Karshkovian Government Announces Higher Education Bill

Patora Leshkin, KSNN's main nightly news anchor shuffled the papers before her and is smiling at the camera as she finishes the first report of her shift and moves into the second story.

"...because of the delays in the rebuilding of the Cosmodrome, the launch of Karshkovia's first satellite, Sputnik 2, has been delayed until June 19. Officials state that barring any incidents, the facility will be ready to meet the launch date well ahead of the revised schedule."

Patora looked down at her papers and then looked to the studio-right camera.

"Earlier today, the President of Karshkovia passed a bill into law that gives all Karshkovian citizens the right to attend any accredited Higher Education Institution at no expense. The President stated he was honored to sign this bill into law."

The video switches to a college campus somewhere in Karshkovia. College students are walking through a student union and small groups of friends are meeting each other with smiles and laughter.

"Public reaction has been overwhelming support, it is the college campuses across the nation which today have visibly shown that support. As seen here at the University of Zostar, what appear at first to be protests are in fact students gathering together to praise the actions of the Government."

The video switches to an image of normal traffic on a busy city street elevated above the people, then switches to ground level with people walking by the camera. The screen is lightly blurred and grayed as a bulletted list appears.

"The bill provides that any Karshkovian citizen, born or naturalized, may attend any Higher Education Institute and have the tuition paid for by the Government. The Institution must be accredited. This bill does not state that Higher Education Institutes must accept all students though. Prospective students must pass all entrance exams and tests to be allowed to attend that Institute. Karshkovian exchange students also have their tuition covered by this bill. Foreign Exchange students and non-Karshkovian citizens are not covered under this bill."

The image switches to MiG-29s taxing on a runway, then to a naval ship in a harbor, then to a group of soldiers training in full gear, and finally an SR-71 blackbird flying high above Karshkovia, as viewed from a Su-37 above the Spy plane.

"Financing for this bill is estimated at $4.5 Billion a year which was taken from money earmarked for the Karskovian Military. President Radchenko addressed the nation on all radio and television channels, explaining this new bill and addressing concerns of weakening the military. Military leaders give the bill their approval though are concerned that law makers may use Military funds to cover all their pet project in the future. The President denies this is the case."

Cut to the President speaking on camera from recorded video earlier that day.

"While I am very proud of our service men and women, I see that the future of our country depends not only on the ability to defend ourselves from aggression but to give all citizens the ability to continue their education even if they would not be able to afford it otherwise. We believe education is a right that all citizens have and denying even one citizen this right could mean reseach which may lead to a cure cancer or AIDS would never be done. The government in the past few years has asked what it's citizens could do for it...now we asked ourselves what we could do for our citizens."

The screen faded back to Patora, smiling on the camera while she finalized the report.

"To facilitate a smooth transition, the bill will not go into effect until the start of the next school year. Current students may request a reimbursement for paid tuition to-date immediately however."
