Let it be known that by the executive power vested in Our office under the Constitution of New Chalcedon, We have decided to formalise relations with such nations as desire such formalisation. As part of this process, We hereby open the Imperial Embassy Programme. The Secretary to the Crown, Andras Lasarkis, will issue a more detailed communique in the fullness of time.

To all who are interested;

Here are the specific details of what is on offer by way of embassies.

1. All ambassador-rank diplomatic personnel shall have full diplomatic immunity. This includes, but is not limited to, immunity from prosecution for capital and petty crimes, immunity to travel restrictions, and full access to the Palace of Laws and the Palace of Mangana, the homes of the legislative and executive arms of government respectively.

2. Each embassy may have a maximum of eighteen (18) armed personnel, armed with sidearms and melee weapons. Any longarms will require specific approval, and such approval shall not be forthcoming for niping weapons and assault weapons. Embassies located in the Blachernae district are permitted thirty (30) military personnel, in view of the larger size of the properties.

3. Each embassy may have as many civilian personnel as desired. All must submit to a security check if they wish access to sensitive areas, however.

4. A nation which is a war with the Empire of New Chalcedon shall have its embassy closed, and its staff deported to their homeland on neutral aircraft where possible.

5. A maximum of five (5) vehicles applies to all embassies. No military vehicles are permitted. A maximum of two (2) of these vehicles may be airborne.

6. Any Ambassador caught engaging in espionage shall be expelled, and the matter may go before the Imperial Houses of Laws and the Crown for a possible declaration of war.

7. No embassy shall be permitted equipment which will allow it to tap into secure Imperial datalinks, or Imperial transmissions. The Empire of New Chalcedon undertakes to respect the privacy of embassies, and embassies may take any steps within these rules to safeguard their secrets.

8. The Empire of New Chalcedon reserves the right to accept or reject embassy applications, with no reason given. The Empire of New Chalcedon similarly reserves the right to expel an embassy's staff, although a reason must be given to the home nation's government.

9. All ambassadors have the unreserved right to witness sessions of the Houses of Laws. That an ambassador not be stymied by the tyranny of singularity, each embassy may nominate one (1) other person who shall be given this access, that both houses may be observed at the same time.

10. The Embassy buildings themselves shall be considered part of their home nation's sovereign territory, although such status may not be used to advance any territorial claims. This tatus shall not extend to the grounds of such embassies - only the buildings are covered.

11. All Embassies agree to co-operate with the Imperial Police in regard to domestic investigations as requested.

12. This is the format of the Imperial Embassy Programme Application Form.

And would be possible for you to double the authorized number of military personel. After appointing a Military Attache & Adjutant Military Attache, that will leave only 16 military personel to provide security. With 3 gates (front entry, automobile gate, and rear gate to the beach) we will require 6 guards per watch and each guard would be required to stand 12 hour watches, which would be double the length of watches required of all other military personel. This would also leave us without a Security Alert Force to handle any unfortunate incidents that may arise. While we do trust the good people of New Chalcedon, we are a bit wary of outside aggitators (foreign agents) who would like nothing more than to cause an international incident.

Unfortunately, the embassy guard limits stand. However, the Empire is prepared to second troops for such duties as gate monitoring to free the Ambassador's guards for response purposes, or we could recommend a reputable private security firm to do such a job.

Regarding the dock request, the embassy location is too small to support an 85' yacht, as the inner-city locations are substantially smaller than the Blachernae locations. However, the Empire is prepared to allow the Ambassador's yacht to moor in Bucoleon Harbour, the Imperial marina.

Might I suggest that the Conch archipelago instead apply for Praesitlyn Manor, as that property is quite large and enjoys beachfron access. A dock there could be enlarged, and in view of the large size of the property, New Chalcedon would be prepared to allow up to 30 security personnel at any of the Blachernae locations.

While we have some concern with the human rights record of the Holy Empire of Zaheran, we realise that constructive engagement is the best way to deal with such issues. Baron Steinoff will be made welcome upon his arrival at Constantinopolis Secundus, but with a relatively small embassy, might I suggest a location in Saint Constantine Promenade or the Imperial Avenue? The Blachernae locations are quite large, and I fear that Baron Steinoff and his entourage would rattle around like dice in a cup. This is only a suggestion. If the Baron insists, Bounty Manor will be made available for his use.

It is with disappointment we see that the Empire of New Chalcedon insinuate that we carry out human rights violations. We can assure you that this is indeed is not the case, and that the people of Zaheran has more freedom than most others, even exceeding those that the population of New Chalcedon has. This is not the time and place to discuss the pros and cons of different political systems, but it is clear that New Chalcedon's intelligence services need some improvements. That said, we thank you for accepting our embassy. Your reasoning regarding the location of our embassy is probably correct, and therefore we wish to change our location to Imperial Avenue #7.

This is a complicated situation. I am sure that you understand me when I say that if we start giving out special dispensations, other nations will expect them. So here is my solution:

20 guards: Unfortunately, no. But you may bring in the maximum of 18, and His Imperial Majesty will detach a platoon of the Varangian Guard (his personal guard) to aid in the security of your Ambassador, as a goodwill gesture.

Stockpile of M4s: A conditional yes. The Imperial Army will inspect the weapons upon arrival, and the Vrangian Guard is to have access to the room where they are stored. I am sure that you understand our own concerns about security.

With these provisios, you application for an embassy is accepted. Further, it is our hope that this will lead to a closer relationship between our nations.

We agree to the revised offer, although we feel that we should give a yearly stipend towards the payment of those Varangian Guard so that your nation does not bare the sole financial burden for our security.

The Varangian Guard will also be permitted to enter the embassy and inspect the weapons cache with the IH Marine commander at any time. The weapons will of course be open to full inspection by your forces as they are brought to the embassy.

We hope that this will allow our nations to become closer in the future. To that end we also propose cooperation with regards the Exetonia-TRBI conflict, so that we may mediate between the sides and attempt to forge a peaceful conclusion to the war before any more bloodshed.

The civil strife in New Chalcedon had been noted in Manth - perhaps simply because the world of Greek legacy states held more interest for the populace than other areas, but noted nonetheless. Unlike some other governments, those who moved in the high circles in the Union had little to no interest in intervening directly in New Chalcedon - and no real reasons that might change their minds - but the government did still wish to evaluate the state of affairs in New Chalcedon. Formal diplomatic relations would provide a good opportunity to size up the new government as it compared to the old, and for that purpose, Kostas Melenikos, a Cretan who had served the Denomination for some twenty years (and learned a thing or two about reading people in that time), had been selected to serve the role of Ambassador to the Empire.

That would take care of meeting the 'official' claimant to the Imperial title, Eirena Sofiana Doukaina-Palaiologina - in some formal capacities, at least. As for the other... well, a nation using its embassies to gather intelligence more covertly was practically expected diplomatic tradition.

The request for an embassy from the Republic of New Manth is granted, on condition that the guard allotment over and above the normal limit of eighteen personnel be withdrawn at any time the Empress requests.

Regarding the possibility of cultural exchange, such programs will be looked into once the civil war has been decided. As always, we value the contributions made to the Empire's economy by Manthi corporations.

Finally, regarding the location, if the Republic wishes #9 Imperial Ave, it will receive #9 Imperial Ave, and we will provisionally allot that space to the Republic. However, given the large size of the staff, we suggest that the Republic investigate the possibility of one of the more spacious Blachernae locations as their Embassy.

I can of course assure you that additional security will remain only as long as needed, and not a moment longer than your gracious allowance permits.

With regard to the location, while 9 Imperial Ave. may be slightly small for operations currently, the Denomination as well as Ambassador Melenikos feel that that location would be most convenient at the current time. Should space prove a problem it may prove best to establish consulates in other Chalcedonian cities as well (which would also help in expanding business and cultural ties between our two nations), pending your approval of course.
