The senate is the main legislator of the government it is also sometimes called "parliament" depending on the situation. The government is a representative constitutional republic reformed after the civil war and retains a "monarch" title purely as a figurehead retaining "his/her majesties" in name only usually in terms of the military branches i.e. Royal Army, HMS Essex. As no one is actually appointed as king or Queen seeing as the president acts as head of state and Commander In Chief; effectively the Monarch by default.
When bills are set out before the senate all parties vote for them to become law with a majority vote; debate of the bill in question is conducted before they are voted on; the elected party majority usually have their bills passed due to party lines. Once passed in the house they are passed on to the Senate Review board to check that a bill is constitutional under the law. If the bill passes this area too with a majority vote then it is passed onto the president to sign into law. After passing both houses they can still be vetoed by the president in certain cases; however a 2/3rds-majority vote of both houses can overturn a presidential veto. Each City district elects Senators and these senators are elected every 4 years by popular vote and are not under any term limits.
The President
The President is the supreme commander and chief of the nation and head of state and is elected every four years by popular vote of the people. Any Natural born Israeli Citizen is allowed to run and campaign to be elected for president regardless of work, ethnicity, race, colour of skin, Gender, Financial holdings and/or sexual orientation. The task of getting elected is usually a long and arduous one and usually requites getting the endorsement of one of the main parties in the Primary Race. Though a candidate can run, as an independent with a minimum tally of 50,000 in a pre-election vote is required to have their names added to the ballot.
The Primary is the first stage of the election where potentially dozens of Candidates are whittled down to six; one representing each party and with independents qualifying for there names on the ballet if they get an excess of 50,000 votes in the first stage primary. The Secondary whittles down to the two most popular candidates plus qualifying independents. The President Elect is whomever wins the secondary popular vote. In rare circumstance of a tie the Electoral commission can award an election to a candidate using 'Electoral points'. These points a calculated by awarding each city a set number of points; if a city voted for one candidate but not as much for the other then the points are awarded to the winning candidate for each city until all cites are accounted for. Whoever has the most points wins the election though this system is rarely if ever used in living history but is kept as a fail-safe.
Duties and Privileges
To Form the Government - The President after successful election has 14 days to form a government usually from members of the winning party but appointments are at the president's discretion also referred to as the Cabinet. This cabinet will take up critical and influential positions within the administration and rule over the nation with the president for his or her term in office until they are either dismissed by the president or resign.
To Act as Head of State - For his or her term in office the president acts as head of state being the ultimate representative of the nation; there is no higher authority the proverbial buck; stops here.
To act, as Commander in Chief of the Armed Forces - The President is the ultimate commander and chief of the Royal Army, Royal Navy and Royal Airforce and any all-military personnel in any branch ultimately report to the president as the head of the chain of command
To Conduct Nuclear War - The President has the unenviable duty of enforcing the nuclear deterrent if so required as per the Alexia Doctrine; To this end the President has to obey the two man Rule thus the Vice President and President have to agree to a nuclear launch. To ensure the effectiveness of the nuclear arsenal the president has a direct uninterruptable hotline to Strategic Rocket Force Command via the Red Phone and also the Nuclear Football, which is no more than thirty feet away at all times.
To Sign treaties and conduct foreign relations - The President acts as official head of state on diplomatic visits both to and from Animarnia; he or she conducts foreign visits, receives foreign dignitaries can sign and ratify treaties and trade agreements as well as alliances. Though strictly speaking this task is usually delegated to the home secretary or Foreign Minister
To Dissolve the Senate - The President has the authority in certain cases to dissolve the senate and in some cases call a fresh election in the event that one of the following has occurred -
(I) A large part of the senate has been killed.
(II) The Senate in the opinion of the Judiciary has become corrupt
(III) The Electoral Term for the Senate has ended
(IV) The Senate is dissolving from summer break
To Ratify Law - All New Laws after passing both houses are to be ratified and signed by the President to become law. The President can veto a bill if he or she so wishes however if the Senate wishes to make the bill law without presidential consent a 2/3rd majority can overturn an executive veto.
To Conduct Pardons and Honours - The President has the power to pardon or commute a sentence of any prisoner for any reason he or she deems; upon a presidential pardon a prisoner is to be unconditionally released upon a sentence commute it is to be enforced immediately. The President can also assign honours and award medals to reward individuals who have dramatically altered and influence society for the better or those in the armed forces that have served beyond the call of duty.
To Declare a State of national Emergency - The President in the event of a large-scale terrorist attack, rebellion, invasion by a foreign power or catastrophic natural disaster or other such event deemed significant by the President can declare a state of emergency and invoke martial law. Under martial law the National Guard is deployed to all cities and population centres to enforce the rule of the government in whatever way the army deems fit within the rule of law. A state of emergency can only be declared for a total of 90 days before being reviewed by the senate; upon which time the senate will vote to either extend or annul the declaration.
To Invoke and Declare War - Through the special war powers act The President has the duty and right to wage war on a foreign nation by land, sea or air with all might available under the gods for a period of 90 days. After which the Senate must vote on if to issue a formal declaration of war against a foreign state. If the vote passes a formal declaration of hostilities is issued and ratified by the president and Joint Chiefs of Staff. If the vote fails then all hostilities must cease immediately and troop withdrawals from combat operations cease without exception. The exception to this is during a foreign invasion of the homeland in which time the president has the right to unilaterally declare a state of war until the invaders have been repelled.
To nominate and appoint Supreme Court Judges - The President can nominate candidates for the Supreme court; the highest court in the nation able to rule on law. Nominations largely reflect personal ideology and party lines as well as the candidate's experience. Once a Nominee has been put forward the candidate will be questioned in an open hearing by a special senate over watch committee; then by the public. After the hearing; the Senate will either confirm or deny the nomination and pass it on to the Senate Review Board; or "upper house" to be ratified. Upon receiving secondary confirmation from both houses the judge is appointed until they step down or pass on.
To Nominate and appoint A special Envoy - The President has the right to nominate as special envoy for any purpose; largely these involve diplomatic relations with foreign powers somewhat like a Ambassadorial role but can also involve special missions on behalf of the president.
Judicial Branch
Law Enforcement
Israeli Security Force / Police Force - The day to day law enforcement is conducted by the police force. These well trained officers protect and serve the citizens and enforce the law; though not armed with lethal weapons each officer is armed with non lethal means of both self defence and subduing a violent suspect; these include night-sticks, pepper spray, and a wireless stun gun. The standard police uniform consists of a White shirt or blouse, black trousers, black boots, a Kevlar vest, utility belt/vest (Handcuffs, Night-stick, pepper spray etc) and Police Helmet. During situations such as invasion or terrorist attacks it should be noted that Police Officers could be armed with sidearm and Sub-machineguns as they are trained with such weapons
Armed Response - these elite law enforcement are called in to the most dangerous crimes where lethal force may be needed to resolve an issue such as a hostage situation or other situation in which a deadly armed suspect is expected to be encountered. These elite officers are usually equipped with military grade weapons and body armour; the standard uniform of the SWAT is a blue jump suit with Kevlar Utility vest; Armoured Knee and elbow pads, a Kevelar helmet with integrated radio and a Gas mask. SWAT teams are military trained by the SAS and can be put under the command of the armed forces during an invasion. SWAT Also operate a number of AH-64 Apache helicopters and armoured cars.
Federal Investigative Service - The Federal Investigative Service (FIS) is a national law enforcement agency that has the power to arrest criminals both domestic and foreign across the nation without question. With national jurisdiction they can take over any local case and supersede local law enforcement and are usually involved in high profile cases such as serial killings or internal investigations within the law enforcement, government, Military or intelligence community regardless of rank or position.
Tank Police Unit - To quote the unit commander - "when sh*t hits the fan and those pussy's in armed response bottle it, they call us; and when they call us its got pretty bad". Using military grade M1A2 Abrams Tanks, M2 Infantry Fighting Vehicles and Apache Attach Helicopters painted in Black and Whites with fixed patrol lights under the control the tank police. The Tank police are crack officers usually ex-military however are only called in as an absolute last resort if a situation has degenerated to facing criminals with powerful military grade heavy weaponry. The Tank Police were formed during the 1980 crime-wave as a national response to stem the increase in criminal activity using heavy weapons virtually eliminating such crime over night. The Tank police can be put under military command during a national emergency. The standard uniform of the tank police is usually a powder blue shirt or blouse, blue tie, dark navy trousers or a skirt; shoes and a Tank Police insignia patch on the arm sleeve.
Courts
Supreme Court - The Highest court in the land; Nine judges appointed by the president and confirmed by The Senate by Majority vote then reviewed by the Congressional Review Board for a secondary Confirmation. Supreme Court Judges are elected until they die or step down. The Supreme Court is the final court of appeal in a criminal or civil case the proverbial buck stops here. It is the job of the Supreme Court to maintain the rule of law, rule on constitutional legitimacy and set precedents for law rulings. Several heated cases have been put before the court including abortion, the legality of the death penalty, gay rights and stem cell research.
Current Judges
Chief Justice - Rt. Hon Sandra Ryan
Judges -
Rt. Hon David Sinclair
Rt. Hon Charles Theodore Logan
Rt. Hon William S Preston
Rt. Hon Helen Bates
Rt. Hon Gwendolyn Price
Rt. Hon Stephen H Palmer
Rt. Hon Michel H Rabb
Rt. Hon Sarah M Roberts
High Court/Appeals Court - The High court is usually where contested cases end up before a panel of three Judges where they will either uphold or overturn the verdict based on the evidence. A Single Case can end up before the high court at least three times before being passed on to the Supreme court for a final ruling if the verdict of the High Court is unsatisfactory.
Local Civil and Criminal Court - Local Courts that decide the outcome of Civil and Criminal cases; a case is put before a judge to decide if there is sufficient case to prosecute. If a criminal case a City District Attorney will then prosecute for a criminal conviction before a 12 person Jury and the Judge will decide Sentence if the defendant is found guilty. If the case is Civil then Lawyers from both sides will argue their case before a Jury. if the Plaintiff wins there case then the judge will decide reparations.
Intelligence / National Security
Central Security and Intelligence Services (C.S.I.S)
In an effort to provide inter-agency Co-operation under president Rene Shondel; several Intelligence departments were merged into a single entity to provide a direct, fast and comprehensive response to any threat both domestic and external; the new Agency CSIS has Several Duties to carry out by various Sections -
Section A - Secret Service, Preidential Guard
Section D - Domestic Security - Domestic Security, Counter Intelegence and homeland security have been merged to operate as a single intelligence unit inside the nation to protect against Terrorist attack and advise the president of terrorist threats inside the nation with a daily 'threat matrix' report. Agents or 'Operators' have been handpicked from the FIS and Local Security Forces and Private Industry. Homeland security employs specialists in the fields including forensic analysts, Data analysts and Security experts in addition to field agents Section D are also responsable for Counter Intelligence and providing domestic security against foreign intelligence assets of an enemy power using deep data analysis, communications monitoring and field surveillance of known foreign agents and embassy taps..
Section C - Foreign Intelligence - Operating in a wide range of espionage and counter espionage operations protecting the nation from threats external to The Empire. The Foreign Intelligence department is responsible for all-foreign intelligence operations and data collection including surveillance of foreign military movements, surveillance, capture or killing of known terrorists, drug traffickers or arms dealers on foreign soil. In addition to carrying out Computer surveillance, computer espionage and sabotage of 'foreign asset's' and much more.
Section B - Counter Terror Unit - The armed wing of CSIS; The Counter Terror unit are a armed response unit called in to deal specifically with terror attacks; and sometimes used as a strike unit in counter intelegence
Section E - Enforcement Department - A Secret department operating outside of the normal intelligence channels from the subbasement of the CSIS building, which everyone thinks, is empty. The Enforcement Department is completely cart blanch "Non existent" "Black" as far as everyone is concerned except those who work for it and the president sometimes refereed to as 'The presidents men' or "The Department". The most elite agents of various other departments of CSIS, the military and Law enforcement are handpicked and quietly spirited away to work for "The Department" to do what needs to be done to protect Animarnia, regardless of rules or diplomatic issues. Operatives are placed covertly all over the world they are the elite of the elite and usually operate alone or in 'splinter cell' teams. A Splinter Cell Team usually consists of one Infiltrator and One field runner on the ground, a Computer expert and unit commander in a remote location. Assassination of foreign dignitaries including leaders, cyber terrorism, covert military strikes, arms smuggling, and domestic conspiracy is also not beyond the reach the department. They are one of the most elite and covert intelligence units in the region and perhaps the world and they answer directly to George Black who answers to the president. Black himself is somewhat of an enigma; a ghost in the machine - a regular Kazar Soyzar who never seems to leave his office except for matters of extreme importance. The Department is funded entirely by riding the stock markets using direct domestic intelligence to make the best insider trade deals; thus avoiding any senate oversight since the department is not funded by the government in any way even in the 'black' part of the budget they have no legal restrictions being entirely 'off the books'

After which the Senate must vote on if to issue a formal declaration of war against a foreign state. If the vote passes a formal declaration of hostilities is issued and ratified by the president and Joint Chiefs of Staff. Using military grade M1A2 Abrams Tanks, M2 Infantry Fighting Vehicles and Apache Attach Helicopters painted in Black and Whites with fixed patrol lights under the control the tank police.
