Aboard the exploration ship Diamond Patriot, technician Stephen Matheson watched the technical readouts flowing into the ship's command bridge with weary eyes. He had been sitting here for hours.
Meanwhile, the ship's captain, a Russian named Sergei Borodin, steered the ship in ever-decreasing circles as its highly advanced sensors scanned the seabed for any trace of a buried petroleum deposit. WIT (Wellington Institute of Technology) had developed a system that was able to peer through thousands of feet of soft shale and limestone to get accurate readings of the buried oil and natural gas -- the system, dubbed "OUTREACH" by its developers, was fitted to the Diamond Patriot's bow sonar. It worked (sort of) like those systems paleontologists used to find fossils. Matheson had no idea what it did, and didn't particularly care. He just knew that a green reading with a density of less than 60% was good, and that red and black readings were bad. So far his had been a boring day.
Borodin turned to Matheson. "This is some serious -- how do you say -- bullshit?"
Matheson chuckled. "I know, sir. All the deposits here have been mapped out already."
Borodin said nothing, but nodded his head in agreement.
1215 Hours

Matheson was half asleep when a wide patch of green appeared on the monitor. "What the fuck?"
Borodin turned. "What is it?"
"I got some green -- looks like some fuckin' oil, man." He retrieved a pencil and wrote down the coordinates. This area had been mapped fifty years ago, and had been marked on the map "Unsuitable for drilling operations". Apparently whoever had done the exploration had not had the OUTREACH system.
Three hours later, the two were considerably happier. Their employer, Diamond Petroleum, had granted a considerable bonus to both of them for their "efforts".
Matheson's final calculations placed the area "suitable for drilling operations" at over 250 square miles of previously untapped ocean.

CEO John Glasgow walked to the podium in the Diamond Petroleum press room.
"Good afternoon, ladies and gentlemen. After prolonged exploration in the St. George oil fields off the coast of New Tripoli, I am pleased to announce that my company has discovered an entirely untapped oil reserve. Our field technicians have estimated the size of the field at somewhere around 100 square miles sitting in approximately 500 feet of water.
"Unfortunately, Diamond is currently at capacity. Our operations in San Lucas and St. George oil fields net us an enormous profit each year, and we simply do not have the ability to retrieve this new discovery." Glasgow's previous statement was an outright lie; he told the press and, in effect, competing companies that Diamond's exploration had only discovered 100 square miles, while Matheson's educated guess came out to around 250. Fuck them, he thought. We found it first.
"As such, we at Diamond Petroleum would like to extend our invitation to any foreign or domestic oil company with the expertise to drill in this area. Requests should be made of the Sun International Department of Foreign Affairs, our father corporation. Thank you."

Drillable area is 100 square miles. That 150 I left for me is for me only. :P
100 square miles is a lot, by the way. I don't know how to guesstimate amounts of barrels though. Plots limited to four or five square miles at most, so as many people as possible can get in on it.
