Needless to say, the Pyekan-Kuogu regards its southern neighbour in a negative light. Pan Oceanic maritime claims are said to conflict with the integrity of the Empire, and Pyeki fishermen are frequently aided by the Imperial Navy in entering the so-called Ashmore Reef area to continue their traditional catch.

Nay Pyi Taw (the Imperial capital) and Yangon (the seat of the Pangkai, or parliament) view the Alliance as a tool of neo-colonialism, and appear to be driven by this belief to greater belligerence in challenging Jo'burg's power in the South East Asian theatre. The Alliance is apparently viewed as one of the powers most likely to interfere with the Pyekan-Kuogu's designs on East Timor and Papua New Guinea, as well as a rival in claiming exclusive fishing rights and exploration of potential petro-chemical reserves off Australia's north coast.

Recent weeks have seen Pyekan maritime patrol aircraft and even small warships testing the waters, so to speak, off Christmas Island and the Ashmore and Cartier Islands especially, and a new airstrip and support facilities are under construction at Kupang, Timor.

Yangon's reaction to the statement from the Pan-Oceanic Alliance is fairly typical. Some bluster at home about threats from the imperialists' running dog in the Indian Ocean, and a public assertion that the POA has backed-down and conceded fishing rights to the Pyekan-Kuogu. Another great victory for the Emperor and his beloved people!

Of course the POA will find that there are an awful lot of fishermen in Pyeki, a land of 350 million people, many resident upon hundreds of small islands, and there can be little doubt that conservationists will be horrified to learn that Pyeki trawlers are being allowed into such sensitive areas as the Ashmore Reef, but Yangon is jumping at the chance, keen to push every slight propaganda advantage to breaking point.

Bonded by mutual opposition to German imperialism against France, the Netherlands, and Luxembourg, the Republic of Bungussi and Djanvallaland and the Pan-Oceanic Alliance have, in the opinion of President Lumboldt Kircher, much to discuss.

The Republic estimates that the Alliance's position in continental Europe is under threat thanks to unchecked German expansion, while also feeling that its own order is menaced by alleged 'Marxist terrorists' in the hinterland and operating out of neighbouring nations such as 'the failed state of DR Congo' and by potentially hostile 'native dictatorships' in Africa.

The Republic's defence forces are heavily reliant on weaponry inherited from France and, to a lesser degree, Spain, making this at best late 1960s technology. While the Republic has established significant modern industry and worked to domestically maintain such equipment in good order, the Air Force depends upon Dassault Mirage III and Mirage F1 combat jets that could be out-classed in a modern conflict.

Bungussi and Djanvallaland has built up the ability to supply some spare parts for these machines, and produce some weapons systems for them, but its budget and technology base remain too limited for a comprehensive overhaul and update of such high value systems as modern combat jets, and Kircherstadt is hoping for co-operation with Oceanic firms in multi million dollar modernisation programmes.

The military has also received an injection of several tens of millions of Equatorial Francs towards the purchase of new equipment such as Kircherstadt feels may be obtained from the Alliance's European factories. FN-SCAR and FN-2000 rifles are of interest to the Republic's numerous special forces units, as are many other small arms products.

Kircherstadt hopes that trade and co-operation between the two nations can be expanded in the near future, and wishes to be able to call the Pan-Oceanic Alliance a true ally.

Republican Minister of Defence General Buster Acland has been detailed by Kircherstadt to lead a delegation to Bloemfontein, with high hopes for the development of strong trade and defence co-operation between the Pan-Oceanic Alliance -especially its southern African territory- and the Republic of Bungussi & Djanvallaland.

It may seem that the little republic must be very much a junior partner in the potential relationship, but, as visitors to Kircherstadt find, Djanvallaland -the coastal region, where most whites live- has a gross regional product that, in per-capita terms, touches a formidable US$50,000 per year and includes significant modern high-tech industrial ventures.

The Republic's military wishes to acquire several Atlas Oryx utility helicopters and perhaps four Denel AH-2 Rooivalk attack helicopters amongst other military equipment, but also wishes to offer whatever support it can to the defence of the POA's European territory against potential German aggression.

The General's Dassault Falcon 20 jet would arrive in Bloemfontein full of hopes from a nation facing great tension at home as the Djatini Scouts launch new operations against BANLA black nationalist and BUPRA Marxist rebels near the Congolese border.
