel, quite successful Zinairian Embassy Programme (http://forums.jolt.co.uk/showthread.php?t=553326), but after the successful comprehensive embassy programs of nations such as Stoklomolvi.

The Foreign Authority feels that diplomacy should not be a matter of total agreement on policies or ideologies. Therefore, our embassy and consulate applications do not, and never will, require you to state your national policies or your political or economic ideologies. We treat an application from a communist dictatorship just as we would one from a capitalist republic. However, we do reserve the right to deny applications if we feel that any interaction with a nation may tarnish our international reputation or endanger the citizens of Zinaire.

Regulations Governing Embassies in Zinaire

Article I: The Treatment and Rights of Embassy Staff

All ambassadors and diplomatic staff are offered full diplomatic immunity. This means that no embassy personnel (excluding service staff and any other domestically hired personnel) can be charged with a crime while in Zinaire. However, Zinaire maintains the right to expel any members of the staff suspected of criminal activity and in some situations we may ask that nations waive their diplomatic immunity so that offenders can be prosecuted in Zinaire. Traffic tickets may be issued but they should be paid by the mission rather than the offending individual.

Full background checks on all personnel will be conducted before the arrival of your delegation. Personnel, including the ambassador, may also be subjected to polygraph tests and/or drug tests at any time during their first week in Zinaire. Security personnel may be tested for restricted substances by Zinairian authorities at any time. Personnel failing these tests or refusing to comply may be immediately expelled at the discretion of the Foreign Authority.

Allegations of brutality by security forces will be examined carefully and we may request that concerned parties be put on administrative leave. Accusations of espionage will result in suspension of all accused staff pending investigation.

The Zinairian government will never imprison, execute or kill foreign dignitaries or staff-members in times of peace or in times of war expect if not doing so would directly endanger the life of a Zinairian . Dignitaries and staffers can be held in custody for a maximum of one (1) week pending investigation or extradition proceedings.

If a war breaks out between Zinaire and an embassy-holding nation, all embassy staff will be promptly and comfortably deported, if desired, by a neutral third party agreed upon by both Zinaire and the embassy-holder. In the event of a civil war or other internal conflict, all necessary measures will be taken to insure the safety of embassy staff. We are not responsible for damage or injury caused by preemptive strikes, acts of terrorism or other sudden, unforeseeable misfortunes.

Article II: The Rights of Zinaire as the Host Nation

Zinaire may, with the appropriate Order of Expulsion from the Foreign Authority, expel a diplomatic mission, in part or in full, at any time and for any duration. Reasons cited for the expulsion may include political protest against the embassy-holding nation, violations by embassy staff or any other sufficiently reasonable cause. In the event of such an expulsion, national police will arrive at the embassy to serve the Order of Expulsion. All embassy staff (except for those that are Zinairian citizens) will be immediately taken into custody pending deportation. We advise that you instruct your embassy staff to enter custody peacefully as armed resistance by embassy staff will be considered ground for Zinairian authorities to respond with deadly force. We cannot be held accountable for any deaths caused by resistance by embassy personnel.

All chanceries, both those that are pre-constructed and those that are custom-built, remain Zinairian land and property of the Zinairian government. However, embassies are extraterritorial zones and are exempt from Zinairian law. Additionally, Zinairian authorities cannot enter an embassy without permission, the appropriate paperwork from the Foreign Authority or probable cause (e.g., a fugitive has been seen fleeing into the embassy or shots have been fired from within the embassy). In any situation, the use of deadly force against any Zinairian authority will be seen as cause for expulsion or an equally forceful response.

With a warrant directly from the Foreign Authority, Zinairian police may search a chancery for undeclared weapons, vehicles, restricted substances, employees, etc. All undeclared objects may be confiscated and depending on the situation, the diplomatic mission may be expelled.

All pre-built chanceries are provided free of charge by the Zinairian government. Custom chanceries must be paid for by the embassy-holder but they will be reimbursed to the cost of a standard embassy by the Zinairian government. The embassy-holding nation is required to pay for all utilities as well as repairs and improvements made to the chancery. The latter two must be reported to the Foreign Authority and a Zinairian inspector may be required to oversee the work.

Article III: The Location and Amenities of Chanceries

The technical term for the physical space which a diplomatic mission (i.e., embassy) inhabits is “chancery.” This term will be used throughout this article.

Chanceries will be located, except by special arrangements, either on Arouet Drive, Hedge Street, the Rue de l'Etoile or in the hills surrounding Zinaire City, the capital of Zinaire. Arouet Drive, Hedge Street and the Rue de l'Etoile are all close to the downtown governmental hub of National Plaza. Chanceries in the hills are at a variety of addresses at the outskirts of the city. These compounds are reserved for nations with special security, medical, transportational, or logistical needs.

Downtown chanceries are shared by a varying number of nations. They have shared underground garages for up to twenty (20) regurally-sized vehicles. We ask that each nation limit itself to five (5) vehicles. Downtown chanceries also have office space for approximately one hundred (100) diplomatic staffers. In addition, there are quarters for twenty (25) employees who wish to live on site in addition to a suite for the ambassador and his or her family. For the upkeep of a downtown chancery, we suggest between ten (10) and twenty-five (25) employees. Security forces are capped at twenty-five (25) guards or soldiers.

Hilltop chanceries have garages for up to twelve (12) vehicles as well as a helipad and storage for two (2) midsize helicopters. There is office space for 120 diplomatic staff and living quarters for eighty (80) in addition to the small manor reserved for the ambassador. For upkeep, we advise thirty (30) to fifty (50) domestic and maintenance employees. Security forces are capped at fifty (50) members. Hilltop chanceries are protected by walls three meters in height on all sides. Additional facilities include a small medical center and a cafeteria. Should you need additional facilities on the site of a hilltop chancery, we will be happy to assist.

Fixed-wing aircraft and helicopters belonging to nations with downtown chanceries may be stored at the Zinairian International Airport, located in Zinaire City. A maximum of one (1) of each type per nation is enforced.

Article IV: Limits on Equipment

Vehicles are limited to the numbers listed in Article III. All vehicles must be unarmed and of civilian design (no APCs, tanks or other military vehicles). Armored vehicles are permitted. We also ask you do not use stretch limousines as Zinairian citizens frown on their perceived inefficiency. We are happy to provide suggestions as to alternate luxury vehicles. Vehicles produced more than fifteen (15) years ago are not street legal in Zinaire. We would also discourage the use of bicycles, not only because of the obvious security threat but because bicycle lanes and other such amenities are uncommon in Zinaire.

We ask that weapons are limited to one (1) per type per guard/soldier. Machine guns, all explosive devices (including rocket/grenade launchers, hand grenades (both lethal and non-lethal) and all manner of bombs) and armor-piercing weapons are all strictly prohibited and will immediately be confiscated. Riot gear and equipment is also prohibited as the Zinaire City Police Department will be called in to handle an demonstrations or mobs. Sniper rifles and hand-to-hand weapon (including bladed weapons, staves, brass knuckles, etc.) requests will be dealt with on an individual basis. If you would like to bring such weapons, please justify your request in your application. All nuclear, chemical and biological weapons are absolutely forbidden and possession of such WMDs will result in deportation of the entire embassy staff and permanent expulsion from the embassy programme.

Article V: Animals, Plants and Restricted Substances

Relatively small, domesticated animals (e.g., cats, small to medium-sized dogs, birds, fish, rodents) are permitted. However, these animals must be kept in the ambassador’s private quarters and never be permitted to wander the chancery. Please inform us of any history of aggression that diplomatic pets may have. Upon arriving in Zinaire, should a pet create a problem (e.g., excessive noise, destruction of property, aggressive behaviors) we will request that the pet be removed from the nation. Exotic and wild/feral animals are strictly prohibited. We reserve the right to inspect the health of all animals entering our nation.

We discourage the international transport of plants as we find it to be more trouble than it is worth. However, should it be absolutely necessary that a plant be brought into Zinaire, it will be inspected carefully by customs officials before it is permitted to enter the country.

We will permit diplomatic parties to bring up to five (5) litres of alcohol into Zinaire without cultural or religious justification. With justification, we will allow an additional ten (10) litres. Without justification, drugs (all drugs, save those prescribed by an accredited doctor are illegal in Zinaire) are strictly prohibited. Please provide cultural or religious justification and your case will be considered. In all cases, security and other armed personnel are prohibited from ingesting restricted substances.

Regulations Governing Consulates in Zinaire

Article I: The Role of a Consulate

Consulates exist primarily to protect the interests of tourists or residents from their nation and to assist in promoting international trade. In some instances, consulates may also issue visas or passports, this matter should be discussed on an individual basis.

Article II: The Treatment of Consular Staff

Consular immunity protects all member of the consular staff from prosecution only if their activities were in the line of official duty. The consul is also given full immunity against misdemeanor charges. In the event of internal conflict, Zinaire will endeavor to protect consular staff as it would diplomatic staff.

A service staff of less than five is needed to maintain most consulates and we ask that security forces not exceed ten personnel.

Consulates are also permitted one fixed-wing aircraft, one rotary aircraft and one small watercraft (in costal cities).

Chancery Descriptions

Downtown Chanceries

Chanceries in downtown Zinaire City (located just minutes from National Plaza, the seat of power in Zinaire) vary in height from eight stories to twenty. These floors are divvied up into sections of two floors (although larger sections occur occasionally). Each section acts as one nation's embassy.

The ground floor (which, unlike the rest of the building, is subject to Zinairian law) is dominated by a lobby secured by Zinairian military personnel.

The average floor in an embassy building is approximately 1,860 square meters. The lower floor is devoted to office space (chanceries come configured for one hundred staffers) as well as a reception area, break room, conference rooms, security offices and other facilities. The upper level has a 230 square meter suite for the ambassador as well as twenty-five 55 square meter apartments for staff.

Only the lower level is accessible by the building's main elevator and the second level and be accessed only by taking a separate flight of stairs from the lower level. Guards may be posted in an embassy's reception area (which the elevators and main stairs open onto) and throughout a nation's embassy.

Hilltop Chanceries

Zinaire City is bordered on two sides by rolling hills. These hills provide a break from the rapid pace of downtown Zinaire City (which encompasses a vast majority of the city). These secluded hills provide an excellent location for larger embassies.

The embassy complex is composed of a number of lower-rise buildings. These include an office block, an apartment building, a cafeteria, a clinic and a manor for the ambassador. The structure of the office and apartment buildings is similar to that of the downtown chanceries.

Embassies are protected by three meter walls and include a guard house with remotely controls the main gate.

I assume you are aware that you have used Zinairian Form D-20 (Consulate Application Form) which is, as the name implies, is for nations wishing to establish consulates, rather than embassies, in Zinaire. If so, then you have given an unsuitable location. Consulates are located in the non-capital cities of Zinaire, as outlined in the Regulations Governing Consulates in Zinaire.

Also, we usually request that nations establish an embassy before establishing any consulates.

Finally, we require cultural justification for marijuana use. Is it an important part of your nation's tradition or Mr. Ric's religion? If not and if Mr. Ric will not be able to cease his use, we must ask you send a different consul.

Please tell us which cities you would like your consulate(s) in and, if possible, please file paperwork for an embassy as well.

The compound will be of our own design, though we will follow all Zinairian construction codes and regulations to the best of our ability. We will be paying for the costs of running this embassy, for we were the ones who designed and constructed it.
The facility for Stoklomolvi citizens will be for Stoklomolvi citizens who require immediate access to a Stoklomolvi monetary storage facility to retrieve funds for their own use. In addition, should a Stoklomolvi citizen in Zinaire become displaced or in lack of a permanent shelter, this facility will provide for them until they either find a employment in Zinaire or are then transferred to Stoklomolvi. In addition, if a Stoklomolvi citizen becomes lost or disoriented, then they may visit the Stoklomolvi embassy for instructions. Also, should any Stoklomolvi citizen become assaulted in any manner, they can visit the embassy for protection.
Patriotism commissars ensure that all diplomatic staff do their duty. Propaganda commissars ensure that diplomatic texts are written properly with correct conventions and character placement. Stoklomolvi Communist Party leaders relay orders from the command in Vladistov, Stoklomolvi to the ambassador and his staff.
We now pose a question; if we spot a Stoklomolvi citizen under attack or harassment by somebody who is not of the Stoklomolvi nationality, what actions should be taken against the offending party? In Stoklomolvi, the offender would be shot on sight; this would apply to Stoklomolvi people living in Zinaire.

Although we are not completely satisfied with your explanation of commissar duties, we will accept your application. However, if we find that Communist propaganda suddenly begins to circulate within our nation, you will certainly be investigated.

If one of your soldiers was to fire upon a Zinairian citizen or anyone else who was attacking or harassing an Stoklomolvi citizen, we would begin a formal investigation of their actions immediately and ask they be put on administrative leave. Should we find that they fired upon one who was merely harassing a Stoklomolvi citizen and posed no actual threat, we would demand their removal from the programme. In an ideal world, or simply downtown where police presence is greater, a Zinairian police officer could be called to the scene in time to diffuse the situation him or herself. Based on the location of your chancery, this is unlikely, and a guard would not be expelled from the programme if our investigation found that the life of the citizen under attack was indeed endangered. However, because the chief purpose of any embassy guard is to protect the members of the diplomatic mission, we must discourage this kind of vigilantism.

Alfegan long-distance transport is often made by either ultra-long range jet liners or airships. Airships are a common form of Alfegan transport, and as such it is likely that any heavy goods deliveries will be done by airship. As such, we need to enquire whether there are facilities available for airships to land, noting the maximum size airships that can be accomodated for in length and width. Please note that Alfegan airships follow some of the strictest safety regulations in the world in both construction, procedures, ground manouveres and refuelling. As such, it is a legal requirement for all Alfegan airships to use helium as a lifting gas, with central hydrogen fuel cores allowed if design inspection is approved. Structural safety features also mean that in the event an airship was to suddenly lose lift as a result of catastrophic impact or attack, it would float to ground safely, hopefully in an uninhabited area. These features also mean that the chance of structural failure is minimal, even in high velocity winds causing shear on the largest of airship structures (the largest airship in current operation is the Erika class, with a length of 1000m and diameter of 250m, about twice the lenth of many trading vessels).
If major airports are unable to accomodate landings on open runway areas, then large flat fields/deserts/plains can also be used, in addition to water bodies. If providing facilities for such craft is impossible, even with future trade with Alfegos, then more conventional means can be sought.

Thank you for your application. Unfortunately, our airports do not have facilities for airships and Zinaire has very little undeveloped, unwooded land. We are, however, surrounded by water. Along the south coast, waters are calm and the beaches are smooth and level with the water. However, on the north coast, where Zinaire City is, the water is rougher and the shore is rocky and elevated. We imagine that having to take supplies overland through the jungle and over the mountains would negate any benefits presented by an airship landing. Should we reach trade agreements, we would consider installing airship facilities at one of our airports.

Also, I have discussed your request for guard dogs with members of my staff as well as my superior, Sir Anthony Marcus. Service dogs are uncommon in Zinaire and we came to the consensus that it would be best for you to omit the guard dogs. However, we are willing to discuss this further.

The communication from Angenteria started a wave of laughter that spread across the FA officer and eventually resulted in someone from the Commercial Authority next door coming over to see what was so funny.

While I am not sure if you have ever visted Zinaire City, Madame Bowles-Thompson, anyone who has been will tell you that is is a giant, bustling metropolis where even bicycles and mopeds find it difficult to compete with automobiles. We are not sure if the horses would be more spooked by the traffic or the traffic more shocked by the presence of a carriage on a city street. There is no culture of horsemanship in Zinaire and you would be hard-pressed to find horses, much less people that had the foggiest what to do with one. This combined with the fact that a horse-drawn carriage would draw substantial abuse from Zinairian drivers, results in our recommendation that you forsake tradition and nix the equine element of your diplomatic mission to Zinaire.

Naturaly we appreciate that only one organisation should represent Sarrowquand in your nation and abroad in general. It is unfortunate for the dignity of our state that this drama is being played out here rather then simply being settled within our borders, behind closed doors and preferably under a curtain of mist like things would have been sixty years ago but this is how it is. You state that you favour our opponents applications over our own. Your reason that their requests are more reasonable. I assume that your issue comes either from our choice of weaponry or our request to construct such a monumental embassy.

If the descision to favour the Grey proposal over ours is due for simplicities sake then I hope that you will reconsider, we feel that Sarrowquand and Zinaire should be two states that can be relied upon to protect each others interests and that the foundation of that should be mutual respect for each others values. IMPORTANCE NOTICE TO ALL NATIONS HOLDING EMBASSIES IN ZINAIRE

Since the beginning of the Zinairian embassy program, we have provided nations with entire buildings in which to conduct their diplomatic business. However, this model is extremely inefficient, and large sections of many buildings go to waste.

Therefore, embassies will now be grouped with several nations operating out of one high-rise building. We will be allocating space based on the number of personnel a given diplomatic mission is employing and we assure you that offices will not become overcrowded.

We are doing our best to maximize the number of embassies that will remain in the same building, but nonetheless, many missions will be required to move. Luckily, most of these moves will be across only several hundred meters. The Foreign Authority will be happy to help with the move in any way we can.

This move will not be happening for three months (OOC: although I'll give people a couple days to whine about it) and in the meantime, diplomatic missions are free to lodge requests regarding what nations they will be neighboring. A final list of the new embassy locations will be available no less than one week before the move. During the next three months, some construction will be occurring at various chanceries. We will do our best to keep the disturbance to a minimum.

Because chanceries will be jointly occupied, embassy guards will no longer be stationed outside the embassy. Instead, they should be posted on floors administered by their home nation. Missions which feel the need for extra security can request a Zinairian troop posted outside.

On the day of the move, FA representatives will arrive at embassies to facilitate the move. We expect all missions to be compliant as you will have had sufficient time to inform us of any concerns you may have. Resistant parties will be handled by the ZNPD and can expect to be expelled from the program.

Consulates as well as custom and hilltop embassies will not be affected by this move.

All concerns, comments, requests for extra security and placement requests can be directed to the Foreign Authority. Again, the move will be taking place in three months, but any new embassies established in the meantime will be placed with another nation.

We understand that this change in policy may not be popular, but we can assure you that after an initial period of controlled chaos, everything will return to normal. As always, the FA is here to assist you in any way possible.

Dear Sir,

The Crusader is a Tolvanic Motor Works medium SUV (OOC: Like a Range Rover), the models used for diplomatic transport are equipped with light armour designed to deal with small arms fire and light expolosives. The VH-90 is a VIP transport helo in service with the Tolvanic Air Force, it carries no weapons, however it is fitted with an IR suppression system and can deploy flares to defend against heat seeking MANPADS.

We will of course abide by whatever decision you reach regarding the deployment of shotguns with our Diplomatic Security Staff.

The SUV's that I will be possessing are manufactured especially for governmental use in The Mindless Psychos and they are standard when compared to most other types. We have had two incidents in the past where an ambassador needed to move quickly from the embassy to the airport due to out breaks of hostility (not between our country and their's however) or because of anti-foreigner protests that have gotten out of control. Because of this limitation, we will use a V-22 Osprey, which gives both helicopter and aircraft capabilities.
