In light of the tensions between the megalithic Alliances known as NATO and APOC, concern appeared in the nations of The World Soviet Party and Aleos. The first were concerned about their position in an unstable region, chocked full with leaders and people rattling their swords, the others about the security of their close allies in Holy Marsh, Having already dispatched troops to Holy Marsh to help ease the concerns regarding the Vile Lard, now the Peacekeepers searched for a way to further help secure the position of the country. An opportunity presented itself when the leaders of TWSP, neighbouring country to Holy Marsh and the leaders of Aleos started negotiations. The end result was the Festung Island Treaty, a treaty of cooperation and peace between the two nations. The terms of the treaty were as it follows.
1. The existence of a Mutual Defensive Pact, in effect with the signing of this treaty.
2. Establishment of a Peacekeeper Naval & Military base on the Island of Festung.
3. The existence of an agreement regarding Peacekeeper Military personnel and equipment rights to transit the nation of TWSP.
4. The establishment of a series of multi annual exercises between the armies of the two nations.
