The security guard hummed quietly to himself. The workers who were turing the abandoned base into a training camp for the Royal Orbathian Foreign Legion had finished their work for the night and were sleeping in the isolated base's barracks.
Suddenly, there was a single silenced shot. As pain from the bullet wound in his shoulder overwhelmed him, the guard saw a group of at least a dozen armed men enter the compound, leaving him outside to die.

In the briefing room, an army Major prepared a group of twenty Tactical Operations Division (TOD) soldiers for their mission.
"Two hours ago a Blackhawk was nearly shot down over the old Southern Facilities. Obviously, we were suspicious as unarmed construction workers don't usually bring down helicopters. We tried to establish radio contact with the base and were unable. This leads us to believe that something is seriously wrong. You are being dispatched to investigate. Do not engage any hostile forces you may find unless is it absolutely necessary and inform us of any developments. Dismissed."
The soldiers saluted and filed out to waiting MUNGO transport vehicles.

This morning our Army discovered that an abandoned military base has been taken over by terrorists. A security guard found nearly dead outside the base informed operatives that between ten and twenty-five gunmen shot him, entered the base and took the nearly thirty construction workers there hostage. We believe these terrorists to be from the internationally active group known as the World Peoples' Freedom Front. We therefore ask for international support in removing this ruffians from our nation and eventually the world. We are not yet sure why we have been targeted as I can assure you that we have no history of human rights violations.
OOC: We'll need someone to RP the terrorists. If someone wants to RP the hostages that's fine too.
