The Empire cordially invites you and your respective navies, diplomatic parties, heads of state, royalty, et cetera to partake in this years Fleet Week festivities at Layarteb City. This year, Fleet Week is scheduled to run from May 12 through May 18, a schedule is attached for your convenience. If you wish to register, please notify us immediately, reservations are limited and it is a first come, first serve situation. Pier spots remain open and we invite you to display your naval creations to the world at this international event.

The first Fleet Week at Layarteb City was in 1987 and this, the twenty-first annual event promises to be the best ever. In the past, Fleet Week has drawn crowds of in excess of five million non-Layartebian nationals. Our attendance record has surpassed eighty-five million for a single Fleet Week, which was in 2006. We hope to break that record this year and we have prepared for over one hundred million. Some of the highlights over the past years has been the debut of the Heretic guided missile frigate, Enterprise aircraft carrier, F-14E Super Tomcat upgrade, and the Emperor's announcement of realization of the Empire and an end to the Conquests in 2006.

This year, the Imperial Layartebian Navy shall debut the Overburdened class battleship to the world. Although there are four vessels currently in service with the ILN, this will be their first, official, public unveiling to the world and will include a small demonstration of their capabilities, via video feed from off the coast of Long Island against several target ships. The Overburdened, one of the largest and most powerful warships in the Imperial Layartebian Navy has spent over a decade in development but, its commissioning continues the tradition of the Imperial Layartebian Navy, which regards no class of warship to be outdated, despite historical events. There also promises to be several naval and aerial debuts by foreign countries.

This year's Fleet Week will include various demonstrations from military squads from around the world, the usual air show, an impressive space exploration exhibit with real moon rocks on display, IMAX presentations, fireworks, and parties. Please see the attached schedule for the full synopsis of what will be happening.

The registration deadline is May 9 and please submit the attached registration form via an encrypted, secured source. We accept facsimiles, electronic mail, or diplomatic envelopes. We emphasize the deadline and request that you submit your registration forms as early as possible.

Rules & Regulations

Please read these rules and regulations to Fleet Week. These rules and regulations must be followed at all times and cannot, under any circumstance, be bent or avoided. Failure to adhere to them will result in immediate ejection of your party from the Fleet Week events without refund. If there is an issue with these rules and regulations, please advise the Ministry of Foreign Affairs before you arrive and accommodations may be made. The Empire reserves the right to deny any accommodations and entry as it sees fit. These nine rules are not the only ones in effect and the Empire reserves the right to change these at any time without prior notification.

1. The Empire stresses law, order, and security above all else. Any foreign dignitary who violates the laws of the Empire can and will be subjected to expulsion, prosecution, or penalty, depending on the severity of the incident. The Empire reserves the right to detain, try, and sentence all foreign dignitaries and nationals should they violate the law of the Empire.

2. All naval vessels that arrive in Layarteb City Harbor cannot use their offensive weapon systems, due to health hazards. All weaponry must be stowed and all weapon systems must be on "SAFE" setting. Failure to adhere to these guidelines will result in immediate ejection. The Empire reserves the right to inspect all vessels in accordance with this guideline.

3. All aircraft that arrive cannot be equipped with weapons of any nature. Aircraft guns may be fitted but ammunition cannot be present in magazines. The Empire reserves the right to inspect all aircraft in accordance with this guideline.

4. Should it become necessary for an emergency evacuation of foreign nationals or dignitaries to take place, the Empire will not, under any circumstance, impede this evacuation. However, notification must be given to air traffic control staff, harbor masters, and/or police personnel to ensure a safe, timely, and unchaotic evacuation, as well as to not induce panic.

5. Acts of terrorism will be considered acts of war against the Empire and will result in immediate and overbearing retaliation.

6. Payment is to be made, in full, prior to May 11 or else all reservations will be forfeited.

7. All currency must be exchanged to Layartebian shingrots. The current exchange rate is §1.00 = $1.95; $1.00 = §0.51 and will remain as such throughout the entirety of this event. Price wages are fixed to avoid gauging.

8. The Empire reserves the right, at any time, to eject any personnel, regardless of diplomatic status or nationality, for any reason whatsoever. The Empire does not require that this reason be explained to the ejected parties.

9. Any accrued expenses must be paid prior to the egress of your party. Any expenses not paid will be applied to your respective treasury at an interest rate of 20% APR.

In case you're wondering, pages 5 through 8 are more diplomatic things, including contact information, waiver of liability, et cetera. All that sort of stuff that I'm just not going to type down. So let's get down to it, what does all of this mean?

Well, you've been invited to attend the 21st Fleet Week at Layarteb City. It will be held May 12 through May 18 and it will be an international event with parties, fireworks, et cetera. I've done three of these already, this being the fourth, and they've been big hits. However, none of the RPs have ever been actually completed. Why don't you help me out and make this one complete. Now, when I say what days it will be held, that isn't a static date range. The RP will begin on May 12, at which time this thread will no longer just be for sign-ups. However, as this is an RP, it may take a month to end or what not, who knows, it depends on how long it takes.

I encourage you to take part in this RP and, in doing so, here are some ideas and requests. First and foremost, please provide pictures for all ships or aircraft you present, to spice up the RP. Please provide, if you have them, pictures of just about anything else. I love pictures in RPs. Secondly, please don't spam this thread and also keep it to some sort of decorum. I will ask the MODS to delete posts if I have to, especially for n00bishness. Thirdly, please ask me if you're going to do something like "attack" someone or what not. I'd like to keep that out of the RP but, if you really want to do it, we'll discuss whether or not we're going to let it happen. This may be godmodding a little but it's a liberty I intend to use to make everyone happy.

Everyone is welcome, whether I like you or not. If you want, you can even RP as just average citizens of your own countries walking around, looking at displays or what not. Again, please use pictures in your posts, it really spices up the RP.

With that said, please post if you are going to attend and use the form on page 3 [above]. The limits I have to place on entry to the harbor is 57.41 feet (17.50 meters) in draught and/or 200,000 long tons (203,209 metric tonnes) in displacement. So please don't be surprised if you are above this and I say "No." It's nothing against you, it's just that it won't fit. We've already dredged the harbor to allow bigger craft than in real-life but even that has limitations. As it is, my Overburdened class battleship barely fits [tonnage wise].

As a side note, since I don't have to keep posting it, here are the classification levels & descriptions for all diplomatic communiques.

Classification Levels

Standard: Standard classification is the normal level of encryption. It is equivalent to the standard levels of encryption seen on most secure e-mail clients.

Confidential: Confidential classification is a higher level of encryption than "Standard" but it is not heavily encrypted. It is used mostly for flash traffic to foreign countries and requires some additional decoding time. It uses 512-bit RSA encryption methods and has several key ciphers that change unpredictably.

Secure: Secure communiques use 1024-bit RSA encryption and several key ciphers within them that change unpredictably to ensure that message traffic is not hacked or decoded. Access to said messages would require heavy cracking software and significant resources but it is not "uncrackable." It can be a viable level through 2010.

Encrypted: Encrypted classification is the second highest level of classification. It is uses 2048-bit RSA encryption and multiple key ciphers within it to ensure that cracking it would take such a significant amount of time to accomplish that, should it be done, the message's usefulness would have already expired. Though anything is crackable, because of the methods employed, this level is often considered "uncrackable" by current capabilities. To ensure revolving protecting, ciphers and encryption algorithms will change unpredictably. This level is sufficient until 2030.

Maximum: Maximum classification is the highest level of classification available. It uses 3072-bit RSA encryption and multiple key ciphers that change unpredictably. It can provide protection past 2030.

Experimental: Currently not a fully recognized level, experimental denotes a category using 15360-bit RSA encryption and multiple key ciphers that change unpredictably. It is not in full operational use as of yet.

As the head of State of the Confederacy of Third Spanish States, after discussing the matter with some of my partners in the MilNet, we have reached a consensus into participating of this naval and air show event in the Empire of Layarteb. The form is right below. I have a question however: would it be permitted for low pass flight maneuvers to be conducted by highly trained pilots? This is relevant to determine which squadron shall be invited to attend the event, as some are more willing to take risks for the thrill of it, and to fly beneath radar coverage in an hypothetical operation, than others. Also, regarding payment, for a stroke of coincidence it seems both our currencies share virtually the same worth in international trade, as a mutualist credit is equivalent to $1.95. As a fully digital currency, we would like to ask whether it could be allowed direct payment through electronic transfer or not.

The Realm of Cotland will as always attend the Fleet Week celebrations in Layarteb City, and wish to send a rather substantial contribution this year. Given the recent downscaling of the Royal Cottish Navy since the break away of our former provinces in Siberia, India and the Caribbean, we feel that this is the perfect time to display to the world that the Realm is still a force to be reconned with, and our contribution will display this. If permitted, the 163. Maritime Strike Squadron and elements of Kong Olav V's airwing (the Priest fighters) will carry out a seperate aerial presentation, perhaps with a live fire display from the Blackadder bombers against phased-out ships of the ILN/ILDF?

As far as guests apart from the ship crews and aircraft crews go, we wish to send a delegation from the Realm of a total of 40 personnel, including 10 security personnel from Politiets Sikkerhetstjeneste. The security personnel will naturally liase with the Layartebian security personnel on site, and will be lightly armed with standard issue pistols. The delegation will be lead by the Minister for Defense, John Alvheim. Additionally, you can expect a number of Cottish citizens attending this year's Fleet Week, thanks in no small part to the rather intense advertisement campaign Layartebian businesses has been running in Cotland for the past months.

Details of the Missile Display
Summary: A display put on in association with Alfegos Aeronautics to advertise the many missiles the company design, manufacture and sell, as well as giving to the public visitors an interesting and detailed description of Alfegan missile development, use and possible future designs.
Location: The display will be put on in the Missile Bay of the Consul-class Aerocrusier arriving at the show, and will be open to the unguided public.
Security: 8 aeromarines will act as guards and helpers to the exhibition.

Details of visiting the Airships
If the airships are not provided with land-based morring (which is unlikely due to the massive spaces required), then motor-boat shuttle services will be run by the support crews of the visiting craft to the airship. Entry is free, yet will only be done as part of a 1 hour guided, guarded tour about the airships (due to safety and secrecy concerns). This means that trips, while every run 5 minutes, will only be done in groups of 8 people at a time, meaining a maximum of 96 people an hour to tour around the airship, yet an unlimited number to visit the musuem aboard the airship missile bay.

FINAL NOTE: ALL MISSILES CARRIED ARE DUMMIES, AND AS SUCH WILL NOT POSE A THREAT. ALL AEROMARINE WEAPONS WILL BE FILLED WITH EITHER BLANKS OR WITH LESS-LETHAL ROUNDS.

Both will participate from the air show, with the naval ones emphasizing above sea flight while the air force ones emphasize above land flight. We will take notice of the limits for low pass flights as well.

We thank you for accepting our proposals, and will be content with the location provided on land. We will remind the fleet week organisers that the missile display is carried and will take place inside the missile bay of the Aerocrusier (now confirmed as the AAS Archangel). Accomodation units will be carried to the site by the ekranoplans for the support crew (in place of normal munitions that would be carried), and the aeromarines will be lodged aboard the Aerodropcraft (confirmed as the famous AAS Gung-ho).
In addition, we are delighted to inform you that the pilot of the AAS Archangel will be Fleet Commander Yha'son Da'soi, a respected advisor to the Sky Marshall of the Alfegan Aerofleet himself. He will be attending most of the events during this week, and will pilot the airship during the boarding demonstration.
On the subject of the boarding demonstrations, we enquire whether training pyrotechnics can be used aboard the airships. These would include:
- Flare launchers
- Air mortars firing imitation rounds
- Smoke generators
The air mortar projectiles contain special explosive charges that are shaped to cause minimal damage to the target airship yet produce a spectacular explosion. These devices are fitted as standard with emergancy destruction features that detonate the projectiles at a safe distance above the ground without any harm to onlookers below, since the majority of components in these are made from cardboard or thin plastic sheeting.
The explosives would be stored aboard the AAS Gung-ho in the onboard ammunition hold, and would be guarded by aero-marines until needed for use, and fitted into specially-mounted air mortars fixed to both the aero-cruiser and the aerodropcraft. These air mortars would be rendered safe by the removal of the compressed gas cylinder that power them.
If needed, we will be willing to give to you for safe keeping the air-mortar ammunition, if it were to increase security any more that it is in your opinion.

The United Dynasties of Mu Cephei would be most pleased if a few aging ships and aircraft could join your show. Mu Cephei has begun replacing it's older ships and navel aircraft with newer ones and these craft are soon to be retired. After much discussion it was agreed in the Navy's highest command to retire the last few remaining ships with a bang. If allowed to come to the show, when the ships arrive they will take port and then guest will be allowed to come on board for tours in the ship with a few lessons on various subjects every so often. There will be an air show everyday, if that is allowed, and tickets will be given to the Layarteb government that allows one person per ticket to sleep over night on the carrier with the crew. Eight-hundred tickets will be given and the Layarteb government may do with them as they please. This is our way of saying thanks. All guest will be given proper quarters and will be treated as best as possible with food, drink, etc. being provided free of charge. All are welcomed.

There will be few munitions on the ships and those that are will be safely locked away completely disarmed. All other rules will be followed by the small fleet as well. It is hoped that this Fleet Week will be very enjoyable for both of our countries.

Participating Demonstrations: There will be several demonstrations during the Fleet Week. On board the ships' guest will take tours in the ship and learn of the ships' history as well as how they work. Then the carrier will launch a few squadrons to preform an ariel demonstration for the guest. Folks who have tickets will be allowed to stay on board over the night, but other guest will be asked to leave once the day's events are over.

Security Detail Information: Marines will watch over events near the ships and a helicopter or boat might do a small patrol, but the ship will be for the most part, lightly guarded.

Special Requirements: Only request is that the squadrons will be allowed to release nonexplosive practice bombs over the water, they will be retrieved, at the end of the show so as finisher of the day's events. Also, that the crews of the ship be allowed to enjoy the week's events as well on their free time. They will be disarmed and will only be allowed to move within a set area.

OOC: Oh, really? Because the tourists are being charged a certain amount and I just wanted to know how much profit the government was making. so far I have 20 arjets/tourist. 750, that means 15,000 arjets. about. Expenses before the ones you are charging would probably be about 5,000 USDs. I'll add your costs, convert the arjets to USDs and find how much profit the Government is making.

When I said about payment I more geared that toward your government personnel. Citizens would be required to make their own accommodations but the Empire would provide accommodations to the government personnel (i.e. reserve space and front the bill) and then get paid back by the nation.

OOC: Yeah a small registration fee based on tonage for the shipping and for the aircraft, err never really figured it out either. I honestly don't know $5 per 10,000 long tons and $5 for every 10 feet over 600 feet. Surcharge of what $25 per reactor for nuclear powered vessels. I don't know does that make sense?

OOC: Well, I rounded it up to 180 m is 600 feet. So the boat is 666 feet 3 inches. So $30? Then no nuclear reactors and the tonnage is 6,509 DWT. How many long tons that is, I have no idea.

The ship had left harbour the day before fleet week was scheduled to begin. This would give the crew plenty of time to find Layarteb on the world map and sail to the country. Not to mention find parking. It was usually as mess although with specific space allocated for specific ships; the spaces should be marked for each country and which vessel(s) to go in each spot should also be marked. Otherwise it would be hectic to land properly and enjoy the week.

The ship found the space just fine though and the 750 Uir toursists who had paid good arjets to go to Layarteb. It wasn't very often the Uir Government did anything besides law enforcement, national protection and business supports & grants. This was a special occasion and for most of them their tenth supposed once-in-a-life-time oppurtunity. In Uiri it was quite simple, really. Either one was one in approximately 250,000,000 Uir and one was rich, or one was one in approximately 2,250,000,000 and one was poor.

After most of the tourists had left the ship - being reminded to carry their passport and national identity card at all times in order to ensure that if one of them lost one they still had the other and could report the other stolen which would hopefully prevent any possibility of theft because either the thief would not know to report the other item stolen or the thief would not look like the picture.

Tourists carrying loaded guns were asked to inquire about weapons with the Layartebian authorities before bringing the weapon off the ship. Uir officials warned that penalties under Layartebian law would apply to those breaking Layartebian law and those breaking Uir law who were Uir citizens would suffer penalties under Uir law. This was warning not to commit anything which could possibly be regarded as a crime.

The massive Thor-class supercarrier cut through the waters outside the Layarteb territorial waters on its way to attend the annual Fleet Week. Preparing for launch was the strike fighter squadron VFA-301 Devil's Disciples. Their F/A-18E Super Hornets were to be showcased at the airfield while the new F-14E Top Cats of VF-41 'Black Aces' were to perform in the airshow. Within the hangar deck, another craft was being readied to the deck elevator. Similar in appearance to the V-22 Osprey, the CV-30 Vogel was an advanced variant, boasting non-afterburning turbofans instead of twin tilt-rotors. The Vogel reached the flight deck even as the last of the Disciple's took off. It's wings unfolded as it was brought to the linear catapult. From the ship's Island, five figures walked towards it.

"Comrade-Premier," Admiral Polenin urged, "You really should reconsider going in a simple transport."

"It's all right, Yvgenni," the Premier said, "How else do we present our aircraft without showing our faith in it?"


"You won't try to...fly it, will you?" General Gorobev asked, referring to the Premier's naval career.

"Don't worry, I'll be here to stop his childish impulses," Samantha Lexi, the Premier's former wingman and current NSA assured the general.

"Where were you to stop me that night at Afterburners?" the Premier quipped.

"Fighting off some very enebriated Marines alongside you if memory serves," she chided.

Their conversation continued as the flight crewmen led them into the passenger compartment and got them settled in. The Premier smiled a bit as the pilot announced the change in the aircraft's call sign from Heavy-26 to Maritime One. The pilot throttled up and the catapult launched them into the sky. After gaining sufficient altitude, the engines pivoted into cruise angle and Maritime One headed for Layarteb City.
