[Hu Tian Di Territorial Waters]
The HTDS Yu was a government reaserch vessal used to analyze the sea floor. It was sent to this remote strech of Water to investigate anomalous readings taken after a major earth quake in another part of the world. It now sat with its numerous thrusters keeping it over one area of water. Its sides were mostly white but numerous areas showed signs of age inthe form of rust. On the deck numerous sailors attended to their activity. No one expected anything to come out of this little exursion but still people worked, after all it was a job from their employer the Government of HuTianDi.
The main control center of the operation was in the center of the Ship. It had numerous computers all showing various readouts from the instruments on the ship. One sole person sat in this room. He sat quietly over the instruments and looked out in bordem. However, soon one of these instruments caught his avid attention and he put aside the rest of his work to see this single readout. As he looked his eyes widened in disbelief.

Our geologists have recently discovered a great amount of crude oil under the ocean. It is within our territorial waters. This deposit is believed to have around 200 billion barrels of oil that has yet to be tapped. Our nation however, lacking any real previous oil deposits has almost no experience with oil, especially that under the ocean. As such we would like to extend an offer to other nations to help develop this oil deposite. We would like to achieve a daily oil production of around 11,000,000 barrels. Thus to compensate for our lack of development ability we would like to open this field. We have divided up the region into 11 portions and would like each to achieve a 1,000,000 bb/d production of oil.

The plots are for lease as long as the field remains profitable (thus an infedinate lease) 2. due to the large interest in this we can only allow each nation one plot. Should you agree to these terms you still may lease a plot so long as you pay the taxes. There is no cost other than the cost of paper work (which is something like $1,000) to the leasing of the areas.

2. Contracts will specify a purely defensive purpose; no aggressive action will be taken unless the area commander deems it necessary, and, of course, with oversight from Hu Tian Di's government.
3. Sun International will cooperately fully with your government. Background checks are performed on all Sun employees to ensure that no criminals are inducted into our ranks. I can guarantee full operational transparency; Sun will assist Hu Tian Di's police forces and intelligence services in tracking down lawbreakers.
4. Sun International bases are spartan in accomodations and leave little footprint on the environment. North Point's position on the environment is shared by almost all of its citizens (Sun International employs 99% of its contractors from the Principality of North Point), so environmental issues will not be a problem. Again, contractors will cooperate fully with Hu Tian Di's environmental legislation.

The size of the area needed to be patrolled is roughly 850 x 450 km. It is mostly water but also has a significant number of islands. This area makes what what the HuTianDi government has made the Special Economic Zone of the tian Di Oil Fields, a conglomeration of three territories making up roughly 1/4th of the area of HuTianDI. (I love NS earth... you can throw numbers around with out incident because its so astronomically large)

After intercepting a communique from the government of Scott Tree, I must raise the following questions. First of all, why is a potential defense contractor pledging support from amphibious assault ships, landing ship docks, and landing platform docks?
I am also curious as to why Scott Tree would guard an oil field with an entire carrier battle group composed of multiple fleet carriers. Surely, the presence of such a powerful force off Hu Tian Di's shores could be seen as a distasteful display of force and a dangerous imbalance of power in this region.
Please consider my concern.

Commander Roberts scanned the area through a powerful set of binoculars. "Damn," he thought, but this sure was a nice place. Warm-ish waters, small sand islets all over the place, and a shit ton of light crude just beneath the seabed. Hu Tian Di would make a killing off these deposits. Good for them, he thought.
"Commander, we're nearing our forward base."
"Alright," the commander said. Hu Tian Di had been generous enough to grant Sun's contractors with an entire island to base the security force out of. An Aerospatiale Dauphin zipped overhead, bearing the familiar dark blue/cyan "camouflage" applied to every Sun International helicopter. Undoubtedly a patrol helicopter running a scan of the Challenger (http://i90.photobucket.com/albums/k279/shipbucket/Alternate%20Universe/North%20Point%20by%20Colosseum/NPFSQahir_Challenger1AU.gif)-class corvette that was showing Commander Roberts the area. After receiving the proper IFF response, the helicopter veered off, and the Commander got a good view of the AGM-119 "Penguin" anti-ship missile that Sun's patrol choppers were armed with. Good, he thought, at least his guys weren't taking any chances. Hu Tian Di had issued several reports of a coming conflict, and all the contractors had been prepared to fight a naval war around the oil fields. As such, Sun's initial scouting team had requested heavier ships and even some light air support.
The Commander retrieved his cellular phone and dialed his company's Logistics department. James T. Clark, the acting CEO of Sun International in Commander Roberts' absence, answered the call.
"This is Clark."
"Hey Jimmy. How you doin'?"
"I'm good, sir. Did you get a chance to preview the oll field?" Clark's accent prevented him from pronouncing "oil" with an "i".
"Yeah. It'll work fine. I tell you though, man, we'll be needing some heavies in here to get the job done right. I'm talking DDGs... our typical surface combatant package isn't going to cut it with these guys. If things go south, we'll need something other than Houstons and Lariats out here. Tell me what we've got available."
"Yes, sir." Clark lit up his laptop and opened up the daily report supplied by his colleagues at Sun International Naval Systems detailing the combat readiness of the fleet. Sun operated a small navy, rivaling that of many nation-states, consisting of everything from patrol boats and Boghammars to missile crafts, guided-missile destroyers and cruisers. "We've got eight DDGs available. How many should we propose to send?"
"Cap it at four. What ships are they?"
"The Voyager, Conqueror, Revenge, the Endeavour herself, Sovereign, Everest, Interceptor, and the Hazard."
"Send out whichever you like."
"Yes, sir."
Clark highlighted their names on the report and checked the "Contract Ready" tickbox, letting their captains know via the internet that they would soon be receiving a contract. He doubted these ships would be needed. Most nations threatened action but never took it. Regardless, the presence of the heavies would give the boys on the smaller ships a sense of security; not to mention the rig workers in the oil fields. Plus, it would convince the Hu Tian Di government that they were being taken seriously; and that was something that mattered a lot, he had learned a long time ago. Clark opened up his pre-formatted letterhead and started pecking at the keys. Damn, he thought, but he had never learned to type.

"Fucking idiots," the Commander cursed under his breath. Holding the iPod Touch in his left hand, he used his right index finger to scroll through a recent report from the government of Scott Tree forwarded to him from Clark back at Sun GHQ. For all the government technology the Principality of North Point tried to force on him, he still preferred the elegant simplicity of Apple's newest little invention. He had the thing connected to the base's WiFi, and he was surprised at its connection speed. The report showed an intercepted transmission from Scott Tree to Hu Tian Di.

He winced at the typist's terrible grammar and lack of punctuation. Was this really how Scott Tree communicated in its diplomatic communiques? Sort of sad, really. He thanked God his country had the facilities to properly educate his two children.
"Who the fuck do they think we are, Blackhelm?" he said aloud. Blackhelm had a bad habit of raiding oil fields. Scott Tree seemed worried about the security of their SPAR platforms, though the Commander knew better. His men understood that there was more money in getting good contracts than raiding the other guy's oil rigs. Hell, all they had to do was spend a few months riding patrol boats around a tropical expanse and making sure no dumbass pirates got in the way.
The Commander pulled his cellular phone out of its leather belt clip. He dialed Clark, swore as he was forced to listen to the irritating "ring-back" tone given by default with Verizon's mobiles (that for whatever reason replaced the typical "ring ring" noise real phones should have), and finally got through.
"Hey Jimmy, it's me again."
"Yes, sir. Did you read that report?"
"Yeah. Do me a favor... send a message to those motherfuckers and let them know we'll be guarding the shit and that there's no benefit to us to come fuck with them."
"Heh, alright, sir." Clark leaned back in his chair and started composing the message.

The SPAR platforms with the escort frigates came close to the plot were Scott Trees was allowed to dill. Scott Trees survey vessel went ahead of them and had decided the best place to get them in was trough a small island chain on the west side of plot.
Inside operation for the project lead Project Manager Gray Stanton a broad shouldered man in his late 40’s and his long time friend Joe Buskin.
“It was going to be tricky” said the lead Projector Manager Gray Stanton to his long time friend Joe Buskin. The oil rigs were in place and the navy was up and running. The patrol fleet had arrived with one Oliver Perry Adelaide Class (http://en.wikipedia.org/wiki/Adelaide_class) acting as the flag ship of the costal patrol fleet (http://en.wikipedia.org/wiki/Integrated_Deepwater_System_Program). The navy outpost was up and working with the North Point security forces to keep the waters nice and free from danger. They also have brought protectors (http://en.wikipedia.org/wiki/Protector_USV) to patrol around the oil rigs and the local area.
