Official Communique to all Nations

Throughout its history, the Indian subcontinent has been through many changes. It has been occupied by foreign powers, is home to many languages and religious, and is the very meaning of the word "diverse".
It is on this subcontinent that the United Federated Empire of Jayate was established, and it is in this nation that all of mankind can claim as their home providing they treat it as such and treat its people as brothers and sisters.
Jayate has recently undergone a regime change. The former President was overthrown by the Chief General of the Jayatian Military. He took authority, executed the former President, renamed himself "Victor Octavian", and changed the name of the Office of the Executive Governmental Minister to "Caeser".
Caeser Victor Octavian has deviated from the policies of the former President, and has recently opened up an embassy program for foreign relations. The Embassy Complex is located in Jayate's capital, Nirvana (located in Jayate's Nirvana Province). It has room for 20 nations, providing that these nations meet the following requirements:
1) That each nation has at most 20 security personnel (including the ambassador)
2) That each nation has at most 20 security personnel
3) That each nation has at most 5 vehicles that aren't "heavy" (eg. tanks)

The Caeser has also established an Embassy Complex in Jayate's Svetlana Province. The Complex is located in Netyana, Svetlana Province, Jayate. The Complex has room for 50 nations providing that each nation meets the same requirements as requested for the Complex in Nirvana.
