The Rebuilding of The Ryou Cities and Economy was going good. With this Rebuilding of Civilian life was also The Rebuilding of the Army and Marines. The Imperial Air Force and Imperial Navy was fine, most of the ships were out to sea at the time of the MegaTsunami. The R-80 Bombers were placed in The Comoros at the time also.

But The Army and Marines ahd Large losses, half of all Their bases on the Islands were destroyed.

Since The Ryou would not use Aid Money to rebuild their military, the Ryous were turning to one thing that like Democracy that never came to the Islands till now.

Capitalism

The Ryous were still Socialists and Communists. So It was a small start to Capitalism, as to make sure that Companies would not rule The nation. Opening up to International Corparations was the rule, even though they would have to fallow The Ryou Corparation Laws or be Nationalized. The oly Company from outside the nation was Griffincrest Oil, but that would change soon.

The DIW is expanding its construction base and is in need of new facilities. Our proposal is to build a new shipyard in The Ryou Black Islands. This facility would feature eight 200m long covered drydocks, for use in building and repairing the Delkorian Navy's submarine fleet. The facility also would include a manufacturing plant, storage warehouses, helicopter landing pad, and nuclear fuel storage building.
This shipyard would be a major benefit to your islands. It will generate thousands of new, skilled jobs and boost the local economy. An added benefit would be naval protection provided by the Delkorian Navy. Submarines would make routine stops for supplies and maintance, and assuming you allow it, their crews would take the maintance time to visit your cities, injecting more income into your economy. Our military personel are well-manored and would respect your country and its people, and not cause any trouble.
