Backroom deals.

Sighing slowly and gently, Shane Pember left the room. “One down… two more to go”, he muttered to himself as the corridor in which he turned exited into an nice, open courtyard. Ever since Northford made their colonisation planes clear through APOC communication channels, various nations had been eager to ‘approach’ him, offering concessions and trade offers in return for involvement in the project. While there was no formal protocol for this, owing to the generally good levels of co-operation between APOC members such interactions were frequent; Northford couldn’t stop them colonising the same lands as they were, however by having ‘first call’ they were given a rather large breadth of negotiation by standard diplomatic protocol.

So far, negotiations had proceeded relatively well. Though QC/RGL channels, Northford had identified Clandonia as the main partner, in an arrangement that had transpired to a very pleasing arrangement for both parties. While the only formal interaction Clandonia and Northford had was through the proxies of the Praeto-Northford friendship treaty and the Questers-Praetonia alliance, they enjoyed a very friendly working relationship, being members of the RGL and QC, respectively. They often picked up the ‘bulk’ of the Escort work between the two alliances, lending them powerful navies, with large amounts of co-operation on trade routes common to both the League and the Commonwealth.

After several rounds of negotiation, the “Clandon-ford Pact”, as it became known unofficially, had expanded into essentially an mutual defence pact, with, strategically, elements of a friendship treaty. Both nations reaffirmed their dedication to working through the RGL/QC framework, while formally offering mutual defence of their colonies overseas where interests clash, and, further, mutual defence of the “Southford” colony site. Strategically, the pact also highlighted the importance of trade links, and, internationally maintaining a unified QC/RGL front on a wide range of common issues.

On the Southford issue, the agreement between the two countries was as follows: Clandonia would gain approximately 30% of the land, Northford would gain 50%, with 10% (an oil and mineral rich region in the northeast) under a joint mandate for industrial development. The remaining territory was to be leased to other countries on a permanent basis, often for co-operation on other issues, or for other, similar leases. The Zukariaans also extended their territory by 5%, pushing their southern boarder south somewhat.

Today, however, Pembers had been dealing with the Cohenians, who had formally approached the Northfordian Government with an aim for a territory exchange. It was a relatively simple deal, with Northford securing a perpetual 10 year lease for the southern peninsula of one of the Eskonso islands, in return for the Cohenians securing a similar perpetual 10 year lease for approximately the same area in the Southford colony. It was a relatively pleasing deal: After the loss of Kepler’s Edge in the Haven War Northford had been needing an independent base in East Haven, allowing both a location to base strategic assets, as well as allowing the Northfordian Navy its own independent Port of Call. The fact it was opposite the (Questarian controlled) island of Ceylon was also a bonus, it meant it was more easily defendable, and gave the Commonwealth as a whole a more solidified presence. Coupled with the planned territory gains colonisation in East Haven in the near future, it was, very simply, a ‘win-win’.

Despite the positive outlook, there were, however, two, rather problematic issues that needed to be addressed. After the Haven war, the Strobovia strait was identified to not only one of the main trade routes through Haven, but, far more importantly, the main route of any likely invasion into the “Commonwealth heartland” ( i.e. Questers, Aunesia, Bruxella). For this reason, as well the fact that it was the main route out the Commonwealth heartland, and into Haven, control was vital.

At the moment, control was roughly split 50/50 between the forces of NATO and APOC. NATO, through their bases on the Cloyster close and the Cravanian outpost of Carpanthium had the effective ability of ‘linking up’, while the much larger and more capable bases on the northern coastline of Northford had the ability to cause a lengthy “Blockage” , not being able to completely cease traffic, simply by virtue of their limited geographical location.

Relations with the Cravanians, however, despite their opposing ideological stand points, were the warmest they had been since the end of hostilities. With Cravanian help Brookes had been re-instated as Prime Minister (somewhat to the chagrin of the Questarians), with his loose coalition winning the two successive elections afterwards. The latest foreign minister had spent several years in Cravan during the GASN years, and had a Cravanian wife. While, politically they were increasingly becoming isolated from each other, they retained excellent working relationships on the Carpanthium boarder. Indeed, despite the status of the Northford within the Questarian Commonwealth, the Governor of Carpanthium, Richard Crawley was the only “National Leader” that regularly met with the Northfordian foreign minister. As well as this, the ex-Monarch of the East Havenic empire, Matt Cravan, regularly dined with Prime Minister Brookes, often in their two respective official residences. Indeed, Steir Castle, the official residence of the Ex-Monarch, actually contained several battery packs designed for Brookes personalised life support system that he was left with after his severe illness during the Haven War: During harsh winters, when the Northfordian Parliament was adjourned it would not be unusual for him to reside there over night when they were meeting for dinner, lest the frail Head of States’ health be risked further during rough travelling.

In fact, by a coincidence only known in pre-planned Role-plays, it was this “regular meeting” with the Carpanthium Governor that Pembers was heading to now, for it was 3:15 pm, Thursday, and therefore the time of their usual meet up. By convention they varied the location, between the Governors official residence and the Northfordian foreign office. In the brief agenda messaged between the two governments, the Colonisation was on the list of topics (after the Haven War they had an unofficial agreement to discuss large ship movements around Carpanthium, to avoid the possibility of a ‘provocation’ incident), as was the latest organised Crime wave in Arterus and the recent progression of the Questarian form of Government towards democracy. While, of course, the Governor for Carpanthium had little remit outside of his own territory, these meetings were usually attended by the Cravanian Ambassador, and, on occasion other members of the two nations.

In today’s meeting, the Ex-Monarch, Mathew Cravan was invited, as was the regular Cravanian Ambassador, and Prime Minister Brookes. On the surface, there was important reason for this: the colonising fleet would consist of approximately 1000 various cargo ships from Clandonia and Northford, protected by around 500 ships of the Northfordian and Royal Clandonian Navy. Further, a capital ship, rented off the Franberrians was to be used a temporary HQ was to be deployed. While it was completely unarmed, and intended to be used for approximately three months while the foundations of a concrete based coastal fortress was laid, the sight of a ship over a kilometre long required explanation, regardless of the realities of the situation.

There was, however, another issue that required the assembly of so many people for a usually quiet affair. There were rumours abound that despite the relatively cordial public relations, the security situation between the APOC and NATO blocs was deteriorating, especially when referenced to the ‘Allanea situation’. The Questarian Empire had Covertly raised the alertness of several bomber squadrons, while several long range Reconnaissance planes running off escort carriers had detected large troop movements between several NATO countries. Frankly, no one in Northford was none the wiser, but Brookes, Pembers, and several key players in the Northfordian foreign office were keen to discover whether any of these actions would interfere with the colonisation planes for “Southford”. There were other reasons for this too… Northford had lined the nation of “Akimonad” to act a neutral buffer state between the Northfordians and the Allaneans in Cloysters Close. By probing the Cravanians, the Northfordians hoped to find out whether or not this was really necessary.

Finally, as an aside, Brookes was due to return to Cravan for his regular health check up with his Cravanian doctors that had saved. There was a…proposition… that had been working on in secret with Pembers that meant, perhaps, he would not be travelling to the Eastern fringe of Haven alone…

Put this up here first for people *cough* Crave to check through IC inaccuracies before we get into the action (people get sick of me bugging them every 5 minutes....). This is going to be a closed RP between various national leaders, while also following the build up to launching the colonisation force. Presently, for OOC background, there are several small (~dozen) teams of the Northfordian Geological Survey over at 'Southford' aiding cartographers in wetland areas, along with a couple of small corvettes watching the site where a 'mullberry' (more on this later) dock will towed, preventing pre-sabotage.

Veering into the official residence, Brookes and Pember took a moment to take in the architecture. Classic Cravanian, with a large fountain taking a centrepiece in the front garden. The Cravanian Governor and former Emperor Matthew Craven were waiting on the front porch waiting for them both.

Brookes wondered if they knew why they were both invited to a regular meeting between ministers...

They both read...

Traffic. In urban centres, no matter what country, what side of the planet, it is an unarguable consequence of human evolution that he or she must be harassed by cars. Or Trains. Possibly even Trams. Northfordian Motorcades were relatively common in Carpanthium, with the M4 being an artery for trade officials, politicians and even tourists, often eager to escape the manic atmosphere of Redbridge International Airport for the quieter affair of Millingston -often to a round tour of the Northfordian and Cravanian holdings in Arterus.

Today, however, the large motorcade, with several darken minibusses full of lightly armed guards was not containing a Northfordian Celebrity intending to take a private jet to sample the latest shopping centre in Cravanian Cortenshire, nor was it a minor trade official. The motorcade in question was containing the Northfordian Prime Minister and Foreign Minister, heading directly to the Carpantium Governors residence. By all accounts, the fact they were travelling by car at all was testament to the degree that Cravanian-Northford relations had been repaired since the 4 Day War.

This was, unfortunately, no simple meeting between statesmen. Northford was attempting one of the largest colonisations ever planned, and Brookes and Pembers were visiting the Cravanians and making sure that they did not interfere. A 'simple' task, it would seem, though the Northfordians were sure their "Carrot and Stick" approach would work well.

...the papers, perhaps they could add two and two correctly for a change...

Pembers got out of the car and quickly shook hands with both the Ex-Monarch and the Governor, and then turned to help Brookes out.

"Greetings and Salutations" said Brookes as he hobbled out of the Car. He was too stubborn to use his wheelchair while he thought their might be Cameras around balanced precariously on a single, fine, Oak cane.

Governor Crawley smiled warmly as the two men emerged from the black car, extending his hand in greeting.

"Morning, gentlemen."

Official greetings were exchanged between the four men, and the two Northfordians were led inside the Governor's Mansion. They entered the central staircase rotunda, and Crawley motioned the men forwards towards the tea room, guiding them through a room at the right of the central room where a housekeeper was already preparing some tea for the group of men.

"Please, sit down.", Crawley said while motioning to four chairs around the circular table. He sat down himself as the other men did so, and drew his chair in closer. "Now, I know this can't be for just a little tea time.", Crawley said. "What business brings you gentlemen here on such short notice?"

Craven all the while had been mostly silent other than exchanging greetings, however he had a look of concern about him despite the friendly opening to the conversation; thinly veiled with a seemingly genuine grin.

"Events my dear friend, Events" said Pembers jovially, quoting a famous statesman. He downed his umbrella, and ajusted his tie somewhat.

Brookes, who had also remained rather quiet, mirroring the elder Cravanian Ex-monarch, decided he had better 'cut to the chase', else he feared he might be here all day... and, despite the lovely architecture, he had the distinctly uncomfortable feeling he was in the wrong place.

"We're planning on colonising the vast expanse over the Strob." he stated simply.

He paused for a moment, allowing the two Cravanians a moment to accept this fact.

"I know no one is on a war footing yet, but we're here to make sure that if things go south, you won't interfere."

"I'm sure we won't.", Crawley said. "However, are there any other nations involved in this colonization? I've heard mumblings in the papers about some big ops going on but nothing substantial. I'm sure Laurana would agree to not interfere, though. Perhaps even offer to give contracts to Cravanian contractors to help in dredging some infrastructure."

Craven also nodded in agreement.

"I doubt Annadale would interfere in such a move. Just as long as the security of Cloyster Coast wasn't breached, as well. That's a major point of her's, and I'm sure you know why.", the ex-monarch remarked, subtly referencing Operation Fortress Strobovia.

“Oh, I'm aware”, said Brookes, knowing exactly what Craven was referring to, “and it's the security of Cloysters we're concerned about... well,it's more that you'll be concerned with once you get an idea of the scale we're talking about here”

Pember's, who had been previously busying himself with adding sugar to the drinks, withdrew folder from his briefcase. Thick, leather bound, and containing around a thousand pages of text, graphs and diagrams, it would certainly make illuminating bed time reading for the C

“I can't let that folder leave my sight, but please, feel free to browse it for the moment.” he said, returning to his Tea.

The two Cravanians briefly looked through the papers while the Northfordian took a chance to sample the tea.

“Arterusian Blend?” asked Pembers coyly as he glanced at the expression on the two Cravanians faces.

"That it is.", Crawley replied on the tea with a wink. "Finest Cortish blend there is."

Crawley thumbed through many of the pages, giving each a cursory glance as he scanned them fairly quickly.

"Bloody hell, Shane, you've quite the operation in the works up there.", he remarked in his characteristically Britannic Carpanthian accent. Craven nodded in agreement silently, carefully speed reading some of the material.

"Sir Crawley, do you need anything?", one of the housekeepers asked while peeking in from the doorway.
"You boys need anything?", he asked quickly while looking up suddenly from the folder. Receiving little response he looked back to the papers in his hands. "No, Margaret, but thanks. I'll call you if we do need anything."
"Right, Gov'na."

Crawley whistled, closing the folder and looking the Northfordians straight in the eyes.

"Damn, gentlemen, that is quite the scale you were describing."

Craven, on the other hand, continued reading. "I'm getting the feeling that Laurana would wish to get a better feel for exactly what was going on... And they'd most definitely immediately try to ensure the safety and stability of Cloyster Coast.", he remarked.

"Laurana", started Brookes, "will most probably want to take the plan apart piecemeal, split the document up and work out every possible countermeasure."

Pembers, who was drinking his tea, coughed slightly. He knew Brookes had security considerations to keep in mind, and letting the Cravanians get a look at the document in full was one of the 'red lines' he was simply not allowed to cross.

"Gentlemen, we need to look at this pragmatically. I wouldn't go to the effort to have my government produce a 5000 page document if this was an elaborate hoax to get ships into the strob'. Likewise, I simply cannot provide such a document to a foreign government, who, officially, we could be pulled into a war with at any moment...."

Brookes let the last word hang for moment before continuing. He had uttered almost exactly the same phrase several years ago, hours before the outbreak of the Haven War.

"...That said, your Government is going to have concerns. We already maintain a larger presence in the Strobovia Strait than most countries, and if we were to suddenly add a zero to the amount of Fleet Carriers we have in the water you're going to think we're making a pre-emptive strike."

Pembers hadn't uttered a word throughout the whole monologue. He was foreign minister, and by all accounts, better aware than Brookes of the nature of the colonisation issue. Unlike Brookes, however, he was far worse at balancing the 'nature' of the Northford-Cravanian relationship - his Cravanian Wife, and his Northfordian military experience led him to often yo-yo between extremes.

"What we need is a compromise." Pember mused aloud, looking at the base of his empty tea cup. It was rather obvious, perhaps insultingly so, but he reasoned the two men opposite him were aware of the constraints Brookes was under as much as anybody.

Well if you're so damn sure war is looming you should be in Laurana right now, Crawley thought to himself, his expression resembling his thoughts after Brookes had said that. Crawley especially had some reservations about warming back up to the Northfordians, considering he had lost his wife and one child during the campaign against Millingston and was thrust into the position of governorship of the territory after the former governor was killed in a surprise decapitation strike.

"I do agree wholeheartedly, Mr. Brookes, a compromise is required." Crawley said diplomatically, brushing his rather personal vendetta aside. "The sort of compromise we need is a rather obvious one, as well. I do know that Laurana should have no real qualms about a Northfordian colonization operation across the pond. As long as the security of Cloyster Coast is not compromised and Northfordian military numbers remain at their usual level in the Strob we shouldn't see any problems whatsoever."

Crawley failed to mention, however, that in the coming weeks an Aequatian naval force would be docking in Millingston Harbor for "joint exercises." It wasn't a very large force that was set to come in, but it was rather sizable.

"There is really little point in continuing this banter," Craven said in his usual abrupt manner, "There is business to attend to, gentlemen. How, exactly, shall we go about proposing this sort of compromise to Laurana? A meeting with Annadale may be in order."
