OUT OF CHARACTER:
This thread is an invitation to the Kiravian government to open up diplomatic talks concerning various affairs that have arisen in the world. Things to be included are the topics of embassy exchanges, friendship treaties, and trade agreements.

IN CHARACTER:
In an office which was located in downtown Chalcedon, there was much of a stir. Although Mr. Carter was staying in Delos for the time being, on business for the Delian League, his immediate subordinate, Mr. Robert D. Farringotn, was busy making preparations for a meeting that was to take place in the near future. He sat down in the plush leather chair which was located next to his polished ebony desk, and relaxed after spending nine hours at work. He was now fatigued, having been at work for a whole week, and needed rest.
When he had finished resting for an hour, he decided to draft a letter to the government of Kirav so that more talks could take place. It had been a few months since the Monavian government had any contact with the government of Kirav, and he wondered if there would ever be a fruitful relationship with them. Dealing with foreign affairs was always a hassle when one party was not responsive.
Despite this, Mr. Farrington was not phased, and he continued to work on his business with the peoples of the world. He finished with his break, went down to his private kitchen in the building, and poured himself a small cupful of Turkish coffee. He quickly emptied the ornate porcelain mug, and set it down on the small wooden table where the coffee brewer sat. He went back to his office, and prepared to set himself to work.
Mr. Farrington opened up one of the large drawers of his desk and extracted a few sheets of loose leaf paper. He was going to send his message by fax, conventional mail, and electronic mail, to ensure that it would reach it proper destination.
When he finished typing up the letter, he sent it by fax and electronic mail to Kirav. He also placed the printed copy, which was printed on government issued stationery, and folded it into thirds before placing it in a large ecru envelope. He mailed it the next day.
The letter read:
To the Foreign Minister of the Silver Dominion of Kirav,
In the recent past, your government has been forthcoming enough to open up themselves to the Monavian Empire. I believe that continuing and furthering this friendship with my country would be beneficial to both of our peoples, and to those who they are ruled by. Because of this, I have been authorized by my superiors to invite your nation's Ambassadors and diplomats to Monavia to discuss ways of growing this friendship.
At present, the Monavian Empire has created the Monavian Embassy Department Exchange Program, aimed at promoting embassy exchanges with its neighbors. Currently, there are only a very small number of spaces that have beeen filled, so your government is welcome to establish an embassy in Monavia. After the diplomatic talks have finished, I am going to discuss the possibility of creating an embassy in the Silver Dominion of Kirav as well.
I believe that beside the creation of embassies, there should be talks about a friendship treaty and even a possible trade agreement. If these goals are accomplished, then a friendship with your country shall be a new and shining opportunity for the both of us.
