Crack, Heroin, Crystal Meth and Ecstasy Banned From Greston (Open/MT)
A recent uprising in drug inflicted deaths has brought to the attention of President John Batther that some drugs, though not all, should be banned from use in the Imperial Republic and her colonies. Recent studies show that in the last month out of 1,000 deaths %60 percent was caused by over dosing of drugs or because of side effects of the substances.
Many robberies, public nudity cases, disorderly conduct cases, and murders are results and side effects of some of the substances we are banning. The most famous and recent case would be the Prystal Car Accident.

Substances that make a person jittery and in many cases uncontrollable should be and are officially banned from the Imperial Republic of Greston. Substances like methamphetamines, heroin, crack cocaine, and ecstasy are the most significant forms of the officially banned products.
All substance abusers of the previously listed substances shall be put in clinics and correctional facilities to end their drug abusing habits. Anyone caught selling, smuggling, or buying the drugs shall be placed in a nation jail. Any nation shipping these banned products in illegally will be destroyed. No warning shots, no excuses, no pleading.
To quell any drug gangs and/or drug dealers and dealings in the Imperial Republic of Greston the Federal Abolition of Drugs Organization of Greston or for short, FADOG. Police Field Agent Robert Adamson has been placed to be the leader of FADOG and to select its missions. So far 1,000 Units are enlisted in the ranks of the FADOG. FADOG is a government sponsored organization and all equipment is provided by the Grestonian Government.

The Totalitarian State of Red Tide Government had nothing to do with drugs, nothing what-so-ever.
The Red Tide Mafia, on the other hand, had lots to do with drugs. They noted the sudden crackdown by Greston on drug trade, and decided that the cost from the sudden jacking up in price on the black market would be able to make them alot of money.
The Red Tide Mafia ran its operations out of the mostly-lawless Mountain Provinces of Red Tide. There were only three places in this mountainous region which the government had any control over: the major railroads, the various resource mines, and the Gulag Camps.
The Red Tide Mafia and the government had a defacto understanding with each other, so long as the Government didn't interfere with RTM dealings in the Mountain Provinces, the RTM wouldn't interefere with the governments mountain holdings.
The Red Tide Mafia's leader was known only by the name Xenocide. The man was a complete and utter mystery. Not even his own immediate subordinates knew who he really was.
In any case, the Red Tide Mafia began to smuggle drugs hidden aboard freighters carrying various things, mostly meat shipments, and they also flew in small bushplanes(mostly Cessna's) to out-of-the-way places to get in their narcotics.
The profits could be huge.

An airship drifted towards Greston: one of a part of the exploritory trade fleet sent across to foreign nations that looked promising for trade purposes by the Alfegan corperations, the prospects acting as a carrot so to speak and the government funding acting like the stick.
Normally, these airships to foreign nations were influenced by the Alfegos Underground Mafia in some way. In this case, the massive Liberty4 aerotrader carrying a 2200 ton cargo of electronic goods was also carrying a large amount of contraband. In this case, the crew were unwittingly smuggling 800kg of assorted drugs towards the nation of Greston. And a hitchhiker.
It was a way of life in Alfegos to hitch-hike if public transport was unavailable: many a traveller took routes from one city to another amongst the shimmering gas cells of these airships, and as long as they were not criminals, the crew left them alone. However, this hitch-hiker was far from harmless, carrying an AF-07 assault rifle with 400 rounds of ammunition in 4 drum magazines. He was an AUM operative, not a high level one, but still a sworn-in member. And he was the one who was now hauling the sacks of drugs from fake gas cells towards the side gantry and the air below, a small parachute atop each 80kg sack. Any searchs that would be carried out on the ground would then be rendered null by the distribution of them to the drop sites agreed beforehand. In exchange for fair sum of money.

Drugs were perfectly legal in Kahanistan, and had been for decades. Many nationalistic or capitalistic organisations bankrolled overseas drug operations, though "reputable" drug stores, the kind one could walk into in any Kahanistanian city with a population over 10,000 and buy a bag of pure dope for a few shekels, had nothing to do with these operations.
Kahanistanian patriots often got involved in the overseas drug trade because of ideological objections to depending economically on foreign investors. Capitalists tended to be more self-interested, more intent on making money than making political statements. Overseas trafficking reaped more money than domestic sales due to illegality artificially inflating the price, and often ended up bankrolling right-wing political and/or religious factions.

The decommissioned Pegasus class hydrofoil (http://en.wikipedia.org/wiki/Pegasus_class_hydrofoil) now renamed Escobar after a famous drug lord, looked like an ordinary Pegasus class... but had a crew of 20 men and women in helmets and Interceptor body armour armed with M-4's, and 10 tons of high-grade Kahanistanian pot bound for Greston.
Its captain, Ahmed bin Khalid al-Iskandari, age 53, had had experience as a blockade runner during Kahanistan's numerous wars. While he had little military experience, he knew how to pilot a boat, and he knew how to shoot. His crew, for the most part, had little more military experience than the two years of national service most citizens had, and only one had ever seen actual combat with the enemy. The pot aboard the ship was going to bring over three million shekels if it landed.
They were now about 500 kilometres from the shore where their client was to pick up the drugs...

While their concerns are legitimate ones of business, I'm also concerned that ban could spread beyond merchantile worries. A clear definition and ban on certain drugs might be more advisable than a blanket ban over a category of things that meet a general qualifer.

I am afriad that you didn't read careful enough. The substances being banned are the likes of methamphetamines, crack cocaine, heroin and ecstasy and dirrivitive substances of these or ones like them. One side affect of crystal meth is what it does to the brain. Last month it took four Imperial Officers to take down one crazy man on meth. He ran into a public cafe naked screaming and shouting innapropiate things and smashing and throwing plates. The methane fumes affected him so much that while in custody he even screamed, "My mama says tities should squeeze themselves." In no ways does this substance ban pertain to coffee or caffiene.

Our philosophy exactly. Many of Kirav's ethnic groups hold certain drugs(Nutmeg, Mushrooms, and Alcohol in particular) as very important in their customs and lifestyles. What we'd like to know is, why didn't you have that stuff banned from the start? Seriously, a trained monkey would know that the listed substances are dangerous. Another thing we'd like to know why you aren't banning "lesser" substances such as Marijuana, Cannibis, Shrooms, etc.. Many crimes are committed in the GWO due to these "lesser substances." Also, within the GWO, enforcement is made alot easier, as if anyone is convicted of taking part in drug operations (Dealing, manufacturing, etc, not including buying/using), they are sentenced to death by lesser means. Despite all of this, we congratulate you on your prohibition of these substances, as well as the formation of FADOG.

OOC: Yes there are drug submarines. They nail like 2 a year from Colombia, its shocking how many they catch, that means that there are at least that many if not more actually in service as drug runners.
The 'submarine' as it was called by the crew was no more than a ship that could submerge just 2 feet into the water. Its cranky diesel motor required a snorkel, and they belched a small puff of black smoke ever so often causing the 'Captain' to shudder. The engine sounded like backfiring, and their carbon monoxide alarm's battery was nearly dead.
3 men manned the coke smuggling vessel, 'Captain' Arkady Oruk, a 12 year veteran of hiding in fuel tanks holding a nuclear warhead during custom's inspections, shoving condoms full of ecstasy into his throat, and pissing blood when one of the condoms broke. His 'muscle' was Corporal Lawrence Fisherman, a small framed man with glasses that seemed to have bones made of superdreadnought battleplate. Arkady never trusted Cpl. Fisherman, he was always meticulously taking apart his concealed Siap-made plastic pistol. That was all he did, take it apart, put it back together, and start all over. Finally his engineer, Private Victoria Tuesday was screwing around with a wrench on the engine, trying to stop the puffs of black smoke.
The 'Captain' had been riding her ass ever since they were dropped off by an offshore freighter trying to get the engine problem fixed. He would have turned around if it wasn't for the fact that they had the equivalent of 2 million dollars in cocaine on board and an equally large payout. The Mafia had added a 'smuggling' stipend to their paychecks that more than doubled their usual payment.
Arkady was terrified this time. He read the major upgrades to the Greston patrols on the internet before he left and he just held his FMK-3 close to his chest. He checked his GPS and saw they were only 15 minutes from shore, 15 minutes from a group of dockworkers pretending to be hanging outside a dockside bar smoking. 15 minutes from going from the massive crime of smuggling to a minor crime of illegal immigration.

The cutter was now in Grestonian waters. The barrels, all 40 of them each holding a quarter ton of high-grade pot, were smeared with crude oil to deceive drug dogs, who would hopefully smell the petroleum and not the weed inside.
The crew (14 men, 6 women) talked, joked, and flirted among themselves for the time being, to calm their nerves as much as to converse. A few of the crew had even taken off their flak and life jackets to sunbathe. Those could be on inside of 30 seconds if the captain spotted a hostile ship and called them to battle stations...
"Magdha, too, recognizes the grave danger posed to society by the scourge of drugs, and, like the Imperial Republic, we have banned them. If Grestonian law enforcement and defense forces require any training or assistance in combatting the spread of drugs in their nation, the Magdhan Commission of National Defense will gladly provide whatever help is needed."
