My friends,

We are glad to see that the division of lands proceeded in such an easy manner after the unpleasantness of the Caprilusan War. It is with great pleasure that We announce the grant of 25 million nomismas and the services of the 101st Imperial Engineering Brigade towards the construction of a truly international city, on the site of the ancient city of Constantinople. All nations are invited to send diplomatic representation and scientific teams to the site, and if any nation wishes to contribute to the construction of the city, this too will be welcome.

This new city will be the crossroads of Europe, and the wider world. It is Our hope that this city will be a city of peace, and a place where disputes between nations of good faith can be settled short of the battlefield.

Although we were not involved in the crisis which lead to the massive territorial restructuring in the south, when we heard of the project in Constantinople, we grew interested. We feel that this idea is an excellent way to promote harmony throughout Europe, and throughout the whole world. That being said, a Mephrasian delegation will be sent to the city immediately, along with a donation from the crown of 200 million phrans (350 million USD). This initial donation may be followed up with more, depending on how well the money is spent, and the overall success of the operation.

While Jayate wholeheartedly commends the effort to restore the city of old, Constantinople, into an internationally free city, and while we will help no matter what the response to our request, we still see the need to have a small problem addressed about the proposed governing system.

The people of Jayate ask that the City of Constantinople be governed by the 3 Allied Powers of the Caprilusan War until the construction of the city is completed. Then, we ask that it shall be a Free City proper.

This would only allow the presence of the military and police forces of Jayate, Northern Rangeria, and New Chalcedon in the city. It would also guarantee a joint parliament consisting of Senators of Constantinople from the 3 Allied Powers, and Representatives to Constantinople of these 3 nations. This will be the case until the city is fully completed, upon which the nations of Europe will decide whether military presence is needed, and what type of government the city will have.

Along with our request we send 1 trillion Jayatian Riyals (1 Jayatian Riyal=$1.6, so about $1,600,000,000,000,000) in order to support the building of Constantinople, this landmark in international relations.

Re: Constantinople.

Excellencies and Majesties all,

We of the Empire of New Chalcedon have received the communications of interested nations with great interest. We have come to agree with our Jayatian allies, that perhaps a less-dictated character of hte city's administration would be appropriate.

Therefore, we accede to the suggestion that Jayate, Northern Rangeria and New Chalcedon share in the administration of the developing city. The governing Council will initially consist of the following:

2 representatives of the Empire of New Chalcedon;
2 representatives of the United Federation of Jayate;
2 representatives of the Principality of Northern Rangeria;
2 representatives of the Empire of Mephras (pending the reply to a message to HRH the Empress of Mephras);
2 representatives of the Empire of Neo-Ixania;
2 representatives of the Semi-Autonomous Territories of Shansekia.

This Council shall determine all laws and regulations within the Free City, until such time as self-government is possible. In addition, any colonial power is invited to apply for representation on the Council ,which will remain as the Upper House of the Free City's legislature after self-government has been granted. Expansion of the Council is to be determined by the current Council, by 2/3 vote.

Only New Chalcedonian, Jayatian and Northern Rangerian forces shall be permitted within the city, save of course for the security personnel of any embassies. as the Free City is surrounded by New Chalcedonian territory, New Chalcedon shall appoint the head of the administration until self-government is granted.

In recognition of their generous gift, and the fact that they have contributed significantly to the stability of Colonial Europe, The Empire of Mephras shall always be welcome to send its representatives to the Council, irrespective of their colonial status.

The Imperial Republic of Greston and her Europian colonies may not have taken part in war against Caprisulan tyranny but we suppourted it all the way and to make an international city ontop of one once ran by a murderer and a tyrant is frankly wonderful. We wish to take part in the construction of this soon to be center of trade. We wish to change the saying and make it all roads lead to Costantinople. Instead of the proposed parliment structure possibly a modern Europian Union can be established in this city and two representitives from each Europian Colony can be sent. It is my view that despite the Imperial Republic of Greston's past ambiguous relationship with the powers of colonial Europe, that we grant them one seat on the Council for now, and entertain their ideas regarding a European Union. I, personally, am against the latter part, but it cannot hurt to listen. I remind you of the saying "Talk Talk is better than war war" (OOC: attributed to Winston Churchill), and if Constantinople is to become a truly international city, then we must listen to many voices, not just those we entirely like.

Onboard the colonial ship Nyu-Kitai and the battlegroup Kyuusaisha, the very ships that had colonized Italy-Slovenia, was the 5th Volunteer Engineer Corps, consisting of civilian engineers, and a large batch of slaves and workers (treated far better than many other slaves in the world). Discreetly hidden away on the colonial ship were Shasnekia's two representatives to the council. They had been just as surprised as when the government found it had seats on the council, and were only informed several days before.

"Hmm...Anatolia..." muttered Representative James Eschwel, reading over a tourist brochure.

"It's not much as of now." yawned Representative Charles Montgomery. "Caprilusa fell just recently, so the area is still in turmoil."

"Well," said James, standing up from his bed, "the Engineer Corps and the construction crew should be able to prettify the place. Imagine if Shansekia built the first skyscraper!"

"Won't be for another few years," said Charles, brushing his hair absentmindedly. "Wouldn't be economically viable. How 'bout we try some of the breakfast? I hear the cooks are actually quite good."

"'Don't trust what you hear.'" laughed James, copying what Charles occasionally said. "C'mon then."

The booming sound of a foghorn echoed in the night as the Samuel Taylor, one of the Royal House's private ships approached Constantinople, escorted by the frigate Hippocamp of the Europa Navy. The two ships approached the New Chalcedonian territorial waters slowly, knowing that many soldiers were still quite trigger-happy. Who could blame them, after the Caprilusan conflict? Many Northern Rangerian soldiers were the same way.

"Constantinople harbourmaster, this is the Samuel Taylor of the Principality of Northern Rangeria. Requesting docking permission", the radio chattered.

The bridge received a communication.

The amplified voice stated "Attentian, Shansakian warship! This is Admiral Alexandrous Lasarkis, of the Imperial Aegean-Black Sea Fleet. If your purpose is to travel to the Free City, please be advised that your course is to be as follows...", then going on to lay out a course that would end with the Kyuusaisha and the Nyu-Kitai moored off the Hellespont.

"We apologise if this request sounds a little arrogant, but the Free City is entirely situated within New Chalcedonian territory. Therefore, we closely observe all warships that are in transit to and from the area. We will deny no-one docking rights, but we are a little cautious, and will remain so until this entire thing shows that it is working."

"If the vessel following you carries the Shansekian representatives to the Council, please inform us, so that they may be welcomed at the docks as befits their ranks.

Admiral Lasarkis, out."

The voice that came back through the radio was familiar to any Northern Rangerian Aegean hand. It was Admiral Lasarkis.

"Royal vessel Samuel Taylor, you are of course welcome. I will inform the local military that you are friendly.

Admiral Lasarkis out."

The building sites scattered throughout the ancient ruins were bustling, despite the care being taken to preserve old artifacts. The work was proceeding much faster, now that several nations had contributed support to the project, and over 10,000 New Chalcedonians had taken up residence in the environs of the city.

While the sites lacked the grandeur of the fabled Imperial days of the city, the planning ethos was already obvious to any professional, being centred upon open, broad avenues and high-rise buildings, and elegance was the order of the day. Once finished, this city - provided that its new populace maintained their patrimony well - would truly, once again, be "The jewel of the world's desire", but that day would not come for some time yet.

At the temporary garrison, Admiral Lasarkis was, as usual, snowed-under in paperwork. Thank God that someone else is coming, and I can set down part of this. Civilians are so difficult to deal with. At least, he reflected, I have something to show for all of this. This city should do everyone proud. Hopefully it will live up to its potential.

The Griffincrest Corporation wishes to establish contracts within Constantinople to build gas stations throughout the city, as well as run the fueling stations for the airport and harbor. Griffincrest provides the cheapest oil around, and we are also willing to contribute workers to assist in the construction of public works throughout the city.

Not to mention that within five years, we are planning for the cars in this city to run off electricity, instead. This cannot be. We must lobby in the Council against it, my friend."

His comapion replied "Of course we must. But we must also take care to be at least a little diplomatic about it..."

"What's with all the static?" asked the Admiral.

"No idea," said the radio operator, who was also on the flagship. "It seemed to be working fine when we left Italy-Slovenia...oh well."

"Well then, Navigation Officer, you heard them. You know what to do."

"Yes, sir!" shouted the Navigation Officer, immediately turning on the radio and talking over the fleet channel. Within minutes all ships changed course to the new heading and course provided by New Chalcedon.

Flagship Cafeteria

As the two representatives to the council started eating their scrambled eggs, their PDA's went off, vibrating in their pockets.

"What now?" sighed Charles, reaching into his pocket to pull out his. James didn't even bother, continuing to jam more scrambled eggs into his mouth.

"Griffincrest...oh, fuck." read Charles, reading over the message. James instantly choked, and sprayed out half-digested egg. "Say WHAT?" said James, thumping his back to get out the egg that was still stuck.

"Damn Griffincrest. Whatever can we do..."

"Well," said James, his throat finally cleared, "seeing as Shansekia's capitalist and we're supposed to give everyone freedom to make business, it's going to be difficult. But we can just point at Griffincrest's militaristic conquests. And after all, this ain't Shansekia. It's Europe."

"Good point..." muttered Charles.

The Council of Constantinople went to work immediately, governing the city would-be. Recently, a large issue had presented itself for the Council to decide on. Griffincrest Corporation had requested that they be a part of the building process. The 2 Jayatian Representatives sent a message to the Caeser informing him about this development.

Caeser Victor Octavian was born in an ancient nation known as "Icovir". Years ago, there was a war between Icovir, a nation known as "Beiraq", and the Griffincrest Corporation. The Caeser fought on the side of Icovir and witnessed the death of many of his brothers and sisters in arms. In the end, Icovir lost and the Caeser hated all who did business with the Corporation since those years.

It is for this reason that the Caeser's response was brief and came almost immediately:

Fight their offer like you fight a sickness. Should they be allowed into the city, Jayate will have nothing to do with Constantinople.

Jayatian Senior Representative Iberius Antony stepped up to the front of the Council Building. He addressed the issue on the floor today, and then he voiced his opinions on the matter - including his vote.

"Now, concerning this" he began, "my answer is, and always will be, no. We cannot trust Griffincrest Corporation - the same Corporation that conquers small nations and rubs their muddy boots on our flags. The same Corporation that has presented itself as a polite and kind one, but in the end enforces its own will no matter what".

The Representative went on for a significant amount of time, and finally returned back to his seat. As he was walking back, the Representative hoped that he had made his point across. He didn't want the Caeser to pull Jayate out of the Constantinople construction project...and he didn't want war, which the Caeser had threatened.

Councillor Notaras stood to add his voice to the condemnation of Griffincrest, but in more moderate terms.

"My friends and fellow councillors, we seem to be in agreement that the Griffincrest Corporation not be permitted the market access it seeks, but we must bear in mind the consequences of a harsh reply. Griffincrest got its reputation from the fact that it has invaded many nations. If we offend them unduly, they may attack us before this idea of international harmony grows too strong to destroy. Together, we would of course win, but there would be very little of this city, and possibly of Europe, or even our home nations, left.

Therefore, I propose that we send a document to Griffincrest, outlining the following points: first, that we appreciate their generous offer. Second, that we have no plans for this city to be dependant upon oil in the long-term, given the scarcity of the fuel in this continent, and third, that given this, we must regretfully decline.

***OFFICIAL COMMUNIQUE FROM THE FREE CITY OF CONSTANTINOPLE***

To those who are interested in establishing stakes in the Free City Project,

We of course welcome all expressions of interest in this city, but ultimately, this city is founded by the European powers. If any nation wishes to allow its people to live in the city, that is good, as we wish the city to have a truly international character.

Any nation which wishes to set up embassies is of course more than welcome to do so. (OOC: I'll start up an embassy thread soon) However, places on the council itself are reserved for nations with colonies in Europe (OOC: Yes, that' this (http://forums.jolt.co.uk/showthread.php?t=552951&highlight=Colonisation+Europe&page=10) Europe!). In any case, the Council is planned to someday change to more of an advisory nature, as the Free City will be governed with an eye towards self-governance.

As an international free city, Constantinople of course practices freedom of religion, as well as a great many other freedoms, and any religion may organise churches there. However, religious institutions enjoy none of the protections and special privileges to which they many have become accustomed elsewhere.

Of the Northern Rangerian delegates, one had already arrived and sought a place for his country to set up a presence in Constantinople. Sitting in his chair, the young nobleman stood up. He was brown-haired and hawk-faced, the stoutness of his body only seemingly a result of unhealthy bulk; his movement was deliberate and calm, like of a young bull's in the pasture.

"The Principality of Northern Rangeria supports New Chalcedon in this matter", he said calmly, his blue eyes scanning the council room. Pieter Halsar, a paternal cousin of the Prince, had been the first to be appointed by Northern Rangeria in this council. Calmly he straightened the white-and-blue sash on his shoulder, turning his eyes to councillor Notaras. "It is the Principality's firm belief that nothing good may come out of Griffincrest's involvement in the affairs of the city. Should they seek an embassy, fine. But allow them to set up a chokehold on our fuel? That would be unwise indeed."

He paused for a moment, tapping his fingers against the table. "Yet, councillor Notaras is correct. We cannot afford to antagonize them either. I will discuss with my government, and see if we can place additional funds in making Constantinople self-sufficient energy-wise."

Also, should we extend Logan and Ky a Council seat? Their method of arriving in Europe was a little....unorthodox, but they seem to be acting like good neighbours at the moment."

He waited for the furious denial that was likely to come from young Halasar. Northern Rangeria and Mephras had been close, and NR had not been happy at the intrusion of Logan and Ky.

Jayatian Junior Representative Julius Gaius stood up now. He took his place at the front to express his opinions. "We, the Jayatian people as a whole, are fully willing to cooperate with this letter of denial. We are also willing to engage Griffincrest in war should this be necessary. My nation is known to stand up to all who we see as a threat, even if to the whole world".

He took a dramatic pause and looked up at the ceiling. Caeser Victor Octavian had taught Gaius this "orator's trick" before he was sent off to be Constantinople's representative.

He continued. "And as for the issue of now, Logan and Ky's membership, we plan to discuss with our own government this issue. Howe---" Gaius was cut off by Senior Jayatian Representative Iberius Antony.

"NO!" the Senior Representative yelled in an unorthodox manner. Gaius jumped. He had thought Antony was sleep. Representative Antony made his way up to the front of the building and gestured to the young Julius Gaius to sit down. "Jayate does not take kindly to buyout nations. We believe that Logan and Ky have obtained land in the same way that Griffincrest Corporation has gained their position of power - and that is through money.

The answer from Jayate is a resounding no to Logan and Ky's request". Antony returned to his seat as if nothing had happened and slouched back, appearing to be sleep.

We recently recieved word of our denial to be on the council. We are, to say the least, highly dissapointed. Our colonies were obtained through entirely legitimate means. We traded Mephras our two African colonies fairly and peacefully. I regret that our people, including me, can get a bit fiery when it comes to these particular territories. You see, our people originated in Scandinivia before being driven out by what were more modern powers at the time. Anyways, we hope you will reconsider.

Halsar frowned deeply at the mention of Logan and Ky.

"We still have our suspicions of this nation", he said following the senior Jayatian delegate's outburst. "Their letters carried a sense of 'our way or the highway', if our intel on their exchange with Mephras was correct. However, so far they have remained as silent neighbours."

"Nonetheless, I would still wish to point out that this council was formed originally out of those nations who took part in releaving the Caprilusans of their dominion in Europe. I believe that until the city itself is ready to establish itself as the Free City of our dreams, it would be best to keep the council stable."

Councillor Notaras stood.

"I agree with my learned colleagues, at least in part. This council should be kept stable until such time as the Free City is ready for self-government."

"However, to snub a nation with colonies in Europe runs contrary to the very purpose of this City, the purpose towards which so many nations are donating so much wealth."

"Is not the very reason of this place to be a place to settle disputes peacefully? Is this city not intended to be a truly International city, a bastion of cosmopolitanism? I say, yes, this city is intended to be a place where even former enemies meet in peace."

"To that end, I suggest this compromise: Logan and Ky to be granted a Council seat, with Observer status only. They may see, they may hear, and they may speak, but until self-government arrives, their voices carry no authority beyond the wisdom of their words."

"I believe that this is a fair compromise, especially as HIH of Mephras has made it clear that the exchange was peaceful in nature. I believe, correct me if I am wrong, that each of our nations offered assistance to HIH?"

"HIH declined our offers of assistance, stating that Mephras was choosing to trade those colonies, despite her, and our, disapproval of Logan and Ky's methods."

"Given this situation, ostracism would appear to be counter-productive at best."

Councillor Notaras sat down and waited for the vote to be taken. The options before the Council were:

1) Full Council rights.
2) Observer status.
3) Rejection of application.

OOC: No offense against you Logan and Ky, naturally.

IC: Junior Representative Julius Gaius fully believed in Logan and Ky's right to take part in Constantinople's government. Being as to how they weren't one of the Allied Powers of the Caprilusan War, however, he wished only to grant them Observer status. Gaius wasn't happy when other nations were granted council seats, but he didn't say anything nor acting differently.

Julius Gaius immediately cast his vote for Logan and Ky to have Observer status. However, Senior Representative Iberius Antony voted for the Rejection of their request.

In Jayate, issues are not resolved until all agree - this is why laws are passed so slowly there. But this was not Jayate. Julius Gaius sincerely hoped that there would be enough votes to allow Logan and Ky a council seat. Iberius Antony sincerely hoped that there would be enough votes to shove their request back into their face.

Only time would tell...

The vote was called, and ended in a 6-1 vote in favour of Observer status, with a letter to be immediately sent to Logan and Ky informing them of the result of their application. In addition, Councillor Notaras called for the Imperial Republic of Greston to be also granted Observer Status on hte Council, in view of their earlier application.

Councillor Notaras took Senior Represnetative Antony aside, and asked him, point-blank "Are you going to cause trouble, Antony? Remember: diplomacy isn't about talking to people you like all the time".

COMMUNIQUE FROM THE COUNCIL OF THE FREE CITY, TO THE REPUBLIC OF LOGAN AND KY

To Erik Svalbard, President of Logan and Ky:

The Council is always interested in expressions of interest in the Free City Project. Given that the Council is a working, rather than deliberative, body, and given further that the Free City Project was started in the fires of the Anti-Caprilusa War, we regretfully have decided not to expand the Council at this time.

However, given that Logan and Ky has shown interest, and is an established presence in Europe, it is the conclusion of the Council that Logan and Ky may send one representative, with Observer status, to the Free City, to participate in the Council meetings.

OOC: Observer status means that you may now speak on motions before the Council, and make your opinions known. However, you do not get a vote.

The Ixanian Empire pledges full support to the establishment of Constantinople as a city of peace in which wars can be ended not by the blood-soaked bayonets of our soldiers but through the pens and papers of our diplomats. Her Majesty, Empress Anastasia II, has appointed Constantine Wolseley to be her representative in the city of Constantinople and hopes that this noble project of the Emperor of New Chalcedon will endure the challenges that it may face in the future.

In the following days, a constant flurry of activity was going on in the Marmara Sea, as Northern Rangerian vessels were transporting building materials and personnel to the Free City. The Principality delegate, Lord Pieter Halsar, was already heavily involved in the reconstruction of the city, as well as making sure that any archeological discoveries were not overlooked. After all, they were walking on land that practically oozed history...

The funds offered by many nations were being put to excellent use, as the ancient sites were carefully cleared, some retored, while others were relocated stone by stone to across the Golden Horn. Meanwhile, the first buildings began to rise from the ruined city, and the shape of a modern, beautiful city began to emerge from the construction work.

By now, over 100,000 people had moved to the site,and had indicated their desire to make the city their permanent home. The Council met to discuss the cutoff point, beyond which the Free City would be graned autonomy and limited self-government.

"The Council has two questions before it. It has been noted that the Free City is expanding rapidly."

"The first question is this: At what level of population shall the Free City be graned autonomy? If the Council decides that population is not the determinant factor in this question, then what other criteria shall be applied?"

"The second question is this: Given the rapid rate of immigration, shall laws and regulations be enacted to limit this number, both in the interests of preventing ethnic swamping and in the interest of preserving the architectural wonders of this city?"

Representative Montgomery stood up. "I would recommend that Constantinople achieve autonomous status as soon as it hits a certain population requirement and at least a partial ability to sustain itself. Oh, let's say two hundred thousand people, and less than 70% of their supplies are imported."

OOC: What is the alternative? That I assume "embassy authority"? I'm willing to do so, but I would like the OK of the other Council nations before taking that authority.

Also, what will happen when Constantinople becomes elf-governing, regarding decision-making?

OOC: What is the tax regime like in Constantinople?

IC; With the lowering of the Mephrasian flag over the Scandinavian Provinces, nearly half of the population left for the other colonial dominions and for the homeland. However, a small portion of the population decided to seek opportunity in the free city. This group of approximately 1000 families consisted largely of businessmen and traders, who hoped that the "crossroads of the world" would prove a great base of operations.

A special fleet of transport ships was summoned to take them to the new city, upon which was loaded all of their possessions, apart from those they had left behind or sold. Many among the group we slightly nervous, having never lived in a land not part of the sovereign territories of the Empire. Being a minority within this melting pot of a city would no doubt prove a challenge, however they had hopes for a bright future.

As the shipped neared the city, the leader of the group, Jorge Randa, scanned a map of the city, looking for a suitable area where his people to settle. He hoped that they could keep a somewhat cohesive culture alive in the cosmopolitan setting. As his finger grazed the paper, he stopped over a small area, near the Sea of Marmara. "That shall be our new home." A smile spread across his face as a static laden voice came over the intercom. "The ships shall be docking in Constantinople in approximately 4 hours."

OOC: Since Constantinople doesn't need to maintain a defense force, hte tax regime is, one would imagine, fairly low.

IC: The Mephrasian colonists were welcomed in the Free City - no-one had forgotten the courage of the Empress of Mephras and her people in standing up to aggression in the past.

Lord Pieter Halsar nodded to Councillor Notaras's words. "Northern Rangeria also accepts this proposal of 200,000 inhabitants and 70% self-sufficiency."ยจ

The young, stout nobleman had deemed it best to remain more of a watcher and a listener than an active participant, knowing full well that the city stood on New Chalcedonian soil, and in the end there would have been no Free City without the Empire's gracious offer. Control over the Bosphorus had been, after all, a tantalizing prize... as well as the reason for the Caprilusan conflict.

"As for the immigrant legislation, I think some manner of quota would be worth having. The Caprilusan neglected a good amount of this area's archeological wonders. If we are too hasty in re-populating the city, we might lose a significant part of the city's history in a flurry of bull-dozers."

These words Lord Halsar directed to Councillor Notaras in particular. The New Chalcedonians had seemed interested in learning about their past. Perhaps this approach would ring some patriotic bell in the Empire's representative.

"A fine speaking. But what shall the quota be? I suggest that the Council should consider a quota of 100,000 immigrants per quarter, maximum. and that all would-be inhabitants sign statements to the effect taht they understand the unique nature of the area, and will respect and abide by any requests from the authorities to act or refreain from acting in certain relevant ways."

Pieter Halsar looked thoughtful for a moment, then nodded. These members of the Northern Rangerian royal family seemed to be of the type that kept their thoughts to themselves.

"I see. In that sense, we are willing to support said proposition.!
