The Imperial Senate, Central Euphova

Government Type: Constitutional Monarchy (Empire)
Head of State: Her Royal Highness Mei Mian

In the Mephrasian government, the Empress, while severely restricted in her roles as sovereign, still holds many crucial powers, and serves in a role that would be considered similar to many nation’s presidents or prime ministers. Many of her powers have not been revoked by law, but rather given up by the Empress, meaning they can be taken up again in a time of crisis if needed. There exist two national assemblies, consisting of delegates of the various cities and provinces. The National Forum is elected by national suffrage, and there is approximately one delegate for each 300 thousand citizens. Each delegate serves a two year term, and there is a 4 term limit. The Imperial Senate is elected on the basis of three delegates for each province, and is considered by many to be the less democratic of the two houses. Terms are set at 8 years, and there is no term limit. The Empress opens the sessions of both houses. The government also holds national high court, simply named The High Court, which reviews cases of the lower courts and assures the constitutionality of laws. Justices of the High Court are elected by universal suffrage, and serve for life, unless they are found guilty of serious crimes. This national level government based largely in the capital is supplemented by levels of provincial, district, and local governments, with assemblies present at the provincial level. The right to vote is granted to all who register at the age of 18, and it is possible for one to vote as early as 16, if one passes a special citizenship test.

The Mephrasian economy is one which has recently remerged from years of low production and corruption under a centrally planned system. It is quickly making a transition towards a more open market, signing various free trade pacts, although business still suffers from high taxes in many areas, and increasing competition from trading partners. Overall, high employment and high salaries provide for Mephrasian a rather high quality of life. There have been recent fears of inflation, although the Royal Bank has been trying to help the situation.

History

People have inhabited the area known today as Mephras for thousands of years. Early people were generally hunters and gatherers who lived in tribal communities. Around 2000 BCE, more complex civilization began to develop, centered in the central river valleys. This civilization grew slowly, as it was rather isolated, although trade existed between these peoples and various other continental tribes and civilizations. Unfortunately, this civilization lacked a writing system, so there is little documentation of their activities. Recent archeological digs have unearthed beautiful pottery and stoneware, along with various ceremonial pieces that show a strong development of culture and art among these groups, who continue to be a source of pride for the nation. These peoples, while not widely visible, have been assimilated into the current peoples, such that an estimated 80% of the population has at least some Native Mephrasian ancestry.

A major turning point in Mephrasian history came around 1500, when a group of English explorers and exiles ventured out and landed in Mephras near the present day city of Avedon. This first group, numbering in the few hundreds, set up a small settlement, enticed by the seemingly fertile land, and opportunities for trade and development. This settlement grew quickly, and soon more ships were landing in the area, and multiple settlements were constructed. Even though people continued to flock to the newly discovered land, communication between Mephras and England was difficult due to the far distance between them. Sometime in the early 1600s, the route to the Novan region was lost by English navigators, and the settlements fell into a period of isolation from Europe that would last for almost 300 years. This separation caused Mephrasian English to develop in a different way than British English, and also explains the amount of archaisms which exist within the language.

A Portrait of the Young Duke Wilberforce I

During this early settlement period, the Bailey family was given title over the new territory, gaining the title, Dukes of Avedon and Mephras. When the route to England was lost, the Baileys set themselves up as sovereigns over what had become in many ways a new nation. They kept many of the institutions brought from England, and ruled generally in a benevolent, if not disinterested fashion. The nation continued to develop, and in 1797, Duke Wilberforce II officially proclaimed the nation sovereign, calling it the Grand Duchy of Mephras. During this time, French settlers appeared on the islands off the coast, which is the origin of the French minority that continues to persist on these islands, and within the nation. As the 19th century progressed, Mephras encouraged immigration to boost the population, leading to a nation of extreme ethnic diversity, a fact that has continued and is a point of national pride for most Mephrasians. In the 20th century, the nation reentered the world stage, and to an increasing extent, the regional scene.

Dealing with pressures brought on by regional wars in the mid 20th century, the Dukes were deposed in 1953, and a Communist dicatatorship seized control of the nation. In this period, heavy industry was developed, albeit with heavy costs for the environment and liberty of the people. This continued until the early years of the 21st century, when the current empress took power during an economic crisis. Despite some setbacks, her reign has seen improvements in quality of life throughout the country, and a liberalization of many institutions.

Geography and Climate

http://i243.photobucket.com/albums/ff76/Kevets13/Mephraspolitical.png

Mephras is situated on the western side of a continent in western Nova. It is bordered on the West by the Delosian Sea, the south by the Sea of Mephras, the north by the Principality of Damirez, and to the east by what is currently unclaimed wilderness. The coastal areas are largely filled by fertile plains, on which a large portion of the nations food supply is grown. A portion of this area, which extends into the center, is forested, although at a lower rate than at pre-settlement areas. The central areas are generally rolling hills, which turn into medium elevation mountains in the far east of the country. There is also a small mountain range to the west of the capital, although generally of low elevation.

The climate of Mephras is as diverse as one would expect for a nation of its size. The northern coastal areas generally have a Mediterranean climate, which turns to a humid subtropical climate as one moves inland. Many of the northern islands would be classified humid tropical. The climate becomes more temperate as one moves southerly, although the climate is generally warmer in coastal areas and on the island. Cooler climates area experienced in the mountainous east, and at generally higher elevations. Rainfall is generally plentiful, although it is generally dry and sunny in the Mediterranean areas.

Colonial Lands

After emerging from isolation in the 19th century, through various exploratory expeditions and deals, the Empire was able to acquire colonies on four continents. These lands are diverse and numerous. Home to about 380 million subjects of the Empire, ethnicities vary from native to metropolitan stock. There also exist an extreme diversity of climates and resources, allowing each of these realms to provide a key service to the greater whole of the Empire.

Society and Culture

Mephras is a nation which prides itself on having a unique, yet extremely diverse culture. With nearly 3 billion citizens, it is difficult to pin down a complete identity. Nevertheless, some themes emerge. There is a strong emphasis on individuality, although this is connected to an equally strong sense of community. Mephrasian have also been classified as pleasure seekers by many other countries, and this is true to a large extent. Mephrasians believe that a good life needed come from one working too hard, but rather comes from enjoying oneself and the company of others.

Sport

Mephras would not be generally considered an athletic nation, although it does have passion for certain sports. Tennis is one sport which is generally played as a youth, and followed religiously at the professional level by many in the country. The Euphova Open, an annual tennis tournament, is watched by countless millions throughout the nation. Many professional players are treated like celebrities, and have millions of fans. Thoroughbred Racing is another passion of many in the Empire, and the area around Newsom is known for the quality of horses that have been raised there, ever since wild horses were taken from the offshore Ile des Chevaux. Every year on the 3rd Sunday in May, the Newsom Derby is held, the most prestigious race in the country with a purse of 10 million phrans. Also gaining popularity within the nation is the newly arrived sport of Formula One racing, which is especially popular among the youth.

Cuisine

Traditional Mephrasian cuisine combines traditional English dishes with locally grown produce. Lentils as well as rice form the basis of many dishes, along with seafood in the coastal areas, and some meat in the central part of the country. Overall, Mephrasians consume less meat than the average citizen of a developed nation, but also seemed to enjoy a slightly more balanced diet than their counterparts in other developed nations. In many of the cities, ethnic foods from all over the world are offered and are becoming an increasing popular part of the dining experience.

Fashion

One thing that separates Mephras from many of her sister nations in Nova is a strong emphasis on fashion. The fashion industry, centered in Euphova, with the resort wear industry based in Beausoleil, is followed avidly, especially by young urban dwellers. Fads come and go quickly, although street wear is generally popular with an emphasis on accessories. While formality is not a large part of Mephrasian society more elaborate and expensive formal clothing is purchased by the rich and famous, although it is not uncommon for middle class people to own one of more pieces of luxury brand clothing.

Entertainment and Leisure

Mephrasians are a people who work hard and party hard, a fact which is reflected in their entertainment choices. Many enjoy watching films, television, and going out to clubs. This is reflecting in the high alcohol consumption, of which wine, rum, and beer are the three most consumed beverages. There is also a strong café culture, where it is not uncommon for certain people to spend hours talking at a café on the weekends. There is also a large celebrity worship culture, and there are many magazines which cater to this interest. It is not uncommon for popular celebrities to eventually run for civic office on the wave of their popularity as stars. Many see this as a problem; however it persists as a key part of the culture.

Healthcare

http://i243.photobucket.com/albums/ff76/Kevets13/Hospital_room_ubt.jpg
A typical double occupancy hospital room sits open in a hospital in Prorsum.

Average Life Expectancy: 79.4 years
Infant Mortality Rate: 3.2 per 1000
Physicians per 1000 people: 2.7
Nurses per 1000 people: 9.6

Healthcare in Mephras is publicly funded, although not completely paid for by the government, and universally available. The healthcare program strives to provide the best and broadest care possible to all citizens, and has achieved relative success, despite complaints from a minority concerning the tax burden needed to pay for it. Hospitals and small clinics serve people from every part of the nation, and oversight is directed from the center, assuring standardization. A subsidy is offered for the cost of prescriptions, and dentistry and optical care is also offered. There is a continual quest for improvement, and greater access and efficiency are always major goals.

Military*

Annual Budget (2007): 600 billion USD
Percentage of GDP: approximately 0.5%
Total Number of Active Troops: 1.3 million

The Mephrasian Military is a small force, especially for a nation of its size. However, as the nation is generally peace loving, there is not a great necessity for a large standing army. General tasks of the military include patrolling of borders, building infrastructure, and helping deal with natural disasters. The military has also been known to help out on humanitarian missions in conjunction with neighbors. The Armed Forces are divided into an Army, Air Force, Coast Guard, and Navy.

*NOTE: Through commitments of the Delian League, an additional 2% of GDP is paid to the League Treasury yearly, a large portion of which funds a multinational naval force.

Empress Tops Mephras Rich List for Third Year in a Row

Euphova, Mephras--For the third year in a row, Empress Mei Mian has topped the annual list of the wealthiest individuals in the Empire, increasing her fortune to approximately 64.4 billion USD, and increase of approximately 1.2 billion since last year. The increase in her wealth comes largely from the success of her greatest hits album and branded merchandise, but also from investments and her hefty salary. In her third year topping the list, this is the first time there has been any serious competition for the top spot. As the economy continues to expand at a rate unknown for many years, many individuals have seen their fortunes increase dramatically.

Mephrasian Rich List 2008
1. HRH Mei Mian, Empress and Entertainer; 64.4 billion USD
2. William Soubise, Soubise Motor Company; 56.8 billion USD
3. Erika Verusca, Verusca Clothing and Cosmetics; 41.3 billion USD
4. Timon Arciniega, Arco Computers and Software; 36.1 billion USD
5. Albert Broadacre, Broadacre Oil Company; 31.1 billion USD
6. Joachim Denali, Denali Steelworks; 26.2 billion USD
7. Steffen Brahmmes, Happy Times Groceries; 20.9 billion USD
8. Shelby Stradanus, Stratosphere Industries; 18.4 billion USD
9. Duke James Atherington, DukeA Real Estate; 17.9 billion USD
10. Elyse Bisto, Bisto Casinos; 17.6 billion USD

This year saw every member of the top ten increase their fortunes, although there were some upsets as Joachim Denali fell one place due to the record oil profits made by Broadacre Oil. Many feminists were pleased with the appearance of four women in the top ten, speaking to the high degree of income equality among the sexes in Mephras. What was an extremely good year for the top ten was repeated among other billionaires, as the total number of billionaires in the nation increased to almost 4000, with an average fortune of 2.1 billion dollars. This rise in the fortunes of the superwealthy appears to have trickled down to every class, as household income increased steadily among all income brackets.

While the list, compiled yearly by Mephrasian Business Week was well accepted, there was as every year criticism from some due to the extreme wealth of the individuals in included. "It is an affront to our great nation that so few live in such splendor while millions continue to live paycheck to paycheck," stated Everest Strong, a Socialist MP. Many were quick to criticize the extreme wealth of the Empress, noting that it could give her increased and unwanted influence in the largely democratically run nation. It should be noted that the Empress's fortune does not include various "Crown Holdings" including palaces and artworks which are held by the state for the use of the Empress. While many feel her wealth could create a conflict of interest, many more are simply happy to see a larger paycheck this year.
