The Charter of the Cyprian Circle
Preamble: We, the signatory member-states of the Cyprian Circle, in order to establish free trade among ourselves, provide for the common defence, insure domestic prosperity, and promote the general freedom of the citizenry, do ordain and establish this Charter for the Cyprian Circle.
Article I - Establishments
Section 1 - The Executive Powers
Powers of foreign policy, specifically those regarding matters of both the opening of hostilities and the concluding of peace treaties, shall be vested in an executive body, which shall consist of a single Executive Council.
All signatory nations (hereby referred to as "signatories") shall be required to subordinate their policies when it comes to matters of war and peace to the greater guidance of the Cyprian Circle.
Section 2 - The Executive Council
The Executive shall consist of a single representative from each signatory of the Cyprian Charter.
Each representative will be appointed by the lawful government of the signatory nation. The representative must be a citizen of the nation in question.
Any sentient being with full control over their faculties may be appointed as a representative, provided they have not been convicted of a crime, the definition of which shall be provided in their home state.
The Executive Council shall have no power to levy taxes, raise armies, or otherwise attempt to gather funding or a military body. Its powers shall be enforced solely by the mutual agreement of the sovereign nations signatory to this charter.
The Executive Council shall have supreme rights over the admission of members to the Cyprian Circle, requiring a two-thirds majority to admit a member. Likewise, if a member is to be expelled, this also requires a two-thirds majority.
In a vote to expel a member, the member in question is not permitted to exercise its vote.
Section 3 - Veto Rights
The Authority of Cypria, having established this Circle, and intending most warmly to maintain it for the good of all involved, has an absolute veto right over the proceedings of the Executive Council. It may not use this right retroactively, nor may it exercise this right to prevent a motion from being tabled.
The veto may be overridden by an unanimous vote of all other members of the Circle.
Section 4 - Meetings
The Executive Council must meet at least once a solar year. No meeting may take place until all the representatives are present, unless reasonable suspicion can be provided that a representative is withholding their presence deliberately in order to slow proceedings.
In the case of a representative not arriving in order to slow the meeting, the meeting will continue regardless, and the signatory in question's vote will not be counted.
A Chairman will be elected from among the members of the Executive Council, by simple majority vote, and he will run the proceedings. If no Chairman can be decided upon, the Cyprian representative will act as de facto Chairman until such time as one is elected.
Section 5 - Hosting
The Executive Council will be hosted in different nations on a year-to-year basis, rotating from nation to nation. Representatives on the Executive Council are to be granted diplomatic immunity for the time of their stay.
If a nation is unwilling to grant this immunity, or otherwise incapable of hosting the Executive Council (whether for financial, political, or military reasons), the Council will be hosted in the next nation due to host it.
The area in which the Executive Council is hosted shall be considered, for all intents and purposes, extraterritorial to the nation it is being hosted, in the same manner as a foreign embassy. Any military or other state-sponsored intrusion into the Executive Council shall be considered an act of aggression against the Cyprian Circle, and any action taken in this way with the sanction of a member-state shall be considered grounds for expulsion for that state.
Section 6 - Special Sessions
If a declaration of war is to be made, a peace treaty to be signed, or an attempt to expel a signatory from the Circle, a Special Session of the Executive Council may be held. The Session will be held in the nation calling it, and will not replace that year's meeting. Any nation may call a Special Session at any time.
Section 7 - The Worldgate Network
Each nation shall be required to accept at least one (1) worldgate into their nation, linking any system they so choose to the system of Cypria. A worldgate is hereby defined as a jump gate capable of linking two systems instantaneously or nigh-instananeously. The worldgate network shall be used for purposes of trade in times of peace, and will be capable of quickly reinforcing systems in times of war.
The first worldgate to every signatory nation shall be funded by the signatory
of Cypria, any other worldgates constructed after that shall be the result of negotiations between any two member-nations.
Section 8 - Funding
The worldgate network shall be funded and maintained by Cypria, who takes upon itself the duty of ensuring every worldgate is operational and links to its proper location. If, barring extraordinary circumstances, Cypria fails to live up to its duties in this matter, its right to veto shall be removed until such time as the service is restored.
Section 9 - Circle Battlenet
A set of battlenet communication protocols shall be common among all signatory nations. These shall not remove any protocols that are already in place in a nation's military, but rather shall be used when two or more military units from differing signatory states are acting in the same campaign, theatre of war, or battle, in order to facilitate cohesion between military forces.
Article II - Rights and Limitations
Section 1 - Foreign Policy
Declarations of war must be tabled before and voted upon by the Executive Council before they are accepted. The Circle goes to war as a whole, no nation may exclude itself from the declaration without also excluding itself from the Circle.
Peace treaties with any enemies must also be tabled and voted upon by the Executive Council.
Free trade is required between member-states. All members must not place any more restrictions on traders from other nations than they do, except those which are clearly necessary for national safety.
In the event of a declaration of war upon a signatory state by another, non-signatory nation, no vote is necessary. The Circle will hence be considered to be at war with any aggressor state, and all military forces and institutions within all signatory nations may act as such. Any state-endorsed or sponsored attack on a signatory nation shall be considered an act and declaration of war.
No signatory state may declare war upon another signatory state. The declaring state shall be expelled from the Cyprian Circle automatically, and shall than be treated as is detailed above.
Section 2 - Extradition
Upon the signing of this Charter, all nations shall have the right to request extradition of criminals from other nations. Note that this right to extradition only stands if the crime committed is illegal in both Charter nations, and otherwise may be refused by the nation from whom the criminal may be extradited.
Section 3 - Rights of Signatory States
All internal legislation remains in the hands of the signatory state, including that of trade policy with other nations, the right to open and maintain embassies with other nations, the power of taxation, the power to levy military forces, and any other powers the state's government may have.
In no way may the Cyprian Circle, or the Executive Council interfere with the internal workings of other signatory states, except in the specific cases where said workings contravene the Articles of this Charter.
All signatory states may resign from the Cyprian Circle, if such resignation is initiated by the legally appointed government of their state. The Executive Council, or other signatory states, shall in no way interfere with this process, nor shall they attempt to compel the state to return through force.
No signatory state shall attempt to interfere in the workings of another member-state, except through where such interference is permitted by the signed Articles of this Charter.
Section 4 - Limitations
The Cyprian Circle, or its appointed Executive Council shall make no attempt to levy taxes, raise troops, or control the internal legislation of any signatory state.
The Executive Council shall have only power to declare war, and conclude a peace. It shall have no power over how the war is conducted, over the number of forces sent, or the manner in which trials for war crimes, treason, or other wartime offenses shall be punished.
The Executive Council shall have no judicial power. It shall not hold any authority over sovereign individuals from any state, nor shall it flagrantly contravene the laws of the state in which it is being hosted. The Executive Council may not use its immunity to hold wanted prisoners, smuggle illegal goods, or otherwise undermine the sovereignty of the signatory state they are being hosted in.
The Executive Council shall have no treasury, and no power to borrow monies for any purpose.
Article III - War and Peace
Section 1 - Declarations of War
A declaration of war by any member-state must be preceded by a majority vote of the Executive Council, or else shall be considered null and void. If the member-state proceeds with this declaration of war, even if it has been rejected by the Council, this shall be considered grounds for expulsion.
Upon a declaration of war, all member-states are considered to be at war with the subject of that declaration, and will be required to aid in the war.
Section 2 - The Signing of Peace
A peace treaty concluded with any state the Cyprian Circle is at war with shall require a two-thirds majority vote to pass. Should this peace treaty require the cessation of any part of a member-state, or concessions made by a member-state, the signatory state in question shall hold the right of veto over the pending treaty.
Section 3 - Other Foreign Policy
All remaining foreign policies, such as the establishment of embargoes, or the expulsion of diplomats shall remain the purview of the signatory state in question.
Article IV - Amendments
An Amendment to this Charter may be proposed by any representative of the Executive Council. A two-thirds majority is required for an Amendment to be passed, and Cypria's right of veto in this case is retained.
