Port Finch Shipyards opening for foreign investment

Due to the unexpectedly high demand for naval hardware in recent months, Executive Command Staff have authorised the initiation of a foreign investment drive to supply the raw materials (and hard currency with which to acquire them) for a dramatic expansion of the ship building capacity of the Port Finch shipyards.

At present the largest naval manufacturing zone within Lyras, the shipyards have been working three shifts, non-stop, for the last five years, and the backlog is increasing.

To that end, the offer presented is as follows;

A non-Lyran entity may invest in the building of construction facilities in one of four categories;

A - Up to 20,000 tons
B - Up to 70,000 tons
C - Up to 120,000 tons
D - Up to 2,000,000 tons

As ships are built in the specific facility in which the investment has been made, the entity which invested is entitled to up to 20% of the sale price of the vessel being built. Needless to say, a 2,000,000 ton vessel is likely to generate a far higher price than a 20,000 ton one.

Only 20% of each facility is permitted to fall under foreign financial control. There are a number of manufacturing zones being opened up to investment, and more are anticipated to be released. Shares in them may be bought and sold at foreign entity's discretion, although Executive Command retains oversight.

The prices listed below are for the purchase of a 1% stake in the shipyard type detailed. All indicated prices are in NS dollars.

The Company I represent is always interested in expanding its operations overseas, but the valuations you currently claim for production facilities are vastly inflated. You claim, for instance, that a 100% stake in a 20,000t capacity production facility is worth $1 trillion - for that price, it would be possible to construct an impressive production complex with dozens of much larger drydocks.

Assuming each yard can complete a Hatchet-class ship per year (a geneous assumption), it would take just under 1,000 years just to break even on such an investment. However, a shipyard will generally have to be replaced after a maximum of 40 or 50 years, so loss of several hundred billion dollars is inevitable. Assuming a 20% foreign stake, we estimate that each 'A' type shipyard will lose its foreign investors $190bn over its lifetime. The larger shipyards represent a better investment, but only in the sense that the losses incurred will be smaller; a profit is still implausible.

We do not believe, therefore, that any of your investors thus far possess even the vaguest shred of competence in the handling of investment funds.

I am, however, willing to make an informal offer to fund a 50-50 joint venture shipyard complex consisting of twenty Hatchet-class (15,000t max) construction facilities on the understanding that each of our companies will provide 50% of the cost the construction of the yard, and take 50% of any profits. If this venture can be made workable to our satisfaction, additional money may be available.

The negative sentiment that you espouse is based on a definitional misconstrusion. Each 'shipyard' is not a single yard, but is akin to the manufacturing zones elsewhere. Namely, each numbered shipyard is a complex, covering dozen of square kilometres, and capable of building a great number of ships, far beyond your given single frigate per year. The city of Port Finch, within the boundaries of which these shipyards are located, is built around these yards, with the infrastructure of the whole region geared towards the output of the mannufacturing facilities.

Based upon this information we now present, do you wish to amend you offer to us?
