Diplomatic Corps

The Cyprian Diplomatic Corps is the body of the Authority of Cypria responsible for establishing and maintaining official diplomatic contact with other nations. It is also responsible for the creation and upkeep of embassies, and is most pleased to announce the intention of the newly-formed Authority to create and maintain embassy exchanges with as many other nations as possible.

As present First Diplomat of the Corps, I am entrusted with the task of establishing the fact of our presence to the galaxy at large, and to establish lasting relations with any nations who wish to reciprocate.

With this extant, I am most pleased to announce that the Authority of Cypria will be allowing embassy exchanges from all nations who wish to open such an embassy. Please read through and send the attached form back at your soonest convenience.

Terms of Embassy Usage

Please read through the terms of embassy usage if you plan on establishing an embassy on Cypria. Failure to comply with these terms may result in the removal of your diplomatic mission from Cyprian space.

Chapter One - Rights and Privileges

All foreign ambassadors shall be granted diplomatic immunity from Cyprian law.
All foreign embassy staff shall be granted diplomatic immunity from Cyprian law.
Diplomatic immunity may be withdrawn at the discretion of the Authority in exceptional circumstances, should foreign personnel be found to be abusing their immunity or interfering in domestic affairs.


Chapter Two - Personnel

A maximum of fifteen high-ranking diplomatic staff may be deployed to the Federation. Family may be in accompaniment.
No more than seventy-five embassy staff may be on-site at any one time.
No more than fifty security personnel may be on-site at any one time.


Chapter Three - Equipment

A maximum of ten vehicles shall be permitted to land on Cyprian soil (including shuttlecraft). All vehicles may be armoured and shielded, but must not be armed with weapons with yields that exceed that of a single kiloton.
A maximum of three starships shall be permitted in Federation space. Two may be armed escorts, one must be unarmed.
No heavy weaponry shall be permitted to enter Federation space. This includes ground armour such as tanks, mecha, or artillery, also includes more powerful light arms such as gravitic guns, deeguns, or any weapon likely to cause lasting and permanent damage to the landscape of the ring. Minor lethal weaponry, such as gauss guns and low-power personal laser and maser weaponry shall be permitted on a discretionary basis.
No WMD-grade weaponry shall be permitted to enter Cyprian space. This includes starship armaments, antimatter, dimensional or conventional ihgh-yield nuclear weapons, or any other form of mass-destruction weaponry.


Chapter Four - Embassy Grounds

Embassy grounds as allotted by the Cyprian Authority shall be considered the sovereign soil of the foreign nation.
Cyprian armed forces shall not enter the embassy ground unless there is due cause to do so.
Cyprian security personnel shall patrol beyond the embassy grounds. Cyprian security personnel may be placed within the embassy grounds on the request of the foreign nation.
No fixed high-yield weapons installations may be installed within embassy grounds. Shield generators are permitted, however, any form of faster-than-light interdiction generator is strictly prohibited.


N.B. Cyprian reserves the right to modify or expand the Terms of Embassy Usage with due notification.

Note that the Authority of Cypria (http://wiki.esusalliance.co.uk/index.php?title=Cypria) is the result of the fusion of the nations of Hyperspatial Travel and Naggeroth. Therefore, if either one of us chooses to respond to this thread, keep in mind we're both duly able to do so. Also keep in mind that if Nag responds, I'm still the only one who can edit this post - so if she responds, it may not be edited straight away.

It is with great pleasure that I welcome you and your embassy to the Cypria. Kindly note that many Travellians have an innate psi-dampening effect, and so any psionic use may be difficult in the embassy, and nigh-impossible if you enter a city proper. I will, of course, request that any citizens with this passive ability remain outside the embassy area unless their presence is required there.
