The Pleasure Palace; A Remote Area of ka-Spel, 1:34 pm

Queen Belladonna sat in front of the enormous vanity mirror in her Lady's Quarters. She smiled as her maids assembled her brightly-colored and highly elegant attire for the evening.

Tonight was an important night, for two reasons. Tonight was the night of the International Conference, wherein nations of the world would come to Traumstadt to discuss relations with Belladonna's newly-formed Empire. But perhaps more exciting than even that, tonight was also the night that she would meet the man whom had asked for her daughter's hand in marriage.

Neo-Ixania, a very powerful empire, had requested to send a nobleman to meet the royal family and discuss a marriage with Princess Coldheart. While this had good implications for foreign relations, it also spelled a sigh of relief for the Queen. She never thought her daughter would marry; too headstrong, too independent, and entirely too stubborn. The pride of potentially watching her daughter marry (to nobility, no less!) overshadowed any joy she felt for improved international relations by far.

"Mother, you really needn't speak for me. I am fully capable of interviewing my possible future husband on my own," the princess had said earlier in the day.

"Nonsense. You may not be as old-fashioned as I am, but some traditions will remain intact. I, as well as Damien, will interview your proposer." The truth was, Belladonna had always dreamed of the day when she would be able to interview her daughter's proposer, and now that the time had actually come, despite her daughter's frequent protests to the idea of ever getting married, the Queen was not willing to give up the opportunity for the sake of defying tradition.


Hotel Noir; Traumstadt, 6:45pm

Hotel Noir was one of the grandest hotels in Traumstadt. It sat on Traumstadt Avenue, the city's main drag, in the center of Belladonna Square. Surrounding the magnificent building were statues; including an art statue of Queen Belladonna herself, entitled "Our Lady in Cervetori". At the front of the building, there could be seen stretch limousines and high-security vehicles signaling the arrival of some of the great nations of the world in attendance that night.

Queen Belladonna sat at the head of the conference table, surrounded on her right by Princess Coldheart. On her left sat Damien Rice, Prime Minister of Ugolahn City, and beside him sat Lidia Magliari, newly-appointed Prime Minister of New Ferrium. All of the Queen's territories were represented, as well as several ministers of ka-Spel.

The Queen spoke up first.
"Great nations of the world: first and foremost, welcome to Traumstadt, capital city of the Empire of ka-Spel. We hope everything has been accommodating. I am Queen Belladonna." She paused momentarily as the leaders in attendance shifted.
"There are several matters of importance tonight. But first, I would like to give you an opportunity to introduce yourselves." And thus, the meeting began.

Minister Jackson cleared his throat softly, and seeing no one else begin to stand, he did so, aged joints creaking in protest. Feeling the eyes of the room shift onto him, the minister did not cower, for this was his specialty; he had made his career speaking in front of some of the most important men and women in the world.

"My name is Adam Jackson, I am Minister of Foreign Affairs for the Republic of Westburland, a former American protectorate. We have cleansed ourselves of all ties with larger empires and as such wish to seek out relations with nations such as ourselves. I might add that I am most pleased to be here, and Traumstadt is most beautiful, especially at night."

Judging that the man was finished, the older of the two Zaheranian delegates rised to his feet, looking around the room. "Good evening. My name is Johann Reichhart and I am the Foreign Minister of the Holy Empire of Zaheran. "This", he gestured to the younger man sitting at his side, "is Dietrich Antonn, heir to the Zaheranian throne". The young aristocrat nodded, hiding his boredom. Reichart continued. "It is a great honour for us to be here today, in this fine nation. We look forward to discussing with such fine men and women as you".

Now it was the turn of the Cranwellian diplomatic mission to ka-Spel to introduce itself.
"Greetings fellow Diplomats and Dignataries. I am Andrew Berkleigh, Duke of Brockenhurst, and I am the Cranwellian Ambassador to this country. We feel indeed most priveleged to be invited to attend this conference, it is a great honour to be counted amongst these most esteemed nations, foremost amongst them, the Empire of ka-Spel. I hope that these talks will be exciting, informative and most importantly, productive."
The Duke sat down, quietly content with his opening speech.

"Greetings fellow diplomats and dignitaries. I am Tanya Ley, Foreign Minister of the Free Republic of Lamoni. It is our hope that these talks will be as our colleague from Cranwell said, "informative, and productive."

Coldheart's magnificent white dress trailed behind her as she paced the front of the room.

"Once again, welcome to Traumstadt. It is our honor to host you here in our Empire's capital. May this be the beginning of a strong bond between our nations.
"I shall begin this meeting by telling you a bit about our Empire. The Empire of ka-Spel currently consists of three territories within three different regions. Ka-Spel itself resides in Fidelia, and is one of the primary founders of the region. it is ruled by my mother, Queen Belladonna solely. It is a Monarchy. However, the nation does have a Constitution and the Parliament is elected by the citizens of ka-Spel. Our Empire boats one of the highest rankings for Civil and Political Freedoms in the world. The Dominion of Ugolahn City is located in New Folsom, roughly 100 miles from here. Damien Riso (http://www.tempestmusic.com/images/damienV2.jpg) has been appointed Prime Minister of that region, and has been making great strides in solidification, and is well on its way to becoming a major player in our Empire. Finally, we have The Commonwealth of New Ferrium, whose Prime Minister has just been appointed; Ms. Lidia Magliari (http://www.thehollywoodnews.com/artman2/uploads/1/lindsay-duncan.jpg). This is the newest edition to our Empire, and its focus is becoming an economic stronghold for us. The nation is rich in oil and gold, as well as hosting a strong whaling Industry.
"One of the things I notice, looking around this room, is that there are a variety of different types of nations here; Monarchies, such as ourselves, Republics, Democratic States, Holy Confederacies, and Empires. This is exciting for us, as we seek to work with all of you, regardless of your political ideologies. The diversity is both welcome and encouraged."

Princess Coldheart glided back to her seat amidst nods of approval from guests.
Lidia Magliari, Prime Minister of New Ferrium, instantly sprung into action.

"Good evening. My name is Lidia Magliari, and I represent the Commonwealth of New Ferrium. As Minister of Economics within ka-Spel, I wish to open the floor to the subject of trade. We feel that trade is the cornerstone of a strong economy, and good trade practices benefit not only Her Majesty's Empire, but also the entire world. My main focus in ka-Spel and the WA is to encourage good trading practices between nations.
"That said, ka-Spel is open to trade agreements. If you wish to take part in this discussion, please respond accordingly."

Minister Jackson looked about the well lit room again, reading the faces of those around him before speaking up first again.

"The Republic is most willing to sign a trade agreement with any nation which should seek one. We do generally enforce protective trade tariffs on goods deemed vital to the Westburish economy, but such tariffs can be waived granted no such tariffs are applied upon our trade."

The Duke had, prior to leaving for ka-Spel, been intstructed to act upon any trade agreements positively. As such, he spoke up as well.
" We find this most agreeable, a trade agreement between our nations could be exceedingly benefical and we would be very happy to explore this option with you."

Arriving from the airport at which they landed were two men who were obviously from the Ixanian Empire. The first man was in a formal, expensive but still simple suit and was tightly holding a briefcase while the other man was wearing some sort of royal attire; his hands tucked away in the pockets of his uniform. The first man smiled at the Queen of Ka-spel, bowed respectfully along with his companion, and began speaking calmly. "I am Alexander Sena; the Deputy Foreign Minister of the Ixanian Empire. I must say that my companion and I seek your forgiveness for being late; we apologize for that."

Alexander's companion stepped forward before bowing respectfully. "I am the Duke of Cloverfield, Silvester Sarbanes; it is an honor to be here in Ka-spel to attend this conference." As he took his seat, Silvester noticed Coldheart in the distance and gave his possible future wife a smile. He hoped to talk to her whenever he could.

Alexander was sitting next to Tanya Ley while Silvester unwittingly took a seat with a good view of Princess Coldheart; it would be obvious to Coldheart and Belladona that Silvester was the suitor spoken of in Ixanian diplomatic messages. If the marriage was a success, then the Duke of Cloverfield would gain himself a Duchess.

Prime Minister Magliari nodded approvingly, holding in a bit of glee. This was going to be a productive meeting, indeed.

"Such an enthusiastic response is most pleasing. We look forward to becoming active trading partners with all of your great nations.
"The subject was brought up about tariffs and international taxes. While the Empire of ka-Spel does impose a 2% international tax on any international trade, it does oppose international tariffs to any peaceful nation. Firstly, I will list the commodities that ka-Spel currently has to offer for trade. Proceeding that will be a copy of the ka-Spel International Trading Treaty. It outlines our trading policies in full. Now, I realize that the subject of trade is not in all of your realms of jurisdiction, so I will only ask that diplomats in attendance here review the Treaty and ratify it as an official spokesperson for your nation in this matter. I will be in touch with all nations who sign this treaty to contact your ministers of commerce or equivalent at a later date.

"Firstly, these are the commodities that ka-Spel has available for trade. This list is subject to change, and all nations involved in this treaty will be notified immediate of any changes. This includes, but is not limited to, the addition or discontinuation of commodities.

By signing below, diplomats are stating, without stipulation, that they have the legal authority to sign such treaties on behalf of their nation and the nations in which they are authorized to represent agree to the terms and conditions set forth by this treaty in its entirety as stated below:

Article 1: All trade with the Empire of ka-Spel is free-market. Nations reserve the right to negotiate any pricing for any commodity and if such negotiations fail and an agreement cannot be reached, reserve the right to cancel any such negotiations.

Article 2: The Empire of ka-Spel does not impose International Tariffs so long as recipient nation's active military status is "peaceful". (OOC: Because it was brought up to me, the difference between a tariff and a tax is that a tax applies to all transactions and is typically monetary. Also, a tariff is not necessarily monetary; it may be a condition or duty to be carried out for a specific transaction that does not universally apply.)

Reichhart read through the treaty carefully three times, then looked at the prince. "Any objections, Dietrich?"
The young man shook his head, speaking up for the first time since he had arrived. "I cannot speak for my father in this matter, but I know that he trusts you in everything concerning trade. The conditions seems fair enough as far as I'm concerned. Go ahead and sign it".
The Minister nodded and took out pen. "On behalf of the Zaheranian Empire and his Imperial Majesty Dieter I Antonius, I hereby sign this treaty and agree to all conditions provided in it.". He wrote an elegant signature, then handed the paper back to the Prime Minister.

Prime Minister Magliari retrieved the treaty, satisfied that all nations had ratified it without suggesting any changes. Her first big treaty, and she felt she had scored a hole in one. The Queen, as well, looked positively radiant.

"Thank you for your support in this matter. We are honored and obliged that your great nations are interested in trade with our Empire. As I stated before, I will be in touch with your Ministers of Commerce or likewise at a later date to discuss specifics and set up individual trade agreements. Just the knowledge that trading with our Empire is in all of your interests surpasses any expectation I had for this Conference. Thank you."

Lidia Magliari returned to her seat glowing. She nodded at Queen Belladonna, who gave an approving smile. She then turned to Sir Damien Riso, nodding.

Sir Damien Riso (http://www.tempestmusic.com/images/damienV2.jpg) rose from his seat with an intensity of presence undetected before. He spoke with a low drone; almost a growl, but not entirely hostile, just... determined.
"My name is Prime Minister Sir Damien Riso; Knight of Belladonna and Prime Minister of Ugolahn City. I am also the Queen's Minister of Defense. In short, I run the military." Riso paused, taking in the response from the group of world leaders; all eyes were fixed on him.
"I am Lead Commander of any military activity, and while Her Majesty is still my Commander in Chief, she has invested all trust in myself to arm and protect our lands. Our military is rapidly growing, and thanks to the technology now available in Ugolahn City, expanding more than any of us would have imagined. Our military is powerful, make no mistake.
"That said, we are not a hostile Empire. We do not wish to go to war. We admittedly have a stronger diplomacy team than a military, thanks to the grace of Princess Coldheart, and would prefer to settle all disputes via diplomatic means before resorting to battle. All nations here in favor would sign the agreement, and at that point it would serve merely as a non-aggression treaty, though if any one of the signatory nations should forgo this treaty and assault another, all signatory nations will agree to aid in the defense of those attacked?"

OOC: Does this make sense? A mutual defense pact that would apply only to conflicts with these signatory nations as an added incentive to remain peaceful?

There was a sudden sound of a car pulling up sharply outside, quickly followed by the sound of running feet and some muffled shouts. A short moment later the doors to the meeting hall opened and a man dressed in a plain suit was ushered in by some angry looking guards. The man politely coughed and spoke, "Beg mt abrupt entrance Ladies and Gentlemen and apologies for my late arrival...I'm afraid that on my journey here I encountered some difficulties."

"Anyhows time to introduce myself, I am Lord Governor Edmund Vermillion. Leader of the Commonwealth of Morrdh, some of you I have already had the honor of prior commuication. I hope that I haven't missed anything important?"

"Good evening, Lord Vermillion." She said, cracking the most barely detectable of smiles. "Indeed, you have missed the signing of our trade treaty. If you wish to do so, please retrieve a copy of Prime Minister Magliari here. You are free to review it, and sign it at your whim."

She motioned to Sir Riso, "Damien, please, continue.."

"Minister Jackson; the only issue with a mutual defense act that I object to is the obligation of defending you from nations outside of the realm of this Act from attacking you. I think the threat of intervention, should any nation here break the treaty, is a fine idea. However, if your nation is involved in a conflict that we, personally, don't agree with your stance on, we do not wish to put ourselves in a position to be obliged to defend you from a nation not involved here for threat of being attacked ourselves.
However, contradictory as it may seem, I do not oppose forming a military alliance with your nations from foreign forces. The Empire of ka-Spel, indeed, wishes to pool military resources with all of you to protect and defend ourselves. However, we do not wish for this alliance to be binding to the extent where we risk attack ourselves should we not believe you nation is in the right, or if we feel that involving ourselves in such a conflict would compromise our national ideals."

Riso held a breath. His last comments, he knew were risky comments to make. It was only his hope that the diplomats in his presence would feel the same way.

If one of the signatory nations to whatever pact emerges has information that another of the signatories will be attacked, they should be obliged to share that information with the nation that is to be attacked. This is most often merely assumed in other such treaties, with the end result of a nation being able to withhold information for political gain."

I'm pretty sure that like myself most of you would rather avoid being dragged into one conflict when you are already comitted elsewhere. Though then again I believe that some form of intervention would be required but in a non-miliant way, say either support in the form of supplies or even hosting diplomacy in order to contain the conflict."

It was a matter of the utmost importance, she realized, and had affects that would determine the way the Empire would be conducted from this point forward; the Empire her mother built, and the Empire that would be hers one day.

But try as she might, her attention could not be held with matters of International treaties and foreign aggression pacts. Not with the man sitting across from her... well, sitting across from her.
In the simplest words she could put it, he was beautiful. It was hard to conceptualize his beauty, but it was there, clear as day, glaringly obvious to anyone in the room. For the first time since the marriage proposal was extended, Coldheart was not dreading the idea of being married to him. She was also relieved that her mother hadn't noticed her staring.

But Damien had. The Princess had known Damien Riso since she was a small child, with Damien being only a year and a half older than herself. They'd grown up together, went to school together, reached political success together both within the Empire and abroad, and had been best of friends the whole way. Though Coldheart hated thinking about it, she knew Damien loved her, as this much was obvious to anyone who saw how protective he was over her and how much he seemingly lived for her approval. Damien was a good man -- nay, a great man -- but Coldheart did not love him.
But there he was now, giving her silent warnings to pay attention to matters of war and trade, and Coldheart had to wonder how much of it was political professionalism or jealousy over meeting Coldheart's potential future husband. The latter thought made her chuckle a bit, but then, she never was a model of perfect political professionalism herself.

"You all bring up great points. With all of this in mind, we shall begin drawing up the Pact." Damien continued.

Ms. Ley, if I may, I find that the inclusion of an article stating obligation to share military intelligence information with other nations here to be slightly trivial simply because it is unenforceable. We cannot know for certain if a nation possesses information regarding attacks on other nations unless they explicitly express so, in which case they may be able to claim that Articles 3 and 4 in this treaty excuse them from that obligation. This may be why it is merely assumed in other treaties. However, this is just my opinion, and if other diplomats here disagree and would like a clause regarding that included, we surely can edit it in.

Silvester Sarbanes was mainly thinking about Coldheart as he studied her while the others were talking about trade and military pacts. He admitted to himself that he thought that she was a beautiful woman and hoped that this marriage deal would secure her for him as his wife because to him she looked like a good woman. For some time he had been looking for a wife and a part of him felt that Princess Coldheart of Ka-spel would be that special woman.

"Also, Alexander, I am intrigued by your recommendation on matters of civil wars. I'm curious as to what you had in mind..."

"What I meant was that if one of our nations suffers a civil war then the other nations here can come to that nation's aid and help the legitimate government."
