Emperor Mundus I stepped out of his jet onto the streets of the International City. He looked around at the steel skeletons of skyscrapers going up all around him, and watched with satisfaction as his engineers and civilians prepared to make this place their new home.
A fourty minute limousine ride later, he was in the heart of the Belkan District, and could almost have mistaken it for a block of his home city of Belka. The iconic marble and obsidian collumns and pillars of Belkan architecture were everywhere. Ornate yet simplistic stone and metal facades adorned the faces of the new buildings. He could see that foreigners from the city had aided in the decoration by the wealth of colors, as almost all Belkans were completley colorblind, and many opted not to have corrective surgery to fix the problem. Mundus was rare in that he did not carry this defect, so the vibrant reds, golds and purples of the fledgling city jumped out at him.
He was then taken to the Belkan Public Works Depot, where a fleet of new busses and taxis waited to establish their routes through the new city. Subway cars were being lowered into the recently completed network and helecopters were being tuned for placement around the city.
Finally, he was taken to the City Hall to meet the new mayor, a man who he would soon be entrusting with many of his people.

The emperor entered a huge mable hall filled with many people most likey going to work after their breif lunch break. He was soon greeted by a rather short, and fat man. Well dressed and fine mannered.

"Greetings Emperor Mundus. I am Carl Rightford, Governor of International City. It is a pleasure meeting you."

OOC-I think its up to you whether or not you want to RP construction. I am choosing to RP aspects of it, such as the decoration, and maybe even have another thread for it. I wouldn't care if large sections were just 'magically' done.

I thought I would personally get to know the man who I am trusting with so many of my people." he said, admiring the style of the man before him, his fine clothes a contrast to his stylish but simple black Maoist uniform with gold decor. "Perhaps we could dine together, and see more of your city?" suggested the Emperor casually.

"Zinairian C-17 to control, requesting permission to land." Said Pilot Officer Eliza Reed, the Globemaster's pilot.

"Permission granted." Crackled the control tower's voice.

Several minutes later, the heavy lift aircraft touched down at the airport just north of the East International City. Another several minutes later, one hundred troops from the Zinairian Army's Diplomatic Defense Division walked down the ramp. They were relatively lightly armed, carrying P-90s and Five-Seven pistols. They made their way to a group of five Superhawk helicopters waiting to take them to the Zinairian districts in West International City.

Twenty minutes later, the helicopters landed after a short journey over the Ceripel Bay and much of the city's west side. The troops unloaded and reported to the officer building they would be operating out of for their month in the International City. They received their orders and set to work securing districts 19 and 27 for the many thousands of Zinairian citizens, as well as the several high-profile visitors, that would be arriving the next day.

Representative John Oppenheimer was tired, he had spent the day at his office and then going stright from work spoke to the members of the first class of Ediface University. It was a cool night, there wasnt a cloud in the sky and he could see the large yellow moon shining down on the city.

It was only half build many of the skyscrapers were simply skeletons. Some would be modeled after the ones in Coricas, with white stone. Other were simply of glass the reflected the color of the sky. It wasnt designed to be the prettiest part of town, but it's most practical. The Rep got in his limo and headed towards home in Apelion Hill.

On their way they passed the still under construction CBC Tower. It would house their Pacific Offices and even was designed to broadcast their signals. Most parts of international city would get CBC Broadcasting for free. It was designed to be one of the tallest buildings in the city if not the tallest.

They arrived at a place very dfferent from the city streets, there were trees lining the roads and newer large housing being build. They pulled up to one of this finished ones and the Rep got out. From his house on the higher part of the distrct he could see by the sea port adn more of the building being constructed and pictured what it would look like when it was all finished. The very tired person walked into his house and fell asleep.

Albert Chockolfod sighed as he looked out over district 18's bay, countless Greys swarmed through the newly opened administrative building and even within the relative quiet of the administrator's office he could still feel the building pulse with the scurrying feet of bureaucrats, not to mention the intermittent thrum of cranes as clear steel windows and faux iron building blocks were pulled and winched up into place. He could scarcely guess what First Speaker Silinky was thinking. Signing the release of 150,000 unfairly imprisoned citizens was good on paper but sending them from one colonial city to another, one that was scarcely constructed was nuts.

Building materials and architects were only just arriving. There was no hospital, no city central bank, and no net and there were no agreements in place yet to put these things together. Twenty one nations, twenty one agendas, and only a few months before these 'refugees' arrived.

Tearing his eyes away from the window He glanced at his desk in the centre of the office, buried in the latest batch of reports, he picked up the first one and read that Carl Rightford was now governor of the city. He began to dig through the pile until he found the election report several thousand pages below, rats thought Albert, missed the boat on that one, still how long could a term be. Of more immediate concern was getting an extra zone, or discussing just how some of these laws worked; Article 19 of the constitution barely made sense to him. At least the Dominion was providing a lot of money to throw at this project. But just how easily could those Iron nuggets be turned into results that wouldn't loose him a rank?

The first load of Kiravians were already at work building up the Kiravian Sector. Frames of the geometric buildings were rising quickly, and ships laden with bags of cement and blocks of stone were arriving from the nearest Kiravian colony.

The Kiravians chatted in Coscivian as they worked. "Sú pensim nól té biad yier preparim ent 15-horchronav?" Do you think that the food will be ready at 3 o'clock?, said a city-dweller-to-be in Kaldev Coscivian, wondering about the nature of the smells wafting from a kitchen tent nearby.

They had only been in the city a week or so, but the new arrivals had already begun to divide themselves by ethnic and social groups. What Kiravians did best. A group of Coscevs and Ieurlevs, traditionally close, worked in the ditches between blocks setting a foundation for a street. Nearby, a mixed group of engineers were discussing some aspect of the sewage system in Kalistav Coscivian.

A tone from the work area's loudspeaker signalled that a meal was ready, causing the builders to drop their tools and run for the mess tent.

No matter where they were, seperating Kiravians from their kinsmen and their food was impossible.

Jason Khan, the representative from the Megalithon, walked down the stairs as he exited the hatch of the plane. He was accompanied by his personal bodyguards. After him, he was followed by engineers, technicians, and some civilians. It was a perfect day. The sun high up in the clear sky. There was some wind breeze, and it was enough to relax someone. Jason finally arrive at his own personal limo.

"Alright Mark, I'll meet you at the site." Jason said to one of the engineers.
"I'll see you soon."

A man held the limo door for Jason. Jason then went inside and told the driver to head for the city.

"Why yes that would grand. Do you like Indonesian cuisine? I have heard that they have a very fine restaurant in district 4. Also i assure you your people are in good hands." The governor said leading the Emperor to a large limo with many guards nearby.

Aritor Kelvai stood on the bridge of his private cruise liner, looking out towards the city ahead, already buildings were going up, his personal marina was already complete. The ship started to slow down, a few minutes later he disembarked and got into a limo before being rushed through the district. As he was driven along newly laid roads, surrounded by guards, he noticed that many of the vast skyscrapers, some that would be over a mile tall, were already started.e arrived

About 10 minutes later he arrived at the Administrative compound, the limo stopped briefly at the checkpoint before being waved through. Soon he arrived at his villa, it had been a long day and he needed to get some rest.

Plane after plane, bearing Zinairian roundels, touched down. Ten C-17s carrying the first 1,000 Zinairian residents of the city and one private jet carrying such dignitaries as Sir Daniel Hind, the Zinairian representative to the city council, and Sir Jackson Miller, the chancellor of diplomatic affairs, taxied down the runway.

With the help of the soldiers that arrived yesterday, who today wore only their pistols and Zinairian non-combat duty uniforms (essentially an extremely utilitarian dress uniform used when soldiers would be dealing extensively with civilians), the Zinairian nationals were loaded off their C-17s and onto twenty-five waiting buses. As the buses drove across town to the Zinairian districts, the dignitaries took off in their Bell 430 helicopter.

The buses pulled into a large parking lot in the brand new District 19. The city's newest residents were surrounded by the tall buildings typical of Zinairian architecture and characterized by their façades of milky white stone and artistically arranged veins of metal (Zinaire is a very small country with a large population. Thus, tall buildings have a monopoly on the landscape and private homes are a luxury for the überrich). More military personnel brought residents to their rooms in the Ellis Building, the structure that had been constructed specifically to allow new residents a place to stay and would later be converted into a hotel, and generally acted as bellhops. One of Zinaire's fiercely capitalist citizens grumbled something about how having his room assigned to him by the government made him feel like "one of those damn commies."

The Bell 430 landed on the roof of the Hawthorn Building, the seat of Zinaire's power while in the International City. The high-ranking men of Zinaire descended into the building via the roof door and began their tour of the building which was as immaculate in white and silver inside as it was outside. In the lobby, one wall was dominated by a colorful Zinairian flag rendered in polished concrete. It was here that the gentlemen sat, watching workers put up signs reading "No Limousines Beyond this Point" at the border of the district (by no means for environmental reasons (to the dismay of many nations, "[EXPLETIVE] the Environment" bumper stickers are extremely popular in Zinaire), and by no means because of any resentment towards the wealthy (many outsiders believe that Zinaire is an plutocracy in disguise, catering to the rich and the successful), limousines are a despised concept in Zinaire). They awaited their meeting with the city's governor listening to the workers below construct emergency bunkers at the advice of the city's government and watching the workers outside plant palm trees and other plants native to Zinaire.

Soon, townhouses and apartments with storefronts on the lower levels were complete. Work now began on the Distriktar Kastruv, or District Administration Building, and a small Kiravian college built to educate any willing locals in the Coscivian languages, Kirology, and the unique scholarly fields of Kirav. With the exception of a few Native Kiravians that were Universists, nearly all of the 'colonists' were Christian. This, and the fact that many were of different denominations meant that numerous chapels were springing up. the Church of Kirav, with the help of Non-Denominational Christians, was building a large house of worship in the Classical Coscivic style.

A new shipload of 3,000 immigrants arrived. The men were put to work almost immediately, while their wives were brought to the Registrator Edificuv(Registration Office) to make housing arrangements.

The city of beautiful geometric forms, gravel streets, and beautiful pine trees lining the streets was begginning to take shape.

The Greys were beginning to gain the upper hand on the problems that they could solve themselves. Their share of the seaside would be relaxing public beaches with imported blue and grey pebbles mixed with patches of rust red sand. Districts 12, 15, 7 and 18 would feature "New Sarrosian" style architecture. Modern building materials featuring white blocks and white concrete with "faux iron", second tiers. Strong sloping angles adorned with menhirs and monoliths, squat humble buildings with quiet grace rather then high rises fighting for attention. District 73 would be in the “Old Salian style” natural materials and earthen shades, tranquil curving streets and landscaping to provide an ideal passageway into Ceripel Reserve.


Planning permission had been filed for two piers and one off-shore monument, a four story Element Totem was to be taken from the northern shoreline of Sarrowquand's Lonesome Isle and donated to the city. Albert Chockolfod remembered the first time he had heard the historic verses describing the mysterious artwork and recited them to himself

Back in the Belkan District, three Aeronavis Airships had landed and were unloading supplies and engineers. Tons of steel, wood, stone and glass were being unloaded. Gigantic spools of wire, pallates of cement, carpeting, paint and antennae were unloaded as well, and within a week, the district's wireless internet would be up and running, speeding up the rest of construction by an estimated 45%. Mobile Habitation Pods had also been dropped, and would house the workers until their barracks were complete.

Below the above ground laborers, the Belkan subterranean shelter had been completed, and the bullet train that led from the site 60 floors below sea level to the countryside was tested. A secret arms cache was also set up and sealed, with records of its existance destroyed as it violated the spirit of the City, and existed only to repel invaders in the worst case scenarios.

Heather Duncan was one of the best and the brighest of the one hundred and twenty thousand Layartebian citizens who earned the priviledge to move to International City on Ceripel Island, in the Federation of Prycuse. The burgeoning city was already home to twenty-two nations of the world and had a population of over two million. The Empire had occupied four districts already and begun to set up shop. With construction projects coming to an end, the vast regime of the four districts made up the Layartebian Sector. All of the biggest corporations and companies in the Empire sought representation in International City and many of them won the bidding process. Even the Layartebian Defense Corporation, once the world's largest arms supplier had an office there, albeit for a new venture. The L.D.C. had recently opened up a division to manufacture high-grade motorcycles and modify sport's cars to provide excellent performance both on and off the track. It was, thus far, a successful venture and the L.D.C. was pleased with the initial profits. They hoped that bringing it to International City would provide more figures for them.

During the 10 min. drive they saw many different cultures under construction. Everything from small houses to massive skyscrapers. The governor and the Emperor talked briefly during the trip but much time was spent observing.

upon arrival at the restaurant, they walked to the entrance, and standing there was President Aaron Celveal. This was very surprising to both men.

"Hello Governor, Hello Emperor Mundus."he said, slightly informal "beautiful day is it not?"

"Yes, I knew you and the governor were coming so, I already have a table for us. Dinner's on me to let you know."

The three of them continued into the restaurant. It was covered in golds, silvers, and reds. Wonderful paintings lined the walls. Classic Indonesian music was playing quietly.

"ahw, this reminds me of when i was little. Back when the old Indo-Pacific Empire still ruled Prycuse. Much of this culture was wiped out after the civil war and the Liberals exterminated, which is a long story." Said Celveal as they walked to there private table.

Kaldin Wetstone, the community's leader, sat in his newly completed office, going over papers. Only half of the settlers that had isgned on had actually arrived. Smart of them, thought he, Probably going to a real colony.

The 50,000 Kiravians were doing quite well for now. All were housed, and food shops, grocery stores, and a market had opened recently. Soon, other shops and offices would begin to spring up. The district would be a success, and Wetstone could finally visit that plantation that the Empire was paying him with.

He sipped his water and looked nervously at the fork arrangment before him, as he was always forgetting proper fork ettiquite. To circumvent this, he requested a pair of chopsticks (a Belkan tradition) from a passing waitress, who looked at first puzzled by the request, but looking at his uniform decided to comply.
"So, Mr. President, please tell me more about your nation, and what the people's of our nations can do for one another." said Mundus, eager to learn more about the culture and trade opportunities of Prycuse.

President Celveal smiled, as he was glad to tell a story, "Before the civil war everything was similar to this. Much more simpler, yet more cultured. The decline of this culture is partly my fault." His voice changed to a more saddened tone, "After i lost election for my third term to Jim Deal, he almost immediately, and also quite easily set a dictatorship. This was not acceptable, so I and several other generals formed a rebel group and the war begun. 1 Year to the date later it was over but it had taken its toll. Now Prycuse is much like the "western" cultures. Not a culture at all."

A moment later he continued, " As for what your people can do is to reestablish a culture. The entire point of this project is to mix cultures together, and hopefully the outcome is a new culture in Prycuse, plus a little of everything the would has to offer. But this project is not limited to Prycuse; maybe every nation will gain something too." he stopped just as the appetizer , which was a strange soup, was brought out.

A few days after arrangements were made for Mephras to establish a presence in the city, ships were already en route to the city. Mephras had been given control of 3 districts, and intended to turn them into a successful center of Mephrasian culture, and turn a nice profit as well. Alex Latas, who had been chosen to lead the settlers, sat in his modestly appointed cabin while looked over the basic plans for the district.

Mephras had taken control of a prime location, district 39, which was right next to the water. It was in this district where the Mephrasians hoped to construct four massive casino resorts. These would form the economic backbone of the quarter, an exemplified the fun, freewheeling culture that Mephrasians were accustomed to. The other districts, 38 and 36 would be more residential in character, although with shops and amenities as well. This first group carried approximately 5000 people, who would help construct the basics, and pave the way for those who would come later.

Alex Latas knew that many governments had moved people to the city, which was to be a melting pot for all, and he hoped this to be true. Mephrasians were generally very open to new people and experiences, and he hoped the city wouldn't be simply a collection of isolated communities. As he looked out his window on what appeared to be endless ocean, he slowly saw a skyline take shape, and he realized they would soon disembark. He took out his flask and raised it. "To new beginnings!" He took a drink, and returned to reviewing the plans.

He savored the foreign spices for a moment, then spoke, "My nation too was borne of conflict, though different from that of Prycuse. You see, my predecessor, Emperor Gaius Mundus Primo, from whom I and my predecessors were cloned, was the ruler of the nation of Fonzuania, to the North of Belkaros. A small military coup sent him, half of the armed forces, and over ten million loyalists to seek refuge in what was then the Provincial Republic of Belkaros, a land rife with conflict. The Belkans were resented at first, but then welcomed and appointed to positions of power, eventually unifying the warring Houses of Belkaros under one body of rule. Primo was chosen to be the Emperor of the new land, and Belkaros prospered. Not long after, the new, unpopular rulers of Fonzuania were overthrown, and now the territory exists as the Belkan Provincial States of Fonzuania."

Governor Wrightford, was listening closely to the story, in which he took great interest in. After Mundus was do he began, "interesting. I was also plagued by wars. I was well alive before Prycuse was even owned by the Indo-pacific Empire, which was quite some time ago." He took a sip of soup and continued, "Ive lived through 4 wars and fought in 2. Out of all the wars none were more devastating then the Civil war. Now out of all the Oceania islands Prycuse is the only one that has a western culture."

They sat and waited for a few minuets, thinking of a new topic in there heads, because none of them really like the subject of civil wars and ending cultures.
A few minuets later the food came out.

The Kiravian sector had been complete for about a week. The citizens had now settled in, and the shops were open for buisness. OCO Wetstone, now called Distriktar Wetstone, had lost his eagerness to leave the remote posting, and was in fact growing quite enthusiastic about his assignment.

Wherever Kiravians went, they always liked a measure of self-governance, in association, if not subordination to the Empire. Non-Kiravians, with their corrupt and partisan political systems, simply could not be trusted in the eyes of a Kiravian.

As such, the denizens of the Kiravian Sector had set up a small Kiravian republic within the city. They did not seek to ovverride or subvert the Prycuse or City governments, only to provide some Kiravic structure and a sense of community to the neighbourhoods over which it watched. Wetstone was its executive, presiding over a Council of elected representatives from each of the three districts, and also over a District Court of Affairs that would pass ruling on disputes, crimes, and legal proceedings according to Kiravian customary law. Commerce and Security agencies were formed, and an entire governmental apparatus now existed in the Kiravian Sector. By now, the Zinairian population of the international city had risen to 50,000 people. Some had arrived by plane but many other had arrived in naval supply ships. The Zinairian sector had expanded to include districts 17 and 18, meaning that Zinairian had a small bay all it's own. Construction was in high gear in these districts and soon another 50,000 would arrive.

People were beginning to move out of the initial residence towers and into private residences. The military had all but vacated the established districts, moving to the newly acquired ones to oversee construction and prepare to settle in the new citizens. Realizing that there was no threat in the city, most of the soldiers now carried only pistols.

At the Zinairian administration building, Sir Daniel Hind was drafting a letter to the city's governor.

Dear Governor Wrightford,

As your loyal and hopefully trusted allies, the Zinairians request permission to build a small port in District 18. This port would be able to accommodate only small vessels and would be overseen by Zinairian civilian port controllers or any other government body you see fit. This port would be far more practical that the port located in the mouth of Ceripel Bay, especially for districts farther West. We would allow use by non-Zinarian member of the project as well. We hope you find this proposal acceptable and we will be happy to incorporate any other suggestions or requirments that you have.

Although this would not directly involve our districts, we would also like to suggest a bridge across the mouth of the Ceripel Bay. It would dramatically reduce travel time between the two sides of the city.

I hope you will visit the Hawthorne Building soon so we can discuss this in person.

I am glad to hear a bay is being built in that location. I would encourage you to build a Large port and accommodate medium sized trade vessels, but I leave the choice up to you for the size. Also concerning Allies, I will tell President to send a letter to your Embassy to discus that matter. I am hoping Prycuse and Ziniare will be closer than they already are.

Several more Zinairian C-17s touched down at the airport. These carried 200 troops and their equipment and 20 Eagle scout cars. The troops and cars unloaded and all but one of the planes prepared for liftoff. The final plane would be staying at the airport along with ten Zinairian fighters and a refueling plane. These additional planes would be arriving in the near future.

The soldiers and the scout cars moved west to the newly created base that would house them when they were not patrolling or guarding the power plant. Two cars of troops were sent north to the plant to check on construction and guard the site. The others stayed behind to settle into their base.

A few weeks had passed, and the Mephrasian quarter had begun to take shape. Small temporary shelters still housed most of the population, although larger blocks of apartments and row houses were being constructed. The first group of settlers were slowly getting accustomed to the city, its climate, and its people.

The biggest bustle in the quarter was near the bay, where 3 large resorts were being constructed. Bisto Casinos, the largest casino corporation in the nation had decided to create a casino mega resort on the waterfront, with countless games, bars, hotels, pools, and entertainments abound. Other rivals had come to compete, and equally grand edifices were taking shape. They were all betting on an international city giving rise to a wealthy, cosmopolitan population who would deposit their money in their gleaming, neon, pleasure domes. It was still a long way off, but there was strong hope that these investments would pay off.

Alex Latas sipped his cup of lukewarm coffee as he sat at his desk. He had taken residence in a partly finished townhouse a few hundred feet from the water. It was a relatively calm morning as he looked over the newest proposals coming in for the governance of the city. I never realized running a city could be this complex, he thought to himself. It seemed that certain nations were quite protective of their districts, which slightly upset him. He envisioned a truly international city, where districts would mix, mingle, and eventually disappear as a footnote of history. He was concerned that the project could split into concessions, but most of all, he worried it would be bad for business.

Construction had already started in District 71, 72, and 73 in Avalic's section of the city. Supplies flew in by aircraft due to the distance from the coast. Concrete sidewalks were being created, so were paved roads, and traffic light. More importantly were infrastructure, architecture, and power lines. Of course a large shipment of antennas were to be put on most buildings so they could still receive their broadcasts that they were used to. A couple of statues and fountains and statues that were fountains were being created in some centers of roads and others were to be planned later.

Small hospitals, infrastructure, several different types of small schools, housing (most of them apartments), and several private business buildings and stores were being constructed now. The paved roads were already created, so were the power lines, telephones lines, etc., and the only Bank of Avalic were already set up and built. The architects found out what to do with the excess statues not in the city roadways, to put on the government building/embassy and inside. The bulk of the construction was about to begin.

Governor Wightford had been greatly anticipated this day. He would finally meet the the leaders of Prycuse's only Ally. He woke up early to get properly dressed, as he though a well dressed man is much more appealing, and ate a good breakfast comprised of oranges, bananas, and grapes. (considered delicacies in Prycuse). He then walked to his Armored SUV and began his trip to district 19.

At his arrival into the district he saw the sign: "No Limousines Beyond this Point". He was sure that his SUV wasn't a Limousine, but he didn't want to take chances. So he found the nearest parking garage and parked there. He then walked the rest of the distance, which was a very hard task, for he was very "Fat", to the tower.

He came to the tower, and was instantly dumbfounded by its size. He had seen much larger towers, he grew up in Appirsadion, the only city bigger than the International City. But he was dumbfounded by fact that it seemed taller. Something gave it a illusion that it was even bigger than the Market Tower (not finished). He would figure that out later and preceded into the building.

Jackson Miller and Daniel Hind got off the long, upholstered bench they were sitting on when the form of the governor appeared at the door. Sir Miller was a tall, slender man in his early fifties. He had a full head of black hair which was turning silver at the sides. Sir Hind was a rather sharp contrast, short and rather plump with a shaved head and casual air.

The two diplomats met the governor at the door. Daniel gave him a hearty slap on the back, Jackson shook his hand.

"Welcome to Little Zinaire, governor. Why don't we talk in Sir Hind's office?"

The two Zinairians led the governor into the gleaming silver elevator. On the 19th and final floor, they disembarked and walked across the hall to Sir Hind's large, immaculate office. In the corner of the room, a couch and several armchairs were clustered, they took a seat.

"So, governor, what do you think of our little sector?"

Sir Hind nodded. "I suppose we could. It's just up on the roof." He crossed to his desk and spoke into the intercom, asking for the helicopter pilot to report to the roof.

The men left the office and took the stairs onto the building's roof where a Bell 430 stood waiting.

They entered the opulent aircraft and took off towards the reactor garrison.

The helicopter touched down outside the barracks where the Zinairian troops charged with protecting the nuclear power plant were staying. Colonel Johnson, the base's commander, came out to greet them.

"Good to see you gentlemen. I'd like to thank you for letting us use this space, governor. You all headed to see the reactor?"

They reached the walls of the facility which, by now, had been completed (OOC: just the walls, not the entire plant). A gun barrel pointed down at them from each of the two towers at the side of the gate. A soldier with an assault rifle on his back ran up to the vehicle, looked inside and waved them through.

The districts were nearly finished. It looked like a modern major Avalic city, with the traffic lights just set up and the same old advertising. The infrastructure was the first to be completed, most belonged to the Avalic Automobile Manufacturing Industry. The embassy had been one of the first government buildings created. Homes and apartments were finished in districts 71 and 72. The last thing to do was fill district 73 with buildings and such as that was basically and empty district with roads and lights.

They made it through the last gate and the group stepped out of the vehicle. They stared at the huge mass of materials all over the site. only a few parts were put together.

The Katislovin districts were mostly built now, vast gleaming towers soared into the sky. Katislov Corparation was the dominant company in the Katislovin quarter, as was normal in areas with Katislovin people living in them. Currently most of the internet access for Katislovins in the city was provided by satellite links, though hopefully that would soon change and access at imperial speeds would be possible.

What came over the horizon to the International City could have been thought as an invasion force at best. To the trained eye it was a regular international patrol of the Anagonian Navy, spread far and wide by the expansion of recent naval bases across the globe in many nations. The force comprised of a normal Anagonian-Class Carrier, with two Iowa-Class Battleships and various surface destroyers and cruisers. At ten miles out the fleet turned far in the direction from the International City, leaving in its wake a small portion of the size before to head straight to the newly acquired Naval base used for refueling and restocking Republic Naval ships and submarines.

The four ships comprised themselves of two Large Transports that would unload personnel and construction crews to refit and and rebuild the base for normal operations, and supplies to continue the operation of the base. No aircraft or large naval ships were allowed per the Agreement of Prycuse, and Anagonia would more than happily agree to it. This naval base would be vital to the coming war operations on the horizon nearly half a world away, as many fleets would pass through here to resupply.

The other two ships were DD-693 SPRUANCE-Class (http://www.fas.org/man/dod-101/sys/ship/dd-963.htm) destroyers, and all weapons systems were made to stow for the travel to the Naval base. No Anagonian vessel was permitted within five miles of the International City, and they were still easily six miles out and heading straight for port. If any military recognition was to be made by the inhabitants of said city, they would find to their satisfaction that no signals of a wartime nature were being produced, and to the trained tacticians eye the ships themselves looked quite harmless and unprepared for any surprise attacks. Which they were, since none were expected here. It was a peaceful region, and Anagonian Naval Command had paid respectfully for the base in question.

Thirty minutes later after the ships had made way going ten knots in peaceful waters, the two Destroyers made way to the side and started a slow circle, far from the International City territorial waters. They would dock last and unload essential supplies that the transports couldn't store. The transport ships themselves docked alongside the old docking ports, and unloaded various vehicles and supply trucks and personnel without any hint of weaponry on or stored. Foodstuffs, mechanical supplies, engineering equipment, and construction supplies and equipment were also unloaded.

They were to begin two hours later the first steps in building this base back to life. It had been renamed Port Trinity in favor of the location by the Navy, and permission had been granted to the Prycuse Military to inspect it at any time for any violations they would see fit to place on the Naval personnel. It was to be operated at peak efficiency, to be reconstructed quickly and safely. This transport cycle, only minor command staff for the various hundreds of personnel were present. The next fleet to pass through would be in a few days, and there would be the actual Commandant who would take command of Port Trinity and oversee the rest of the reconstruction process.

For now though, four hours later, the two Destroyers docked safely as the transports placed themselves a mile out. They would be escorted by the Destroyers back to Anagonia, and then the two Destroyers would resume normal global patrols pending new orders by Fleet Command.

Alex Latas's eyes bugged as he watched the massive fleet appear over the horizon. Is this an invasion force? he wondered as he ran for his phone. He quickly dialed up the city counselors, only to be told of the Anagonian base. Only partially satisfied, but receiving as much information as he could. He returned to his office and began to think things through. He was told it was to be a resupply base only, but he was still a bit worried. Any time ships of a military nature land in this city increases the risk of militarizing the city itself. He hoped that having this port wouldn't draw the city or the country into war, but for now, all he could do was trust the Anagonians.

While this crisis had darkened his day a bit, the success of the Mephrasian Quarter was a shining bright spot, and he had been feted by the officials in Euphova, although not much could really be attributed to his work. The industrious settlers were to be credited, as they had took wonderfully to the task of creating a quarter to Mephrasian standards. The casinos were close to being finished, along with the rest of the quarter. Shop laden streets were crowded daily with people, on their way to do business, or simply enjoying the day, browsing the various goods they could purchase. Overall, progress had been astounding, and the future looked bright as well.

They walked further into the site. They soon came to the site "command Center". the place the head engineer stays. They continued to the RV, and opened the door. There were several men inside, they all paused when they opened the door.

"Hello Mr. Brunswick!" Said the Governor

At first he was confused then he realized how it was.

"Ahh, hello Governor! and who is this?" looking at the men form Zinaire.

Districts 86 and 87, now dubbed by us as the ViZionarian District (VZD), has been claimed. A total of about 25,000 are planning to move into VZD as construction begins to be completed.

Already planned are two ViZionarian police precincts, seven condominium towers, three hotel towers, and a mall, among smaller buildings. And being adjacent to International City's airport, travel to and from will be quick and easy, while beachside living will also be enjoyed.

Within one month, ViZionarian construction companies will begin to arrive to work on constructing the infrastructure and roads followed by the construction of the buildings.

Jon McLaren, VZD's representative, arrived as the District Center building was nearing completion, his new residence on the top floor of the six story building.

The infrastructure and roads had all been completed, and the two police precincts were the first two buildings that have been completed. As such, ViZionarian police officers from back home had already arrived and were, temporarily, being housed within the precinct their until their homes - mostly condominiums - were finished.

The Brittonians coming into the city were mostly Conservative, as “Project Liberty” as it would be called, would be to swarm the area with Conservatives, so that the city could be a strongpoint for Brittonian conservatism in a nation of liberal socialists. The Brittonian mayor of the district was Paul Long, a Vietnamese-Brittonian who was rather large. The man lived in an apartment in the second floor of an inn in the city, and, as the infrastructure was building, he kept his office there too. He sat and waited, as there were no meetings (as there were barely any people yet) to attend.

A new tower, dubbed International ViZion Tower, is currently in its planning stages.

Sixty stories tall, each rotated section of the tower has a different use: a retail section, office building section, and so forth. Part of it will house one of the International Medical Foundation's (http://forums.jolt.co.uk/showthread.php?t=532812) overseas offices.

This tower is also very environmentally friendly - solar shading, natural ventilation, daylighting, rainwater harvesting, and green interior finishes and materials are among its tricks to help limit its environmental impact.

It will be located directly north of ViZion's District Center, which is placed perfectly center of the ViZionarian districts.

Two of the condominium towers have been finished, with roughly 40% of the total buildings completed.

The VZD had finally been completed, the full 25,000 initial people having moved in and all buildings finished.

The two surrounding districts were that of The Atreidond Islands to the south and New Brittonia to the north. As such, VZD's representative, Jon McLaren, sent out a request for a meeting with the two at ViZion's District Center in two weeks to begin working on seeing how we could work together to improve our section of the city.

The radio station WICR "International Talk" at 104.3 FM was started, featuring the conservative talk host Joe "Foxtrot" Danza, a former New Brittonian Marine on the radio. He, after deciding to come with "Project Liberty" from Cecelia, New Brittonia's second-largest city, and one of the most conservative, decided to bring his ideaoogy to "a fresh land untainted by the backward collectivist philosophy of Brittonian Socialism slash Communism". In his radio station, the Foxtrot and his "deputies" began to broadcast all throughout the International City.

What he needed, however, were some guests to interview for the show.
