OOC: Any nation with an embasssy in Roma V can post their ambassador doing stuff - that is the point of them, after all.

The young Emperor looked up from the pile of paperwork on his desk.
"I thought that being an Emperor involved only 90% hard work and 10% glory, Andras. Where's the 10%?"
The old man behind the other desk in the room quirked an eyebrow.
"Where did you get the impression that there was any glory in this miserable job, young man? Your father and I certainly educated you better than that...."
His face darkening at the mention of his murdered father, Michael forced a chuckle. "So that's what the whole guzzling brandy is for - to drown reality! I swear, Andras, I'm about to take to the bottle."
"Well, I can't let that happen. How would you like to take a working holiday? You know, go around the world, get to know the people behind the titles and all that. Just don't forget to send me souvenirs while I chip diligently away at this pile of horse manure, or else there may just be another impericide soon."
Michael's expressive face lit with anticipation. "Sure! I get to play hookey and do my job? Just point me in the right path!"
"Leave all the arrangements to me, my boy."

Later
Ambassador Teranius, from the Republic of Roma V, looked slightly nervous in the old man's opinion. No doubt, he's wondering why he's been called on the floor, thought Lasarkis. His Majesty's sharp temper had become notorius very quickly following the death of most of his family.
"Relax, Ambassador. His Majesty is about to go on a world tour, and I have decided that the Republic of Roma V would be an ideal starting point for this. Could you ask the Senate whether it would be interested in receiving a state delegation?"
With these few words (and vast amounts of behind-the-scenes work), Lasarkis set into motion a world tour for over a thousand people, complete with luxury airliners, fighter escorts and security guards.
"All in favor?", called the Senator at the head of room to those in occupying the rows of stone seats that filled one end of the half circle shaped room. One by one the "Aye's" that followed were tallied. "And all against it?", called the Senator once more, tallying the responses. "Well then its settled. We will make an effort to direct more funds into the Defense budget." Some mummers of discontent filled the room and they were quickly silenced by the slamming of a wooden mallet against the podium, quickly bringing their attentions back to him.
"Next issue?", he said as he looked to his right, regarding a senator who sat at a table with numerous papers on it. He picked one up and viewed it over. "Senator Teranius has been asked by the Empire of New Chalcedon whether we will be their Emperor's first stop on a world tour."
The chamber was awakened and mutters were being exchanged. A quick slam of the gravel three times was quick to silence them however. Not all would be silenced and a senator in his prime stood up and shouted: "What are we? Some royal brats publicity? We should deny him for this insult!" The Senator at the podium, red in the face with anger, shouted back, "You, Senator Marchielo are out of order! Another outburst like that and I will have you removed, do you hear me?!" The rebellious Senator, defeated, reluctantly took his seat. "Now. We are all aware of the death of New Chalcedon's late ruler and in a time of sadness Emperor Michael will need friends to rely on. Perhaps with his visit we can secure a stronger relationship. All in favor?", called the senator at the podium. The votes were tallied on both sides. "It's settled then. We will accept Emperor Michael's entourage and be his first stop in his world tour."
A draft was later presented to one of the Senate's many secretaries and she typed it up into a letter immediately.
Emperor's World Tour
Greetings and well met to you, our friends of the Empire of New Chalcedon. We, the Senatus de Roma V, have received Ambassador Teranius's report on your proposal of The Republic of Roma V being the first stop on the young Emperor's world tour. We humbly accept and Emperor Quaeus cannot wait to meet the emperor and show him the beauties and culture of the city of Rome. We will make the proper preparations for his arrival and will soon be ready to receive him and his delegation.

That young man is far too energetic, Andras Lasarkis mused. Four trays of documents in an hour, how am I to keep up? He will be the death of me yet. His thoughts were rudely interrupted by a joyful whoop as the young man in question read a letter in his in-tray.
"It's set, Andras! I'll be going to Rome, and seeing part of our own history! Father would be so proud!"
"He'd be prouder, Majesty, if you'd actually chain yourself to your desk for more than half an hour at a time. I understand that you dislike paperwork, but please promise to call every day, no matter how tired you are. I'll need to brief you on the events back here. And no extensions of the tour! You have six months to see the world. Make good use of it!" The stern tone was an old joke between the headstrong young man and the old secretary.
"Sure thing, Andras. I'll be a good boy, and call every night at 8pm local to hear the briefing and make decisions. Can I go now?" The sarcastic bad-little-boy tone was wilting, but Lasarkis had dealt with far worse, and refused to bend.
"Yes, little man. And don't forget to eat your vegetables."
***Four days later, the city of Rome***
The large jet aircraft Imperial Grace approached the great city of Rome for landing, escorted by a squadron of EuroFighters. She made a magnificent sight, all silver coat and graceful, smooth lines, and seemed to fly as effortlessly as an angel on the wing in the air by will alone, rather than a technological device held aloft by machinery and electricity.
If this entrace doesn't impress them, nothing will. Ambassador Norvatos was quietly confident that the Romans would not be quite so contentious towards his Emperor as they had been at the Senate meeting.
The aircraft touched down smoothly, and came to a halt in precisely the planned space - not a millimeter off. A ramp extended from the side of the aircraft, levering down to become a stairway for the passengers to get to the ground.
At the top of these stairs, the door into the aircraft opened, and a handsome young man appeared in the gap. He was dressed in resplendent high fashion - the latest formal suit, a sash to secure the sword at his side, and a glittering red silk cloak, embroidered with the Imperial double-headed eagle in cloth-of-gold. All of which served to show him off to excellent effect.
He looked around, then, acknowledging the welcoming committee, began to descend the stairs, a smile of joy upon his face.
OOC: I presume that Ambassadors etc. are permitted to witness Senate sessions.
OOC: I never planned it but sure.
The trio of Senators, the wisest and oldest of the entire Roman Senate, stood on the runway with Ambassador Norvatos. A company of Carabinieri patrolled the perimeter of the airport while around a dozen Corazzieri (presidential/VIP honor guards) stood around the Ambassador and three senators.
As the private jet came to a stop and the ramp was slowly lowered from the exit, the Senators watched as the young Emperor descended it with a bright smile on his face. As he approached them each Senator embraced him welcoming before one spoke up. "Greetings to you, great Emperor of The Empire of New Chalcedon. Welcome to Rome. If you will follow us we will escort you to the Presidential Palace.", said the Senator as he motioned towards the Hummer H2 modified into a stretch limousine escorted by a Puma 6x6 and two VTLM Lince's

The young man nodded agreeably. As he moved towards the vehicle that the Roman Senator indicated, he responded:
"Certainly, I will go to your Presidential Palace. I am certain that any events you have arranged will be highly instructive and enjoyable. Would it be possible to arrange a tour of Roma City, that I may pay respects to our mutual ancestors' achievements?"
The three Senators followed him towards the vehicle. A diffrent one, this time, answered him. "Do not worry your highness once we reach the Palace Emperor Quaeus himself will arrange and accompany you on a tour of the city and its many historical sites.", a Corazzieri opened the door to the large limo and helped the four men into the vehicle before gently closing the door behind them. The cars exited the runway and the airport and begin to make their way in the direction of the palace.
As the convoy approached the palace the crowds of people that had suddenly collected on the sidewalks began to cheer and wave at the passing limosuine. From the rooftops, rose petals of all colors were gently tossed into the street, showering the vehicles in petals.
Before he could ask, a Senator already answered his question. "The Emperor has put a great deal of effort into exciting the people over the visit. It is an honor for all of Roma V to have you here to pay your respects to our ancestors."
A few minutes later the convoy entered the courtyard of the palace and came to a halt. The doors came open and the three Senators exited.

After the Senators exited the vehicle, the Emperor followed, quietly thanking the driver as he did so.
As he got out, the young man looked around him, hoping that the Romans had adhered to the old architectural school - he was fond of Old Empire architecture.
As the Emperor exited, he was showered in rose petals and a large orchestra situated on the top of the Palace (Quirinal Palace (http://en.wikipedia.org/wiki/Quirinal_Palace)) played Roma V's national anthem (National Anthem (http://www.youtube.com/watch?v=nGo8i2u_H7s&feature=related))as Emperor Quaeus, dressed in a traditional white toga with a broad crimson strip across its border, approached the Emperor from the entrance into the palace and embraced him warmly. Atop his shaven head was a crown of olive leaves made of solid gold much resembling a wreath.
He smiled warmly and with his arm around the Emperor's shoulders said, "Welcome, my friend, to Rome!" as he stretches his free hand across the two of them as he gestured to the city around them.

"My pleasure to be welcomed. At long last, our peoples can begin to re-establish the close relationship that we had in the past."
"Tell me, Imperator, do you happen to play chess?" This last was said with a wry half-smile. "My secretary - and, if you ask him, keeper - grudgingly admits that I can play a decent game of chess."
The Emperor nodded in agreement at his words. "Yes perhaps through our combined efforts our ancestors can watch us rebuild their greatness. Already I dedicate many funds towards rebuilding the temples and ruins within Rome. Even the Colosseum will one day relive its magnificence. However it will more than likely be lacking in the blood shed and violence that mars it past."
The Emperor was leading Michael towards the entrance to the palace as he mentioned chess. He chuckled softly at his jokes towards his secretary's tight leash over the boy. "Well my boy if it is a challenge you want, a challenge you shall have. I warn you though I was a successful General in my past and I do not easily forget my lessons learned through playing chess."
As they ascended the stairs and came upon the second floor a young boy with curly brown hair ran up to Emperor Quaeus with a wooden sword and said with mildly understandable English for a toddler: "Papa. Will we play sword fights? ", as he jumped up and down excitedly. Not far behind the child was a lovely young woman in a less loose toga. Hers tighter to accentuate her womanly curves. She was a perfect example of a beautiful Italian woman with brown hair curled ever so slightly by expert hair dressers, red lipstick, and just the right touch of various cosmetics.
She smiled in relief to see the young boy stopped and ran up to him, grabbing him and picking him up into her arms gently and smiling at him. "Don't run off Primus you scared mamma." The young boy smiled meekly in response and the woman turned to Emperor Quaeus and his guest. "Will you not introduce us, darling?", she asked as she looked to Emperor Quaeus. He smiled and gestured to the woman first. "This beautiful pearl is my wife, Isabella. And the stout young boy is my son, Primus." He looked to his family and gestured to the Emperor. "This is Emperor Michael. He will be our guest. His nation, New Chalcedon, traces its roots back to our Roman ancestors and he is eager to see the past they left behind with us in Rome."
The Emperess curtsied gently, her lips curved into a perfect smile. "It is an honor to meet you, your highness. Please excuse us I need to take Primus back to his room for a nap." She kissed Emperor Quaeus softly before walking away with Primus still held in her arms.
"Now, come. I have a custom made chess board in private quarters I think you might like."

As the Emperor introduced his family to his young guest, Michael's face clouded briefly - so briefly that Emperor Quaeus couldn't be sure he'd seen it, although Michael returned Empress Isabella's courtesy.
As the conversation turned towards the prospect of antiquity restoration, the young man held forth charmingly on the topic of possible assistance in the projects from New Chalcedon, as well as giving sincere compliments upon the art and architecture of the Quirinal Palace.
Finally, the chess match began, and as the guest, Michael was offered the first move.
"Pawn to King's Fourth." In the newer chess notation, this meant 1.e4.
OOC: Not a problem at all. Not everyone can dedicate all time to NS. But anyway i'll go with the coin flip idea. I call tails. I'll leave the flip up to you if you're comfortable with it.
The Emperor smiled as the young man expressed great interest in aiding in the restoration of the many revival projects taking place throughout the city. While it was costly, much if its funds came from his own coffers so as not to make the public suffer just to put the ruins back into working order.
"I have architects and historians from all over the world helping on the project. We're trying to get them to look as accurate as they can from the time periods where they still remained in working order and in one piece. I'm sure your people in New Chalcedon would be an excellent addition to the team."
As they sat there playing chess. Each occasionally taking the other's piece due to failed strategies and sharper wits. As tthe winning move was made and the winner decided, Emperor Quaeus smiled kindly as he looked to Michael. "So, tell me, Emperor Michael. Have you ever had a dream?"
As Michael was about to answer he silenced him. "Not the one in your sleep. But one you devised while fully awake." He slowly stood from his chair and walked over the balcony, the curtains blown about by a sudden gust of wind as he gazed out upon the city beyond. "I will confide to you, Michael, something I have not told anyone before. Not even my wife whom I love eternally." He paused momentarily to see the Emperor's reaction before continuing. "I yearn for conquest. To see my Republic expand into an Empire. However such things are not so easily accomplished as they were hundreds of years ago. There were no nukes to drop onto your cities nor tanks to storm the battlefield. No worries that moving a garrison from a city would leave it open to vulnerable to aerial bombing. But perhaps with friends to watch your back...", he trailed off as he looked to Michael.
However as he spoke he did not notice his door had been left open a crack and Primus quietly gazed through and listened to his father's words. Little did he know his dream would change Primus's own priorities when he would become Emperor in the future.
Emperor Quaeus sat back down in the chair and looked at Michael with a solemn look on his face as he asked, "Michael. Will you and your nation help me form an Empire?"

As Emperor Quaeus made the winning move, Michael smiled ruefully.
"I thought I'd worked out a counter to that attack. Obviously, I need to go back to the drawing board."
After Quaeus finished his remarkable explanation of his dreams, Michael leaned back, and gave an assessing look at his opposite number.
"The question that would need to be answered is this: why do you wish to form an Empire? Is it a liking of conflict for conflict's sake? A desire to rule all in sight?"
"The why of Empires is just as important as the how. This is why our people failed in the past - we tried to maintain an Empire for tradition's sake, not for a nobler motive."
"So tell me, what are your motives?"
"I currently rule a peninsula and two islands. I look around me and my friends, and foes, control vast borders. Even the Ryous somehow maintain a vast empire. Our ancestors formed an Empire rivaled only by the Ghangis Khan's." He look assessingly over Michael.
"Rome was founded as an idea. Equality, greatness, and pride were its foundation. It was the single greatest city of its time. But now, the sins of the father have been passed to the son. Years of decay have turned its monuments into ruins. The long lost glory and pride reduced to whispers as "The Roman Empire" is remembered and honored only in text books."
As he continued, his crown found its way in his hands. His fingers running over the golden reflection of his own face in it. "The problems of ancient Rome were numerous. The spread of STDs, unguarded borders, deplorable rulers. Today STDs are widespread but we're getting closer to finding their Achilles heel. Borders are not a problem as the threat of raiders has become extinct. And as for rulers..."
He stopped to look up at Michael. "You and I would rule the Empire together, Michael. Two nations basking in the glory of Rome as you and I form an Eastern and Western Roman Empire of sorts. Ruling our own borders yet still acting as a single entity.

"You make a powerful and tempting offer on short notice, my friend."
"Why me? Why do you offer this - an alliance, a truly Imperial crown, a rebirth of glory - to a near-stranger? For all you know, I could be a treacherous bastard. Answer me this, and I will answer your offer."
"I won't pretend that your offer doesn't appeal to me, Quaeus. But I sense that this is a turning point in destiny. Once we two - together or individually - have chosen a path to travel, there will be no going back."
"Why you? Well why not you? We are not so different, you and I. Our ancestry can be traced back to Romans, we both share interest restoring glory back to Rome and you even said it yourself the idea interests you."
"Few decisions are easy, Michael. But if your ambition tells you that you want this, then follow it."

Michael Alexandrous Doukas-Palaiologos thought carefully before answering. He knew that the fate of millions of people would depend on his reply - whether he agreed or disagreed, forged a strong friendship or a working relationship tainted by dislike and distrust.
"..."
"...who wouldn't like to be called "the Great" by history books? I accept on the following condition: neither of us starts a military conflict without the other's permission - I don't want to tie either of us into wasting our substance in endless wars."
"Assuming that you agree, I would say the the first three logical steps are as follows: first, a customs union. Free trade between our nations will do much to create a sense of shared identity. Second, a currency union - both of our nations will abandon our current currencies, and adopt a the same new currency. Third, military liaisons. If our military officers know the mindsets of their opposite numbers, it will make military and tactical co-operation in war much easier and more effective."
Then he noticed the door (OOC: if you don't want Primus to be noticed, disregard this), and got up, asking Quaeus "Why is that door cracked open? Are there spies here?" He strode rapidly to the door and opened it sharply, to reveal.....
OOC: The steps would result in the following:
Condition: each of us would TG the other before starting wars.
1. Flavour RP'ing only.
2. Each of us changes our currency. I suggest the sestertius as the new currency.
3. Each of us would send the other a list of key military officers, their personalities and preferred tactics etc. Also, a basic outline of our military capabilities (equipment, aircraft etc.)
OOC: No problem. The board is odd like that at times.
Emperor Quaeus smiled brightly and clasped the boy on the shoulder. "I knew I could count on you, my friend." He then quietly listened to Michael describe the tree steps he felt would be essential to sealing their nations destinies. "Roma V is already quite peaceful and we are both equals here. I would not think of starting a war without your voice first being heard on the matter."
"I agree to all three ideas. If we are truly to become an Empire familiarization will be needed but easily achieved through free trade and shared currency. Relaxed border policies could help to gain the people's approval as they will be able to travel between our two nations and live amongst our peoples slowly becoming one with them as intermarriages and interbreeding will promote mixed blood. Rest assured the Senate will be informed of this and will take the proper steps to make the arrangements happen as well as collect the intelligence on our own senior staff of the Legion."
As Michael stood up and said something of spies, heading for the half cracked door, Quaeus blinked and said, "There are no spies within my palace I can assure you, Michael." But as the door was flung open Primus was quick to rush past Michael and cling to Quaeus' leg. He chuckled lightly and smiled as he picked his son up into his arms. "No worries Michael it was just my ever curious son."

Michael tickled the small boy.
"I thought you had a nap to get busy with, young Prince! Growing up is very tiring work, you know...."
"Sorry about my paranoia there, Quaeus. It's just that the Mangana Palace is rotten with spies and intrigue, back home."
"I'll get talking with Lasarkis back home, and get him to send your Central Command a list of flag-rank officers of my armed forces, along with a basic overview of Chalcedonian tactical philosophy."
"Oh....what's this I've heard about a firebrand Senator here in Rome? I heard that he tried to prevent this visit from happening, although not very effectively. I think I'd like to meet the person who would express opposition so frankly to a policy of his Emperor's - it shows that he really does care about the nation to be so bold."
Primus giggled softly, trying to avoid Michael's hands as he squirmed in Quaeus's arms who chuckled heartily. "Indeed Primus. You need your rest if i'm going to play with you next time I have the chance." He let Primus down but not before kissing his forehead. Primus then scurried out of the room and back to his own room.
"Corruption is hardly ever avoidable, my friend. But I try to avoid it by keeping my staff light and my visitors few. I get to know all who frequent my palace and visit their families to discuss their own opinions of the employee. After all a mother will know her child's attitudes better than my agents can ever find out through files." Emperor Quaeus motioned Michael to follow as he began to walk out of the room and with him at his side they wandered into a gallery of sorts where proud busts of the late and great Roman Emperors were displayed upon columns.
AS Michael mentioned a Senator speaking out against Michael's visit Emperor Quaeus chuckled softly. "Yes there are a variety of opinions amongst the old men of the Senate. However they would not be effective if they were not all of their own mind. Elected by the people, to speak for the people. Their decisions can cause peace, and war. They can influence budget spending and pardon criminals. While their power is vast it all lies in their ability to come to an agreement eventually. Debates can last for hours a day and weeks out of months." Quaeus paused a moment before continuing.
"I know the Senator of who you speak. He has been a Senator for years now and fulfilled his duty well. He is fierce in arguments and his unchangeable mind set make him essential to winning votes in the Senate. I understand you are no doubt offended that he would speak out against your humble offer and if you so wish it I can summon him. However let us put it off till the morning. No doubt you have had a long trip and sleep is on your mind. At morning, we will tour the city. And at lunch we will summon the Senator.

"Well, I wasn't going to be so rude as to yawn in front of my host, but since you mentioned it, a short nap before dinner would help me keep my end of the conversation up. I wouldn't want you to think that we of hte East are dumb, after all...."
"And as I said, I'd rather like to congratulate the Senator tomorrow on having the courage to speak up for what he believed to be right. I sense that he is one of the 'elder statesmen' of your Senate, and if I can persuade him that I am not a pleasure-obsessed, hedonistic, callow youth, I may find a supporter of the alliance."
The Emperor chuckled as Michael admitted his fatigue. "It's no trouble at all. As much as I appreciate you admitting you would not want to yawn before me, I would prefer to ensure you are fully rested and attentive for our conversations." The Emperor patted Michael on the back as he led him out of the gallery. "Trust me if I thought the East was dumb I would not trust them to watch my back. I'll show you to your room and summon you when dinner is ready."
As the two walked to Michael's room, Emperor Quaeus smiled as Michael admitted he admired the Senator for his strong beliefs. "Indeed he is one of the many Senators gifted with wisdom and cursed by old age. I have a feeling when I bring the alliance before the Senate he will back the decision and rally support to it after meeting you in person and realizing who you really are."
Emperor Quaeus stopped at the large oak doors and grasped the handles, pushing them both open. On the inside the first sight was a captivating view at the open-end of the back of the room. To the left, on a raised section of the floor, was a luxuriously large bed with white curtains draped around it. To the right was a door leading to the bathroom, next to that twin doors to a closet, and at the end of the right wall, next to the open-ended back was a desk. Beside the bed were dressers and nightstands. The ceiling had a depiction of some ancient battle painted across it.
"I'll leave you be.", he said as he started off back down the hall before stopping and adding, "Oh, and your belongings have already been properly stored in the closet and dressers."

After Quaeus left, Michael prepared for a nap, and started thinking heavily.
What a momentus decision. I rather like Quaeus - he's at least decisive. But I'll have to be careful about entangling my people in anything....
The thought completed, Michael fell asleep, sleeping the sleep of the just.
***Several hours later***
The young man woke up, briefly startled to find himself in a strange room.
Oh, right....I'm touring the world. You can't do that from your bedroom, dolt!
After directing that thought to himself, he hauled himself out of bed, and started preparing for dinner. After showering, Michael chose a brilliant outfit, richly coloured but soft and swirling as was the fashion in his homeland - no Spartan affectations for the Empire of New Chalcedon, or its people.
Garbed as he pleased, Michael set out in search of the elusive dinner. He planned to enjoy himself here.
A young woman spotted Michael scouring the halls and smiled. She approached and curtsied. "Good evening my lord. I see you've awakened. The Emperor sent me to wake you but it seems you're all ready. Follow me to the dinning hall."
She was young, and naive. She was not beautiful but more so cute. She seemed very cheery and her smile didn't seem to fade.
They reached the dinner hall (http://files.caprionline.it/card/bernini_bristol/image/1_z.jpg) which was much more modern in design compared to the rest of the palace and Emperor Quaeus looked up from his conversation with a gray, bald, and rather plump old man and smiled brightly.
He pulled the napkin from his lap and embraced Michael fondly as he approached. Her turned to the other man and said, "Senator Marchielo I would like you to meet my new found friend of New Chalcedon, Emperor Michael. Emperor Michael, this is Senator Marchielo, the one you wished to meet."
The Senator smiled meekly and stood up from his seat, offering his hand. "I apologize for anything you've heard of my outburst, your majesty. The Senate's sessions get stressful and the adrenaline of a good argument was fresh when we discussed your visit."
Emperor Quaeus then turned and showed Michael his wife and son. "And these two, who've you already met, are my wife Helen and my son Primus."
Helen smiled pleasantly and bowed her head respectfully. "Good evening, Michael. I trust you slept well?"
As Michael was about to answer Emperor Quaeus told the serving girl to seat in him Italian and she was quick to obey as she ran to his side and pulled out a chair at the table for him.

Michael turned towards the Empress and her son first, as protocol dictated.
"Indeed, Lady. A pleasure to meet you again. And did you have a good nap, young Prince?" Michael's smile was slightly wicked as he teased the young Prince. Then he turned to Senator Marchielo.
"This is....an awkward moment, Senator. I would, however, like to state that I respect your willingness to stand up for your nation's best interests - that is what a legislature is for, after all. And I remember well how boring sessions can be, and that a little adrenalin can be welcome."
"However, my Ambassador only reported that you had spoken against the visit, on the grounds that it was puffery. What is your opinion on an alliance, Senator?"
Primus smiled and nodded in response to Michael's question. Helen smiled approvingly over Michael's teasing to the young boy.
Senator Marchielo bowed his head in thanks for the Emperor's understanding in the matter and his forgiveness. "Ah yes. The Alliance. I think it could prove very useful in many ways to benefit both of our nations. If there's anything I learned about the international community is alliances can determine the survival or the destruction of any nation."
The Senator paused for a moment to sip his white wine. He continued, "Just look at the Ryous. For many years the benefited from their alliance with the Stevid Empire and how much military might they were able to gain through the economic benefits of the alliance. And now, without that, they have gone silent and their pompous attitude has been defeated."

"Indeed, Senator. A prime example of an alliance being abused, which both Quaeus and myself have taken pains to prevent happening. We want this alliance to last because both nations gain from being involved in it, not because we feel that honour binds us to it."
"Speaking of the Ryous - although I think little of them after Nakagishima called my father a "capitalist pig" - what's going on with them? Also, I must confess to a certain curiosity regarding Roman domestic politics. What is the government's structure, and who has how much power?"
Senator Marchielo smiled as Emperor Michael agreed with him on the matter. As the matter of the Ryou's activity came up the Senator shrugged and Emperor Quaeus answered, "After their little attempt at invading us, they're lucky we have not decided to no longer recognize their nation. Last we heard they were discovering sea monsters and making combat PT boats. Other than that they've gone quite silent."
When Michael asked about the government's structure Emperor Quaeus and Senator Marchielo exchanged glances before silently deciding Quaeus would explain the system. "Well, Michael, while the Senate is not at the top of the government they're the main decision making body. All Departments and ministries branch from them and any proposals they make must first go through the Senate. Below the Ministries and Departments are smaller councils spread throughout Roma V's provinces and act as a sort of local Senate in their regions."
He continued, "All Magistrates, or governors as they're called in other nations, must first pass proposals through them before they're approved and passed onto the Senate. A proposal must receive a larger amount of positive votes in the Senate before passed onto me to put enact. If they pass onto me a proposal I dislike I can veto it however my veto can be overturned by 2/3 of the Senate's votes."

Michael sat, listening attentively as Senator Marchielo explained the workings of the Roman Senate and government.
"Our governance is not entirely dissimilar, Senator."
"The Imperial Estates - our legislative body - is comprised of the House of Assemblators and the Imperial Senate."
"The House of Assemblators is one thousand strong, with six hundred elected in single-member electorates, and the remaining four hundred elected in overlapping multi-member electorates - fifty electorates of eight members each. So, for instance, as an Imperial citizen, I vote in the Assemblators' seats of Downtown Capital and Southside Capital for the single-member and multi-member electorates, respectively. The main purpose of this is to prevent a two-party system gaining absolute power in the Assemblators."
"The Imperial Senate is five hundred strong, with three hundred-fifty of these seats granted on basis of birth, and the remaining hundred-fifty in the province of the Crown to grant."
"As far as the provinces go, they have differing versions of Assemblies and Parliaments, as best fits the local character. The central Estates has most of the lawmaking power - the provincial bodies are primarily concerned with implementation rather than lawmaking."
"In order to become law, a bill must make it through three processes. It must be passed by each House of the Estates, it must receive the Crown's signature, and it must be approved as Constitutional by the Justiciars' Circle. Obviously, spending and budgetary actions are exempt from this provision. This process much reduces the number of challenges to the validity of laws after they've been implemented."
"As far as executive government goes, the Crown can essentially push through any one policy by Imperial fiat. This process uses up a lot of goodwill however, so it is much better to reserve such occasions for when the Estates are being intractable on a vitally-important policy, like this -"
The young man was cut off by a harsh buzzing sound.
"My communicator. Please hold, gentlemen - Andras wouldn't interrupt my trip for unimportant things."
He keyed the communicator, and the old secretary's voice came clearly over the device.
"Boy, we've got trouble. There's a coup attempt underway in Northern Rangeria. I'm sure you remember that the Prince of that nation was a true ally when we needed one. Your opinion, boy?"
"Andras, I'm in...well, not public, but close. Please be a little respectful. As far as this sit goes, I'm sure that Alexios has a sitrep prepared. Transmit it to my plane, and one of my aides will bring it to me. I'll make my decision after reading it - in the meantime, exercise our usual policy. We take refugees, but do not provoke the situation unduly."
After receiving an acknowledgement, Michael closed the channel and turned to Quaeus and Marchielo.
"Well, this is unexpected. I'll get the sitrep directly. I'd be honoured if you two would read it with me, and help me come to a decision - if this ends up with conflict, it may become the first test of our alliance."

Emperor Quaeus and Senator Marchielo listened intently as Michael described his own nation's government system. Occasionally they would nod to show they were still following and understanding what he was telling them.
Their attentions suddenly switched to the small communicator Michael pulled out of his pocket and answered its ring. The quietly listened to him talk to, who they suspected was, his adviser.
Emperor Quaeus smiled as Michael offered to let them see the no doubt highly classified sitrep. "We understand your situation Michael. However the situation might get complicated as we have own of their embassies in our nation but not the other way around. If you want, we can see if we can go to the embassy to see if we can find anything we can do.", said Quaeus.
The Senator nodded in agreement. "Indeed. I can vote for aiding Northern Rangeria and no doubt others will follow my lead. I have some powerful friends in the Senate, my lord."

Michael appeared to be as relaxed as when he was chatting about political science with the two Romans; only a certain rigidity to his carriage betrayed his tenseness.
"Well, there it is. Certainly, a violent revolution is not acceptable, and must be curbed. I'm going to get in touch with home and start the armed forces in motion, as well as drafting a letter."
"The letter won't be pretty. It will involve denouncing the chaos and tyranny of the rebels, as well as affirming absolute support for Prince Michael Halasar. And it will offer unconditional support for the Prince in his struggle to retain the ability to serve his nation."
"If you want no part of this, this is your last chance to say so without ill-feeling. I will truly understand if you decide to not be involved - neither of us is under attack here."

Emperor Quaeus and Senator Marchielo nodded their agreements on the matter.
"I too shall inform the Generales of a possible deployment of peacekeeping forces into Northern Rangeria to combat the rebel uprising", said Emperor Quaeus.
The Emperor smiled as Michael admitted the letter would not be "pretty". "I doubt anyone is expecting it to be pretty in such a grim, dire, and serious situation as this. I have not personally met the Prince. But perhaps he might be inclined to join the Empire when we have proved our trust to him through military aid."
As Michael offered Emperor Quaeus to be able to decline giving his nation's aid he chuckled. "Freedoms and peace are at stake in Northern Rangeria, Michael. You can bet that the Roman Legions will be there to defend and promote peace. Roma V will pledge forces to the Royalist side."

Michael let a great breath out, releasing the tension.
"Excellent. That butcher will rue the day he attempted to force his will on the people of Northern Rangeria."
"I'll set the orders into motion. I think that perhaps we should take a few hours to relax, and contemplate what we are setting into motion."
"War should never be a casual act, and thinking about it will make sure that it never is."
The Emperor and the Senator nodded in agreement with Michael. "Yes. Come, let us speak of other things while we finish dinner", said Senator Marchielo as he picked up his glass and held it up.
"To peace!", he said and Emperor Quaeus followed suit with his and the Empress with hers as they awaited Michael's to finish the toast.

"To peace, and to honour!" Michael's bearing was serious and sincere, and he tossed back the toast.
As Primus squirmed in his mother's arms and demanded to know why he couldn't have a drink, Michael distracted him by tickling him and assuring him that all adult drinks tasted bad anyway.
After Primus' first fit of giggles passed, a sad look crossed Michael's face, and was gone so fast that none present could be sure they had seen it.
The brief merriment over, Michael bowed deeply to all present, then headed back to the room he was assigned, with a heavy step.
OOC: My force lists are being worked on right now. They should be ready soon for you.
Emperor Quaeus gave his goodbye to Senator Marchielo when the night had finally ended and the began to leave the dinning hall. His wife had left some time ago when their son began to get somewhat irritated as he silently requested to go to bed.
After he said goodbye to Michael he watched for a few moments as Michael headed back to his room. When he had gotten to his office which lay within his room he made a quick phone call across the Palace.
Moments later a young girl with long blond hair, deep green eyes, and a cute face shyly knocked on Michael's door.
When he answered she smiled meekly and said, "Greetings, my lord. Emperor Quaeus has asked me to um..."serve you" for the remainder of the night if you so wish it."
She looked up from the floor after she finished and met his gaze bashfully.

Michael stood slowly.
He looked at the girl, let his eyes run over the promises she offered.
He reached his hand out to her, just a fraction...
And withdrew it.
"My lady, I....I wish that I could take up your offer. But I cannot."
"Please, make yourself comfortable and enjoy your evening."
With these words, the young man left the main room of his suite, to sleep in the side bedroom.

She frowned in disappointment but nodded reluctantly she she stepped inside the room and slept by herself. Early in the morning, however, she got up before Michael and prepared a small breakfast along with an outfit for him. She knocked on the door to his room and set the outfit on the end of the bed and the tray on the nightstand.
She hesitantly whispered, "My lord?", in an attempt to wake him. When he did not respond she slowly reached forward and shook his shoulder, repeating again but louder, "My lord?"

Michael started awake. His eyes half-open, he stirred a little. Blearily looking at the young woman, he mumbled "Larissa? I had the strangest nightmare. Thought you had died."
As he woke fully, he realised what he had said.
"My lady, please leave. I must go to your Emperor and speak with him on several matters, although I thank you for the breakfast." His demeanor was cold, if polite - it was clear that she had overstepped some line, or - more likely - reminded him of something he didn't want to be reminded of.
After eating next to nothing of the breakfast, he set off in search of Quaeus.

Emperor Quaeus was out on the terrace enjoying a glass of milk, a stack of two pancakes, a bowl of scrambled eggs, and the daily newspaper. Besides the two Corazzieri standing guard at the door he was completely alone while he waited for Michael to eventually show.

Michael showed up, after getting directions from passing servants.
"Quaeus, we must talk."
"I have something to tell you. I was once engaged."
"Her name was Larissa, and she was exceptionally beautiful. We loved each other very much. She was talented, politically aware and interested in lifetime service. She would have made a very active Empress."
"She died three years ago, in an "accident". No-one was ever able to identify the perpetrator, but I'm still sure that it was no accident. Larissa was an expert gymnast - a fall from a balance beam, just happening to break her neck, is so unlikely that it beggars belief."
"Regardless of that, the fact remains that Larissa was the only woman that I'll ever love, I think. It's possible that I will find another woman to love, but barring that, my brother will someday inherit the throne after me."
"This is why I declined the company of the lady you sent me last night. I have been known to...indulge in such dalliances, but she looks like she could have been Larissa's twin."
Quaeus looked up from the paper and smiled as Michael approached but when he began telling him of his late lover's fate his smile faded and he frowned.
"I am sorry to hear of your lover's fate, Michael. But the fact the woman I sent to you last night looks like your late Larissa surprises even me. Are you suggesting that they might be related somehow?"

"However, on to more important issues. Have you or the Senate any thoughts about how to co-ordinate our efforts in regards to Northern Rangeria?"

Nods his understanding over the matter of the handmaiden who resembled Michael's past lover.
"We'll form a coalition and send our forces in. We'll establish a High Command consisting of our best generals who will coordinate with each other and the Royalists. The Generals will run their respective nation's army however they'll be asked to mix tactics and suggestions. How's that sound so far?", he asked Michael as he took a fork full of scrambled eggs and ate them.
"Oh, did you want any breakfast?"

Michael sat in the opposite chair.
"Certainly, Quaeus, and I appreciate the courtesy. Your proposal sounds basically good regarding Northern Rangeria. Would you like to send a few officers back with me to C.S. to start the planning section of this?"
"As much as I have enjoyed the visit here on a personal level, we both have additional responsibilities to take care of. On that subject, you enjoy my personal support for your proposed isolation of the Ryou Black Islands on the international stage, as I cannot forget that swine Rei Nakagishima calling for my father's murder."
"Also, could you ask the young lady who you sent to my suite if she would like to visit C.S.? I feel that I owe her an apology, at the very least - it isn't her fault that she looke like Larissa."
Quaeus nodded and dabbed his lips with his napkin before setting it down back on his lap. "Yes. A sound plan. I'll send Generale Alexander Pascano, Generale di corpo d'armata Leonardo Massini, and Colonnello Carlos Terucsano with you. They'll meet you at the airport. Shall I send the handmaiden along now or later?"
Quaeus smiled and patted Michael on the shoulder and smiled thankfully to him. "Thank you, Michael. Hopefully the world will realize what we're trying to accomplish with the Ryous."

Michael returned the courtesy, and rose to leave.
"Unfortunately, even that little time that one thinks one has snatched from the jaws of duty has a habit of disappearing under a fresh wave of crises. I'm afraid that I'll have to cut this visit short, my friend. Perhaps you would care to visit once the international situation has calmed a little?"
Nodded his head in understanding, smiling reassuringly. "It's fine Michael. Besides, some people from The Kingdom of Lynion have been pushing lately for me to come visit their nation. I'll remain in contact though so don't worry I wont disappear from the situation."
He stood up and embraced Michael in a brotherly manner. "I hope to see you again, Michael. I would like to see New Chalcedon once this situation has been dispelled. Have a safe trip."
He patted Michael's heart. "Strength and honor, brother."
