"Fire in the hole!"
Sub-Commander K'trel threw the plasma grenade around the corner and shielded his eyes momentarily. A powerful white light followed by the roar of an explosion signified the explosive's success. K'trel waited a split-second longer and then signalled his squad to follow him around the corner, their Disrupter Rifles raised to their eyes as they fanned across the corridor and moved past the makeshift blockade.
K'trel felt a pang of sorrow as they passed the dead Romulan bodies, each slumped over an entrenched weapon. He hated firing on his own kind, it did not seem right to him at all. The Empire was a mess, and nothing seemed to make sense anymore.
'That,' K'trel reasoned as they moved deftly along the corridor, 'is why we've got to finish this as soon as possible.'
They were less than fifty metres from the Command Centre, the main operations room of the military base. Taking control of the base was imperative for the final push on the Colonial Mansion, where the final hold-outs of the old regime had bunkered in behind a defensive shield. K'trel's task was to take control of the generator that powered this shield and disable it for the main advance.
A weapons shot cut the pylon above K'trel's head, and the Romulan flung himself to one side of the corridor and took cover behind a fallen piece of debris. He muttered to himself, turning to his second-in-command and raising an eyebrow. "Good day for a revolution, eh?" he shouted above the weapon fire.
T'sel, the platoon's second, smiled despite the situation. "At least it isn't raining," he shouted back.
K'trel laughed to himself as shots fired over his head. "Alright," he shouted to his troops. "Let's get this over with! Section Two, prepare to throw grenades. Section One, give cover fire and stand-by to charge."
The team hunkered down whilst everyone prepared. K'trel counted down from three, and raised his weapon over the top of the debris and began opening fire blindly. Several soldiers copied this move, whilst several others unclasped plasma grenades and threw them towards the main entrance to the Command Centre. After a few seconds, the grenades discharged, and several cries of pain signalled their success. K'trel then grinned. "Section One, charge!" he shouted. The soldiers leapt forward towards the entrance as Section Two covered them with their own fire. They fanned out into the main room, K'trel and his troops firing at the remaining holdouts. Within moments the room was clear.
K'trel shouldered his rifle, signalling to Section Two to follow them in and cover the entrance. The Sub-Commander then walked across to the main controls and studied them for a moment. Over his shoulder, T'sel looked at the console and then at his commander. "Do you know what to push?" he asked.
K'trel glanced at his second and smiled. "That's why I'm in charge," he said. He looked across the console once more and flexed his fingers. Then, pulling the rifle from his shoulder, he fired a burst into the controls. Several alarms wailed as sparks shot from the console.
K'trel turned back to K'sel and smiled again. "That should do it," he said. Then, turning to his Radio Officer, he nodded. "Contact the main force," he said. "Tell them they may advance at their discretion."

The Dominion stands to bring about the former glory and unity of the Romulan Star Empire at the height of its power, returning the Romulans to their position of prominence in the galaxy and creating a respected and admired nation amongst the intergalactic community.

Back in the Imperial Palace on Kirisubo Primus the Neo Kirisuban Empress listened intently to the recording that had been delivered to her.
She didn't hold the strings of power. The Prime Minister and her cabinet did that but her suggestions were taken seriously.
She also noted the various parts of the former Romulan empire were kindred spirits to the Neo Kirisuban Federation. They were warriors, curious about the galaxy round them and by sheer chance most of their ship designs owed something to the older Romulan ship designs although these upgraded versions had M/AM drives, cloaking devices and high powered weaponry.
She dictated a voice message to the Prime Minister stating she wished her government to make peaceful contact with this new space power. Now events would just have to unwind.

Aiko Kayabuki knew Empress Fujiko was more involved than her late mother was. Still that was something a Prime Minister had to deal with from time to time.

And with the rise of the Galactic Federation, the advancement of technology surpassing generations of research, came with it the opportunity to test the resolve and competence of the Federation itself. Drakomis stood as the only form of singular government until the Federation Congress fully established the rights of the Constitution. He had overseen the formation of the new Starfleet, approved of many decisions in the pre-Galactic Republic to bring all worlds into the new Federation. He had even strayed off a new Civil War. Now it was time to look outward, to see outward, and to bring others into relations so the Federation could once again be an establishment worthy of Anagonia.
Such things were hard. Already two new starfleet vessels were on epic journies that would bring their captains probably into the upper echelons of Starfleet Command. One, Drakomis knew, was investigating a mysterious derelict Venator (http://forums.jolt.co.uk/showthread.php?t=551861) that had been found in contested intergalactic territory. They had so far been watched closely by one Admiral in Starfleet, who had sent two Battlecruisers to begin deconstruction of the vessel to find the cause of destruction.
The other was quite hard to explain. Something from the Jedi Archieves had explained a race of cybernetic organisms bent on the assimilation of entire species for the purpose of "advancement". Such things were not hard to overlook, as no species as yet existed that the Federation knew of. Strange reports from the captain of the Pathfinder had started to piece a puzzle together about another species, something calling themselves the alliance (http://forums.jolt.co.uk/showthread.php?t=552382), and they presented themselves in the same manner as the species mention in the Achieves. Assimilate, take, destroy.
But this new galactic nation, this new Romulan Empire, had been a question mark for Drakomis. The Achieves mentioned them, but no present history. After all, centuries ago the Galactic Empire forced an Exodus of Anagonia from their home systems. Back then, information would have been present. Now, however, the Achieves were barely complete enough for the new ships being built for Starfleet.
So history would have to be made. History would have to be written. If the Federation was to stand for itself, and bring about a peaceful change of nature. Anagonia rebuked their nature of defensive war in favor of this new ideal of exploration and discovery, of peace and brotherhood. Such ideals needed to be put before history to see whether or not they could stand the test of time. And Drakomis believed this was a good test of that time.

The Commissariat of Foreign Affairs had many foreign contacts flow through its offices in the City of Angels. Busy with bureaucrats, HoloNet screens and desks of all sorts, the subspace communication from the New Romulans reached the CFA offices rather quickly, as the government body, despite being part of the bureaucracy, prided itself on a prompt reply to foreign letters.
The letter reached the Assistant Commissar for Foreign Affairs, Milena Kasabian--it would have gone to the Commissar herself, but she was busy with other matters. Milena read the message, and then composed a reply sent back on subspace to the "New Romulans."

We have heard your message, and are eager to send an emissary to begin talks and diplomatic intercourse. Let us know when and where this will be possible.

Dominique's coronation had been less than a week ago, investing her as the third empress of the Interstellar Empire of Tanara ( Tanara having been a corporate conglomerate for the first seventeen hundred plus years of it's existance and an empire for somthing just over a hundred years ), when one of her aides brought her a recording of the message sent out by the newly created Dominion of the New Romulan Empire.
The Interstellar Empire had a fair number of Rihansu numbered among their population, many of that species having sought refuge from the increasingly unstable and drifting from their core values ( In their eyes at least ) -Empire over the years. They were among the more prominent of the non human populations as, over all the Empire's culture advocated many ideals that fit in quite nicely with the values the refugees brought with them- and the fact that they no longer thought of themselves as refugees but as citizens of the Empire- was most telling.
"Well, some ones finally going to try and clean their mess up. I hope they manage to do it, and to that end let us offer then a helping hand. Send them a reply asking if they would like open diplomatic channels and to exchange ambassadors. Then ask Lord Celedon who he would recommend if we recieve a positive return from them." She said thoughtfully before turning to other matters.
Shortly a communicaion went out on the same subspace channels on which it had been recieved.

And Tanara, thanks for pointing out the 1 AU thing as being a bit steep, although considering the Dominion's aim is to take over the remaining territory of the Romulan Star Empire I can say that is merely part of a greater strategy to gradually claim sovereignty over the other warlords that control the rest of the former Empire.

Drakomis contemplated the words of the Praetor, while looking over the summary provided. He concentrated on a few lines of the response, and thought back through the thousands of years of life he had endured. Pointless bloodshed had, unfortunatley, been a part of Anagonian life for nearly four centuries before the reformation to the Federation. The Galactic Republic had succeeded in uniting the seven star empires under one banner, but failed to provide a need to halt petty wars that the seven empires had continuously engaged in. The Republic Navy had overlooked the skirmishes between brothers, mainly looking outward for another invasion from the Galactic Empire. Politicians and Economists failed to recognize the growing hatred that bred from the small, unseen wars.
He remembered those days, and how helpless he had been. His son, David Zeus, had been the one to finally set the growing monster loose. Although he should literally despise his adopted son, Drakomis would later thank him for his service. Without the rash, unforeseen action that pitted Anagonian against Anagonian in the Galactic Civil War, the Federation would still be a dream and Anagonia herself would be open to all aggression.
Looking back at the communication Drakomis surmised that some civil wars had meanings. Sometimes they presented themselves as revolutions, or the peoples anger against a particular governing body. In Anagonia's case, it was the lack of government involvement in internal affairs. Perhaps there was something similar here. Drakomis concluded that every empire had the right to unify itself, no matter the cost. And this Romulan, this "Praetor" T'rel, was the perfect candidate to do the job.
He finally started his response.

We understand fully the trails you are going through now, as we ourselves have been through much of the same. It is a sad day when war is needed to bring together an empire, but I myself have no right but to agree with such methods in the case of unifying once more that which was a solid body in past times. Having an outstanding career as being the Leader, Politician, and Diplomat of the three recorded Galactic Governing Bodies, Drakomis Reign also adds an excellent military career in both unification engagements and offensive and defensive wars prior and during his countless years of leadership service. Training in both the Jedi and Sith Arts, Patience is an extreme value for Drakomis. Diplomatic affairs present him with a well-deserved challenge, almost to the point of enjoyment. Military affairs allow him to exploit the weakness of his foes should he find any during diplomatic negotiations. Violence being a last resort for him, Drakomis is contempt to sit and talk any situation over for however long it may take.

OOC: Yes, I was kinda intending it to be a general document retrieved by the Intelligence Services of those nations pursuing diplomatic relations, as the fall of the Star Empire would effectively destroy the Tal Shiar and its ability to keep all of its documents in order.

Official Communique
On behalf of the Provisional Government, I wish to thank all those who have expressed friendship towards the Dominion in these hard times. Physical envoys are impossible at this time, but dedicated subspace channels will be put in place to deal with diplomatic relations with each friendly government until such a time as physical envoys can be exchanged. The road ahead is difficult, and the sacrifices will be great, but our goal is true and our hearts are dedicated; we will reunite the Star Empire and bring the Rihannsu back to their former glory amongst the stars as a respected race and a proud and noble group.

He looked at the aide that had queyed up the Praetor's reply "Tell the Eye that I'd like more, and to Shadow Step it if necessary. Also Dominique would want some one special. Could you see if the Wanderfar is in-country and if so, would the Lady Lashima R'ihu Vol'Skihar be so kind as to represent us."
"Certainly Grandfather." Myrriah smiled and hurried to find out if the renown exploration starcraft was within the Empire. The Lady Lashima was a inspired choice. She was close to recieving her Scholarshp in her speciality of Linguistics and Culture, was Rihannsu and would make an excellent representative of the Interstellar Empire.
