OOC: This is only open to those members of what I'm tenuously calling the Realm sphere of influence.
IC: At present, there were three nations who considered themselves aligned with the Realm. One was solidly within the Realm's camp, beyond all doubt. The Keluaun, while independent, had pegged their futures firmly to those of the Realm's. The second, the Kostemetsians, refused the terms that they had used with others - the words, that was. While closely aligned with the Realm, they considered themselves to be far more independent than the Keluaun are.
Lastly, the people of Greal. They had only recently been inducted, yet they had agreed most readily to the terms of the Realm, and had given themselves over to the Realm more easily than had been thought likely. Yet, with the acquisition of more responsibility, and the sharing of wealth, the Realm found itself in a unique position. For, in agreeing to defend her new allies and vassals, there was no doubt her position was unique. The Realm's strength exceeded that of the others in this arrangement, and while, on paper, all were equal, with that strength came both power to influence and responsibility to protect.
Measures had been proposed and accepted by the three nations. Firstly, a unified battlenet. Secondly, mutual defense. Thirdly, the freedom, or at least equality, of trade. Technological knowledge had also been granted to the allies, yet this was a gift that paid its own way. Their fleets would be improved, their economies brought to produce in greater scale and power, and so the Realm would profit.
These measures, to some extent, had been implemented. But in order to ensure they were kept, more had to be done.
Thus, the first among the measures was the construction of grand worldgates. The Realm had many such gates, used for the transportation of goods from system to system, yet had none linked with their allies. The proposal was simple. They would construct grand transit gates from the Realm to the homeworlds of their allies. From here, in times of peace, trade could be conducted with impunity, and in wartime, fleets could be sent to reinforce crucial positions with no possibility of interdiction.
The second of the measures was a unified battlenet. The Realm had protocols it shared with the Keluaun, the Kostemetsians, and the Greali. It had none that were shared by all four.
In order to discuss this, representatives of all three nations were called to Hypatia. It was expected the negotiations would not be long, except, perhaps, on technicalities.
The call for yet another meeting was received by the Dominion with a mix of amusement and understanding. They were amused that all these meetings were occurring, but they knew that it was needed. After all, with topics such as a unified battlenet, and worldgate construction, they had to have meetings on this. As such, the Kelauans sent a single ship again, with the Praetor Kalthir on it once more. It quickly arrived in system, and after moving through the technicalities of arrival, he arrived in his armor and all of his glory, in the chamber where they would meet. He looked for the Realm representative, as he entered.

OOC: Yes, Greal, a representative to Hypatia is all that's needed. You could send a diplomatic party if you wanted - the number of people and how they travel is up to you.
There was a blue flash, and 2 ships appeared near Hypatia, one was the cruiser, the Passion, the other was a escort carrier, the Republic. The escort carrier carried the diplomat, Sider Remetrix, and Herum Tullin.

Hypatia was a hellhole of a world. Even the vast majority of the Realm, who lived there, agreed with that analysis. Screaming blizzards tore across the surface of the world, quickly enough to quite literally rip the skin from one's bones. The world was almost pure ice, with a tiny metallic core. This made it ideal for tunneling out, and thus housed a massive population.
Extending into the clouds were silvery cord-like elevators, which swept one past the blizzards, and into the comfortable interior of Hypatia. The blizzards were especially bad today, and one of the elevators had been shut down temporarily. This did not prevent the representatives from being able to arrive on Hypatia, where they were quickly shuttled to their destination.
Within a few minutes, they would find themselves within what passed as a palace for the Emperor, Mallus Exaionae. While fairly large, for a Realm building, it was also compact, the roofing coming to an abrupt halt at twelve or so feet. Inside, two guards met the representatives, and, after greeting them, led them down a hallway, and stopped at a door.
It opened by itself, leading into a parlor. Sparse pieces of furniture dotted the room, with chairs enough for all the representatives, Mallus was sitting on a high-backed chair, looking at one of the many paintings that hung on the wall.
As they entered, he turned to look at them. His look of interest was replaced by an enthusiastic smile.
"Ah, dear fellows. Come in. Please, sit down. We have much to discuss - Herum, you'll be glad to know I've got a chair that will fit a Techar quite comfortably, and it still fits with the Victorian theme of the room."
Once they sat, Mallus nodded. "Good, good. Now, before we begin. Are there any objections to sharing a battlenet with one another, or to this proposed gate network?"

"Not from Kostemetsia. We're fine with these combat protocols, and the gate network would be a useful boost to economic-based relations."
This came from an unobtrusive brown-haired man sitting on the edge of one of the chairs. He looked fairly normal - one would have to look rather closely to know that his body was synthetic.
The man was Petr Gruber, a former combat engineer hailing from the Outer Worlds. His flesh had been almost burned off in the explosion of a fuel tank, but thanks to an experiment in synthskin, the medic corps had been able to keep him alive. Today, one hundred years later, he was a gentle person, with none of the world-weary resentment that was usually the result of such an accident. He'd been assigned to the Kostemetsian Diplomatic Corps, and five days ago he'd been flown out to Hypatia.

"Each worldgate, as we call them, will be based in Hypatia, and will then go out to a designated world, one of yours apiece. Since these are not only military but trading gates, it is advised that you designate a major world of yours - one that trades and is a decent hub for military activity. These gates are nigh-instantaneous, depending on the time they take to power up."
He smiled. "Are there any particular worlds you all desire, or shall we simply place these gates at your capitals?"

"We wish that you place these gates at Hurtrix, Hurtrix is our main "military planet" and is the second most populous planet in our empire." said Sider Remetrix. Sider was a native of Hurtrix, and he indeed felt that Hurtrix was a good location.

OOC: A brief note. The Realm has been merged into a greater nation, the Authority (http://wiki.esusalliance.co.uk/index.php?title=Cypria). All relations will remain the same, but worldgates will be placed at Cypria, rather than at Hypatia. I'll assume the remainder of the worldgates will be going out to capitals, in every nation bar Greal.

"A moment, if you please. We'd like to request that the Commonwealth worldgate be placed at New Alaska. It's our main transit junction anyway. Most of the high-traffic static wormholes feed to it, so a Cyprian worldgate there won't make any difference."
Gruber smiled his cute-puppy smile - no mean feat for a one-hundred-and-forty-five-year-old former soldier.
