After a short walk, Viktoria Kotenko returns to her office, anticipating that the internet was back and she could check her mail. Upon receiving confirmation of a foreign leader visiting, she had made sure the office staff looked like they were doing something important in these rather calm times.

Ivan Rucinsky had decided that he would personally meet with Viktoria Kotenko because he had felt interested in visiting the nation after just hearing about it. He got aboard his private plane which flew towards the relatively unknown nation of Chernobyl-Pripyat. When he got to the airport, Ivan Rucinsky walked out of the plane and waited to be greeted.

"Well don't just stand there! Their leader is probably waiting a the airstrip as we speak!" Viktoria yelled as she shoved a guard, edging him to go pick up the man at the "airport". the gaurd then headed outside to pick up the man in a UAZ jeep.

As the driver drove hastily to the airfield, he switches on the radio to tell the soldiers at the check point to open the gate. Upon arriving at the airstrip, he greets the man waiting there. "Are you the man from the foreign country? The President is expecting you."

"Yes; I am Ivan Rucinsky, the Foreign Minister of the Ixanian Empire. I am assuming that you are here to take me to Miss Kotenko."

"Ok, please take a seat" the soldier says as he opens the door in the jeep. The soldier engages in small talk until they both pull up to the building.
"Tell the soldiers by the door who you are, and they'll let you in. Miss Kotenko is on the 3rd floor to the right".

Ivan nodded his head as he got out of the jeep; telling the soldiers at the door who he was. Walking into the building, he was able to find the location of Miss Kotenko. When he found her, he studied her briefly and thought she looked quite pretty; despite being a married man he did not think it was wrong to compliment women on such things.

"Miss Kotenko? I am Ivan Rucinsky, the Foreign Minister of the Ixanian Empire. It is a pleasure to meet you and may I say that you look beautiful today; you must have spent some time on enhancing those looks. Anywho, shall we begin our meeting?"

"ahh yes, I've been expecting you. how was your ride here? not too rough I hope." she says as she walks to her desk. "I apologize about this city's mess, we recently reoccupied it and we've been exterminating the wild dogs in the urban areas. may I get you anything to drink?"

"I have had a good ride and it was not too rough. As for this city's mess, I understand fully. I'd like to try a local drink if possible, Miss Kotenko."

"Try this" she says while pouring a red tinted liquid into a coffee mug."Theoretically, it's vodka, although it tastes more like kerosene." She then sits down in her desk while fiddling with a rifle cartridge she found on the floor."well, what shall we discuss?"

Ivan took a taste and smiled slightly. "It does have such a taste to it but I'm sure that people can stand it after a while. Shall we discuss trade as the first topic of our meeting?"

"Yes, that sounds good. This country doesn't really have a lot of industry that isn't geared towards uranium mining or arms production, but there are forests?"

"We for the most part have lumber, alongside a few small quarries." Viktoria says as she looks at the ceiling, as if trying to remember something. "There's also a river and some areas that are suitable for farming. As for raw materials there's no shortage of uranium or steel."

"We can offer you silk, diamonds, soda and plenty of other resources. Is there anything that your nation specifically needs?"

"Hmm.. by any chance do you have any fossil fuel power plants? I figure it will be at least a year before we get the old nuclear plant up and running consistently." as she says this the power flicks off."See what I mean?"

"It's possible, just don't wander too far off, there's still radioactive patches in the city." She then leads the man outside the "office building". "From here," she says "you can probably see the ChNPP. I'm not sure if it's safe yet, as our engineers are still fixing up the place, and re-enforcing the sarcophagus. Shall we continue?" "Where is the gunfire coming from, Miss Kotenko and can I assume that the patches came from a meltdown at a local nuclear plant? Also, if I may ask, can you tell me more about yourself? I'd love to know more about the leader of a nation who I am sure struggles to bring prosperity to her people."

"The gunfire? beats me. it's probably the soldiers fighting with bandits. at worst, it's a new kind of mutant they've stumbled upon. Yes, they're from the plant, but not from the original '86 meltdown. A few years ago the sarcophagus exploded when some researchers attempted to start up the reactor." as she steps over some rubble, Viktoria recalls on how she became the leader of the country. "I think it happened when we first settled the area. I was a part of a "Loner" faction, those who weren't associated with the old government or a part of more organized factions. There were these groups of foreign mercenaries, we don't know where they originated, but they were assigned to capture the city after the nuclear blow-out dissipated. The group I with in captured that building we just passed and held up in there. By the dawn of the next day, it was just me and 4 others, but we had killed the majority of the mercs. So I guess after that, the other surviving S.T.A.L.K.E.R.'s nominated me as president. strange, huh? shortly after that, people began settling here, along with a research institute being erected not too far away."
