Caleb Solis looked out the window of the six floor in the Casa Roja. His own suit matched the decoration around the entire building, all red. The Casa Roja was the political nerve center for the United Provinces, but the lag was a serious issue. Costa Rica hadn't joined the United Provinces because they though it wouldn't succeed. But Colombia was the balancing force that was able to be used by the intelligent Nicaraguan hierarchy. Its military forces, mixed with the skilled Anti-Insurgency techniques of the specialized Nicaraguan battalions. So, there had to be a way to make the lines quicker, so Elected Grand Chancellor Solis decided to send a request to the nation of Costa Rica.

To: The Costa Rican Government
From: Managua, The United Provinces of Central America
The United Provinces of Central America wishes to request
that you join the United Provinces in our economic and cultural
golden age. We can understand your skeptical view, as many
of these tries have disintegrated quickly, but our league has
stayed strong as steal for over forty years. We've survived civil
wars and natural disasters. Together we are bound and together
we fight. Your nation has no military assets, and we would respect
this, keeping our troops outside of your nation, only will the exception
be made when troops need to be moved to defend a border, or that
Costa Rica itself has been invaded. We will fight as one, strong as steel
which takes multiply substances to form its bond. This is our formal invitation.

OOC: Oh, here's your thread. Did you post this on the ooc thread...I ain't even seen this before.
No matter, I'll take Costa Rica's behalf as an NPC. No military doesn't mean no fight...in fact, this is my favorite tactic.

Costa Rican president Esteban Lemon was beyond skeptical about the approach from the Central Americans - he was downright doubtful they could even protect Costa Rica's assets from more predatory nations, whether the Europeans or the Republic to the North, which had already scooped up parts of the Carribbean. The area was turbulent, no doubt - the Western Hemisphere was becoming more and more polarized - and the smallish Central American regional power wasn't particularly inspiring.

So, Lemon had his secretaries begin writing a message back to the United Provinces, as well as a...larger message.

You are certainly right about a skeptical view permeating the people ad government of Costa Rica, and such views - along with knowledge about how turbulent and unstable the rest of Central America is - leads me to decline your offer to join the United Provinces. Costa Rica has a blossoming tourism industry for first-world citizens and plans to be the world's first carbon-neutral nation by 2025 - and no doubt in joining this alliance, we will fall to the wants of others. We are not in the position, nor the mindset, to surrender our freedoms.

To the Esteemed Nations of the Global Community

The nation of Costa Rica has long been a stalwart in the rough area better known as Latin America - serving as a star of democracy and freedoms, as well as projecting the potential of a future first-world nation, in a dark patch of world. Well Costa Rica has made so many strides to improve its image, and in doing so bringing up all of Latin America, today the collection of nations better known as the United Provinces of Central America pressure to put an end to so much work.

Costa Rica now stands before the world begging on its knees as the encroaching shadows of oppression and savagery creep on its borders. It is only a matter of time before the United Provinces will eschew democracy to utilize mankind's greatest tool of change - violence - against Costa Rica's land and people. As the first nation to disband its military, Costa Rica has virtually nothing short of sacrificing its own citizens to counter the shadow of evil - and we must now plead to the international community as a whole.

Please, with compassion - we ask the community now not as country to country, but as fellow humans, interested in freedom and goodness - help us in this time of need, this potential flashpoint which could devestate the image of a better Latin America. Help us save what could be, rather than succumb to darkness.

Elected Grand Chancellor Solis prepared his response, after the Costa Rica sent out a request to the world, much resembling that of a "drama queen." He ordered the best editors across the nation to begin training and moved them to Bluefields, Nicaraguan Province. Along with that a documentary was started across the United Provinces, focusing mostly on Panama, which had only four air wings, an independent brigade, attached artillery, a armored regiment, and four CI battalions, all of which had been agreed upon when Panama became a Province. Another crew would also be sent to Colombia to show the stability of the nation compared to that of the forties, soon testimonies would be taken of tourists from Europe if the need arised for more publicity.

The United Provinces has modeled its semi-private automobile industry
as the Brazilians, our economy is competitive with some smaller, yet
politically powerful European nations. We've adopted the bill from the
Europeans, modeled our larger military like Europeans, and have open borders
towards the Europeans. We have open borders to every nation, and they
come and go as they please, unless they break the national laws, where they
are still required to serve out half their sentences. The Provinces are
stabilized, except in the Honduran-border area where the nation's more
energetic youth seem to enjoy shooting BB pellets at our troops. Our public
transportation is strongly supported by the government, and if you were to
become protected under our blanket the only change you would most-likely
notice is several communications lines and railroads being constructed to help
stabilize the nations.
