RE: Exetonian oil fields.

To whoever it may concern at the head office of the Imperial Oil and Gasworks,

The Exetonian Government of representatives recently granted the ECEE company permission to attempt to purchase shares from your company. We were most pleased when we heard that their request had been granted and that their first foreign investment had been such a good one. The reason I am today writing you this letter is that the Government of representatives feel that we may have an offer you cannot refuse.

The Exetonian Empire has for many years been drilling oil both on and off-shore for our own use. We have never believed in stock piling and only drill what we need. To this end, we have 8 offshore fields with an estimated 1.2 billion barrels of oil within them and 15 on shore oil fields with an estimated 750 million barrels of oil within them. Yet, only tap 3 offshore and 6 onshore fields producing about 4.7 million barrels a year.

We propose to offer you the chance to take up ownership of the remaining 5 off shore oil fields and 2 on-shore oil fields for a lump sum of $17.5 billion dollars. These fields would then be yours for as long as you wish to have them or until they run out, whichever is the earliest.

The reason we have chosen you rather than say, a company like Griffencrest is that we feel your selling of oil is both fair and stands on an extremly high moral plateau. With this deal, there would be no annual fees payable to the Government and no limitations on how much you produce per year or who you sell to.

Your fleets of oilers and those of any nation purchasing oil from your company would be welcome to use Exetonian ports for transactions and has safe havens during storms. We would also grant the fields sovereign status meaning, that the fields would be protected by the sovereignty of the nation of Stevid.

We thank you for this exceptionally generous offer, we don’t think we could meddle much more with the terms as the heavily favour us anyway and so it would be bad form of the Holy Empire to demand more from you.

We will commandeer the oil rigs you have in the specified sectors that are already in place and we will also transport materials for constructing our own oil rigs to your nations, and with your permission be able to construct the new rigs in your country before towing them out to sea.

We understand you are doing this to protect your other oil fields from other foreign powers and so as a token of our appreciation and thanks for being chosen we will give you a percentage of the oil mined by the Imperial Oil & Gas Works. The Royal Navy defends our oil rigs and oil tanker fleet and so again, as a token of our thanks, we will apply to the Royal Navy to increase their patrols around our oil fields in your waters to extend to defending your own oil rigs.

Again, thank you for choosing us to be the ones to have your remaining fields. We promise that you will not regret the decision.

All the above are most acceptable to the Exetonian Government of representatives. We feel this is a great investment for your company and the best move our nation could have made with regards to the oil fields.

You may begin construction of the new rigs as soon as you see fit to do so.
