The Phenixican Battlecruiser slowly drifted along, It was on routine Patrol and a special guest was present.
"Princess Nadine, I am pleased to see you here. What brings you to such a remote area of the empire?" Said the captain.
"I would believe you more if you did not have such fear in your voice Captain, I come on business from Father. Can you please explain why you have not replied to the request by the single most powerful political figure in the galaxy?" Came the reply from a beautiful red haired princess, She had a natural beauty. Her figure had curves in all the right places, but you can tell simply by her voice that it was all business. She was like her father, Empire before all else.
"The Emperor asks me to do the impossible, He wants me with only this ship to escort 5 Transport for a colonial attempt we all know will just fail. Bandit attacks are weakening sure, But so is our ability to hunt down what is left" He said in a desperate tone
"Dont test my knowleage of the situation Captain, The Emperor also made clear his intentions to invite foreign powers so they can setup power bases in this area of the galaxy can you explain why you failed to mention this?"
"We dont need foreign help, just give us more time. We will destroy the bandits, Admiral George has assured us more ships"
"Ships he cannot offer, That do not even exist for another 18 months. How many more lives have to be lost to these rats? The message has already gone out, We have already offered 5 planets of different Habitation levels to other nations. What we need is for the military to pull itself together and protect these planets during there first days of construction, If you fail to listen to these orders I will kill you next time I see you" Nadine walks out and towards her Patrol ship, It ships off and enters Hyperspace.

Phenixica has decided that in order to finally eradicate Bandits in Ex-Qwelva space we need organised resistance, We plan on accepting all Refugee's or just plain Colonial setup from outside nations.
The area is dangerous, Bandits run rampart and the Imperial Navy is having a hard time hunting them down. Past colonial attempts by the Empire have ended in disaster as they get completely wiped out.
We offer you, the nations of the Universe to stake a small claim in this region. We need colonies which can organise resistance to the bandits, The Empire will keep ships around the colonies but only for a few months to avoid the Bandits regrouping.
Planets open for Settlment.
Ciderous - By far the best world for Habitation, similar to Earth in climate. Problem is Bandit activity in the area is stronger due to the weak Imperial influence in the area. It is already home to a small military HQ which is the nearest thing the Phenixican Empire has to authority in Ex-Qwelva Space, The Empire wishes the owners to know this Outpost will still be there when they arrive.
Mirius - Originally planned to be a Military Outpost, This planet is known for extreme weather conditions from Cyclones and Terrible storms raging all over the planet. We do warn also that the planet is far outside Imperial Influence, We have few ships to spare during attacks.
Sierous - A moon to Serdiers, the Ex-Capital of the Qwelva Republic. Since Serdiers is a part of the Pheni-Qwelva agreement there is no possible habitation of the planet without breaking Imperial Law. It is a forest moon but does have several grassland plains large enough to support Small Cities, The country to send population here must realise the planet has few resouces to offer.
Hurs - Hurs is a misunderstood world, Some think it is cursed by the death of the Millions fo Qwelva by disease. All that is left is the Cities, being the only habitated Qwelva world open to future colonisation makes this planet interesting. It was a trading capital in the sector, Now the dead cities echo of the ancient civilsation. The giant blue metal structures that resembled Termite Nests are now empty, The alien purple grass runs threw the nests. It is a dead world.
Solus - This planet is the only planet named by the Phenixicans, Solus is Old Phenixican for 'Fear' and rightly so. The world has been home to some of the weirdest events in Galatic Record, like the Planetwide storm that happens every 6 years. The planet tho is perfect for Colonisation, Plenty of clean water and food source allows life to flourish on this world and Raw materials have been found in abundance underground.

The Fourteenth Sun Corporation would like to claim the world of Hurs. As a major component of our business is xenoarchaeology, we intend to make quite a tidy sum off the world. The Fourteenth Sun operates its own small fleet of cruisers, and we are more than capable of ensuring the safety of the world while we set up preliminary defenses. With the demand for even holos of alien artefacts at an all-time high within the Realm, we believe we may well be engaged there as a corporation for quite some time.

Of course, we will have respect for the history of the Quelva. As archaeologists, one of our primary concerns is the conservation of historical artefacts, no matter which race they are from. We will attempt to leave all sites as they are, and the only things leaving this world will be replicas of the artifacts - and they'll probably be made back home, according to holos we'll be making on Hurs. In fact, once we vacuum most the areas, and cordon them off from whatever corrosives are likely in the air, they'll be better-preserved than they are presently.

The Ganoxian Colonial Espedition arrived at the forest moon. Scans were taken of the planet for any suitable location for settlement. One was found and the colony ships made their descent onto the site. Upon landing the colonists began construction of prefab structures using the ships as their energy source until they can make a dedicated cold fusion plant. Prospectors started to venture out to find suitable land for agriculture and ranching, as well as search out whatever resources there was to be found if any.
Before they arrived, the colonists were iinformed of the new world they would settle, a lush forest moon. Seeking fortune some of the colonists brought logging equipment to harvest the cash crop of the moon. Before they began to carve their chainsaws and axes into the timber around the settlement site, Governor Mystearica Alons, issued a conservation order and designated which areas were to be harvested.
"Upon reevaluating the maps of this moon, I have deemed that we will exhaust the supply of timber on this moon within our life times, if not our childrens'. Therefore I shall designate which areas will be harvested and, after the harvesting process, reforestation."
Military Commander, Lower Admiral Jonathan Tiers, expressed concern of the bandits that were said to be in the area began to order his fleet to fan out around the moon. Each of the Keitaro Artillery Ships would be flanked by the destroyers, the battleships would be making routine patrols around the planet.

A large fleet arrives near Mirius, Consisting of 5 population transports, 2 Deep-Space Patrol and 1 Battlecruiser.
(Onboard the Battlecruiser 'PIN:GLORY II')
"Princess we are about to land on Mirius, You sure this is the best place? Mirius is a very dangerous planet and we are far from routine patrols routes, We could be killed like so many others" Said the captain, they were in a small room which had a simply bed and desk. It was Nadines room.
"Mirius is also safe due to the weather, By the time they found this colony we will be ready for them. 20,000 people are with us, We need to est this colony up so we can finally assert some control over the region.
The Combat-Ships stayed in orbit while the transports landed, It was a clear day luckily. there are a good 2 weeks before the next storm was due to hit the area.
They started uploading the supplies, first thing was to contruct a shield generator that would shelter the Colony from bombardment. This was very recent technology and would take one of the colony ships to stay behind until a Solar power plant could be Constructed. All buildings had to be deep-rooted into the ground and made out of Metal, Otherwise they would just be easily destroyed and we would have to start again.
"What about a ground force? How are we expected to police this colony"
"Because im staying on the colony captain, same with my 500 guards. Father wishes it to be"
"Princess, dont you think you could be sent to somewhere more safe to train in running the Empire?"
Nadien was silent, obviously father had not yet let the news of his worsening condition get out so far in the ranks. Truth was Father was sicker then he appeared, To many years of fighting and simple stress had finally taken it's toll. Nadine had to be ready to be Empress, otherwise all Father had worked for could be undone.
"This is simply how things have to be captain, Now prepare my shuttle and a transport for the men. We are departing" She walks off, holding back the tears.
When she lands she finds the noise of hammers and saws entrilling, frames of houses and the shield generator was what the doctor ordered. It was time to work.
She talks to the captain of the 600 man squad
"Get half your men to go around seeing who wants to join the local militia, The other half I want them to contruct a Barracks for you and this Miltia. We will get another 700 men when the next shipment arrives, Now lets move. I want to check on the development of the Shield Generator"

The people of Dahoen are very direct in their desire to be surrounded by 'Simple Beauty' and would request to colonise this planet to quench such thirst. Being a race of Ancient belief, the people of Dahoen would only request to be on a planet that so closely resembles earth so they can continue their way of life and not defy any Traditions of old, to which this planet seems Ideal.

The Imperial Senate will gladly give Ciderous to the Republic of Dahoen, Please be reminded we do hold a Outpost on the planet which will remain occupied for the safety of the area.
All you can expect in activity is Supply drops and the odd Patrol but otherwise it serves as a Safehouse for the Military.
Also remember the huge bandit activity, even with the Outpost we cant offer you full protection. At best a ship can respond to a distress call within 2 days, due to the poor communication infrastructure in the region.

News of your offer regarding colonisation opportunities within Phenixica has recently hit the Federation Newsnet, among other publications, and has attracted some attention from would-be colonists seeking a location beyond Federation borders to tame their new homes and begin their new lives. Indeed, the Department of State recently received a petition from a group of one thousand five hundred organised colonists seeking assistance in locating just such a colony.
With this in mind, the Federation in turn is now seeking to petition the Empire of Phenixica for permission to allocate the world of Solus to this group of colonists. On acceptance, a small taskforce consisting of the USS Chatham and the USS Devoras shall be despatched to escort the civilian colonial ship SS Rivervale to the planet, which will both then remain in the vicinity to provide defence and support to the area for a time.

Many thanks for your prompt warnings, these shall be relayed to the colonists and a pair of large shield generators shall be prepared for use by the colonists as protection against this weather. Both starships shall be in the vicinity for some time after settlement commences to lend a hand should this prove to be an insufficient precaution.
Regarding trade with the colony, while as Federation citizens they are accustomed to operating with a moneyless economy, I have no doubt that material trade shall be welcomed by them during the difficult preliminary phases of colonisation and into the future. Given the distance of this planet from Federation borders, I suspect that they shall be looking to trade with yourselves for any goods they may require due to the lack of regular support the Federation shall be able to offer them. Should this be insufficient, a currency known simply as the Federation credit does exist on the Intergalactic Exchange for the purposes of dealing with foreign economies, which should be equally viable.
I am to understand that now that permission has been granted, the colonists are preparing to get underway and should commence their journey within the week. The starships Chatham and Devoras shall be in accompaniment upon their departure from Federation space. Given estimated travel times, one should expect an ETA of roughly four to five weeks.

Ulfiac was one of the most senior engineers of ‘his’ race, a species called the Vorlons. They were among the most enigmatic in the universe; their domains, in the Milky Way, were small (though there was fragmentary evidence of their once encompassing much, much more, but no sign of any war, indeed, it had never been recorded for the Vorlons to go to war) but poorly explored; whenever explorers entered their region, they almost invariably had ‘accidents’ and the Vorlons would reply to requests for information warning only that it was dangerous, and not to send further expeditions. It was widely said that no one had ever seen what one of them looked like, outside of all concealing environment suits. Even their basic body shape was almost unknown.
Nonetheless, here, they had discovered something beyond their own experience. And ventured much further afield than they were known to go, in order to experiment and learn.
In the fringes of the Mirius system, silently, for all things in space are silent, a vessel, some several hundred meters long, appeared from a cylindrical… extrusion, in space. A swirling blue rip that seemed to vanish to a point in the distance, from which, with a flash of light and infrared radiation, the ship appeared, its four forward swept prongs glowing with a slight inner radiance, and large, powerful engines at the back glowing as though radiating heat as it preformed some other task.
The Vorlons did not have ready travel between galaxies, though it was far from beyond them, it was not convenient. But in this instance, there was a way, an interesting way that justified research, and for that reason, Ulfiac had come to this distant outpost.
The ship itself was unescorted; and it contained – though only the most cunning use of sensor equipment would be able to discern the alien nature of the Vorlon from the alien nature of its living technology – seventy five individuals, a small fraction of them human agents, but most of them, Vorlon. Most of those were Ulfiac, but a few, others. Among those was the small group of two who were to be tasked with communicating with the other races colonising the region, and others, devoted to other tasks of what would, in the English translation be called the Citerian Expedition, the very trailing edge of a new policy for the Vorlons.

² I was going to go for Solus, but it’s gone. So they’ll just have to bite the bullet and terraform a random rock somewhere… Obviously, one with an appropriate moon.

Nadine looks at the message in a some what confused manner, this was disturbing. offering over 100 ships to battle Pirate activity is alright, and also paying for the permission to be accepted.....thats a bribe.
The other factions only sent a handful of ships, which could be easily destroyed by the Phenixican Navy if something did occur, The Empire wont except such a large fleet. One would could actually put a threat to Control over the region, These Vorlon's must be insance to think I could accept such a thing.

If you wish to terraform a moon I do not mind that, What I mind is the amount of ships you want to enter Imperial space in your offer.
You can terraform the moon, But you will not send the 100 ships even if they are going to hunt down bandits. You cant expect the Empire to trust a stranger with that many ships inside a region that already has a small Imperial presence. The Limit I will give you is 15 ships, that is all.
We will allow terraforming of a planet, it is to be of your choice. There are many worlds that the Qwelva never touched due to there lack of worth, Any attempt to inhabit a world with signs of Ex-Qwelva settlement is a break of imperial law and will be dealt with by the Imperial Navy by completely bombarding the colony (after the population has left, I am no monster)
Otherwise we welcome you to the Citerian Galaxy, there are currently a handful of Colonies in operation. Please remember in future that we limit the amount of Colonial worlds for a reason of keeping control and this is a major exception, You must send Star-Charts of the colonies location and we wil send a ship to make sure it's accurate.
OOC: Sorry is it sounds bitchy, but thats Nadine. I dont want the ships for the reasons I stated in the thread, I simply have no reason to trust you enough with that many ships. more so since the imperial navy is planning on a huge depatch of reinforcements soon.
Please be aware if you insist on the 100 ships I will simply take away any chance you have of colonising a planet.
You can choose whatever rock you want to terraform and name it, since Im running out of names from the book.

Vorlons weren’t really accustomed to human amusement, but the outright refusal of their offer almost caused such. Deep range signals were exchanged, and the ship returned to hyper-space, its crew debating policies and thoughts; as they dispatched a dozen fighters; Vorlon drone fighters were powerfully armed, and long ranged, capable of faster than light travel, but for all their efforts, the Vorlons had not made a version that was economical to produce that had very effective defences; as there were no sapient beings on board the fighter, it mattered little.
These particular jump fighters headed outwards, towards each of the neighbouring systems, taking a mere few minutes to travel light years, and reverted to normal space, unfolding like dappled blue-yellow flowers, scanning their environments .In one system, a fighter found nothing at all but a dim star and a messy assortment of rocks, in another three, a binary stars that had consumed all viable terrestrial worlds with uncertain orbits, but in two, the fighters found adequate unpleasant rocks around gas giants for their masters’ grand design, and returned to hyper-space to report.
The ship sped through hyper-space to enter the system that had been chosen, finding fourteen moons around the main gas giant, three of which had sufficient gravity to almost make humans comfortable. The moon, much further out, that was not so far from their own desires, was not large enough to be comfortable for humanoids, but that mattered little to them, and they began to survey the inner, heavier moons; one was rich in water and carbon dioxide ice, but it had life forms beyond the level of bacteria upon its surface, spindly, silvery cold-spiders, and as such, the Vorlons would not terraform it. Another, rich in carbon ice with methane seas, seemed ideal, and with little delay, the Vorlons opened fire with their ship’s primary weapon having reduced the focus of the beam, the weapon seemed to almost do nothing for a the first few blasts; from the surface of the planetoid, it simply seemed as if a small new star had blossomed close by, its repetitive pulses of light flaring down at the planet. But over time, vast vistas of ice would melt, and then evaporate, their carbon dioxide rising into the atmosphere – not enough, yet, of course, they would have to denude massive areas of the moon’s crust, and introduce more and more potent greenhouse gasses to make the wan sunlight warming enough to allow terrestrial life to walk on its surface. Ulfiac knew this, but he had full confidence in his design; he’d done this before.

Countless light years away, upon the surface of Ial, one of the heartland worlds of the Vorlons, one of them looked up at the moon; this was almost unavoidable, their sense of vision was so powerful and all encompassing, but more specifically, it looked up at the moon of Ial, one of the many great works of insanity and crazed hubris to be found in Vorlon space; like the Citerian Expedition itself. This Vorlon, which while its own identifier could not be transcribed, was known to the inhabitants of Ilkail as Nakesh. Nakesh’s particular field of expertise was one that few Vorlons ever bothered with in modern times; ground combat, or rather, personal scale combat.
Below him, in a canyon cut into the bedrock of Ial, twenty starships were moored, around a ground level jump gate, with thousands of… objects being conveyed into some of the hefty battle ships. Nakesh flew, gently lifting off from the ground, feeling every molecule of the air as he rushed through it, drifting, like some vast seed pod, into the conning tower of one of the battle ships, the solid hull of which opened before him, into a low network of passageways that sang on numerous telepathic channels. Soon, these ships would depart…

All we require is free-trade and exchange of supplies, Also all of your ships outside the colony are to follow Imperial Law. which at the moment is pretty much dont shot us and we wont have to turn your colony into a glass ball.
Also the laws can change with the situation, You will be informed when this happens.
Nadine switched off the computer and exited her small room, when she exited you found out this was actually a entire house. She did not like huge buildings which is why she spent little time at the Palace in Phenixica, Father did not approve but that was just him being protective.
She was just in time to see 2 light troop transport land at the space port, which was pretty much a small control tower with a Concrete landing pad. Until the shield was up we did not want to build anything too expensive.
"What is this? I did not authorise this" Nadine said to the Dock Warden, a very wrinkled old man in his 60's.
"Imperial Court ordered this, 700 more troops and weapon supplies. This is the last lot getting off now."
The troops walked off the transports in full combat gear, Assault Rifles attached to the magnets on there back. So this would make 1300 professional soldiers and 400 Colonial Militia, You could tell who the Militia was by the fact they had no combat suits and barely knew how to wield there weapons.
Nadine walked up towards the soldiers who by now were in a straight line, The transports only carry 60 men altogether which made this 120 men.
She walked up the line, inspecting there gear. She was not in proper princess dress and was walking in her normal civilian blue jeans, orange shirt with a black jacket over the top.
When she walks to the officer she said "passable, now get them to work in patroling the streets"
The colony by now was mostly just small metal huts with the frames of larger buildings appearing, All of a sudden there was a loud BANG and a blue haze started to spread like a fountain around the colony. The shield was large enough to allow the colony to double in size, Well that means they can start finishing the second phase of the colony. Which was contructed the Permanent buildings.
Good thing most professional soldiers double as Contruction workers.

Over the still unnamed Vorlon Colony, space tore in twain, and a veritable host of ships, fourteen in all, appeared, accompanied by scores of fighter craft. With little delay, these began to act as shuttles, and several of the larger craft landed, while others made preparations for the next phase of their operation.

It would be beneficial, in order for us to eliminate raider activities in this region if you could forward us any pertinent data on areas of operations, activities (slavery, etc) factions (or other command structures) and armaments in use by raider forces.

At long last, two starships dropped out of warp speeds within a safe distance of the planet ‘Solus’. It had been a long journey, over a month in fact, during which time many of the crew members and colonists alike had grown somewhat discontent with seeing nothing but an endless supply of streaking stars through the windows. Particularly the colonists, who were used to - and looking forward to - spending their time out in the great outdoors, and not trapped aboard a metal box hurtling through the deepest expanses of the cosmos.
Captain Juranus couldn’t be happier though. The crew of the USS Chatham had finally ended their four year exploratory mission and gained some well-earned shore leave back home in Federation space. Much of the poor morale and lack of discipline had been washed away by the clean beaches of San Angeles, or the chilly tundra of Krocton, or whichever planet his crew members had been visiting during their two-month break from starship life. It had definitely helped his crew, and once more his ship was functioning like a well-oiled machine - spirits were high, work was fast and efficient, and uniforms were straight. Few even seemed to be complaining about their latest assignment which was, for all intents and purposes, nothing more than a babysitting job. At least they knew they would be near a planet for a while, and Juranus planned to draw up a schedule of regular shore leave for the entire crew for the duration of their stay. If they were going to be stuck next to a planet for a while, they may as well enjoy it.
Now entering the system was the USS Chatham and the SS Rivervale. Some lightyears ago one of the bandits which they’d been warned about made an attempt to attack the colony ship. When they realised that the colony ship wasn’t exactly alone, they broke off the attack and made a hasty run for it. Captain Heri of the USS Devoras, after discussing with Juranus whether or not it was a trick to draw away the Rivervale’s escort, decided to break the convoy and give chase in the hopes of putting an end to any further raids by that particular bandit ship. Juranus wasn’t particularly concerned, as the Devoras was a capable ship with an experienced - if somewhat infuriating - captain, and their latest update suggested that the bandit ship was giving them some good sport by hiding within a nebula not too far from here. But he still missed the security of having a second starship in escort of the colonists. If nothing else, two sets of guns was always better than one.
The Rivervale was a special class of starship; enormous in size, at over one kilometre in length, she was designed to carry large numbers of people and even larger amounts of cargo. Her hull, shaped somewhat like a blunt arrowhead and a soft white in colour, was reinforced and modular, designed to make a planetary landing and then be broken apart quickly in order to make prefabricated buildings for the colonists. To assist them further, the Rivervale also carried two large portable shield matrices, designed to be established at multiple points around the colony area and protect them against the temperamental weather that apparently reigned supreme on the planet below. Carried aboard the Chatham were two industrial-grade replicator systems, which she intended to beam down once the colony was begun to help them develop their infrastructure. All in all, they carried a hefty load between them and had every intention of dumping it on the planet as soon as possible.
As Juranus stepped onto the bridge and rounded the central command area to reach his chair, he gave a simple order: “let us get started, shall we?”

Almerius was the one to get the message from the Vorlons, He supposed it was about time to give all the colonies more information.
To who it concerns, Ex-Qwelva Colonies
The Bandits operate out of ship basis, Some have older Benemoth Battlecruiser models as there base of operations.
Activities are simply harassment of ship lanes and any attempt to subdue the region under stronger influence, We do believe they have several small colonies of their own but nothing huge enough to actually bloster there numbers.
We believe that they are part of the 'Independent Druk' Faction that wishes for the re-creation of the Druk Phenixican Empire, The Druk's are one of the 5 tribes of the Phenixican people and naturally had to be forcibly re-absorbed into the empire only 4 years ago. Most Druk's were more then happy but naturally the very wealthy nobility did not so happily agree.
Since we control the old Druk capital they lack any ability to get resources and mostly they use old and out of date starships. The Empire has sent 2 entire Fleets to deal with the Bandits, But until we can eliminate the
High King of Druk we cannot deal them a serious blow.
There weapons range from Blaster Rifles too Yomato cannons on their Battlecruisers. If it was used by the Army or Navy they are sure to have atleast one.
Almerius turned off the screen, He was the Semi-Govenor while Nadine was away on her assignment. I wonder what was so important she had to take one of the Battlecruisers, Leaving us pretty weak.
"Sir, we have reports of a Group trying too extort the farmers of supplies and money." Said a Corporal.
"Always a few that try to setup Organised crime, come on we are going to deal with this the way the Colonial law acts allows us too" Almerius picks up his Pistol and walks out, Phenixican law dictates that any peron to try and setup Organised crime syndicates on a Colony younger then 60 years can recieve a automatic death penalty.
When he reaches the farm with his Light tank, He steps out along with 4 guards. He found a badly beaten farmer.
"What happened here?!" said Almerius
"They have stolen my Wife, please they are at the farmhouse"
The guards pull out the Assualt rifles from their back and load them, Almerius knew that to be this reckless means that they are most likely a bunch of Bandits that have avoided the Colonial Fleet.
When they arrive at the house he orders the Soldiers in, They enter and yell
"Step down and drop your weapons" they find the women on her Knee's with a man pointing a blaster at her head.
"We were going to have some fun with her, But leave now or she dies." The soldiers laughed at this threat, even when 2 other men appeared.
One soldier said "your joking right? You know how badly laser rifles are outdated? You can shoot me right now and it would not pierce the armor, It is heat resistant."
Almerius went in to further the threat "Also, kill her and I can kill you without even half the paperwork as keeping you alive. Now I suggest you put those guns down or we simply shoot you"
They listen to reason and after a few seconds drop the guns to the ground, and went on their knees. Almerius was quick to look at their rifles and go,
"Old Druk issue, these guys are bandits. We are taking them back to the mobile Fortress to Interrogate them."
We enter the tank and make our way back, I doubt we will get much out of them. The empire did not like the term 'Rebel' as anybody who did rebel was not classed as a Imperial Citizen so to say, But thats what these men really were just Rebels to a authority that they think had taken away their rights.
