Department of State

Based in San Angeles, New Eden, the Federation Department of State is the executive agency within the Federation responsible for issues pertaining to diplomacy, foreign affairs and advancing the Federation's interstellar interests. Including the Federation Diplomatic Corps within its ranks, it is also responsible for organising and maintaining embassy exchanges with other nationstates, as well as all legislation pertaining to such. It also provides a variety of services to Federation citizens seeking to visit or immigrate to the Federation.

As Secretary of State, I am the chief advisor to the Federation President in matters of foreign policy, and to that end I have successfully achieved his permission to establish a new embassy exchange program with the aim of furthering foreign relations with the various nationstates in the cosmos. As a peaceful unity of planets we strive to seek out new lifeforms and new civilisations, and forge cordial relations with all that we are able to.

With this in mind we extend the opportunity of an embassy exchange with the Federation to the universe at large, as well as the forum for any other diplomatic agreements which may need to be made. Our embassy buildings are located in the Green Plaza district of San Angeles on New Eden, positioned in the heart of the transporter network and only a jaunt from the Federation Council. Please read and confirm your understanding of our terms of embassy usage, and complete the attached form in order to establish a diplomatic mission in the heart of the Federation.

Terms of Embassy Usage

Please read through the terms of embassy usage if you plan on establishing an embassy within the United Federation of Interstellar Planets. Failure to comply with these terms may result in the ejection of your diplomatic mission from our space.

Chapter One - Rights and Privileges

All foreign ambassadors shall be granted diplomatic immunity from Federation law.
All foreign embassy staff shall be granted diplomatic immunity from Federation law.
Diplomatic immunity may be withdrawn at the discretion of the Federation Council in exceptional circumstances, should foreign personnel be found to be abusing their immunity or interfering in domestic affairs.


Chapter Two - Personnel

A maximum of five high-ranking diplomatic staff may be deployed to the Federation. Family may be in accompaniment.
No more than fifty embassy staff may be on-site at any one time.
No more than twenty-five security personnel may be on-site at any one time.


Chapter Three - Equipment

A maximum of ten vehicles shall be permitted to land on Federation soil (including shuttlecraft). All vehicles may be armoured and shielded, but must not be armed.
A maximum of three starships shall be permitted in Federation space. Two may be armed escorts, one must be unarmed.
No heavy weaponry shall be permitted to enter Federation space. This includes ground armour such as tanks, mecha, or artillery, also includes more powerful light arms such as heavy machine guns, sniper rifles or anti-armour weapons, as well as high-yield weaponry such as stationary gun turrets or anti-air weapons.
No WMD-grade weaponry shall be permitted to enter Federation space. This includes starship armaments, chemical, biological or nuclear weapons, or any other form of mass-destruction weaponry.
All personnel may be equipped with side-arms and long-arms. These must be low-yield weapons, incapable of causing large area damage or extreme levels of penetration. No explosives shall be permitted. Some manner of stun setting, or an auxiliary form of non-lethal weapon, is required.
Powered body armour, of the type capable of significantly increasing the physical capabilities of the wearer, shall not be permitted. Conventional body armour and personal shielding is acceptable.
No armed foreign personnel shall be permitted to exit embassy grounds unless escorting diplomats, without prior written permission from the Federation Secretary of State.
No foreign fauna or flora shall be permitted to enter Federation space unless approved by the Federation Bureau of Customs.


Chapter Four - Embassy Grounds

Embassy grounds as allotted by the Federation Department of State shall be considered the sovereign soil of the foreign nation.
ADDED stardate 230269.9: Embassy grounds shall be equipped with transport inhibitor systems to prevent Federation personnel gaining access covertly. The foreign nation shall be able to activate and deactivate the inhibitors at their own leisure.
The foreign nation may not make modifications or additions to the embassy grounds without written permission and inspection by Federation personnel.
Federation security personnel shall not enter the allotted embassy grounds without permission, unless there is legitimate cause to do so.
Federation security personnel shall patrol beyond the embassy grounds. Federation security personnel may be placed within the embassy grounds on the request of the foreign nation.
No fixed weapons installations may be installed within embassy grounds. Embassy grounds may be equipped with shield generators, upon receiving the written permission of and inspection from the Federation government.
ADDED stardate 230269.9: Firing weapons from within embassy grounds into Federation territory without reasonable justification shall constitute an act of war and shall result in the cessation of diplomatic immunity and the immediate eviction of the foreign nation.


N.B. The United Federation of Interstellar Planets reserves the right to modify or expand the Terms of Embassy Usage without notification. Foreign nations shall be awarded thirty New Eden standard days to conform to any ammendments.

We are more than willing to accept Rita Corben's embassy. An embassy on the orbital station New Caledonia has been opened for her, and she may arrive as soon as possible. The station has an elevator down to the Realm homeworld of Hypatia, however, the considerations of space and temperature on Hypatia make it inconvenient for an ambassador to be housed there.

Both your embassy staff and shuttles are acceptable, and the shuttles will be able to be docked on New Caledonia.

In answer to your message, we would like to ask a question to you, in your federation, do you allow Xeno lifeforms to join?

And also in response to your concern regarding the Emperor's Wrath, the reason that a battleship is being used as the escort is that the Black Ship needs to be watched over at all times, and it is Imperial Law that all Black Ships must be attended by a Battleship class spacecraft or above at all times. I hope we can come to a comprimise over the problem. And by the way, the Black Ship has very few weapons in it's system, this is becaue that if a Psyker was to gain control of the ship, it would not be able to damage others. The only thing that could cause a large amount of damage in the ship is the self-destruct system, but if the self-destruct system ever powers up in your presence without the commaders of the ship saying why, you are welcome to open fire on it.

And the problem is that you cannot persaude us to make an embassy befre we encounter the diplomat from your Empire, there are several things that must be taken into account before anything more than neogtiations take place, such as; Whether you allow Xeno lifeforms into your Federation, if you allow Psykers into your Federation, and other such reasons.

To whomever it may concern, Vorlon Empire,

We welcome an embassy from the Vorlon Empire, and your application has been wholeheartedly accepted. Your particular requirements shall be met via the installation of a Class-A life support system throughout your embassy building, of which you will have complete control. The Class-A life support system is capable of simulating a wide variety of environs, and should not have any issues with creating an appropriate atmosphere for your representative.

As for the Federation embassy issue, we accept that the deployment of a diplomatic mission to the Vorlon Empire may be problematic at best. If a workaround cannot be identified, we would suggest that if you accept the idea, a Federation ambassador be stationed within or nearby the Vorlon embassy here on New Eden - this would facilitate at least a symbolic exchange, however redundant it may be.

As previously stated in our initial missive, one of the primary aims of this government is to expand the scientific knowledge in regards to astrobiology and xeno-anthropology, and the Vorlon species is one we are not familiar with despite their apparently unique nature. Ergo in addition to your embassy request, we would welcome some manner of cultural exchange or access to a database to learn more about yourselves and your way of life. If you so desire, a similar resource can be offered to you regarding Federation citizens.

Dear Nesbolt Cargh, The Adeptus Ministorum,

As previously stated, the United Federation of Interstellar Planets is a diverse union of many different species, and although humans are the most numerous there are several other species present in large numbers - the Romulans, Vulcans and Andorians in particular. This government makes no legal distinction regarding species, colour, creed or ability, and affords its citizens equal rights and privileges regardless of such.

In regards to your ships, if you feel that your 'Black Ship' requires a capital ship escort we have no issue with this, provided that the battleship complies with the terms laid out in Chapter Three, Section Four of the Terms of Embassy Usage.

In answer to your final inquiry, the term 'psyker' isn't one that I am personally familiar with, however a logical assumption is that it relates to individuals with psychic abilities. As mentioned the Federation Charter makes no distinction based on ability, and indeed we have a small minority of telepathic Betazoid citizens strewn around our various planets. Provided that they obey Federation law - in particular legislation relating to individual privacy - there are no restrictions placed upon psychic individuals. All of our respective security agencies - the Federation Police Authority, Starfleet Command, Starfleet Intelligence and the Federation Colonial Peacekeepers - actively ensure that no misuse of telepathic ability occurs within their respective jurisdictions through the use of technology and the employment of Betazoid agents.

In regards to a Federation ambassador, we are aware that certain conflicts of interest can arise when dealing with other cultures, and if it is troublesome for you to host non-human diplomats, we can take steps to ensure that the entire staff of the diplomatic mission shall be human in origin.

The ship had been on its way for some time, but even so, it seemed to have no difficulty firing off a reply. Unfortunately, that reply simply said, in as many terms that such matters would be best discussed when the ambassador arrived. ‘She’ soon did, though, appearing in the icy depths of the Nova Eden system, far from the parent star, the ship itself would read as only containing one life form, or rather, it would read as one life form, for it had many characteristics of living creatures, though it obviously was a high energy construct, and had some other elements within it beyond the typical makeup of natural creatures, it was nonetheless organic, living, to some degree.

In form, it was made up by two pods, linked by fluidly curving tentacles; in its current configuration, it most resembled a yellow-brown dappled squid like creature, especially as it was flying with its nominal aft section forwards, the buttress-tentacles trailing behind it.

(I am interested in some kind of cultural exchange RP, though it’d doubtless be unsatisfactory IC in quite what information my lot would provide. But I've been meaning to do something about giving 'outsiders' the brief tour. Would you preffer a new thread for that, or to do it here?)

We here at the Galactic Federation of Anagonia do hereby recognize a partner in the unity of Peoples, Species, and Planets. With over seven different races of sentient beings in our beloved Federation, we have striven to become more unified with each passing century of existence. Many worlds are united as one in the Federal Territories, once seven distinct Empire-Provinces in past times. The Galactic Federation, with this in mind, understands how important and valuable unity is in a united nation of planets.

Anagonia admires and respects your achievements, and values you as a worthy partner on the Galactic scene. We truly desire closer relations, so that our peoples and government may understand each other better. This is not to say we don't feel an understanding, for we are basically in the same mindset. This is just to say an understanding of different cultures, so we may expand our knowledge of the Galaxy.

Henceforth, with this objective in mind of Galactic Unity in Understanding, we therefore apply for an embassy, and allow you to have one if you so choose. If you accept, your embassy would more than likely be automatic, so all that would need to be said was that the Federation Congress probably would pass it with flying colors. The way our politics go, anything beneficial and having the ultimate goal of peace and prosperity in mind usually passes anyway.

The Galactic Federation is very open to Intergalactic Relations, and considers all other empires as equals. Normally, when the Government is involved in First Contact, relations are open and at an equal stance. When the Military is involved in First Contact, usually other empires can be judged based upon actions taken, which can result in loss of relations at times. However, the Federation mainly looks for Empires that express Democratic Values and support the People rather than one person (dictator).

In all respects, if a Galactic Nation has a dictator-like entity in leadership, so long as that nation does not present itself as overly hostile, relations generally are good.

Normally used for invasions, the Grand Army has seen fit to strip down one of their prized starships for use as a diplomatic vessel. No weapons present, and more space for diplomatic endeavors, transport, and whatever else the Grand Admiral sees fit.

Special requirements
With the exception of the obvious, the Grand Admiral is the best diplomat avaliable at this time. Considering he is still a member of the Grand Navy of the Federation, he is most of the time busy with duties revolving around military affairs. The only exception the Galactic Federation can as for is that, since the Grand Army has taken care of security for the Grand Admiral, any military ships be allowed orbit to transport important staff for meetings and updates with military affairs.

It is most pleasing to myself and the Federation Council to encounter a nationstate with such value for equality, life and liberty, irrespective of the differences which can be divisive in other societies. We have a similar admiration and respect for your own achievements, even given our sparse knowledge at present, and certainly welcome closer diplomatic relations in the years ahead. Your requirements are acceptable to us, on the provision that any visiting military ships are not permanently stationed in our space unless they conform to the numbers laid out in the Terms of Embassy Usage. With this in mind it would seem prudent to discuss the signing of a non-agression pact, however unneccessary such may be, and to establish closer trade ties. All with a view to closer relations in the future.

Though we are not presently seeking to establish nor accept military bases - I am sure you can understand our desire to establish a certain mutual trust before doing so, given the volatile nature of the universe and our desire to maintain the safety of our citizens - we are willing to send Ambassador Vorak to lead a standard diplomatic mission within Anagonia for the time being, if such is acceptable to yourselves. Further cooperation in matters such as military bases and the like in the future is certainly possible.

I personally look forward to forging much closer ties in the coming years, and can see our two Federations cooperating to accomplish great things in the future. I eagerly welcome future correspondence.

In hopes of expanding our diplomatic horizons

Dear Xev Chiana,

Let it be made aware that the Galactic Federation shall not, in any event, allow more than one warship of any kind, of any type, over an extended period of time, henceforth mentioned as one day, in the territories of the United Federation. The Galactic Federation is extremely aware of the hostile Galaxy we live in, and is also aware that, while not everyone expresses this, relations can be broken in the blink of an eye. I can assure you, that as I have been in contact with my personal companion in Starfleet Command, a Grand Admiral Zeltess, that we shall not allow this great stance of relations between our two Galactic Nations to be broken by mere mistakes and insults of any nature.

I, Greg Paladin, as representative and of high authority in the Galactic Federation, do hereby welcome a Non-Aggression Pact and welcome any form of diplomatic relations.
