The Conservative United States of Holy Paradise wishes to inform you that you are invited to represent your respective nations at a convention located at the Great Holy Paradisian Diplomatic Hall in Holy Paradise City. The meeting will begin as soon as a good number of world leaders have arrived. The topic of discussion is to create a new economic and militaristic alliance that's purpose is to retaliate against terrorist attacks in other nations, defend and support fellow members in war, and strengthen our economies by opening more trade. You may bring up to 20 bodyguards. Holy Paradisian Elite Guards will be providing the most excellent security as well. All attendees shall receive complementary rooms at the newly built 7-star Holy Paradisian Resort. This amazing hotel includes indoor/outdoor pools, world-class resturants, the most luxurious rooms in NS, complementary breakfast, spa, nightclub, wireless internet access, an indoor skiing mountain, and much more (Kinda like that one hotel in Dubai) Food shall be provided if you do not wish to dine at the many restaurants in Holy Paradise City.

We shall need your name, your governmental position (President, King, Emperor, etc.) your nation, number of bodyguards, and any special requests (As long as they do not break the laws of our nation).

Bishop Almedes' plane was late to leave. The airport had been on hold for possible military use in the Shanestan conflict, and this ha dcaused delays of a few hours on all airports. St. Torsion City only had a delay of an hour, but that is the price a nation pays for never being unready.

The plane was able to make time up when it got into the air. In fact, it arrived five minutes early...

I'm going to bed, so everyone just RP arrivals for now.

If It is not too late to attend, The Indonesian States wishes to join the talks and join the new alliance. President Johann van Dyke has been critically injured in a recent terrorist attack within the Indonesian States, so I will attend instead of him.

If it is not too late, the President of Rastier, Warren Smith, would like to attend this meeting. He will be bringing with his family 8 bodyguards with him.

The Royal Airship One, a Gulfstream IV owned and operated by the Imperial Household for personal use by the reigning emperor, in this case HIRM Lugalu II, had landed in Holy Paradise late but apparantly before most other world leaders had arrived.

From the airport, His Holiness was sheparded away in an armored limosine with a full security detail to the conference location where he ran into the Bishop Almedes representing the Arch-Priest of Holy Marsh.

"Ah, good day to you Your Holiness. I am glad there is another religious leader at this summit. I'd hate to be alone, but seeing you here relieves me. Holy Marsh is a country I am not familiar with, but I doubt anyone is familiar with my home of Uraartu. What is your country like?"

Emperor Shy'sun steped down from his private jet flanked by some of his roayl gaurds he made his way to the black armoured limo down the road.

Leocardia wishes to bring it's President Jason Batista, who will be accompanied with 10 Loyal Batista-Sentinels. Leocardia wishes to warm ties with Holy Paradise as well as strengthen diplomatic relations with the new alliance members.

IC: President Holtz arrived at the Diplomatic Hall. This beautiful building had the outward appearance of a Roman temple, complete with columns, yet was incredibly modern. Security was very tight around the air.

As President Holtz entered the hall, an aide greeted him. "Hello, Mr. President, I have good news. Emperor Shy'sun of Kewen, Bishop Almedes of Holy Marsh, and Emperor Lugalu II of Uraartu have arrived and are on their way."

"Very good. Has the food arrived on time?" Holtz asked.

"It has just gotten here, Mr. President." the aide replied.

"For once, its on time." Holtz laughed.

The Emperor arrived at the meeting hall with his security entourage in tow. His first target for conversation was the local leader, Pres. Holtz.

"Ah, it is a pleasure and honour to meet you in person at last, Mr. President. You know, in my country, our Federal President holds a prominent position but weilds no real power. It is odd, for me at least, to deal with a President in such a position as yourself."

"I am honored to meet you as well, Emperor Lugalu II. Come, sit down, and tell me of your nation's history." John responded.

The Generalissimo entered with a bow and a flourish, his crisply pressed attire weighed down by dozens, if not hundreds, of medals. Two bodyguards carried his throne - constructed of solid gold - into the room. Once the Generalissimo was seated, he lit a cigar, took a few puffs, and said, "John, didn't think we'd meet again quite so soon." He smiled, evaluated the other guests. "Whom do I have the pleasure of meeting?"

"This, J.L., is Emperor Lugalu II of Uraartu." John replied.

The Generalissimo nodded his head. "A pleasure."

"Mr. President, I am glad that such a busy man as yourself should take an interest in my small, insignificant country. Uraartu, a true gem of the tropics, is landlocked which somewhat hampers our efforts at entering the global market. We, referring to my people, are located on an equatorial island whose name roughly translates into 'small elephant.' Like I said earlier, a President as leader is somewhat strange, seeing as how in Uraartu our President is merely the people's representative on the Crown Council, the governing body which I command. Full-fledged democracies have always seemed inefficient. But, I should hold my tongue, as I've learned that judging another country's political system can turn into all-out war."

As the Generalissimo approached and announced his presence, Lugalu II turned to him and said:

"Is it true? You are the famed Generalissimo J. L. of Roach-Bust..I mean, Magdha. Yes, I'm glad to say that I have heard of your nations recent name-change. I'm also glad to say I was one of the first world leaders to congratulate you on your recent reelection. I hope that this conference can strengthen our relations. Tell, what led to the change to the name of Magdha?"

The Generalissimo smiled. "Thousands of years before colonialists arrived, there existed indigenous tribes in my nation, which wiped each other out completely long before any foreigners set foot on our shore. Though these people were primitive and barbarous, even genocidal, they are the closest thing we have to an 'authentic' Magdhese people. Little of their language has been translated, but of the few words we know, 'Magdha' means 'Land of the Pure and Virtuous.' I thought, what name could be more befitting?" He paused, a bit embarrassed. "I apologize if my, ahem, speech bored you. I tend to rant. But yes, I, too, hope our nations can grow closer."

Shy'sun had enough time for a quick swim in the pool before he got changed, he basekd in the cool calm water humming a happy tune to himself.

"hmmm? yea what is it he replied lazyily as he floated towards the bodyguard

"im guessing its time to go ?" said Shy'sun for the guard
"Yes Emeroro" he replied Shy'sun saluted and walked off to get changed into his good clothes.

"My country is what it is. Words will fail to describe it. Perhaps one day you can visit?" Almedes said to Emperor Lugalu.

Later, they all entered the meeting hall. The Generalissimo and President Holtz started chatting. Almedes, his body aged, decided to go sit down. He opens up a small folder containing documents vital to the talks.

"Generalissimo, be proud of your heritage. While my country was never colonized or occupied by foreign forces, such a thing may have benefited us in the long run. No doubt the nation that led the colonization efforts of your homeland invested considerable fortunes into infrastructure and industries. We were never fortunate enough to receive the financial aid that a colonizing power would otherwise spend to build up our country."

As the Bishop Almedes spoke, the Emperor turned to him and replied, "I would be delighted to visit the Holy Marsh and meet the Arch-Priest in person. I was wondering, what king of bishop are you? Catholic, Orthodox, or something else entirely?"

"I am a bishop of the Loving Holy Marsh, my dear sir." Almedes said, chuckling.

"The Loving Holy Marsh, you say? I am sorry to say I'm not familiar with your theology. Perhaps you could elaborate on the basics of your religion. I would certainly enjoy it, as I am not just the temporal ruler of Uraartu, but the spiritual ruler as well."

"2,150 years ago, eighteen childen were born to a virgin mother. They were the prophets of God, who saw how the world had turned from his design and wished to rectify it. Those eighteen children performed miracles and led nations while bring the world back one soul at a time. There were some, however, that resisted these changes and 2,100 years ago, those eighteen prophets of God laid down their lives for their beliefs. Among them was the Holy Marsh, who taught us to love our neighbors, tolerate others, and fight for what we believe in completely. At first, things were fine as the followers got along well enough. Eventually, however, followers of different prophets started to war against one another. The Holy Marsh and the Vile Lard emerged as the two strongest, and for 2,000 years we have fought an unending tide of wars. For every one Marsh citizen born today, ten have been killed in the fires of war alone. As for the belief structure itself; it would take too long to explain, for His words are as rich as a hundred thousand Empires."

Due to an arrival of a foreign diplomat, President Warren Smith was held up for a while back home. He went to the airport with the diplomat, saw him to his private jet, before heading to the C-32 for the flight to the Holy Paradise.

More and more people started arriving. Bishop Almedes, aware of the Holy Marsh's interesting strategic position, was anxious to get the talks started.

I am dearly sorry but unfortunately I cannot attend this summit. I am being held up in my Pacific Island Colony, Taeshaet, with a foriegn representitive. To show my good will towards this meeting and you sir Head Premier John Gutted of the Premier Council shall attend. Good luck and God bless.

The plane carrying the President landed, and he stepped off it. He got into tbe car, and it drove off with the police escort leading it. They went straight for the meeting. Minutes later, President Smith entered the hall, sat down and apologised for his late arrival.

The Generalissimo yawned, afforded his watch a cursory glance, and then looked around the room. Though a year shy of fifty, his age was definitely catching up with him; he had already dozed off during this meeting, if only briefly.

Emp. Lugalu II noticed the new arrivals and offered his greetings, first to the
President of Rastier, "Mr. President, how do you do? I am Emperor Lugalu II representing Uraartu, it is a pleasure to make your aquaintince (sp?)."

Then he turned to the Emperor of Kewen, "Good day to you, Emperor Shy'sun, is it? It's always a pleasure to meet another Emperor, my name is Lugalu II."

Almedes took a sip of water, waiting for the talks to commence. The situation in his home country was reaching critical, as whispers of war with the Vile Lard permeated throughout society.

IC: "Apologizes for the delay, everyone. Unexpected issues came up that took priority over this. I hope you're not offended." John explained.

OOC: I'm in the International Baccalaureate program, the most advanced high school program a student can take, not to brag. They give a load of homework almost everyday. Yesterday I got more than usual.

IC: "I call this meeting to order. Let me explain to you what problems are being faced by the world."

Then, President Holtz pulled out a very thick stack of papers.
"These papers are unclassified reports by Holy Paradisian Intelligence on world events. A disturbing trend has come up recently. Allow me to clarify..."

John then took a small packet that was on the top of the stack.

"For the past RL 3 months or so, the nation of Greal has undergone several bloody and violent revolts and civil wars. This issue has not yet been resolved."

John grabbed another packet.

"The nation of Calizorninstan has recently undergone an anti-religion revolution. The state has abolished religion and has horrendously persecuted all followers of all faiths."

Another packet.

"The nation of Kalmurstan is currently embroiled in a violent rebellion. The democratic government is under siege and is losing this battle."

John put the packet down. "Esteemed leaders of the world, the sovereignty of many nations are at stake as we speak. We are fortunate enough to have stable governments at the current time, however, if we allow terrorists and criminals to topple recognized, peaceful, and benevolent governments with no repercussions, who is to say that we're not next? Many years ago, as my good friend Generalissimo J.L. very well remembers, my nation was nearly torn apart by a Marxist lunatic, a man whose goal was not to benefit the people, but to gain power for himself. I do not mind revolts that wish to relieve a people of a truly vicious tyrant, but when a group or person sparks uprest for their own personal gain, if they win, their victory means we all lose. That is why I want to create an alliance which shall come to the aid of the nations that are gripped by suffering and fear. I remember vividly my days in the army many years ago. Walking through the concentration camps of repressive nations. The dead with their look of pure horror in their eyes. These atrocities cannot be allowed. As Woodrow Wilson said, "We must be an arsenal for democracy." Only, it doesn't have to be a democracy. There are benevolent monarchs and dictators. But they are all alike in that they are under constant threat of terrorists and madmen.

There are other benefits to this alliance. Any attack on a member shall be met with swift retribution from other members. Our economies shall become stronger as we increase trade with each other. This is a noble alliance, and that is why I propose it."

"I suggest the League of Democracy for a name" Acting President Muhammad Hanka said, standing up, "Although it sounds...ahem...lame, it is exactly what this alliance is about. And if I m ay add, some of my states have been destroyed by two rebellions, which caused the severe injury of my nation's president."

"The League of Democracy makes it sound as if only democratic states are members. What about the benevolent monarchies and enlightened despots which President Holtz mentioned. How about the League of Free and Sovereign States, since it doesn't conjure up images of any particular government system."

"Yes, I agree with Uraatu. LFSS is a perfect name" Hanka said.

"Then it is settled. Our name shall be the League of Free and Sovereign States." John said. "I would like to thank both Acting President Hanka and Emperor Lugalu II for their proposals."

Five representatives from each member state, regardless of size. Then, we add in more representatives dependent on population. They will make up the main legislative body. Then, each nation's representatives will select one of their own to also serve as the president of their nation's delegation as well as their nation's representative on a council that will oversee major decisions. No one man will be President. Instead, each member of the council is empowered to make decisions in certain areas, such as the LFSS Bank or in Joint Military Operational Decisions, but is expected to give reasons for his actions. Making a decision that is later struck down by the council will result in a confidence vote. If he is voted out of the council, a new representative will be selected out of the candidates. This way, in times of emergency qualified people can act on their own in such a way as to insure us of security. On the other hand, since each council member must report his reasoning for the decisions he makes, the council can assure itself that corruption will be kept low. Therefore, let me use this as an example; My nation sends twelve representatives. They will vote on every matter that comes before the LFSS. They will also vote to elect one of their own to the post of Marsh Council Member. In this example, he is the head of finances. One of our member states has an economic crisis, so he authorizes a few trillion in LFSS funds to be given to the nation immediately. He is brought before the council to justify this and he is found to be out of line in some way by a vote of 8-5. A confidence vote turns out to be 7-6 against him, so my representatives elect a new council member."

J.L. was by no means a midget - he stood at an imposing 6'4" - but Jason towered over him. Looking up into Jason's eyes, he met his gaze. "It's all right," he said, noncommital. After shaking hands, he resumed his seat, turned to President John Holtz. "So...what else is on the agenda?" he asked, lighting a cigar.
