I got the idea from a seemingly lost chapter of history. In the late 1970's and early 80's North Korean spies were abducting Japanese citizens to allegedly learn how to become a Japanese citizens. My idea is to fall along the same lines of Japan's international political struggle, our struggle to get our citizens back.

Positions can include:

Political advisors to the Princess
Spies from any country
Parents, family, friends of abductees
Media (ideal for those with limited time)

The Red Tide Mafia kidnaps people (male and female) to be sold on the black market as Sex Slaves. They could be the ones going after your people...

However, if that is not acceptable, then we can go with 'kidnapping-to-learn-how-to-infiltrate-your-society' as well. I know the Intelligence Commissariat does it in the rare cases where its hard to infiltrate a society..
