In recent wars there have been a large number of atrocities committed against civilian populations. The ASD has done all it can to punish those responsible or at least offer aide and shelter to victims but we are just coming out our own extremely brutal civil war which has kept us from participating in world diplomacy for the last couple of years. Due to this our military is, while extremely well equipped and trained, still developing and smaller than it once was. What we propose is the creation of a nation to put an end to these kind of atrocities or at least provide shelter to victims. If any other nations are interested in this concept they should post here and we will set up an alliance to this effect.

"The Totalitarian State finds this 'alliance' to be nothing more then a gang of thugs trying to enforce their will on the world. The purpose of war is to achieve a goal through whatever means of force nessecary. We put particular emphasis on the word nessecary. Therefore, should you attempt to militarily intervene against us in one of our conflicts, we will not hesitate to bring about a replacement of management in your government."

The Government of Nova Lassastun will supply his support to this enterprise. But I want to make an aclaration.

This alliance will not invade other countries. The purpose of this alliance is to provide humanitarian, medical and peacekeeping aid to countries currenty suffering of rebellions, revolts or terrorist attacks. And one prerrogative that must be fullfilled is that the acting government has to ask for international aid.

In an attempt to solidify the friendship between our nations we agree to:

- Create the Genevan Alliance.

- The Genevan Alliance member agree to conduct relations in a friendly, constructive and cooperative manner.

- The armed forces of the Genevan Alliances' nations agree to carry out joint training exercises on land, at sea and in the air.

- The Genevan Alliance members agree to increase economic ties through trade, investment and the development of infrastructure.

Reasoning:

1 - Knowing that current armed conflicts around the world have taken many civilian lives, and this has hastily becoming a bloodbath

2 - Further acknowledging that the rebels and the loyalist are actually members of the same society, and thus brothers and sisters.

3- Further acknowledging that any conflict may take global dimension, with nations across the world taking sides, and risking a new world war.

We resolve:

A – Genevan Alliance Peacekeeping forces will only be deployed only by expresal and international request of aid by a local government.

B – The purpose of the Genevan Alliance is to provide humanitarian, medical and peacekeeping aid to countries currenty suffering of rebellions, revolts or terrorist attacks.

C – Upon agreement all national military forces will be disbanded, both rebel and national. Genevan Alliance Peacekeeping force will enforce peace in the country until a new national army is commissioned.

D - Following the peace treaty, Genevan Alliance Peacekeepers will remain in bases isolated from the populace; and will leave the country in 95 days from the day the treaty is signed.

E – Genevan Alliance Peacekeepers forces will not try to gain any power or influence in the national government. Foreign powers will have no role in the new government politics.

F – The old government will not retain power. A new government leaded by Genevan Alliance Peacekeeper forces will handle administration of the nation for 95 days. All rebel groups will be disbanded, and pressure groups will have no further role in the new government and or the new government politics.

G - All War Criminals -both belonging to government and or rebel forces- will be arrested. An International Court will rule on any charge presented. If found guilty, the criminals will be sent to a secure prison.

H - Further anti-government activities would be met with redeployment of Genevan Alliance Peacekeeping forces to the region to ensure peace and justice.
