Selective free borders policy is now partially known in global stage
(UPDATE: Our density is already high, new policies have been approved and enacted through referenda to improve our gene pool)
The Confederacy has long transcended the status of nation to become an internationalist entity, despite having its own cultural traits. There are no limits based on birthplace or family roots regarding who can apply to become a full citizen of the Confederacy, neither borders are closed for those truly seeking to embrace the anarchist ideals which shape its decentralized structure by voluntarily choosing to participate in a free market or in a communist political unit, also known as commune, or for honest people seeking to escape from tyranny and oppression across the globe which should only logically embrace the true counterpart of tyranny: absolute freedom. However, with absolute freedom comes absolute responsibility, a phrase which every single inhabitant of the Confederacy has knowledge of, something which explains pretty well how absolute freedom and absolute responsibility are more than a mere motto, they are what separates life from death, for there is no justification at all for jails and alike, but people have the legitimate right of defending their lives from assailants using lethal force, if necessary or justifiable for the gravity of the crime the assailant attempted to do.
Thus let it be announced that all are welcome to join the Confederacy's anarchist dream, with three conditions applied:
No previous criminal file*
Will to work to support local neo-mutualist free markets by joining one of many cooperatives or communist collectives, according to voluntary choice of preferred economic system.
Must preferably pass on the citizenship application tests(IQ, EQ and morality).

The major advantages of choosing to immigrate to the Anarchist Confederacy are:

By entering the Confederacy you are automatically assuming responsibility for your both current and previous acts and, should your crimes be heinous enough justify lethal action, any citizen would have then the legitimate right to kill you, just like they have the legitimate right of carrying any firearm of any caliber they want. We also do not believe in the tale of the "regenerated murderer" and will make no exceptions for this category.
Now, regarding foreign nations interested in transporting "undesirables" you must respect some rules should you decide to sign an accord for it, rules made both for your own convenience and to allow safety and avoid any possible incident.
First, like mentioned we will not accept thugs, but only political prisoners and activists with potential to be great men here. Likewise, there will be no exceptions to this rule.
Second, we shall send and afford the transport costs to lift them to our nation to further motivate this policy, should you authorize it, and all shall pass under local medical checks before embarking to their travel to the Confederacy. We will not accept transport of prisoners to our nation through your own airlifts, and this is in fact an advantage for you, for it shall cut transport costs you would have otherwise.
Third, more of a notice of importance than anything, our airspace is heavily regulated and operates under its own laws, for any aircraft under Confederacy airspace must consent to accept its jurisdiction before going through it, which will bring no consequences for those who are honest exporters, but allows a more efficient way of combating contraband. To avoid inconveniences and shipping costs we have decided to add the second rule mentioned before.
With these aspects mentioned, we hope to have an effective, reliable and trustworthy relationship with the international community.

Like mentioned ICly, it'll be a heavily regulated process. This won't be a "Ahoy POW Dump!" sort of immigration process, and I did it basically as a way to explain how a heavily academic nation like Third Spanish States keeps its economy running.
