The Dominion of Itztli is emerging from troubled times - civil strife has dogged our noble country for decades. However, with the return of the royal family to the Dominion and the subsequent defeat of several factions of dangerous extremists, peace has once again been restored. As a first matter, the reconstituted government is seeking bids for important civil reconstruction projects in the Royal City of Yaxha. The contracts are open to any institutions capable of fulfilling them, public or private.
Contract #1
The population of Yaxha is approximately 1.3million souls, and it was entirely bereft of electricity aside from private generators for the better part of a year following the destruction of the rebel operated People's Glorious Electrical Facility #4. As a show of good faith to his regained people, the King's personal equipment is presently providing a few hours of electricity to each part of the city each week, on a rotating basis. This situation is obviously unsustainable. The Yaxha metropolitan area requires new facilities capable of generating 400 megawatts of electricity. Those bidding for this contract are asked to furnish design details.
Contract #2
Yaxha's water infrastructure is in likewise abominable condition. Significant renovations are required to existing water pumping stations and sewage lines. Entirely new treatment facilities will be necessary. Parties interested in this contract are invited to send a team to inspect the existing facilities prior to furnishing a bid.
Contract #3
The Djiv River divides coastal Yaxha in half. Before the outbreak of civil conflict, it was spanned by three bridges. Only a pontoon bridge is in place today; most traffic is forced to go further inland to cross the river. A site has been selected by our surveyors for a new bridge, a 2300ft span. The bridge must be capable of supporting a major highway. Those bidding for this contract are asked to furnish design details.
Contract #4
Domestic transportation infrastructure being what it is, domestic logging cannot provide the timber needed for housing reconstruction in Yaxha. Dimensional lumber of various sizes amounting to five million cubic feet will be required.

Bai engineering has fallen upon the plight of your nation and wishes to lend its experience (at a cost) to your nation in its reconstruction. The company is interested in Contract one and three. Our company builds many of the powerplants and bridges in the Nation of HuTianDi. Our engineers have taken what information was available and proposes the following designs int he name of our company.
Contract one:
We believe a coal powerplant is the best for a nation of your size. It is the easiest to manage and fuel. We would like to propose that this powerplant has a capacity of 1,450 MW allowing your nation to continue to use this powerplant as your city grows. It will use a standard furnace to boil water to turn a steam turbine. The flue gas will be filtered before being ejected from the system and the water recycled for multiple uses. We believe that this simple a time tried system will work well for your nation for the next several decades.
Contract 4:
For the span of the river we propose a large double cantilever bridge. This bridge will rest on two sets of pylons which will carry the two different spans of the bridge. This will allow for a continuous bridge capable of being crossed by vehicular traffic. It will be made of steel and renforced concrete giving it the needed stregth. We estimate that this brdige, if built will accomidate the current traffic with space to spare and also last around 60 years before falling into disrepair and needing to be replaced by one or more brdiges.
We hope you will consider our offers. You will find our work top rate and we also invite your inspectors to inspect our work in the Nation of HuTian Di. (however, we don't have any coal power plants, bring an island nation we lack fossil fuels and entirely use renewable resources)

Ok - Yaxha is surrounded by several water sources. First, it sits on the Djiv River. The river itself is fairly short and fed mostly by brooks, streams and small aquifers over its roughly fifty mile length (as the crow flies). In the vicinity of Yaxha itself, however, the river is heavily polluted. 65 miles northwest of the city are two large reservoirs (identified simply as the Northern and Southern reservoirs). The two pipelines running from these reservoirs meet at a water treatment facility, from which water then flows to five distribution/storage sites around the city.
The problems are this - the pipeline from the Northern reservoir was disabled by terrorists during the civil war. Three of its pumping stations were entirely destroyed in coordinated explosions, so the pipeline has been running on juryrigged repairs at reduced flow rates. Also, the water treatment facility was constructed before construction of the northern reservoir was on the table. It is antiquated and its small capacity relative to need makes it the chokepoint in the existing water infrastructure. It will have to be renovated and added to or entirely replaced.
Local contractors can handle municipal distribution infrastructure.
Additionally, the city needs new sewage treatment plants. The existing ones meet only 85% of the city's need. Hence the polluted Djiv river, into which raw sewage runs...
To fulfill all the needs of its existing population, the city needs about 2.5 billion cubic ft of water annually. If all the repairs and replacements listed above are made, the city will have just enough. There is a large artesian aquifer deep under the coastal plain just south of the city, but plans to exploit it were shelved during the fighting.
So in summary, the city needs the replacement of three pumping stations along a pipeline, refurbishment and expansion or replacement of a large capacity water treatment facility, expansions to its sewage treatment plants and possibly new infrastructure for accessing the artesian aquifer to the south.

After carefully reviewing the data our survey teams have collected, we propose the following:
1 - Renovation of the existing pipelines and water distribution infrastructure: Our civil engineers believe that the existing pipeline system can be repaired in order to keep the cost of the whole project within acceptable terms. We believe that we can have the pipe line running properly within a month, with only minimal ruptures in water distribution.
The existing water treatment facility will be renovated and repaired, but we must also point out that even with these repairs it is not capable of single-handedly providing enough water for Yaxha. As such, we have included the plans for a larger, separate water treatment facility for the northern reservoir. In this way, there will not be a risk of losing all water if one facility should cease to function. We will also clear the area surrounding the original treatment facility, in preparation for upgrading the facility if you so choose. The repairs of the old treatment facility can be done in two months, its expansion in six, the building of the new treatment facility in twelve.
2 - Pumping station repairs: We believe that we can have the three destroyed pumping stations up and running again within six months. However, considering the possibility of Yaxha growing in the future we would suggest upgrading the whole pumping station network, thus providing - if need be - an added 7,500,000 cubic ft of water annually. This process would take approximately eighteen months, and would not cause any disruptions to normal water distribution once the original water treatment facility is repaired.
3 - Sewage treatment facilities: We offer you the possibility of building two sewage treatment facilities, which we believe will be operational within twelve months. Our current estimates state that once repaired, they can deal with approximately 95% per cent of Yaxha's current waste output - more than sufficient while working in conjunction with the older facilities while we do repairs in these. Within twenty-four months, the renovations and repairs will be complete, with added capacity in expecting Yaxha's population growth. Within ten years, we believe that the Djiv river will be sufficiently cleansed to consider using it as a water source.
4 - Accessing the artesian aquifer: Our geological analysis confirms that the aquifer is certainly within reach, and that it can be used to acquire an estimated billion cubic feet of water without causing any harm to the environment. We can tap the this water source and build the necessary infrastructure of pumping stations, treatment facilities and pipelines within the space of three years.

Proposal Details: We are intersted in contracts one and three. Our proposal is to comibine the two projects into one. Morporkian Infrastruture Ltd believe it possible to build a tidal energy plant incorporated into the bridge design itself. The Tidal plant will supply you with a green source of energy, but also once it is up and running you will have a cheap renewable source of energy(unlike gas or coal which can be expensive and is finite). However we are unable to draw up any detailed plans at this time until we are given a full geological survey of the river and surrounding area, until that time we will be unable to design the bridge nor the tidal plant. If you are unable to supply us with a geological survey then we can send in our own teams to do it. However this will incure further costs to the end bill.

We have intercepted another offer competing against ours. ((perfectly allowed since its not SIC)) In this offer, a company has proposed to build a tidal powerplant/ bridge. We, being the producers of numerous hydropower facilities for an island nation, have considered this and thrown the idea aside for a later time for the following reasons:
Given your description of where you want to bridge to be a tidal barrier is impossible. Tides happen 13 hr every day (I think.... Im not sure), thus that means that you will only get two bursts of power in 26 hr. This is easily compensated with the construction of a dam and the storage of water however, upon looking at where the bridge is, a river, a tidal barrier is impossible. It is impossible for the following reaons: a river has relatively low banks in its end stage (which is where I assume your cities and bridges are) thus if you want to build a tidal barrier numerous expensive, and vulnerable dams must be built to contain a tidal reservoir. There is also the fact that a river is a river and not an estuary. There is insufficient tidal stream to make large scale power generation by tidal power or virtually any other hydroelectric means. Therefore a bridge/ tidal barrier combination is impossible and we do not recommend such a scheme as it will only result in failure. We must also note the polluted state of the river, such a polluted river will make maintenance higher and thus in the end a hydo-electric plant will be more expensive. However, the main problem with a tidal powerplant is solely the distance from the sea and thus tides as a viable source of power. We also believe that a tidal power plant will not ever supply the needed power. The largest (operational) tidal plant in operation (in RL) only produces around 250 MW and that is with the required parameters for a tidal power plant.
If you wish for a proposal regarding renewable energy, solar power is a viable option, however we believe that at the current stage of your nation you would lack the billions of dollars needed to start such a facility and build one of enough size to make it a practical power source. We can draw up plans for such a facility if you so want it. As for hydro-electric plants, should you provide a suitable estuary with the needed tidal stream we can build such a facility easier than many competing companies due to our status as a power plant builder for a island nation.

The bridge will take two years to complete and the power plant one and a half. We will employ entirely local labor, unless local people lack needed qualifications then we will hire whomever we deem possible from surrounding countries (large scale travel from hutiandi is impossible due to cost). For resources we will also attempt to use local materials to bolster local economies and in this manner these buildings will not only benefit in the long term but also in the short term.
We thank you once again for choosing our company to help in your reconstruction and we hope that we will continue to be a choice for future powerplant and/ or bridge. constructions.

We have heard of your plight and the actions Bai engineering has taken to alleviate your plight. However, we also know of the time it will take for any project to be finished. Thus we are willing to loan emergency desalinization plants, two pontoon bridges, and several power generators to provide temporary relief to your nation as construction is under way. We hope that your country soon returns to normalcy. should costs run over projections, we at the HutianDi government is willing to allocate up to 1,000,000,000 HTD to the construction fund. (but not if it doesn't).
