Proposal regarding the transfer of by-products of nuclear power

To: All interested regional governments

Proposal: The process of generating nuclear power by fissioning Uranium produces byproducts that are often radioactive and difficult to safely store. Some of these by-products have potential applications in advanced metallurgical research. For example: technetium, which cannot be found in nature, has possible applications in the field of nanotechnology.
We are willing to offer our aid in the disposal of these materials in exchange for the materials to be disposed of and are willing to split equally the cost of transferring the material from your nation to ours.
Take notice that these light materials have no known use as 'weapons of mass destruction'. Furthermore, such weaponry would run counterproductive to our Agenda.

Other interesting offers will be considered.

In a brief meeting between Kirkland and several other metallurgical scientists, they gather wearily around a flow chart. "So far, no responses to our offers. I'm under quite a bit of pressure from several Elites to deliver these materials. I've been given authorization to offer full expense absorption for transportation between nations. There is some misgiving as to offering to operate disposal services at our expense within interested natins as it may be seen as threatening to sovereignty of some more isolationist nations. If they offer their materials with the stipulation that we handle their internal fuel handling, I can negotiate that. I can't offer, however."
He sighs, "Politics isn't my strong point. I don't understand why it would seem threatening, but I'm not about to argue."
One of the younger scientists mutters, "I still think we should just develop-"
Kirkland interrups him, "We don't need nuclear power! Our geothermal and tidal power stations are far superior. We're not going through the expense of designing and constructing nuclear power plants just to produce light isotopes in large quantities. Especially when there are dozens of nuclear nations that produce them and bury them in the ground."
"I still think they should've assigned this to a poli-sci. Governments see the word 'nuclear' and automatically put their guard up without thinking matters through."

Decommissioned reactors "Eagle 1", "Eagle 3", and "Eagle 20" in New Tripoli, and reactors "Silk 7" and "Silk 10" in Anchor Point City have spent nuclear fuel sitting in their containment hulks. We would be glad to be rid of this material, but we lack the capacity to safely transport it to your country. If you can provide a means of transportation, it's all yours.

Transporting the material between our nations is not an issue. We have the capability to do so. If removal from the sites and transporting it to an appropriate port is difficult for you, we have equipment we can donate that should be of some assistance in doing so. Engineers have been modifying existing industrial equipment in preparation for transporting hazardous materials for our own use. Modifying more for your use is little additiona bother. Arrangements will begin immediately. This agreement will work to our nations' mutual advantage.

Following recent agressions with The Central State of Agrandov, the Imperium Assembly of The Peoples Republic of Sulaymaan has seen fit to over-haul military systems in The Republic. One of the systems receiving an over-haul within The Republic is our countries network of civil and shore defense batteries. These defensive batteries use modern artillery and defense systems which have a particularly high energy draw, requiring the construction of several nuclear reactors dedicated for use by the Armed Forces of the Republic.

With the majority of the nation undergoing a civil transition to a solar power grid, from our previous bio and fossil fuel stations, the Department of Energy and Infrastructure within the Curiate Assembly has run into the unique issue of how to handle the waste produced by these military power stations.

Recognising your nations call for these reactor byproducts, The Peoples Republic of Sulaymaan is interested in bartering an exchange to dispose of these hazardous waste materials. We have eight such modern reactors under construction, scheduled for completion within the next year. In exchange for the waste products of these eight reactors, and our two currently online civil reactors, the Peoples Republic of Sulaymaan would like to put forth the following conditions;- Open trade between our nations (the waste materials will be traveling with our merchant vessels)
- Disclosure of your nations research into alternative energy sources to our nation
- Disclosure of the results of research assisted by these reactor waste products to our nation

The Peoples Republic of Sulaymaan will be willing to ship all reactor byproducts under these conditions, excluding the isotopes required to make depleted and weapons-grade uranium. Though our nation detests the use of radiological and nuclear weapons, concerns in shipping such readily weaponised materials require them to remain within our nation. Researchers in our nation also require these materials for the research and developement of advanced defensive weapon systems.

The removal of heavier isotopes will save us the trouble of doing so, trade is always of value, and the open exchange of scientific knowledge, research and development has always been one of our founding principles. Suffice to say, state secrets are few and far between, and we've always considered 'plain sight' to be the best hiding place as more ignorant societies rarely understand the ramifications of what they see and more advanced societies understand the value of it.

As a token of good faith, all current published works concerning nanomaterials, nanopower supplies, superconductors and theoretical nanomachine development shall be forwarded to your nation. Should these texts interest you, a complete scientific exchange can be arranged to share current and future research trends and future goals in biodefense and medicine technology.

Our power generation technology is also no state secret. Due to our complete isolation for the last 30 years, we have had to develop renewable power sources relying on neither sun, nuclear, fossil fuels nor wind to large extents. As such, we turned to geothermal and tidal power. Perhaps of particular interest to you is tidal power which takes advantage of natural geographical terrain along shores to generate vast and stable electrical supplies at sites near population centers. While extremely expensive to build, we have found that it's long life and low maintenance more than make up for it. Technical data will also be spent. An exchange of engineering specialists can also be arranged.
