Legislation to Safeguard the Lives and Rights of the Furry Peoples, or, the Furry Protection Act

PREAMBLE.
For too long, the Imperial Federated States have sat by idly and done nothing, while there is a terrible injustice happening. Furry peoples, that is to say, humanoids who possess at least mild animal features such as cat’s ears, tails, etc…, are being increasingly oppressed in a growing quantity of countries.

Henceforth, we refuse to accept this without taking at least some actions against it. So we have decided to enact the following.

SECTION I.
Be it enacted by the House of Senators and the House of Representatives, assembled with Imperial Sanction, that the Empress and the President of the Imperial Federated States are legally authorized, and by Almighty God empowered, to intervene in those states where a local abhuman or Furry population is being oppressed.

SECTION II.
Be it also enacted that the Monarch of the Imperial Federated States be today empowered lawfully to accept into her protection and peace any Furry persons who shall desire it, and have authority to do so even against the wishes of the body which governs the state which houses said Furry populaces.

SECTION III.
Be it also enacted that Romandeos grants to the Furry people who shall desire it residence in the Imperial Federated States, and its colonies and subordinate states.

SECTION IV.
Be it finally enacted that the Imperial Federated States asserts the right, should diplomacy happen to fail, to utilize armed forces to uphold the aforementioned acts.

IN CONCLUSION.
Romandeos has enacted these measures with the protection of sentient life in mind, and is intent on upholding them.

The protection of humanoid species had always been on the list of priorities of Neo Kirisuban lawmakers and what they heard from the Binarian Empire was sickening. They would have just killed their furry population anyway.

As the council of Daimyo's debated this there was a clear demand for action. They had to start saving the surviving population as best they could. They were still dealing with soverign states even if they were tastelessly barbaric after all.

A sanctuary bill was in the process of being drafted similar in effect to what the Romandeos law makers desired.

There was also a plan for a rescue set in motion as well.

Hard as it is for all of us to accept one another for what we are, regardless of minor discriminating traits such as race, religion, and now species, we at the Resi Corporation support any effort to quell violence and racial bloodshed. Detective Chief Inspector Heather R. Winkelman had joined the Enforcers, the national police force of Romandeos, ten years before. In all that time she was not sure if she had ever once been witness to quite so disgusting a sight, the kind of thing which makes even veteran law officers feel sick if they see it.

"How many?" she asked the Port Patrol sergeant standing next to her on deck.

"Pardon?" the man asked, looking up from his datapad.

"How many?" Winkelman repeated, this time pointing to some bodybags which had been stacked up on the deck.

"Oh..." The man's face was pale as he looked at the datapad. "Two thousand in all, though we have not searched everywhere yet."

"I see." Winkelman's face was as pale as his, but also hard set. "Are the crew removed ashore yet?"

"Not yet, Ma'am," was the reply. Winkelman nodded.

"I want them involved in the cleaning and moving all the bodies," she directed immediately. Shocked, the sergeant looked horrified.

"But, Ma'am," he began. "That's against re-"

"I know it is, Sergeant," Winkelman interrupted. "But you can't sit here with a nice, straight face, and tell me they knew nothing about what was here. This is a disgusting thing, and they had some part in it. I want them to enjoy it as my officers are before they all see the inside of Her Imperial Majesty's prisons in a few weeks."

"Yes, Ma'am." The sergeant called his fellows on his radio, and within minutes heavily armed Port Patrol and Enforcers officers were standing watch keeping horrified Greali sailors hard at work collecting, cleaning, and bagging the Furry bodies.

Finally, this had to be investigated, and a small team of Port Patrol officers was sent with instructions to search the vessel. What they found therein was horrifying."

On the streets of New Masada, the capital of Kahanistan, over half a million furries, both native and refugees, demonstrated outside the Presidential Palace and the Senate complex. Another 20,000 protested outside the Praetonian embassy, as Kahanistan, by the terms of its treaty with Praetonia, could not wage war without Praetonian assent.

Most people in Kahanistan were sick of war and were indifferent to this restriction, but the furries, of course, wanted the nation that was sheltering them to take a more active role in opposing "fursecution." They would not oppose millions of furries coming into Kahanistan, as the nation needed a population surge after the last war, and a relatively liberal asylum policy at home was seen by many as a viable alternative to intervention abroad - it was less costly in terms of soldiers, international reputation, and tax shekels.

On the other hand, the arrivals of ships loaded with dead furries suggested that it might not be entirely safe for furries to try to leave Greal. Kahanistan had conned the Grand World Order out of fifteen million healthy furries by claiming in an encrypted message they wanted them for experiments, but they weren't going to fall for that twice. The "Furry Debate" was a hot topic on news shows, a surprising fact given that less than 1% of Kahanistan's population was in favour of furry genocide - none of the major and few of the extremist political parties wanted anything to do with it.

IC: The Totalitarian State of Red Tide was infamous for two things above all else: Militarisation, and Oppression.

The former image conjured up scenes of military parades, masses of armored vehicles and planes, and the over hundred million men of the State Guard, Aero Forces, Naval Forces, and Missile Forces, all ready and willing to die for the State.

The second image conjures up scenes of labor camps in the mountains, Intelligence Commissars shooting dissidents in the forests of the nation, and of a paranoid, power-hungry leader, General Secretary Narmonov, doing whatever it took to maintain his grip on power. It was in this latter category that the tragedy unfolded...

Red Tide had watched the growing anti-anthropromorphic animal movement with mild interest. Anthromorphs(or just 'Anthros') were completely none-existant in the near-human majority of Red Tide. However, that did not mean Red Tide was a completely human nation. There was a Neko population after all.

The Neko's had always lived seperately from the rest of Red Tide society. They lived in small villages scattered throughout the countryside, eschewing the massive cities and the human-populated villages. They lived in the cleanest places on the Red Tide Mainland. They were hardly known about to most people even inside the country.

It was a long time before General Secretary Narmonov even became aware of them. When he did find out, it was by a report from a Tech-Com Corporation farming zone that had somehow reached his desk. The note said that a middle-aged Neko's body had been found mutilated in a ditch near the farm by one of the employee's. He was horrified...

No, not at the murder, but at the idea that there were these things in Red Tide who did not pay their taxes to the Government and contributed nothing to either the military or the economy. Thus, he issued Intelligence Directive No-1,043,252.

In essence, it was the opening for a xenocide.

The Neko Village 'Pskovin', Population: 206, Totalitarian State of Red Tide

Maria Steponavich Korinov, age 17, was careful where she stepped, so as not to ruin the sprouting shrubs. The small garden her mother and father kept was beginning to sprout the first signs of the seeds that had been planted. It was a fine late-Spring Afternoon, the sun showed down from the sky and, as far as Maria was concerned, she had not a care in the world.

Maria's cat ear's twitched at a sudden unfamiliar sound in her world. Had she come from the city, she would have recognised it as the engine to a vehicle, but since she lived in a isolated village, she had never heard it before. Rushing to the stone gate in front of her house, she peered down the road, catching sight of the armored car that led the convoy of Intelligence Commissariat vehicles down the road. Quickly, Maria turned and fled back inside the house. The armored car rolled past, followed by numerous armored transport vans.

From their window, Maria, her father, her mother, and her younger brother watched as the vans rolled past. One split off from the convoy and skidded to a stop right outside the families house. Immediatly, Maria's father and mother grabbed her and her brother, and hustled them into the kitchen, hiding them under the sink.

"Don't come out until we tell you too..." Maria's Father said, before he closed the cabinet doors.

Only a few seconds after he did so, Maria heard the front door crash open. Then the voice of a unfamiliar man could be heard yelling, rapidly followed by a loud BANG! Maria heard her mother scream right before there was another BANG! The screaming ceased abruptly. Then Maria heard furniture turning over, cabinets being thrown open, and more random bangs.

There was the sound of footsteps right infront of her cabinet, she held her breath and covered her brothers mouth. The cabinet doors swung open to reveal the face of a Intelligence Commissariat Tactical Assault Agent (informally called a Tactical Commissar). The man reached in and dragged both Maria and her brother out, kicking and screaming. He threw them roughly on the kitchen floor and whipped out a M-1 handgun... and then shot Maria's brother in the head.

Her brothers head blew open and blood began to rush out, his tail twitched once, twice... then went limp. Maria began to scream as the Tactical Commissar brought his gun to her head...

"HOLD IT!" A authoritative voice rang out. The Commissar froze right before he pulled the trigger.

Maria whimpered as another man, dressed in the uniform of a Colonel in the Commissariat, walked up, pushing aside the Tactical Commissar, who had snapped too attention at the sight of the Colonel.

The man grabbed Maria's face and inspected her for a moment, then, with a predatory grin, he turned to the Tactical Commissar.

"I'll deal with this one." He said.

Maria stared, not really knowing what the Colonel meant. She was roughly lifted to her feet and half-dragged, half-pulled into her parents bedroom. It was then she realised what the Colonel had in mind...

Ten minutes later...

Commissar Colonel Ivan Sergeyovich Dredonov yanked up his pants as the Neko girl whimpered naked on the bed behind him. She had not cooperated well, and thus she had several bruises on in face as he had dealt with her. He turned to the pretty little thing, a smug smile on his face.

"Thank you for your time..." He said, pulling his revolver from his gun holster. "I am sorry it had to be so brief..."

He leveled his gun at her right ear(a cat's ear, he noted scornfully), and pulled the trigger. The girl shot up and screamed gripping the ear he had just shot as the wound bled ferociously.

He watched her with abstract fascination as she sat there, screaming and clutching her ear. For awhile, it was incoherent, then finally, she screamed: "WHY?!"

As if insulted, Dredonov answered, "Because the State ordered it... unless you mean earlier, in which case... well, rank-has-its-privalleges."

Then he levelled the revolver at her head and pulled the trigger.

As he exited the room, he found the Tactical Commissar he had shoved aside leaning there.

"You did not have to do all of that, sir." The Commissar said, in that montonous voice of theirs.

"Oh, shut-up and prepare to burn the town... I am sure there are other Colonels who are... satisfying themselves also."

The Tactical Commissar simply shrugged, before saying, "I will carry out your order..."

A few hours later...

The Colonel watched from the edge of the village as the wooden buildings blazed. The operation had been a complete success, every Neko-scum in the village was dead. Now, it was time to move onto the next one.

All over Red Tide, similar scenes were playing themselves out as Red Tide conducted a systematic liquidation of its Neko population. There were only about 1 million Nekos in Red Tide, after all... surely no-one would miss them?

The message did not really lessen things. Romandeos flags were being burned around the country. Furries in zoos were all broken into and shot. Hundreds of dead Furries, shot by civilians, laid on the roads of Sasha. Police were horrified by the slaughter and tried to arrest the people that did it, but the police were ordered not to catch the people that were killing furries because it was a protest against the execution of the captain. The captain of the ship became a popular image, thousands held up photos of him and called for his release.

The Imperial Dominion of Amazonia is absolutely disgusted by the biased judiciary practices of the ignorant nation of Romandeos. The first parade down the streets of Amazonia Central was anything but a standard parade. Rather than a banner, the thousands of protestors that lined the 14-lane streets to the Imperial Palace pushed carts full of charred, mangled corpses of Furries - all ages, both genders, any condition or species. Guns were discharged into the air as protestors called for the extermination of the Cazelian race for their unconditional support of Romandeos, and the immediate freedom of the accused. Signs and banners called for the elimination of any and all Furry colonies inside the Dominion borders with all extreme force authorized.

Warden patrols could have easily stopped the protest if they had wanted - but that would have meant likely wounding or even killing productive members of society. Humans were productive; they liked to work and did it well as loyal subjects. Furries were despicable vermin that did nothing but lay around all day - at least, that was the new thinking. Greal's position had been questioned at first as potentially radical, but the events of the recent days had convinced Amazonia where the true goodness lay - not in the protection of these medical and biological abominations, but in their elimination to preserve the sanctity of the Human race.

It was cold that morning as the prisoner, surrounded by a security detail who had also the duty of being his executioners, walked through the doorway, out in to an isolated courtyard. The place was bleakly simplistic. The doorway, he had seen, was the only entrance, and there were no windows. The guards he had come with shut and secured the door. Even if he wrestled free from them he could not escape. A priest walked with the group, praying from a Bible and keeping a hand on the captain's back.

"You people sure do work fast here," he quipped, not knowing exactly why he had spoken. "Most places, I'd still be sitting in a cell years from now."

"We save money this way," the sergeant commanding the guards replid. "This is the best way to go about the business." He sounded so chillingly casual, as if he was going shopping for milk.

"Do not be troubled, my son," said the priest as the guards bound the captain in to a standing position before a stake set into the clean cobblestones. "This is but a beginning for you. Soon, you shall be among God and the Angels."

"Not quite, I think," said the leading guard. The door's bolt had been un-done.

"Stay the execution!" barked the warden as he walked through. "The matter's been halted for now, political considerations."

"Lucky bastard," said a guard, as he untied the captain, who promptly curled in to a ball and fell to the stones.

It was ironic that a furrie was killed by the Cazelians who support the furries. As the crowd went after the Cazelians, more furries were burned on stakes, after the furries were dead, their bodies were hung on poles to show the passing public. Greal troops patrolled the capital more often, now lots of the Greal population supported the genocide of the furries.

The C4 blasted the protesters down, dozens were dead.

"Amen." The crowd echoed the priest's final word. Many crossed themselves, not because they were Catholics, but because Romandeosian Christians often made the Sign of the Holy Cross when praying. Thereafter, the crowds slowly began drifting away, though some remained for a long time. It isn't every day in life you see two thousand freshly dug graves. Most of the news crews had begun packing up cameras and microphones and were leaving, having seen at least most of what they had come to see. Even most of them were respecful in a sharp break from the way they normally behaved.

Reverend Perrine Brossard, herself a Neko Furry of French ancestry, stayed at her postion before the burial site. She had been especially shaken by the load in the cargo ship's hold. These were her people, killed to send a message, the kind of thing many people only saw in motion pictures.

"Disturbing, isn't it?"

Brossard looked up and saw her husband, a Human named Richard, standing a little ways away. She had thought he would be at work, but here he was and Perrine was quite pelased to see him if for no other reason than she needed a hug. Very badly. He seemed to know that, because he spread his arms out as he had done so many times before, and she walked forward in to them. When he closed his arms around her, she started crying. Richard patted her back as her emotions, kept tightly reigned in during the service, broke out.

"Horrible," she observed simply, choking the word out through sobs.

"Yeah," Richard said. "It is. Should we go home?" Perrine nodded. Richard led her to his car, and they left.

Tank companies made up of CZ5A1 and CZ2 tanks were being prepared for Operation: Violent Highlighter. Vehicles were armed with flashbang grenades instead of the usual smoke dispensers, and were told to disperse crowds gathering to burn or kill furries. A shock and awe policy was adopted for the mission, and blood was expected to be shed.

This started with the Binarian Empire wanting to kill of their furry population regardless of the bill your government passed.

Now the events in Greal have escalated so fast there may not be a furry population left by the time diplomacy runs its course. While the Greal government may not look to be dirtying their hands they're not stopping the slaughter either.

A rescue plan is needed for both situations that we face. Our own diplomatic message to the Binarian ruler has been ignored and I feel there is only one way to resolve the situation in Greal.

As distasteful as this is to me I would suggest trading the Greali crew for any surviving furries in Greal. The lives of the furries is the priority for my government and we would prefer to use diplomatic methods rather than war.

OOC: I presumed that even though segregated from humans, they still keep in touch themselves - so at least one village might've had the chance to find out in advance about the attack.

OOC: Uhm... well, that is tricky... i have no idea of the location of the Nekos, are their villages surrounded by human establishments, or just outside them ?
Because if they are outside, they might be able to also get outside the nation borders, or maybe even their territory actually reaches into other lands.

There were days when the world felt like it was ending, when all hope in humanity was lost. For President Jessica Lyndon, this was one of those days. It had been a happy and fulfilling week; she had made contact with two powerful and great nations, the Binarian Empire and the Amazonian Dominion. However, she had not known of their actions in dealing with "furries", as they were called. The reports of the TID, or Telrosian Intelligence Division, were appalling. Body counts in the tens of thousands of these poor being s were being reported every day. Greal had its population killing off their new hated ethnic minority, and its police and military were not even stepping in fully. The Binarian Empire was lighting the people as if they were kindling and the Dominion was strangely reversing its stance, all over what Cazelia did in Greal.

Granted, she wouldn't have gone so far as to kill their people, seeing as that could cause a war, but she understood their motives. And now, she was received news that Cazelia and her allies, had gone to war with the Grand World Order and its allies, over the Neko population. Now they were going to kill more people, and have more Nekos caught in the crossfire. She closed her blue eyes, struggling to hold back the tears of despair. How far had humanity fallen in so short a time? How was it possible? Granted, they had been hit hard by the Neko refugees that had come in hordes to their island home, but the public had made her proud. They set aside their happy days and calm lives, to help those whose lives were destroyed by conflict and reckless hate. They were an inspiration to her and she was happy to be representing them in Congress.

Yes, Congress. She was going to them to propose a bill securing Neko rights and to affirm support for Romandeos, Cazelia and others in their fews on them. She would not go to war, not unless attacked for the Neko population they now held, but she would do her best to help these poor souls. But, before she went to Congress, she had made time to do something important. The door to her office creaked, and Anna, her aide, popped her head in. Her gaze was serious and she saw Jessica amidst her storm of despair. "Ma'am...the..the Neko delegation, they are here to see you now."

Jessica, pulling herself together, put on a smile and wiped away the tears. "Yes, Anna, thank you. Send them in." Along with the Nekos who had come in, one of them, a Mrs. Sara Fleesin, had been a politician in her nation, and had asked to meet with the president. She had been granted her wish and had come. The door opened and she walked in, her eyes flicking nervously around another human. It was natural; her husband had been killed by the secret police in Greal before they could flee to a sympathetic friend in Romandeos and then come to the Republic. She wanted away from all the war and death, but she did want to ensure they would be safe here. She caught the President's gaze, who nodded at her. Her face was neutral; Sara has no idea what she was thinking. Shockingly, the President got up, walked over to her, and held out her hand.

"I am President Jessica Lyndon of the Telrosian Republic. You wished to see me, Mrs. Fleesin."

She blinked in surprise and then nodded. "Yes, I wanted to ask you something....a favor if you will." The President raised an eyebrow and nodded for her to go on. "I'd like you to officially recognize all of my people as citizens, add us as an ethnic minority and also support the Neko rights bills of Romandeos, Allanea, and other nations." The President looked at her in a new light; these were awesome demands, and normally she'd say they'd have to debate it in Congress. But, however....

Jessica smiled at Sara. "Do not worry, Mrs. Fleesin. I think the public, in their response to you, have shown they do not mind your presence and will not mind if you all become citizens. You'll need to be integrated fully, but that will come in time and I'm sure they'll help you. I was about to go meet with Congress about making our own bill on Neko rights and supporting countries who have made them." Jessica saw tears of joy going down her face, and felt happiness in her soul. Yes, this is what she was fighting for.

"Mommy?" They both turned to see a young, shy, eight year old girl in the doorway, looking scared. "Where's Daddy?" Sara choked back her tears and went over to her. "Don't worry, Crystal. Daddy simply had to...leave and go protect us while we left." The child rubbed its eyes.

"I'm hungry, Mommy." Jessica looked on sadly.

"Anna." The aide appeared in the doorway instantly.

"Yes, Mrs. President?"

"Get them some food in the cafeteria. I'm going to meet with Congress right now."

Anna nodded and the kid looked up at her, sniffling. "You want some grapes and a peanut butter and jelly sandwich?" The child smiled shyly and nodded, holding out her hand. Taking her hand, and ushering Sara out, Anna took one last look at Jessica, who was staring at the image of the first president of the Republic, Gary Darsin. Jessica looked at him and could only hope she was doing what was best for her people. Taking a breath, she grabbed her folder detailing her plans and exited, heading down to the Congress chambers.

It was time she made a difference.

The Telrosian Republic Congress, unanimously has voted for the Neko Equality Act, which is as follows:

1. All Nekos shall be treated as if they were regular people, and have all the rights and opportunities as them.

2. They shall be protected, at home and abroad, by international and Telrosian law.

3. Anyone who mistreats, molests, abuses, hurts, murders, discriminates, and/or genocides the Nekos, within the Republic will be tried according to Republic law.

4. The killing of a Neko on basis of race will be known, in addition to murder and/or genocide, as a hate crime and treated accordingly.

5. As an addition to this bill, the Telrosian Republic gives it support to the other nations out there, such as Romandeos and Allanea, whom have stepped forth with similar bills and laws, and we commend them for it.
